I say its ridiculous because the whole country wont be a suspect in a crime. DNA test isnt magic you still need to conduct other aspects of police investigations. Its just one of many tools. Lets assume a rape happened do you expect polie to have sample of semen, blood or saliva on hand. No they still have to talk to victim gets suspects and then test.

They dont need to have databases of everyone. They will naturally have database of prisoners in booking with fingerprints. They also collect with need be.

Forensic investigation and detection goes with an authentic and verifiable national bio database.

And as currently constituted all facets of the country's security apparata is under the purview of exclusive list.

For the Lagos state initiative to work the old long state police clamour needs to come on stream else there will constitutional breach since states are not permitted by law to access the sensitive bio data collected by the NIMC , BVN, INEC, GSM Network providers etc.

Even medical records of citizens cannot be accessed by state without a a breach of doctor-patient privacy privileges and its attendant legal implications.
No they dont. They just need to arrest suspects and check their DNA. They can also get access with warrant from Nigeria Correctional Service or GSM. Your rights dont need to be violated for them to do their jobs.

If they need access to medical records they can either warrant. They can test you or access it from hospital. There's needs to be centralized data base to host identities in the country though.

I always wonder how these guys get the balls to publicly make such declarations.... but then I see how people generally swallow without chewing whatever someone in high position says. A d we wonder why we can't move forward.
You have to make the database. Forensics isn't magic and doesn't mean you skip other aspects of investigations. You still need to find suspects then cross reference then in evidence yiu gathered on scene if crime wheather it be blood, semen, finger prints etc. They can easily start by accessing prisoners at booking and it will help exonerate some inmates.

You find out if drugs and poison were used during autopsy. You can also test for drugs the scene, hospital, or police station assuming you have equipment. The paternity test probably just a way to make extra cash.

The Federal government has been urged to set up a high-level crises response team made up of Central bank of Nigeria (CBN), Nigeria National Petroleum Corporation and Ministry of justice, in response to Nigeria’s major loss at a British court on Friday over $9 billion damages for failing to honour a contract.

According to stakeholders familiar with Nigeria’s economic situation, the aim of the high-level response team is to calm the nerve of foreign investors, as Process and Industrial Development Limited (P&ID) who won the judgement in London, might resort to going after Nigeria’s Eurobond custodian; a development which could have a devastating blow to the credit rating of the country, derail the 2018 budget and plunge the economy back into recession.

According to sources, government agencies such as CBN, NNPC and ministry of justice needs to speak with one voice and calm foreign investors who are currently jittery about the current development and also reassure them they are taking the right steps to resolve the matter as $9 billion still under the government’s control in respects to Nigeria’s total assets.

Sources tell BusinessDay that the situation in Nigeria is not new as it is similar to what happenned in Republic of Congo in 2017, which had a sovereign debt default after the latest coupon payment on its $363 million Eurobond was frozen amid a decades-old legal dispute over a $1 billion debt to a local construction company.

Stakeholders believed it was also foolish for Nigeria’s solicitor general Dayo Apata to claim it inherited the situation from previous administrations because the government is a Going Concern, as the statement is making Nigeria a laughing stock among international community.

Foreign investors see the response from the permanent secretary, federal ministry of Justice as “suicidally, unintelligently arrogant.”

Investors were quite surprised about government silence and denial of the matter since the issues first began only to start responding after the court had given its judgment.

Lawyers representing Nigeria, Africa’s largest economy, had argued that the arbitration award should not be enforced because it was “manifestly excessive and penal”, and that the UK was not the right jurisdiction for the case.

Justice Butcher rejected the government’s arguments.

The Nigerian government has yet to make any payment, and “has not applied to set it aside in any jurisdiction”, according to the ruling.

Benue State Government on Tuesday said it would start disconnection of all illegal water connections in the state.

The Acting General Manager, Benue Water Board, Mr Gideon Shenge, told the News Agency of Nigeria (NAN) in Makurdi that the board was now supplying 28,000 cubic meters of water to Makurdi residents daily.

According to him, the board will commence disconnection of all illegal water supply channels in Makurdi from September and appealed to all customers to show water bills and receipts of payment during the exercise.

He said the exercise was aimed at increasing the revenue generation drive of the state by collecting all unpaid revenues due to the board.

Shenge said that the board had taken steps to ensure strict supervision of all waterworks in the state.

‘’The board has completed the repair of four water filters at the Greater Makurdi Waterworks and commenced six-hour daily water supply of 28,000 cubic meters,’’ he said.

The Makurdi Waterworks had stopped water supply to consumers for more than three months owing to the damage of water filters, prior to the assumption of duty of the new acting general manager.

According to him, the board has completed removing mold sand from the clarifiers that damaged the filters, which prevented reverse washing of the filters.

He said the old water pipes had several leakages but assured that minor damages would be repaired, while those requiring major repairs would wait for government’s intervention.

‘’The old pipe network was designed for the old waterworks; therefore, we cannot pump 50,000 capacity now. This is our major challenge; reticulation and repairs of water pipes within Makurdi metropolis.

‘’Places that do not have leakages are receiving regular water supply.

‘’Places without existing water pipes network or serious leakages like Taxi Park, North Bank and Benue State University should not expect immediate water supply because of serious leakages,’’ he said.

Shenge noted that places like High Level, Wadata, Government College, Benue Hotel, Mount Saint Gabriel Secondary School were currently enjoying full water supply.

He said the Katsina-Ala and Otobi Water Works would soon commence water supply.

The tiny oil-rich central African nation of Equatorial Guinea is carrying on plans to erect a wall along its 183km-long border with Cameroon.

The plans have sparked controversy with Cameroon authorities because of concerns about encroachment into Cameroon’s territory.  Equato-Guinean officials are said to have already erected milestones to demarcate the line along which the border wall will be constructed.

The move, similar of US president Donald Trump’s pledge to build the controversial US-Mexico border wall, has angered Cameroon’s government. It dispatched its army chief of staff at the end of July to the border town of Kye-Ossi for a situation report and stationed elite forces along the border.

There has been a history of border friction between Cameroon and Equatorial Guinea. Tensions have been rising between the central African neighbors since Equatorial Guinea discovered oil in the 1990s. The smaller country has often blamed Cameroon for allowing illegal migrants from West and Central Africa, especially Nigeria and Cameroon, to pass through en route to Equatorial Guinea in search of economic opportunity. Eq Guinea officials seems to fear an influx of foreigners will weaken efforts to provide jobs to its citizens, majority of whom still live in poverty.

Equatorial Guinea has also been especially keen on border security following the arrest of 30 heavily armed men from Chad, Sudan and CAR along the border in what it saw as an “attempted coup d’état by mercenaries.” The last time Equatorial Guinea closed its border with Cameroon because of the reported coupattempt in December 2017, it was only reopened in January 2019.

Over the last decade, Equatorial Guinea has become one of Africa’s wealthiest countries as the fourth largest oil producing country in Sub Saharan Africa but with a tiny population of just over 1 million. World Bank data shows it has a gross national income per capita of $7,050 compared to neighbors like Cameroon of $1,440 or even Nigeria’s of $1,960. At various points in the last 15 years, depending on global oil prices, Equatorial Guinea has been informally designated as Africa’s wealthiest country.

On paper Equatorial Guinea could be seen as a booming country because of its abundant petroleum resources and huge investments in infrastructure development, thus attracting economic migrants. However, in terms of development indices, it is not much better than Cameroon or other African countries because of political corruption and the high-handedness of the Obiang family which has ruled the country since independence in 1968. It is ranked 141st out of 189 countries in the UN Human Development Index of 2018.

President Teodoro Obiang Nguema Mbasogo, Africa’s longest serving ruler, has been in power since August 1979 after ousting his uncle Francisco Macías Nguema in a coup. Over his 40-year rule, he and has family have been accused of mismanaging the country’s wealth while also scoring low on both human rights and press freedom rankings.

President Obiang Nguema as well as his son and likely successor, Teodoro Nguema Obiang Mangue, who is vice president, have both been mired in allegations of corruption and misappropriated public funds.

In 2017, a French court slammed Teodoro Nguema Obiang Mangue a three-year suspended sentence after finding him guilty of embezzling $175 million of public funds to buy real estate, luxury cars and other assets. The playboy son of president Obiang Nguema has also been under investigation by Swiss authorities for financial crimes.

Besides causing a diplomatic roar, critics of president Obiang’s action believe it contradicts the spirit of the African Continental Free Trade Area and other similar regional agreements for the free movement of persons and goods to which the country has committed to.

The move by Equatorial Guinea is counterproductive whatever the reasons advanced by its authorities and goes a long way to compromise continental efforts, says Bama Etienne Cham, senior trade policy advisor at the Cameroon National Shippers Councils.

Gov. Abdullahi Sule of Nasarawa State has promised to utilise the coal deposit in Obi Local Government Area to build a 100-megawatt electricity power plant.

The governor stated this on Friday at a ceremony to flag-off work on solar-powered streetlights in Obi.

“My happiest day will be when we start generating coal-powered electricity here; the coal deposit here has the capacity to generate electricity that can serve the entire state.

“General Electric, a firm whose specialty is generating electricity, will soon bring four turbines from South Africa for the electricity project.

“The state government is also exploring alternative power sources in its plans to industrialise the state,” he said, adding that government would install two kilometres solar-powered street lights in each of the 13 local governments as promised during the campaign.

Earlier, Abubakar Murtala, Senior Special Assistant to the governor on SDGs, had said that due process was followed in awarding contracts for the job.

The governor’s aide said that his office was carrying out the projects in collaboration with local governments and the Ministry of Environment.

Murtala said that the SDGs office would ensure that contractors adhered to contract specifications.
