BeachLife:You're wrong about local governments having no money. They can always raise taxes and they recieve monthly allocations. The big issue with then is lack of IGR and state allocations. States used to cannibalize on their money without recourse before NFIU regulation by the Federal government. These attractions you posting are funed with municipal funds mostly.
