Even when such funds are collected,the systems empowered with oversight functions like the state judiciary and state assembly are clearly subservient to the state executive hence there is zero transparency & accountability!

The solution is to go back to the basics of fiscal federalism which is making states to be incharge of their resources and give a percentage of their monthly IGR to the centre!
There should also be an independent council setup on all states to ensure monitoring and auditing of funds by states and to the centre to ensure proper use of such funds!

States whose resources are not developed could either borrow funds from the CBN or buoyant states to develop their resources!
Every state in Nigeria possesses atleast one resource which if processed can turn into a humongous IGR for the states!

The present system which I always refer to as 'feeding bottle federalism' make state governors lazy and unaccountable!
