Mr Michael Okonkwo, the Managing Director, Awka Capital Territory Development Authority, says the monthly internally generated revenue of the state has increased from N500 million to N1.5 billion.
Okonkwo told newsmen in Awka on Saturday that the Authority`s revenue profile also increased from N13 million to N20 million monthly.
He said that Gov.Willie Obiano`s administration inherited a monthly N500 million as IGR and directed that something is done to increase the revenue profile of the state.
“ When Gov. Obiano came in, he met a monthly figure of N500 million monthly as internally generated revenue. The governor said that the situation was unacceptable and that he expected N3 billion.
“ It has not been easy, but we have been able to reach N1.5 billion monthly,” he said.
Okonkwo, the Chief Executive Officer of the Authority, said revenue from the six Local Government Areas that make up the capital territory, contributed N20 million to the state`s internally generated revenue.
According to him, the production of a base map for the capital territory assisted to raise revenue for the state and led to the completion of an aerial photography of the state.
He said that the revenue drive had made the state to work towards self-sufficiency because of dwindling revenue from the federation account.
He said that work on the complete master plan of the territory was on-going.
“ While the comprehensive master plan of Awka territory is on-going, we have put together what we call the Awka Capital Territory Concept Masterplan.
“It will be released soon for people to see the new Awka capital territory urban design framework plan, in which we will offer new land use, new urban renewal initiatives, and implementation strategy,” Okonkwo said. The Federal Government on Thursday said it had disbursed N229, 640,000 million to 22,962 women considered to be poor and vulnerable in Jigawa, under its Conditional Cash Transfer, CCT.
Nura Sani, the Head of Media and Publicly, Jigawa office of the Federal Government’s Special Intervention Program, SIP, said this to the News Agency of Nigeria (NAN) in Dutse.
Mr. Sani said the fund was disbursed to the beneficiaries in nine local government areas of the state: Auyo, Guri, Gwiwa, Jahun, Kaugama, Kiyawa Miga, Roni and Taura.
He explained that the beneficiaries were selected from three political wards of the benefiting local government areas, considered to be the poorest of the poor.
According to him, the nine councils represent the first batch for the take-off of the programme being 30 per cent of the 27 local government areas of the state.
According to him, 15 more councils will also benefit from the programme.
NAN reports that CCT scheme was introduced by the Federal Government to tackle poverty among Nigerians.
CCT programmes are aimed at reducing poverty by making welfare programmes conditional upon the receivers’ actions.
In the programme, the government transfers the money to persons who meet certain criteria, including enrolling children into public schools, getting regular check-ups at the doctor’s office.

Taraba State University has gone into partnership with the United Nations Industrial Development Organisation (UNIDO) to train Taraba youths on skills needed to work under the Mambilla Hydro Power Project.
The Vice-Chancellor of the university, Prof. Vincent Tenebe, disclosed this in Jalingo on Wednesday, at a workshop on Effective Leadership organised by the university for elected local government chairmen and councillors in the state.
He stated that the youth would be trained as security guards, drivers, bricklayers, masons, mechanics, and facilities managers among others to enable them key into the project.
The vice-chancellor commended Gov. Darius Ishaku for his commitment towards making the institution a world class citadel of learning.
“With the support of the governor, we have established two additional faculties; Law and Health Sciences with 17 new courses.
“We equally raised the professorial cadre of the university from nine to 31, just within a period of six months,” he said.
Tenebe disclosed that the university plan to go into partnership with NNPC, Praj Industries Ltd. India and Geron Oil and Gas for the production of biofuel and other byproducts of significant economic value.
He appealed to the governor to approve land for the project which, he noted, would give employment opportunities to thousands of youths in the state.
The vice-chancellor said that the university had packaged investment opportunities for all the local governments in the state, adding that participants would not be left out.
In his address, Gov Ishaku said capacity building for people in leadership position was important in ensuring good governance.
According to him, the workshop would avail the local council officials the opportunity to gain basic knowledge about governance and their roles as representatives of the people at the grassroots.
Ishaku challenged them to be prudent in the management of resources under them for the good of the people.
In his goodwill message, Speaker of the state Assembly, Mr Abel Diah, congratulated the university for coming out with such a purposeful workshop for elected chairmen and councillors.
He enjoined the participants to take the workshop seriously, saying effective leadership at the local government level would aid the development of the state.
In a remark, Prof. Joseph Rishante, Deputy Vice-Chancellor Administration of the university and Chairman, Local Organising Committee, said the institution would monitor the performances of the elected local council officials.

WARRI—THE herdsmen that kidnapped octogenarian Chief James Omafuaire, his wife and customer at his Ikpeshi Quarry site in Akoko-Edo Local Area of Edo State are demanding N25 million for his release.
Omafuaire, the elder brother of Vanguard Newspaper Senior Photo-Journalist, Akpokona Omafuaire, was kidnapped along with his wife, Victoria, and a customer, but later released the wife.
The kidnappers called Charles Omafuaire, his son, Monday night, demanding N25 million ransom to release the octogenarian. Christy Omafuaire Atie, who confirmed the ransom demand to Vanguard.
She begged Police authorities to swing into action to rescue her father, while appealing to the herdsmen to reduce the demand.
Omafuaire was supervising his workers at his quarry site in Ikpeshi near Auchi, when the armed herdsmen kidnapped him, his wife and a customer.
The 80-year-old victim, who hails from Akperhe-Olomu in Ughelli South Local Govern-ment Area of Delta State, is a retired Superintendent of Police and former Divisional Police Officer, Igarra. The war-affected police officers from the Old Eastern Region who were pardoned and retired from the Nigeria Police Force through a Presidential Amnesty granted on May 29, 2000 by the administration of the then President Olusegun Obasanjo and were graciously given approval for the payment of pension entitlements have said that they believed we are all one and that the war is over and over forever.

Ikeazor said that Mr President tended to fulfill all Federal Government’s obligation to the South-East in line with available resources.
“This represents another decision by the current Federal Government to bring closure to the painful legacies of the civil war, and indeed a clear demonstrate that President Muhammadu Buhari is indeed a father to all Nigerians.
“His (Mr President) administration’s reforms under the PTAD will ensure that Nigerians who spent the productive years of their lives serving their nation will not experience difficulties in getting their pensions,’’ she said.
According to her, the day marks another milestone in re-integrating the hitherto neglected officers and men of the Nigeria Police Force who have suffered untold hardships over the years catering for their needs and that of their dependents.
“In this particular batch of payment, 162 officers who have never been on the payroll and 57 Next of Kin who have also not been paid their death benefits will be paid today. “The others, 155 who are on payroll but were being short paid would be paid in the next batch as soon as their pension benefit computation is concluded,’’ she said. The Vice President’s Spokesman, Laolu Akande, has clarified the error in the publications credited to Vice President Yemi Osinbajo on release of fund for construction of the 2nd Niger Bridge.
The clarification on Tuesday came as some media quoted Osinbajo as announcing $2 billion instead of N2 billion for the project.
According to Akande, during the APC Governorship campaign in Onitsha, Anambra State, on Oct. 20, Osinbajo had reiterated the Buhari administration’s commitment to keeping its promises to the Nigerian people.
He said that one of those promises was the construction of the second Niger Bridge, adding that the correct amount released was in the official news release he sent on the Vice President’s remarks during the campaign rally same day.
“I did quote the VP as saying that “the Sovereign Wealth Fund paid N2 billion for that same project (Sum paid to the contractor: Julius Berger for early works).
“We will definitely see our second Niger Bridge, we will not make promises we cannot keep,” Akande recalled.
He, however, observed that a short video clip from the event captured on the news segment of a television channel quoted Osinbajo as mentioning “$2bn”, and not “N2bn”, which was what he had actually meant to say.
“Mentioning the dollar currency was inadvertent.
“As it happened, the excerpt from the video, which was shared online, was what was quoted in the headlines of some media houses, and in comments on social media.
“The figures were misplaced. Kindly set the records straight, from the speech I had sent.
“Please note, again, the sum provided for this is actually two billion naira (N2 billion),’’ Akande added. He stated that it was also pertinent to state that the highlight of the rally and Osinbajo’s remarks was the commitment of the administration to improve the country’s transportation network and economy.
“The APC government is a government that will do everything it has promised. We are not making promises for nothing.
“The second Niger Bridge we have been talking about it for a long time, but for the first time, the President went by himself to negotiate the facility to do that second Niger Bridge.

Ahead of the November 1st. implementation date of the Open Grazing Prohibition Law in Benue state, Governor Samuel Ortom has vowed to depose any traditional ruler engaging in acts to frustrate the Law in the state.
Speaking yesterday while inaugurating State Advisory Committee for the implementation of the law, the Governor directed the traditional rulers to facilitate easy implementation of the law in their various domains.
Governor Ortom who emphasized that when fully operational the law would protect both herdsmen and farmers warned that cattle rustlers would face the law just as anyone that trespassed into farms with livestock would be prosecuted likewise.
He appealed to herdsmen resident in the state to cooperate with the government and people of the state by exposing the bad elements that stray into the rural communities to create crisis.
He noted that there was no going back on the November 1st. 2017 commencement date for the implementation of the law in the state assuring that the state government was determined to make a success out of the new law.
“I therefore urge all herdsmen residing in Benue over the years and who are familiar with our local terrain to work with the committee to ensure peaceful coexistence with the host communities and success of the law.”

The Kaduna state government has commenced the process of amending a section of the recently passed penal code that prohibits drinking of alcohol.
The penal code specifies crime and relevant punishment in northern Nigeria.
The governors from the 19 northern states set up a committee of state attorneys general in October 2015 to review the law to enable it meet with current realities across the region.
The code was subsequently reviewed and the Kaduna State Penal Code Law, 2017 was enacted into law on May 29, 2017.
Kaduna State is the first to pass the new code.
However, a section of the newly passed code, section 383, which appears to make “drinking” a crime in the state has been causing controversy.
A source at Kaduna State Government House, who declined to be named because he had no permission to speak to the media on the matter, told PREMIUM TIMES on Wednesday that when the Kaduna State Executive Council approved the draft penal code to be sent to the state house of assembly, “ Section 383 retained the penalty in previous editions of the Penal Code against Muslims drinking.”
He said however, that what the lawmakers passed omitted the reference to “Muslims” and made it appear that there is a general restriction against drinking.
He said Sections 381 and 382 of the Penal Code criminalise drunkenness, not drinking.
“These two sections show that there is no intent to criminalise or prohibit drinking, and that therefore Section 383 is an anomaly.”
He also said the anomaly was brought to the attention of the state government in recent days, adding that a letter has already been sent to the assembly asking the lawmakers to correct and amend the controversial section.
The official said the government was aware that some persons were trying to take advantage of the issue to cause “unnecessary tension and controversy”.
When contacted, the spokesperson of Mr. El-Rufai, Samuel Aruwan simply said ” the Kaduna State Government upholds, protects and promotes constitutional and human rights of all. Nothing will detract from this commitment”.

The federation account is a distributable pool account that belongs to the federal, state and local government. It is from there that allocations are made to the three tiers of government monthly. Besides the error he forgot that states alead have tax incentives to encourage mining. The federal government just increasing the incentive for states. I remember fayemi said the logic behind idea is the derivation principles applies to all natural resources not just oil. States can tax: IloveTrump Mining, Milling and Quarry Fees, where applicable Property Tax • Land use charge, where applicable. |

THERE is strong indication that after cement, Nigeria’s steel industry is the next sector to watch as African Industries Group, the largest steel manufacturer in the country, has started exporting the product to Morocco, Egypt and Ghana.
Steel is made from iron ore, limestone and natural gas, and its usage cut across tools and machinery, energy, automotive, building industries.
Raj Gupta, Chairman, African Industries Group, while speaking ahead of the unveiling of the company’s export strides to government officials, bank chiefs and other stakeholders in Lagos, next week, said the company has been working aggressively to put Nigeria on the global map of steel producers and exporters.
He said that the company is currently exporting 200,000 metric tonnes yearly out of its one million metric tonnes per annum production capacity.
Uche Iwuamadi, the firm’s Group Executive Director, Legal/Corporate Affairs, added that with this move, Nigeria is now shifting from imports-oriented economy to that of an export giant.
He said, “Nigeria is known for being an import oriented economy and is now entering a real world map of exporters, not of raw materials or agric produces but a classical industrialised products like iron rods.
“The beauty of it all is, we started from the African landscape by exporting to Morocco, Egypt and Ghana, which is quite remarkable because countries like Morocco and Egypt can easily bring in some steel but they found Nigerian steel of the highest quality. ABUJA— THE Federal Government has disclosed that states will receive 13 per cent derivation from mining revenue to encourage more collaboration. Minister of Mines and Steel Development, Dr Kayode Fayemi, gave the hint while delivering his ministerial address at the ongoing 2nd Nigeria Mining Week, organised by Miners Association of Nigeria, in partnership with IPAD Nigeria, PricewaterhouseCoopers, and Spintelligent.
He said the event came at the right time when there was a season of interesting developments in the sector, which the government has started implementation of the Mining Roadmap that was launched last year.
He said: “This conference, in its second edition, is fully endorsed by the Federal Ministry of Mines and Steel Development, and is a testament to the possibilities that abound when stakeholders collaborate to achieve set objectives.
“I am pleased that the Mining Week has come to stay and has become a major fixture in our country’s calendar of prominent events.
Our ministry is pleased to support this platform that is aligned with our key priorities.
“We have rightly identified as one of our priorities the need to improve our engagement of stakeholders at the sub-national level, particularly the state governments and communities.
“We realise that in order to give the states good reason to work with us, we need to create avenues for a greater degree of financial participation and revenue sharing in the sector. Accordingly, we have secured approval for state governments to be beneficiaries of 13 per cent derivation from mining revenue.”
However, Governor Darius Ishaku of Taraba State, in his remarks advocated restructuring in the mining sector in order to reduce tension between the federal and state governments.
Ishaku said: “The exclusive list gives the right in the constitution to the Federal Government, but the land the same constitution gives me the right over the land. I agree with there stance on regulating drug sales more. These open drug markets aren't good. They should be licensed by state so the arent selling everything over the counter. the perpetrators of using hard and counterfeit drugs as a political weapon to smear the North. the infiltration of northern pharmaceutical markets with fake, substandard, adulterated and hard drugs by some wicked traders persists. In a rare confession, the Coalition of Northern Groups, yesterday, raised the alarm that the North had become the highest consumer of hard and substandard drugs capable of causing untold social, economic and political crisis to the region.
The startling revelation is contained in a mail released by the Spokesman for the CNG, Abdul-Azeez Suleiman, entitled: “Persistent proliferation of Northern Pharmaceutical Markets with Drugs of Abuse” and made available to Saturday Vanguard.
Although the group did not name those responsible for flooding the North with hard and fake drugs, the Spokesman, accused the perpetrators of using hard and counterfeit drugs as a political weapon to smear the North.
The CNG lamented that the persistent flooding of the region with fake and hard drugs had continued despite its demand as contained in its ‘Kaduna Declaration’ that certain aspects of drug distribution in the north be reviewed by the respective states.
For this reason, the CNG called for immediate closure of all open drug markets in the North, the empanelling of task forces to deal with the dealers of fake and hard drugs and the revocation of the land titles of the masterminds across the region.
The group said, “Worried by the recent disturbing revelation by the Senate of the Federal Republic that not less than three million bottles of codeine are consumed daily in Kano alone, the Coalition of Northern Groups CNG, wishes to remind the 19 northern governors of its demand for the total closure of all the open drug markets operating in Northern Nigeria.
“The expectation was that by now, at least the few governors with the welfare of their people at heart would have commenced the closure of these dangerous drug markets and the immediate implementation of the National Drug Distribution Guidelines (NDDG) as contained in the 2nd Edition 2012 developed by the Federal Ministry of Health which did not include the Co-ordinated Wholesale Centres (CWC) which is the guideline that provides a distribution channel in consonance with the national drug policy and the implementation of which is empowered by the Constitution of the Federal Republic of Nigeria.
“It is also expected that all the states in northern Nigeria should by now have commenced the establishment and strengthening of the state task force on counterfeit, fake drugs and unwholesome processed foods, revoking all land titles where drugs are being sold and reviewing the laws to provide stiff penalties for offenders.
This should be followed up by the implementation of health insurance scheme at all levels and making the drugs available at the health centres in northern Nigeria to help eliminate nefarious activities.
“CNG is worried that months after it gave this as one of the conditions for the review of some aspects of the Kaduna Declaration, the infiltration of northern pharmaceutical markets with fake, substandard, adulterated and hard drugs by some wicked traders persists.
“Recall that CNG had pointed out that the existence of open drug markets, like that of Sabon Gari, in Kano, provides a convenient outlet for the sales of drugs of abuse, stolen drugs, and drugs banned internationally or donated to countries or procured by the government for citizens but stolen (case of Azithromycin donated to Niger Republic).
“Over N4 billion worth of fake, substandard and drugs of abuse was confiscated and destroyed by regulatory agencies in Kano within three years from April, 2012 to April, 2015.This was from only one state out of the States in Northern Nigeria.
“We are concerned that sales of fake, substandard and drugs of abuse have health, political, economic and security implications as follows and should be discontinued without further delay.
“We are worried that while the north is the largest consumer of such products, its economic involvement is less than five percent of the total market value with the rest hijacked and monopolized by people from the other sections of the country,” CNG said. What the heck are those loans for?
Are they just to pay salary to senators, reps and the president and his staff?
Are those loans just to be embezzled by allocating insane amounts for the presidency clinic then watching them disappear in thin air as if you're watching a magic show?
This is the worst most useless government in this country's history. Nothing but propaganda. I dont think the buget covered all the rail projects. The big guys always get paid the ltitle guys get cuts. Lol they are clowns concerning clinic. Watching his daughter struggle to defend is funny. Other than that I do believe he's going to try get the rail done. |
