This picture is not from the 2021 budget presentation. The president did not exit the chamber from the rear. He used the door at the front of the chamber beside the senate president's seat. I believe that he did that in order to prevent a situation in which members of the assembly would try to shake him. Handshakes are discouraged because of the COVID-19 pandemic.

You will also notice that none of the people in the picture are wearing masks. All the people in the hall were wearing masks when Buhari presented the 2021 budget.
