Russia is launching Islamic banking for the first time as part of a two-year pilot programme on September 1.

With a sizeable Muslim population estimated to be up to 25 million, Islamic financial institutions have existed in Russia until now, but this is the first time the country’s legislation has officially endorsed its launch.

On August 4, Russian President Vladimir Putin signed a law introducing Islamic banking to assess its “feasibility”.

The pilot programme will take place in four Muslim-majority republics – Tatarstan, Bashkortostan, Chechnya and Dagestan, areas that already have the most experience in Islamic finance.

If the programme proves to be successful, the plan is to introduce the new regulation to the rest of the country.

Here’s all you need to know about the new experiment:

What is different about Islamic banking?
Islamic banking operates under Shariah, the Islamic legal system that forbids transactions involving usury, or charging of interest as it is considered an unjust exchange.

Whereas conventional finance is debt-based and the client bears all the risk and liability in transactions, Islamic banking is asset-based, with profit and risks shared between the financial institution and the client as part of a partnership.

“No bank can benefit from the client’s financial problems and insolvency that often happens in conventional finance,” Madina Kalimullina, the executive secretary of the Russian Association of Experts in Islamic Finance, told Al Jazeera.

“Islamic finance promotes partnership-based relations, which is rarely the case in conventional finance,” she said.

Islamic banking also does not finance sectors harmful to society such as alcohol, tobacco and gambling.

Another key difference is that Islamic banking does not allow financing speculation, financial derivatives, or “deals with no real asset”, Kalimullina said, which had previously triggered the global financial crisis.

Why is Russia introducing Islamic banking?
According to the senior vice president, Oleg Ganeev, of Sberbank, Russia’s largest lender, the Islamic banking sector has an annual growth rate of 40 percent and is reportedly expected to reach a value of $7.7 trillion by 2025.

Kalimullina said that “the growing market needs regulation and investors and clients protection”, but the Islamic finance market could not use the benefits of state support programmes for mortgage financing and for small and medium enterprises as they are all based on interest-bearing loans, contrary to Shariah.

“These obstacles are partly solved for mortgage finance in the adopted law. It’s expected that the experiment will allow to develop further conditions for Islamic finance development,” Kalimullina said.

Did Western sanctions influence Russia’s decision to launch Islamic banking?
Islamic banking is “a long-awaited initiative”, having been discussed in Russia since the financial crisis of 2008, “when banks faced a shortage of liquidity and began to look for alternative sources of cash”, according to Diana Galeeva, an academic visitor at Oxford University in the United Kingdom.

Following the annexation of Crimea from Ukraine in 2014, with Russian banks feeling the squeeze of Western sanctions, the “Association of Russian Banks proposed allowing Islamic banking in the Russian Federation and establishing a committee within the Central Bank to regulate the activities of Sharia banks”, Galeeva told Al Jazeera.

The war in Ukraine and Western pressure on Russia’s economic sector are just the latest developments that have sped up the process of turning to Islamic banking.

“Every new wave crisis in recent years has prompted Russia to turn further away from the West and toward the East, which in many cases means greater links with economies of Muslim-majority countries,” Galeeva said.

How will the move help the Russian economy or economic relations?
The key explanation as to why Russia’s economy has remained resistant to Western sanctions is due to its energy revenues and “Islamic banking will, by comparison, have a very small direct impact”, Galeeva said.

But with the new two-year experiment, the “Russian economy will be increasingly East-facing, since the main aim is to make Russia, and these regions in particular, more attractive to foreign investment from the Middle East and other countries with Shariah finance frameworks”.

Kalimullina said she hopes the new programme will develop “assets-based financing and risk-sharing partnership relations”.

“The first group to benefit from the new market are the small and mid-sized enterprises, which are very often under-financed. Islamic finance, as it is well known, is more oriented at financing the real economy with real economic products,” said Kalimullina.

Several mosques in the United Kingdom and Ireland are opening their doors to the homeless as icy weather continues to bite, with temperatures hovering below zero degrees.

Concerns for vulnerable people grew on Friday as the Met Office issued a red alert for snow - the highest level of warning - for parts of southwest England and south Wales.

Yellow and amber warnings were in place across the UK on Friday and into the weekend, with Storm Emma bringing heavy snow and strong winds.

"The temperature is pretty severe, so we thought, 'Why don't we do something to help?'" Rabnawaz Akbar, a trustee of Makki Masjid in the northern city of Manchester, told Al Jazeera.

Over the past couple of days, a handful of volunteers have camped out at the place of worship, providing food and shelter to Manchester's homeless.

The mosque is also offering its shower facilities to those seeking a place to stay.

Because the mosque is situated in a predominately South Asian area, the meals on offer include traditional Bangladeshi and Pakistani meals such as rice and curried chicken.

Akbar said homelessness in Manchester is growing.

"Austerity measures over last eight years mean the support services that people need are not there any more," he said. "This results in people sleeping rough. The solution is not just about people having a roof over their heads. Some of these people have mental health issues, they are domestic violence victims, drug addicts or undocumented immigrants - they have no recourse to public funds.

"To make sure they are off the street, you need support services around them, not just give them somewhere to stay for a night. Unfortunately, due to budget cuts at local authorities, [councils] do not have the resources."

As I was thinking about this, a guy came from the side and said, 'You're homeless, would you like to spend the night in a mosque?'

"They made me feel very welcome, gave me something to eat, to drink. Something that the basic council can't even provide for us."

Jamie said that the media often portrays mosques in a negative manner.

"You always get the stereotypical [portrayal] of mosques … Not everybody is like that. I've not been encouraged to be radicalised. It's 'Are you hungry? Are you okay?'."


Leeds Grand Mosque, Oldham Mosque, Finsbury Park Mosque, Canterbury Mosque and Dublin's Clonskeagh Mosque, which is part of the Islamic Cultural Centre of Ireland, have also opened their doors to the homeless.

In line with the mandate of Governor Akinwunmi Ambode, the Lagos State Domestic and Sexual Violence Response Team (DSVRT) in partnership with the Ministry of Health and the Primary Health Care Board at the weekend launched the Sexual Assault Standing Order and Sexual Assault Evidence Examination Kit, also known as rape kits.Coordinator of the DSVRT, Mrs. Titilola Vivour-Adeniyi said the launch was done at a training session for Health workers of Primary Health Care Centres.She listed the five pilot centres to include Ogudu, Ita-elewa in Ikorodu, Ajilete in Ifako-Ijaiye, Palm Avenue in Mushin and Oshodi in Oshodi-Isolo.She said the selection of the pilot PHC’s was methodically done as statistic reveals that sexual and gender based assaultrelated crimes are most prevalent in these areas. These centres render 24 hours service, laboratory, HIV Counselling and Testing, and Maternal and Child Health Services.According to her: “the Rape Kits contain the necessary instruments used for evidence gathering and examination some of which include microscope slides, saline water, swabs for collecting fluids from delicate body parts like the lips, cheeks, thighs, private parts.“The Kit also includes materials for blood samples, comb, paper sheets for evidence collection such as clothing fibres and hairs, nail pick for scraping debris from beneath the nails, gloves. The documentation forms which include the consent form and Patient History/ Sexual Assault History are also in the rape kit.Mrs. Vivour-Adeniyi said the Lagos State Sexual Assault Standing Order, the first of its kind in Nigeria, was produced toguide the provision of health care services as well as set the minimum acceptable standards for the provision of quality health care to the survivors of sexual assault.She expressed optimism that The Standing Order will equip healthcare providers with tools to facilitate examination, treatment and management of sexual assault patients.“The output of this training in terms of knowledge shared with the workers will ultimately facilitate examination and management of patients after sexual assault, and also improve the quality and documentation of evidence collection.“The protocol response to be adopted is now clearly enumerated, some of which include taking the survivor/patient to a designated area, getting the informed consent of the survivor to have the examination, obtaining the medical history, and then proceeding to collect the different samples necessary for forensic examination and testing.The Training was organised by the Lagos DSVRT with technical support from United Nations Programme on HIV and AIDS (UNAIDS), United Nations Population Fund (UNFPA)and FHI 360.
