xterra2: 1. 2021 Supplementary Budget Details
Recall the FG is going to borrow Over N800Billion for 2021 supplementary budget which Security agencies would get ~N722Billion for capital expenditure.
Sha here are the best snippets
Army Vehicle Requirement 48,670,100,000 Defence equipment N96 Billion
Navy Arms and Ammo Requirement N36B Purchase of equipment N34Billion and Medium term equipment N21B
Overall the Navy is going to spend N157Billion without mentioning any specific purchase (e.g ships)
Airforce
Additional aircraft N140Billion Other equipment N84B
However, if we add these two items we get N224Billion, in US dollars using CBN exchange rate of 410 that is $546.3 Million. So that is some serious money. Excluding the Tucanos, i can't remember Airforce spending such amount at once.
Overall the airforce is spending N239Billion
2. Super Tucanos may be delivered tomorrow, in fact it would be according to the Americans . Around May 7th The Perm Sec Defence said below, and it is on its way so i think the Schedule they gave is on track.
"We paid $496millon to the American government and it is getting to three years now, the Super Tucanos are yet to arrive. Last week, we received an email that it will come by 21st of July" -
^^ So in the next 24 hours it should be in Nigeria We can only hope the Chiefs would tackle some fundamental problems that has been recurrent in this war for years which the Super Tucano cannot solve. Thanks for this info. Honestly the federal government and the execute arm should be stringent on how the military chiefs are going to spend the money. They should be detailed, nor just these type of overall summary. We should know where all these Billions are going |

GabrielYulaw: I better wade in here. Did we overpay for the Tucanos? Yes. Are they what's needed right now? No.
Better kits and equipment, plus improved troop welfare and masses of heavy weaponry would have been mote optimal. Buying 10 tanks from china today, 6 tanks from Ukraine tomorrow and some MRAPS from Proforce next month simply doesn't cut it in my humble opinion.
Sincerely, Nigeria is a country that never lacks for money. What we do best is throwing money at problems hoping it will just go away. Deeper examination of what we are facing and possible solutions never seems to occur to us.
So, the latest estimate has it that over 350k people have been killed in this war so far and frankly the future does not inspire me with confidence. From Boko Haram we have gone to ISWAP and now Bandits and Fulani herdsmen are all over the place, killing without limits and having fun.
How many of you here can confidently travel from one state to the other without killing a ram and asking for the blessing of the almighty? This country is fvcked. If you can't see that then you have a massive problem.
Now, say you have a very deadly insurgency in your country and have $600 million to buy the kind of arms that will bring the war to a very speedy and satisfactory conclusion, what do you do with that kind of money?
I don't know about you, but there's simply no way in hell I'm gonna use that money to buy a dozen turboprops. I don't care if the planes in question came with a million free rounds of ammo, rockets and sensors. I don't care if Thanos himself put them together.
What you guys seem to be forgetting here is that the North and everywhere else seeing unrest and killings is a very large place. I seriously doubt that even a hundred Tucanos would be enough to provide adequate coverage, not forgetting that not all the planes bought will be airworthy at the same time.
If I had $600 million and was told to go and shop for war-ending weapons, I would take like $200 million, go to eastern Europe or Russia and buy or beg for around 500 old tanks, from T-62s up, plus IFVs. These can be speedily modernized and the tanks turned into heavy IFVs that no bandit or ISWAP can touch without using heavy anti tank missiles like the Kornet.
I still have $400 million, right? With $200 million I can buy hundreds of heavy artillery and long range MLRS from Russia, Turkey and China. Some of these MLRS will exceed 200km in range. The normal range of any arty on my shopping list should be at least 30km with standard ammo, and double that with RAP.
Then with the remainder of the funds I will buy as many MALE drones as I can. Mainly from China, but the reliability of their aircraft is doubtful.
So, what will I use all these I bought at mammy market to do? It's simple. The IFVs are there to ensure our troops are safer while moving around. The heavy artillery and rocket launchers are there to engage the enemy wherever they can be found, day or night. We don't need manned aircraft for that. What's needed is to establish bases mainly in the northeast and near our borders that are like 30-50km from each other, all equipped with heavy artillery and mutually supporting.
The drones I bought should be in the air 24/7 and concerns about their data transmission capacity can be remedied by buying satellite bandwidth or launching our own satellite. What this means is of course that with drones covering most bandit and ISWAP-heavy areas, there's no way they can pop up without being immediately targeted with arty or rocket fire, with eyes in the sky making sure the munitions raining down are going where they are supposed to. And all without any putting any troops in danger.
My apologies if the above sounds like daydreaming or science fiction, but it does appear feasible and something I would do if I was given $600 million to buy weapons that will change this war for the better. Not even twenty F-22 Raptors a can win this war for us, let alone a dozen Tucanos, unless these turboprops are carrying atomic weapons, as Joscofelix might say God where did you guys fabricate these news/info from. Who told you that it's only ten MBT we bought. No one can tell the exact numbers of equipment purchased from China. We only knew of the first delivery and I can vividly remember then Lt Gen Adeosun who received the hardwares then said more are to come, so no one can say the exact numbers. Any figure you get from defense blogs are mere speculations ! And by the way the super Tucanos where not a wasteful spending. |

RiceProducers: My friend you must know that stand-off attack capability is the great advantage of Super Tucano. It irritates when people say the Super Tucanoes are slow and then wonder why it is doing well in COIN in the same breath. Stand-Off is the answer. The guided bombs will hit you from 3km away Decades after Liberia and Sierra Leone and many upgrades, Alpha jets are still diving low to deliver ordinance. Hopefully that is behind us No mind them, at least they are way faster that attack helicopters and they can fly at higher attitude coupled with precision guided weapons they can hit the enemy kilometers away. |

komekn: Lets talk substantively that means where possible to reference our view, deductions and strategy.
You have been here long enough, you have knowledge, either by participation and or association, I am similar but European biased.Your expectations shaped by your engagements i want to believe at Nigerian military bases and with multiple discourse with NCO's and senior officers alike.
My experience has historical inheritance as well association participation albeit it is European biased but i did a lot of hanging out with USA combatants at a plethora of bases across Europe but mainly Germany and Europe. My expectations are shaped by that environment primarily nonetheless i have association with Nigerian senior officers as well some who trained in the UK.
Having this in mind, in detail how would you spend $600 million in whatever way you want to bring an end to this war , reduce our unacceptable casualties and if not totally annihilate Boko but give ourselves over riding advantage to end this war ASAP. I don't get your point His $600m too much for the Tucanos or his it a waste You can't win with UAV drones alone in any CION, even developed armies with there UAV technology and might, they still suffer heavy casualties. Don't forget the Tucano is an ISR platform on itself. The $600m is what we need, not forgoing other assets like the UAV. With the UAV base in Niger Republic, western and European forces are not changing anything in Mali, there forces have suffered heavy casualties and likewise the host countries. So please stop using historical inheritance from European or western power as your bases. |

komekn: It becomes relevant because after 5 years in the waiting we are finally going to get the first 3 or so A-29 Super Tucano AT LAST, if we believe the press they are FINALLY on the way.
And maybe we might just get the next 9 this decade hopefully.
Maybe bitter truth is very hard for you to swallow and you prefer sugar coated lies and disinformation, the choice is yours. If there is any best air assets for CION; definitely it's going to be the A29 super tucano. Leave it or take, yes in time to come it's going to change the tide of the war against insurgency. We are getting the first six camo batch, not 3 or so mate |

komekn: How many moons ago did I raise this issue, not with assumptive sentiment based preference but substantively. Using "Best value" and best use of resources for the greatest impact and efficacy .
I got dogs abuse and a barrage of vitriolic rhetoric sent my way, with you mostly on the side of negativity.
Nigeria is facing an existent crisis and somebody is spending $600 million to acquire A-29 Super Tucano and add ons, for an aircraft that has taken 5 years or thereabouts for the 2/3 few to arrive. That incomprehensibly SHOCKING.
I also talked about the possibility of them being susceptible to rudimentary AA Fire from the plethora of enemy technical on the ground. Do not forget this is an aircraft that is supposed to be for CAS - close Air Support. The noise from the Tucano makes its presence well know before it even arrives on the battle scene it is much slower than an Alpha jet , so how safe is it for pilots, time will tell.
The USAF and NATO do not use any of these turbo prop aircraft beyond the experimental, I wonder why
I over flogged the comparison of the Wing Loong 2 UAV's nonetheless Pakistan has just bought 48 estimated cost plus munitions and technology transfer $65 million.
If 48 Wing Loong 2 UAV's were deployed in the North of Nigeria it would literally change the entire course of this war and reduce our casualties tremendously and with ground support almost end Boko Haram. Everyone knows we need more UAV, more eyes in the sky. Spending $600m on the Tucanos is not a waste, we need them has well. That is where I totally disagree with you, from your point of view you're calling the acquisition of these birds waste of money. Which I totally disagree with you mate. Let's assume we get those UAV, what are you going to use to prosecute the targets, his the the UAVs. We need the UAV and has well birds both fixed wing and the rotary wing. For me I'll rather go for technology transfer either from Turkey, China or the Israelis. We are on our way to the right path. We need more UAV and as well has more birds to replace our ageing fleets |

OPERATION HADIN KAI: THEATRE COMMANDER CHARGES TROOPS TO DOMINATE THE THEATRE AGAINST BHTs/ISWAP TERRORISTS
...Lauds troops' efforts in Mallam Fatori, Damasak
The Theatre Commander (TC) Joint Task Force North East Operation HADIN KAI (OPHK), Major General Christopher Musa has charged troops in the theatre of Operations to dominate their areas of responsibility against Boko Haram (BHT) and Islamic State West Africa Province terrorists (ISWAP) in order to ensure total return of normalcy and peace to the northeast.
Maj Gen Musa gave the charge recently, during his visit to troops of Sector 3 in an effort to appraise ongoing operational activities, as well as, to motivate troops of 68 Battalion and 5 Brigade deployed in the frontlines at Mallan Fatori and Damasak respectively. The visit was in continuation of his familiarization and operational tour of troops' deployment at the frontlines in the North East theatre.
The TC, who was briefed on the operational engagements, logistics and challenges of the Battalion by the Commanding officer, Lt Col Victor Ashinze, expressed appreciation to the troops for their selfless sacrifices in the fight against terrorism and insurgency. He tasked them to be more resilient and steadfast in the conduct of their operations. Gen Musa noted, that as border towns between Nigeria and Niger Republics, the locations are strategic and must therefore be dominated by the troops. He assured the troops of the determination of the Chief of Army Staff (COAS) Lieutenant General Faruk Yahaya to ensure all requisite logistics and support for the successful conduct of the ongoing counter insurgency war are provided. The TC further advised the troops to remain focused, disciplined and conduct themselves professionally.
He also visited and commiserated with Wounded-in-Action troops, who are receiving medical attention. The TC was accompanied on the visit by Commander Sector 3, Brigadier General Godwin Mutkut and other Principal Staff Officers from the Theatre Headquarters.
