That would be easy but it is the same treatment u get at the overseas embassies. I had a very bad experience at the Nigerian embassy in London. It took over four weeks to get a new passport.

Nigerian federal lawmakers have developed some phobia for the next general election in 2011 and perhaps, the fear of 2011 is the beginning of wisdom. But one would rather say that unless things begin to work in their favour, as many of them would confess secretly or otherwise, the race for 2011 might prove a bit too difficult to win, especially for those of them who are dreaming to come back as senators and House of Representative members.

Some of them leaked that line of thinking on the floor of the chamber of the House of Representatives last week. In fact, the estimation, as expressed for some days, starting from Tuesday, when the leadership led by Honourable ‘Dimeji Bankole successfully extricated itself from the contraption of alleged corruption charges that Honourable Dino Melaye had tried desperately to hang on the neck of Honourable Emeka Ihedioha, the Chief Whip, down to Thursday, could well be said to represent the collective fears of the entire House.

It is also possible to say that the Peoples Democratic Party (PDP) members of the parliament were confronted with the problem. One needed to listen to Speaker ‘Dimeji Bankole, last Tuesday, before he adjourned the plenary, after the chamber had been thrown into much rowdiness, following the Melaye vs Ihedioha final episode.

After the rancorous session, which lasted for more than two hours, the Speaker was forced to say in summary that “2009 Budget: FG’s performance‘ll determine 2011.” It was a statement no doubt made by Speaker Bankole in reference to the poor and lackadaisical way in which the Federal Government(FG), led by President Umaru Yar’Adua, had tried to handle the implementation of the 2009 budget.

What provoked the statement, however, had its immediate root in the sad event of Melaye vs Ihedioha incident which witnessed the former recounting some allegations against the latter, thereby leading the House into not treating any of the legislative issues slated for that day.

According to Bankole, who warned that members had no more time to engage in needless bickering and political shenanigan, there was the need for members to close ranks and forge unity among one another.

He said what should engage the attention of members was the full implementation of the 2009 Budget, the Electoral Reform and the 1999 Constitution Review, thus letting out the fears being nursed by some House members regarding the said budget.

Honourable Igo Aguma, the following day, took off from where the Speaker stopped when he raised a point of order on the issue of urgent national importance. He drew the attention of the Speaker to the poor implementation of 2009 Budget and wanted Bankole to permit him, through the leave of the House, to properly move the motion for debate of the issue.

The leave of the House was eventually sought and the Speaker later hit the gavel. But Aguma never failed in his submission to draw the attention of the House to the fact that the said budget, as reported in the media, had never gone beyond 20 per cent implementation in spite of the fact that release of funds had been made by the office of the Accountant-General of the Federation with the Due Process Office certifying the payment.

Last Thursday, the House of Representatives, after debating the motion on the implementation of the 2009 budget, collectively queried President Yar’Adua over the selective manner in which he tried to implement the budget, particularly on the directive issued by the Federal Executive Council (FEC) that Ministries, Department and parastatal Agencies of government (MDAs) must not undertake new projects besides the ongoing ones.

Yet, as lawmakers took turns to speak on the motion brought by Aguma, the worry that they might not have anything as testimonial of performance to show the electorate in 2011 could be clearly seen.

Those who spoke in support of the motion, including Honourables Dalington Okereke, James Idachaba and Saadatu Sani, declared that it was wrong for the executive to execute the 2009 budget in a selective manner, as they pointed out the danger that the action would pose to the PDP-led government and by extension, their political fortunes.

It took the intervention of the deputy Speaker, Honourable Usman Nafada, who quickly scouted for those who were opposed to Aguma’s motion even though numerous members raised up their hands to condemn Yar’ Adua’s handling of the budget, thus indicating that the fears over 2011 are, indeed, genuine and cannot be dismissed by a wave of the hand.

PORT HARCOURT—Regional Transmission Manager of Power Holding Company of Nigeria in Port Harcourt, Mr. Luis. E. Eromosele, has identified corruption as one of the major factors that have made it impossible for PHCN to provide the nation with uninterrupted and regular power supply.
According to him, “the effect of corruption in socio-economic life of Nigeria is seen in the decay of almost all the social and economic infrastructure, political instability and degraded human resources.

He, however, said the institution had taken actions to redress this image with the setting up of an anti-corruption and transparency unit within its fold.

According to him, “the effect of corruption in socio-economic life of Nigeria is seen in the decay of almost all the social and economic infrastructure, political instability and degraded human resources. This has manifested in our inability to give a steady uninterrupted and reliable power supply.

“We must not fail to realize the serious implication of the ranking of our company as one of the most conspicuously corrupt enterprise in Nigeria. The need to change this public perception of the company is therefore imperative.

The crusade being lunched here in Port Harcourt is a house cleaning exercise aimed at exposing corrupt practices and corrupt staff”

He described the birth of the anti-corruption agency within the power sector of the country as an in-house cleansing exercise aimed at exposing corrupt practices and bad eggs, adding that staff should key into the new drive.

In his remark, the Managing Director, Power Holding Company of Nigeria, who was represented by Mr. Lysian Pepple, said the firm had become zero tolerant to corruption.

The anti corruption committee, he noted, would operate in all the distribution and transmission/ generation units of the firm round the country.

The Managing Director explained that the reform was mainly to ensure proper repositioning of all sectors of the power industry so that they could be well alive to their duties.

Lawal who was sighted with a file containing yesterday’s edition of Vanguard newspaper before the weekly meeting of the Federal Executive Council (FEC) began, refused to talk to State House Correspondents when approached on the grounds that he had no time; but requested that the reporters should see him later.

This he did twice until the FEC meeting ended. And when he eventually emerged from the Council Chambers of the Presidential Villa, venue of the FEC meeting , the minister who was not apparently ready to field questions from journalists said “I have discussed with my boss, we have to be careful”, a statement that did not make any meaning to reporters.

Asked to explain what he meant by “we have to be careful”, the minister failed to utter a word, as he walked out on the reporters.

Vanguard’s investigations however revealed that President Yar’Adua, following the various media reports on the poor state of federal roads in Lagos State, had repeatedly drawn the attention of the minister to the issue, asking that he comes up with a workable solution towards addressing the issue as it has become a major source of negative publicity to the government.

It was gathered that  the Hassan Lawal, who has served as minister for five years, including three years under former President Olusegun Obasanjo, as Labour minister, and two years in the present government, could not come up with any solution.

Vanguard had reported that the Oshodi-Apapa expressway, owned by the Federal Government, has for many years been neglected resulting in its present state of decay.

LAGOS — LAGOS, the nation’s economic capital and financial hub has been paralysed by intractable traffic snarl-up, worsened by heavy downpour witnessed in the last few days.

One of the city’s main arteries, the Apapa-Oshodi Expressway which connects the Murtala Muhammed International Airport with two of the nation’s busiest seaports — Apapa Quays and Tin Can Island Port has failed at several locations.

The worst points are on Tin Can Island itself, at Ibafon (Coconut Bus-stop to Sunrise), at Berger, and at the turn-off to Lagos-Badagry Expressway at Mile II, where motorists paddle their vehicles through flood waters.
Other failed sections are at Rainbow Bus Stop, stretching forth towards Sanya for several hundred metres. This spot has particularly worsened the agonies of motorists in the last few days, with traffic backing up for many kilometres and throughout the day.

It is also the scene of ghastly crashes as unsuspecting motorists speed into the craters at night. The other major failed section is at Itire (Berliet Bus Stop).

The traffic situation has continued to worsen as the heavy downpour enters its fourth day.
When Vanguard visited some of the failed spots yesterday, it was discovered that rather than the flood subsiding, it has continued to increase in length and depth.

With the increasing flood, the road has become a no-go area for small cars and buses which could not wade through the flood. Even the failed parts of the road have also continued to increase in size as the flood washes off most parts of the road.

As it is now, only trailers and heavy trucks with big tyres and axles could afford to wade through the road and it takes them over six hours or more to go through the distance of about one kilometre.

The effect of the flood however has taken a toll on businesses along the axis as many shop owners had to close down. Some of the shops have been covered by flood forcing the owners take off for fear of getting infected in the dirty water.

Banks groan as customers stay away

Also badly hit by the situation of the road and flood were banks along the road. The over ten banks along the road were a shadow of themselves yesterday as customers stayed away.
Staff of some of the banks visited by Vanguard were idle and lamented the lack of business since the heavy flood started.

A banker with one of the new generation banks along the road who wouldn’t like his name in print told Vanguard that customers hardly visit them since the downpour started as most of them were scared of falling inside the flood.
But he pointed out that only those who could not keep their money in their safes dared the flood for fear of being visited by robbers.

“You know, the oil companies and servicing companies are predominantly located here so they have to dare the flood to come and do their transactions but apart from that, business has been extremely dull,” he said.

Another banker from another bank shared similar views with his colleague but added that even one of their staff was rushed to the hospital yesterday when he fell into a drainage.

“My brother, it was not easy, we almost lost one of our staff yesterday who fell into the drainage unknowingly because the drainage was covered by flood,” he stated.

Meanwhile, most motorists had resorted to using link roads around the area to cut off the express. Most of the roads being followed were not better than the expressway but the only difference is that they are not flooded like the expressway.

The major street behind the expressway, Akogun Street, which used to be the alternative road whenever the expressway gets flooded is under construction by the Lagos State government, thereby worsening the plight of motorists and commuters.

With the untold hardship being suffered by commuters and motorists, it seems the Federal Government is not doing anything to salvage the situation.

The Oshodi-Apapa expressway is has, for many years, been neglected resulting in its present state of decay. The drainage systems have become dumping ground by companies doing business along the stretch, while Tokunbo vehicle sellers take over some of the available spaces left on the road.

Remedial works carried out on the road in the past have not helped matters as they have only been peripheral and did not really address the state of the road.

Meanwhile, some youths are making brisk business at the bus stops by ferrying people across the road on their backs through the flood for a fee. One of the lads told Vanguard that he gets enough to feed himself and help the family by directing vehicles away from the craters covered by the flood and ferrying people across the road on his back.

Elsewhere in Lagos, flash floods have been the cause of motorists’ woes, especially along the Airport Road, and in Gbagada. In the suburbs, like Satellite Town, Abule-Odu, Ejigbo, Ikotun-Egbe and Ojo, flash floods, which opened up huge craters on the roads have caused traffic to back up repeatedly.

In other parts of Lagos, failed road sections are the cause of traffic jams at Egbeda, Alagutan, Alimosho, and other parts of Agege, especially at Pen Cinema and Ogba-Omole axis.

Parliament rules are different u dont get four years -  u only get the remaining period of the current Parliament even if it is one day.
