Don't follow people who have no sense in saying it’s because Lagos was capital. Lagos started the increased IGR from Tinubu era. Capital was moved out of Lagos in 1991. Tinubu became governor 8 years later. All the things Tinubu did were not there before he became governor. That was 8 years after Lagos was no more the capital. So you stop saying Lagos was capital argument. It makes mo sense.
