The Buhari led administration introduced the New Vision for the Niger-Delta which encompasses robust solutions, targets and initiatives aimed at ensuring that the people of the Niger-Delta benefit maximally from the region’s oil wealth. President Buhari President Buhari initiated the take-off of the Nigerian Maritime University in Okerenkoko, Delta State. The University was granted approval in January 2018 by the National Universities Commission (NUC) to commence undergraduate degree programmes effective 2017/18 session, and commenced academic activities on April 12, 2018. The Buhari-led administration ensured that all privileges accorded to other Federal universities will be enjoyed by the Nigerian Maritime University in Okerenkoko, Delta State. President Muhammadu Buhari approved an increase in the take-off grant allocated to the Maritime University from the N2 billion to N5 billion. Similarly, in November 2017, the President also approved an additional N1 billion to support essential infrastructure works and staff recruitment in the University. The Buhari led administration flagged off the Ogoni cleanup project in 2017. President Buhari’s administration has already set aside $170 million USD seed funding for the Ogoni Clean Up, in an Escrow Account established for that purpose. The Escrow Agreement Signing Ceremony took place in April 2018. The Ogoni cleanup project is being managed by the Hydrocarbon Pollution Remediation Project (HYPREP) of the Ministry of Environment and ever since its commencement, the Buhari-led administration has trained graduates from Ogoni who studied Environmental Sciences in order to enhance their capacity for the remediation work. The Buhari-led administration also flagged off the Ogoni Health Outreach Programme and about 5,815 patients were attended to and 65 surgical cases treated. The Buhari-led administration approved an additional N35 billion for the 2016 budget of the Presidential Amnesty Programme to ensure the rehabilitation and sustainable re-integration of ex-agitators of the Niger-Delta region. PMB’s administration also ensured that indigenes of the region are placed on full academic scholarship so that they can have access to quality education with monthly stipends. Under PMB’s administration, approvals for the establishment of Modular Refineries across the nine States of the Niger-Delta and a total of 38 licenses have been issued, covering high-scale refineries of 50,000 to 250,000 barrels per day. About 10 of the modular refineries have secured their permit to construct and two of these 10 refineries are already under construction, and will be completed by the end of 2018 under the Buhari-led administration. The Buhari-led administration has ensured the resumption of construction work on abandoned projects awarded to different contractors across the Niger-Delta since 2006, including the all-important East-West Road. The President Muhammadu Buhari administration set up the Presidential Initiative to Boost Agriculture and Industry in the 9 states of the Niger-Delta and Enugu an initiative to revamp moribound industries in the region and to also inject new life into the agricultural sector. The Buhari-led administration has completed 6 Cassava Processing Plants in Bayelsa, Rivers, Abia, Ondo, Cross River and Imo states. Under the President Buhari administration, more than 700 youths and women have acquired skills in different areas of business, trade and craft. 130 youths in the Niger Delta were trained on Poultry, Aquaculture, crop production and were given N1 million naira each by the Buhari-led administration. In the Niger-Delta region 214 women who specialize in Poultry and Snail Production were given between N350,000 to N500,00 Each by the Buhari-led administration. 198 women and youths in the Niger-Delta region were trained on ICT & business hub, poultry & fish production under PMB’s administration. 60 youths from the Niger-Delta region were also trained on assemblage and repair of phones under President Buhari’s administration. Under PMB’s administration, no fewer than 275 youths in the Niger-Delta region have benefitted from the Nigerian Agip Oil Company (NAOC) and its joint venture agro skills acquisition through the Green Rivers Project Scheme. Under the Buhari-led administration, the Presidential Amnesty Programme engaged ex-militants and youths from the impacted communities in formal education, vocational skills acquisition and empowerment schemes. Under the President Buhari’s administration, the N120billion Bonny-Bodo road project was flagged-off by the Vice President, Prof.Yemi Osinbajo. The Vice president, Prof. Yemi Osinbajo paid a visit to the Niger Delta region, where he met with their elders and engaged them in discussions that restored peace to the region. Under President Buhari’s Administration, the abandoned AKK pipeline that will enable delivery of gas from the south into the north and open up gas delivery to homes was repaired and restored. PMB’s Administration was able to work with the Niger-Delta leaders hence, the PANDEF group was set up which makes it easy to have a body that could engage the federal government. The Buhari-led administration came up with the Nigerian Gas Flare Commercialization Programme which was aimed at addressing the exit of gas flaring in the Niger Delta region. As part of efforts towards addressing the HIV funding gap in the country, the Nigerian government wants to launch the National HIV Trust Fund.

The director-general of the National Agency for the Control of AIDS (NACA), Sani Aliyu, disclosed this at the 2018 World AIDS Day commemoration event, held at the Banquet Hall of the State House, Abuja, on Thursday.

The World AIDS Day is marked every December 1 to encourage communities to unite against HIV, show support for people living with the disease, and remember those who have passed away due to AIDS.

The theme for the 2018 World AIDS Day is “Know Your Status.”

This year marks three decades of commemorating World AIDS l Day and also 30 years of global progress against HIV.

According to Mr Aliyu, the seed money for the take-off of the HIV Trust Fund is about $15 million.

He said the initiative, which is private sector driven, would provide a platform for more contributions from the private sector.

Mr Aliyu said the trust fund is the fruit of government engagement with the private sector.

“We have been working on strengthening our engagement with the private sector in Nigeria through the Nigeria Business Coalition against AIDS (NIBUCAA) in a bid to increase domestic funding for HIV towards a more sustainable response.

“The HIV Trust Fund, which will soon be launched, will provide the platform for more concrete contributions from the private sector. It is our hope that resources that come through this window will help to close the gap in access to antiretroviral therapy for people living with HIV,” he said.



Mr Aliyu also noted that states have begun to respond to the idea of setting aside one per cent of their monthly federal allocations for funding AIDs response.

The chairperson of the NACA governing board, Pauline Tallen, said the goals of the National HIV response are achievable if all involved play their role.

Mrs Tallen said the board would continue to play a leading role in the advocacy required, including for the creation of greater fiscal space for HIV especially at the state level where the needs are greater.

In his goodwill message, the National Secretary of the Network of People Living With HIV\AIDS in Nigeria (NEPWHAN), Abdulkadir Ibrahim, urged the federal government to consider approving a budget line for the network.

This, he said, would help address the challenges confronting its members who are economically disadvantaged.

The Nigeria Centre for Disease Control (NCDC) on Thursday in Lokoja inaugurated a Public Health Emergency Operations Centre (PHEOC) in Kogi to facilitate rapid response to emergency public health situations in the state.

Inaugurating the centre located within the premises of the state Ministry of Health in Lokoja, Chikwe Ihekweazu, the Director-General of NCDC, said it was built in collaboration with the state government.

According to Mr Ihekweazu, the construction of the centre is borne out of the need to address slow approaches to detection, prevention and responses to infectious diseases and disease outbreaks in the state.

He assured that the NCDC would provide training and capacity building for the health surveillance team in the state to be able to detect and respond to public health emergencies in record time.

The News Agency of Nigeria (NAN) reports that the NCDC equipped the centre with an operational vehicle and modern equipment to assist health officials in responding to public health emergencies and disease outbreaks timely.

Saka Haruna, the state Commissioner for Health, commended the NCDC for the gesture.

According to him, the centre will provide daily epidemic intelligence gathering and risk analysis of public health events.

“It will also help in identifying potential threats and enable timely and adequate responses to emergency health situations.

“The platform will also enable multi-partner alignments for support within a common response framework.

“This will ensure need-based deployment of resources among other essential response strategies and prevent duplication of efforts,’’ he said.



The commissioner recalled that Kogi had in recent times faced an outbreak of diseases including Lassa fever, yellow fever and cholera which he said the state had successfully handled in spite of limited resources.

He assured that the centre will be put to good use as Kogi would remain a dependable partner in the fight against disease outbreaks. (NAN)

The Minister of Transportation, Mr Rotimi Amaechi, has denied the alleged exclusion of Eastern rail line from Port Harcourt to Maiduguri in the ongoing nationwide rail construction and modernisation. Shops erected on rail-line He made the denial when he appeared before the Senate Joint Committee on Land Transport, and Local and Foreign Debts, chaired by Sen. Gbenga Ashafa. Amaechi said contrary to the claim of exclusion, there was only delay in the execution of the project. He said the delay was due to bureaucratic bottlenecks caused by the Public Procurement Act. According to him, the Public Procurement Act is very tedious, stressing “it takes a long time to conclude the process”. Amaechi added that railway project was capital intensive, noting that the Federal Government did not have sufficient fund to implement the project across the country at the same time. He explained that following the paucity of funds, government decided to adopt a systematic approach in the project execution. He further explained that the government could only apply funds to projects as loans were approved. “The president insists on rule of law and the law passed by the National Assembly in terms of public procurement is very tedious and not easy to conclude; it takes a very long time. “We have met with the consortium handling the project for nearly two years. “Secondly, in that meeting we had in 2017, I reassured our people that they are not more Igbo than I am. “Let me make it clear, the country does not have the resources to do railway in every village. It is not possible. 2.7 billion dollars is one trillion Naira. “So, for the railway you want to do from Port Harcourt to Maiduguri is about 12 billion dollars and that is one year budget of Nigeria. “Therefore, everything is done systematically. We cannot do all the projects at the same time. “What we are doing is as we get the loan approved, we execute the project. Currently, we are following due process for the one of South-East.” He also said:“Currently, we have placed an advertisement on the Eastern Rail lines. “Sometime in 2017, we placed an advertisement for rail from Port Harcourt to Maiduguri and that is what the law expects us to do. We cannot skip the law on construction of standard gauge. “Again, even the narrow gauge construction does not only concern the the South East. “The same narrow gauge trasverses Port Harcourt to Maiduguri. “I do not know what other thing the Senate expects from me on this project except to say that it is work in progress.” On the insinuation that General Electric (GE) had pulled out of the project, Amaechi explained that the company handed over the contract to another company because it was no longer in the transport business. “It (GE) handed over the job to another sister company in the consortium which is Trans-net. “We are at the verge of signing the contract agreement and it is when we finish signing the consortium agreement that we will begin to look for money to execute the project. “The total cost of the project is 2.7 billion dollars and it is a private partnership agreement,” he said. The Chairman of the Committee, Sen. Gbenga Ashafa, urged the minister to ensure that no section of the country was excluded from the rail project. The Senate had mandated its committee on Land Transport as well as Local and Foreign Debts, to summon the minister. The joint committee was mandated to get clarification on the alleged exclusion of Eastern rail line in the nationwide railway projects across the country, captured in the foreign loan obtained by President Muhammadu Buhari for that purpose.
