Every state in Nigeria lives on oil wealth, oil wealth is what they all transform into IGR based on the economic choices that they make.

IGR does not fall from the sky, what you do with your oil wealth/allocations is what transforms into IGR.

It's basic economics and public administration 101. I don't know why I must explain this to you because it's pretty much basic.

Btw, when you have more money IGR or No IGR like Akwa Ibom and Rivers, you have a lead and an advantage over other states.

You are too grown to be peddling that elementary line of thought.

Akwa Ibom and Rivers are actually richer than Lagos state with massive oil wealth and IGR and less than 5 million population each so why are they not on the same scale or even better than Lagos.

When Fashola was the governor of Lagos state, Akpabio in Akwa Ibom had larger yearly budgets than Fashola in Lagos State, but at the end of the day, Akpabio left office with only 5 or less major projects after 8 years.

It has nothing to do with Capital or money, it's all about leadership and competence.
