President Muhammadu Buhari has approved a new salary package for police personnel. Mr Buhari also assured that his administration will continue to give attention to the welfare and operational needs of the Nigeria Police Force (NPF) with a view to restoring its lost primacy in the internal security framework of the country. Mr Buhari said this during an audience in the State House, Abuja, with members of the Nigeria Police Service Commission and the leadership of the Nigeria Police Force on a “Thank You” visit. The visit followed his approval of Rank Salary Structure Adjustment, by which salary, allowances and pension of police officers will be increased. Mr Buhari regretted that the inability of the police in their constitutional role as the frontline force in the prevention of crime had led to military involvement in the maintenance of law and order throughout the country. According to the president, “From Taraba to Sokoto, to the South-south, people don’t feel secure until they see the military. I am pleased to make the increase in salary and allowances in the hope that it will increase the performance index of the police and strengthen Nigeria’s internal security system.” Mr Buhari observed that the more efficient the police is, the more confident the government and citizens will be. According to him, “The military should be reserved for higher tasks. The police should be able to cope well with the challenges of armed robbery, kidnapping for ransom and such crimes. In every town and village, there is the presence of the police. From all these places, they should be able to forward first-class intelligence to you on which to act. “There is a need to amplify the question of more men of the police, especially given the condition we are in–emergency in the North-east, pervasive insecurity and abduction for ransom and banditry in many parts of the country. I congratulate you on the success you recorded against criminals taxing people and stopping them from their farms. We are expecting more from you,” the president told the team. A Commissioner in the Nigeria Police Service Commission, Clara Ogunbiyi, a retired judge, who represented the chairman, Musiliu Smith, had informed the President that the Rank Salary Structure Adjustment would enhance police welfare and morale. The Nigerian Army said in Tuesday morning that its troops of 143 Battalion deployed at a check point in Gulak Adamawa State successfully foiled a suicide bomb attack at Gulak Adamawa State. The army on its Facebook page said troops neutralised a girl with Person-Borne Improvised Explosive Device who tried to Infiltrate DAR Village to detonate her explosive vest in the early hours of 26 November 2018. Nigerian troops rallied to flush out Boko Haram rag tag forces in Guzamala The gallant troops in conjunction with hunters and vigilantes immediately cordoned off the incident area and subsequently conducted perimeter patrol around the community to ensure the area is cleared and to also exploit the area for BHT activities. In another development, the army said troops of 707 Special Forces Brigade Makurdi, operating along Katsina Ala -Zaki Biam general areas, engaged some militias on 26 November 2018. THE Minister of Education,Mallam Adamu Adamu, yesterday, said over N7 billion was spent by the federal government on provision of security for unity schools between 2017 and 2018. I was surprised that Buhari’s party members wanted to bring his govt down – Akpabio Education Minister Adamu Adamu The minister explained that the amount was for the beefing up of security through provision of security infrastructure for the 108 unity schools in the country. Adamu,who spoke, yesterday, in Abuja, while addressing the media on the policies, programmes and activities of the government in the education sector,said government decided to provide basic security infrastructure in the schools because of insecurity in the north east, caused by Boko Haram as well as incidents of kidnapping in parts of the country. “Against the backdrop of insecurity in the northeast, occasioned by Boko Haram as well as incidents of kidnapping in parts of the country, the Federal Government has decided to provide basic security facilities in our Unity Schools,” he said. The minister explained that the period government provided perimeter fencing in the schools that were yet to have one, CCTV cameras within the school premises, as well as street lights powered by solar systems and modern security gates, among others, were also put in place. He noted that the security infrastructure project in unity schools began last year, adding that in the 2017 budget, the federal government made a provision of N5 billion for those facilities to be provided for in 65 unity schools. Adamu said, in the 2018 budget, the federal government provided a total of N2,025,811,972.99, for the provision of these facilities, with a total of 39 schools benefiting. He said the Ministerial Tenders Board, MTB, has already approved the award of contracts for the provision of the security facilities, adding that in the coming weeks, contractors would begin to mobilize to their various sites. Governor Abubakar Bello of Niger State has announced the lifting of the suspension of leave grants to all categories of workers and the increment of 25 percent of their salaries. Governor Bello, who said this when organised labour in the state paid him a solidarity visit in Minna yesterday, noted that his earlier decision on the issues stand and that there is no going back on welfare of the workers. Over 157,000 internally-displaced persons, IDPs, have reportedly returned to their ancestral homes in Benue, Taraba and Nasarawa states following the intervention of the Military via Operation Whirl Stroke. A camp for Internally Displaced Persons The Director of Defence Information, Brig. Gen. John Agim, who disclosed this yesterday in Makurdi, said the operation had also restored peace in most of the communities bedeviled by herdsmen crisis. Brig Gen. Agim said operation had also recorded huge successes in the area of recovery of arms and ammunition, aside the arrest of over 83 suspects in the course of the operation in the last six months. He said: “Operation Whirl Stroke has recovered 57 weapons, 27 AK-47 magazines and 1,311 rounds of ammunition. “In addition, over 157,000 IDPs have returned to their ancestral homes in the three states. During the same period, a total of 83 suspects were arrested, some of whom have been jailed while others are still undergoing investigation for prosecution.” Also speaking, Force Commander of Operation Whirl Stroke, Maj. Gen. The Edo State Governor, Mr. Godwin Obaseki, has increased the number of roads earmarked for reconstruction across the state from 109 to 140, intensifying efforts to fill the infrastructure gap in the state. Special Adviser to the Governor on Media and Communication Strategy, Mr. Crusoe Osagie, said Governor Obaseki gave the approval for reconstruction work to be carried out on more major roads and streets, at the weekly State Executive Council meeting held in Government House, in Benin City, on Wednesday, November 21, 2018. Osagie said the approval brings the number of roads affected from 109 to over 140, noting that Governor Obaseki is concerned about alleviating the hardship experienced in plying bad roads. He noted, “We have put modalities in place to ensure contractors are mobilised to undertake this remedial work during the dry season, as promised. The work will be in line with the findings from the audit of roads earlier carried out. “The plan is to ensure that reconstruction work is carried out on all parts of the state and that the affected roads are in good state. The state government is clear about instructions to contractors on the quality of work to be carried out.” Reconstruction is ongoing at Boundary Road and Commercial Avenue, as well as Ogbelaka, Yoruba Street and Dumez Road, Ugbor-Amagba Road. Others are parts of Government Reservation Area (GRA) in Benin City, including Etete and Adesuwa Road, as well as 1st and 2nd Ugbor and other roads in the axis. The Federal Government is considering setting up an education bond to finance infrastructure in public universities, President Muhammadu Buhari has said. Buhari added that one of the solutions that must be explored was the alumni network, noting the University of Ibadan’s vast alumni network, by virtue of its age, had a lot to offer. “Amongst other options we are working on the details of an education infrastructure bond for public universities, to involve raising money from the capital market to give a push to infrastructure in our universities. “Our on-going talks with the Academic Staff Union of Universities(ASUU) are a fallout of the chequered history of negotiations concluded in 2013 with government. “There is no question that ASUU has a point. However, we must seek to resolve it amicably and with minimum disruption to the academic calendar.’’ According to him, given the radical changes that technology has brought to bear in both the challenges and opportunities in education, the N-Power employment scheme of the Buhari administration provides a technology platform to train teachers. This is a good one from the Federal Government, on the school feeding programme, the government deserve some accolades because every week, 594,000 cows are slaughtered to feed these children. Every week, these children consume 6.8 million eggs which for me Nigeria has started to enjoy the change we voted for. |

The Federal Government on Thursday donated 4,200 agricultural items and relief materials to Borno’s Internally Displaced Persons (IDPs), as part of efforts to improve their standard of living. Hajiya Sadiya Farouq, the Federal Commissioner of National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI), disclosed this during the donation of the items in Maiduguri. IDPs Farouq said that the gesture was designed to ensure an improvement in the living conditions of the IDPs in camps and host communities in Borno. She listed the items to include agricultural tools such as irrigation pumps, rake pesticide, herbicide, sprayer kits and rice, soya beans, wheat, sorghum and millet seedlings. Others included skill acquisition packs such as sewing machines, grinding machines, wheel barrow among others. ‘‘Our coming here with these items today is to continue to identify and empathise with our brothers and sisters who were displaced in Maiduguri. ‘‘The NCFRMI recognises and applauds the consistent efforts of the government of President Muhammadu Buhari to bring an end to insurgency in the Northeast,’’ she said. After many months without salaries, workers in ministries, departments and agencies in Kogi are to be paid part of their salaries. Governor Yahaya Bello of Kogi state Kogi State Government on Tuesday commenced table payment of all its workers as part of efforts to clean the payroll of ghost workers. She said that the table payment would hold in nine centres for workers in Lokoja, while it would hold in designated centres in all senatorial districts for out-station workers. Ayoade added that the table payment would hold simultaneously. According to her, only workers that were cleared during the last screening exercise will participate in the table payment. The monthly wage bill of workers in the state currently stands at N2.6 billion in spite of a prolonged screening exercise under which many workers lost their jobs. Ayoade said that lecturers and other categories of workers in state-owned tertiary institutions would stay back in their campuses to participate in the table payment exercise. She, however, said that workers would have to come with their original letter of appointment, the last effective letter of promotion, and staff identity card, before they could be issued their cheques for three to four months salary. In its reaction, the Nigeria Labour Congress (NLC) commended the state government for embarking on the table payment of salary to its members. The Minister of Information and Culture, Alhaji Lai Mohammed, has said that the Federal Government expended N2.7 trillion on agriculture and provision of other critical infrastructure in the 2017 budget. Lai Mohammed Mohammed disclosed this at a Town Hall Meeting in Dutse on Monday to boost agriculture in the state in particular and the country in general. The meeting had four ministers in attendance: Water Resources, Alhaji Suleiman Adamu, Agriculture, Chief Audu Ogbeh, Trade, Industry and Investment (state), Hajiya Aisha Abubakar and Information. He said that the government has been busy in rehabilitating and constructing rail lines to link all parts of the country with one another. According to the minister, it is necessary to ensure transportion of perishable products like tomatoes, pineapples, onion among others to avoid wastage. In his remark, agriculture minister, Chief Ogbeh said that it was unfortunate that most of the perishable items get spoiled on the way due to vehicle breakdown or other reasons, hence the need for alternative transportation. Also speaking, the special assistant to the Central Bank Governor, Mr Olatunde Akande, said the apex bank had intervened to boost agricultural production with N107 billion from 2015 through the Federal Government Anchor Borrowers Scheme. Akande explained that the loan by CBN to farmers was on a single digit interest. He said that the bank intervened on 15 different farm produce, sesame, rice, soya bean, cowpea, groundnuts, cassava, and poultry among others. The previous government could not do anything as regards this payments leaving the beneficiaries in the dark for such a long time. President Muhammadu Buhari, Thursday, in Abuja declared a state of emergency on Nigeria’s water supply, sanitation and hygiene sector. The president said the declaration has become imperative to reduce the high-prevalence of water-borne diseases in different parts of the country, which has caused preventable deaths. Inaugurating the National Action Plan for Revitalization of Water Supply, Sanitation and Hygiene (WASH) Sector at State House Conference Centre, President Buhari directed government at all levels to redouble efforts and work towards meeting the nation’s water supply and sanitation needs. The president described statistics on open defecation, access to piped water services and sanitation in the country as ”disturbing”, warning that henceforth, Federal Government support to State Governments will be based on their commitment to implement the National WASH Action Plan in their respective States and to end open defecation by 2025. ”Access to piped water services which was 32% in 1990 has declined to 7% in 2015; access to improved sanitation has also decreased from 38% in 1990 to 29% in 2015. ”Our country now ranks No 2 in the global rating on Open Defecation as about 25% of our population are practicing open defecation. ”WASH services at the rural areas are unsustainable as 46% of all water schemes are non-functional, and the share of our spending on WASH sector has been declining from 0.70% of the GDP in 1990 to about 0.27% in 2015 which is far below the 0.70% at the West African regional level,” he said. The president used the occasion, attended by state governments and development partners, to reiterate that the provision of potable water supply, adequate sanitation and hygiene are primarily the responsibilities of state and local governments. ”However, these are not being given the required attention judging from the high prevalence of water-borne diseases that are being reported in different parts of the country. ”We cannot and will not continue to allow these preventable occurrences to decimate our population,’’ he said. President Buhari told the gathering that he was aware that Nigeria did not meet the MDG targets for Water Supply and Sanitation that ended in 2015. ”The Sustainable Development Goals (SDGs) targets (6.1 & 6.2) for WASH are even more demanding as they require WASH services to be provided in adequate quantity and quality on premises at affordable prices. ”This cannot be achieved if we continue with ‘a business as usual’ approach. ”It is on this premise that I fully endorse the decision taken at the meeting of the Federal Executive Council in April this year to declare ‘a State of Emergency on our WASH Sector’. ”I call on all State Governments to complement this effort by according the sector similar recognition to enable us work together to achieve the SDG targets for WASH by 2030,’’ he said. At the federal level, the president pledged that his administration would continue to place priority on infrastructure development including those of water supply, sanitation and hygiene services towards ensuring a better life for Nigerians. President Muhammadu Buhari says his administration is making progress in addressing the challenge of terrorism, including by armed groups who invade villages and small farming communities and commit terrible acts including killing women and children. He said this at the 73rd session of the African Parliamentary Union (APU) in Abuja on Thursday. The president stated that terrorism, armed banditry and organised crimes have continued to be a security challenge for member states of the African Union. He said the proliferation of arms aided by abuse of the ease of movement of persons across freer borders, has contributed to acts of terrorism by groups like Al Shaabab, ISIS and Boko Haram. “Here in Nigeria, we have done a lot to reverse the terror trend and halt the advancement of Boko Haram. We have in collaboration with our neighbours strengthened our armed forces to effectively confront terror groups and have also initiated programmes to address widespread poverty, which has been identified as a significant factor fueling unrest and boosting terror recruitment. “In spite of this progress, we are not unmindful of the remaining challenge of armed invaders who ransack villages and small farming communities and commit terrible acts including the cold-blooded murder of women and children. We are also making progress in addressing this challenge,” he said. While commending the actions of African governments in dealing with these evil groups, he hoped that the APU will develop strategies to assist governments in confronting the menace as he pledged to fast track resolutions for deliberation and adoption at the ECOWAS sub-region and the much larger African Union. Mr Buhari also referred to the recent trade and cooperation agreements signed between China and individual African countries which he said will hasten the efficiency of the business and investment climate in Africa. He added that barriers that restrict ease of doing business and private sector growth must be addressed by legislation and hoped that resolutions will aid the efforts of African governments in developing a more robust private sector to attract necessary investments in Africa’s economy. Advocating education of the girl child, Mr Buhari explained that it increases the probability of having more women innovators, entrepreneurs and Chief Executive Officers. “Education should not be seen as a government programme only, but as a human right and a social imperative. Educating girls once again, I assure the APU of the desire of the government of Nigeria and others to consider your input on this subject with a view to improving the condition of the African girl-child,” he said. The APU is a continental inter-parliamentary organisation aimed at bringing parliamentary institutions of all African states together as well as realising the objectives of the African Union for the establishment of lasting peace.
