The justice system is broken. A judge can make any ruling without a care in the world. The appeals process is long and tedious. One is not guaranteed the appeal judges are also not activists By the time the supreme court gets to rule , it's years down the line . Justice DELAYED is justice DENIED.

Venezuela exports it's heavy crude oil to American refineries A byproduct from the same refined oil , naptha is then shipped to Venezuela .

In other words Venezuela oil needs naptha in order to be pumped into storage or to distant refineries. Venezuela imports this naptha, which is a byproduct of oil refining. It cannot produce it's own dilutent. With sanctions back , it's no longer getting the dilutent from America, Russia is now it's source.
The source cannot sell it's product without a byproduct from its own source that it has to import.
