The price in Europe is the price in America. There is no subsidy on oil and nothing stops an American company from selling to Europe at market price rather than a subsidised rate for Americans. This is an International market and no one country has control of it's price.

By design. If America is shipping in oil the prices should be higher than that of europe because Europe is getting some from Russia and some from Middle East.
If America is producing its own oil the production costs will determine the cost
