Everyone is allowed to protest. The intention of the protest was not to storm congress. It was to make sure they knew a crowd outside felt the separate group of electors would be discussed. Some states had sent an objectional list of electors ( I will get you that list) and the procedures I outlined above were supposed to have been followed. Instead a pipe bomb was found and the session was cancelled just before Ray Epps gang removed the barricades.
