I sometimes sit and wonder who comes up with such very silly ideas ? To think Nigeria as a nation has some of the brightest minds the world has ever seen, look at the very silly policies been churned out everyday.

The killing of this man is still a puzzle, it is widely believed that the invaders who shot him and all the others that evening came in from in from the north.

Someone is teaching you what you don't know but you're here arguing up and down. Every system has rules and regulations. In public service like military and Paramilitary you cannot just do anything you like or want just because you love doing it. If you want to further your education, it is mandatory that you must seek authority from the head of your organisation with written letter and also wait for written approval from the same authority. That he knows but just looking for sympathy from someone like you. The organisation he works for is a regimented organisation and they cannot because of him bend the rule just to favour him, by that they will be creating indiscipline and many people would want to take such illegal route.
Humanly speaking, he has improved himself but that does not impress on the police force to use his cert to advance him as you proposed by some of your comments. Just know you're ignorant of rules and guidelines of military and Paramilitary please and don't argue over that.
However, what I am thinking here is that he wants help of a teaching job, not really police advancement.
