Benue state governor, Samuel Ortom has given indication that 17 herdsmen have been detained in Benue state for allegedly violating the anti grazing law recently passed into law in the state. Governor Ortom was fielding questions at a session with newsmen in Abuja. He said the state is determined to execute the law banning open grazing in the state, and that those who have violated the law are being punished accordingly. He said the 17 herdsmen in detention will be charged in accordance with the law. He said four herdsmen accused of shooting indiscriminately were arraigned in the court and are being kept in prison pending determination of the case. He said also that three youth who are indigenes of the state accused of violating some herdsmen have been arrested and put in custody. Benue state, he said embraces all tribes in pursuit of their legitimate businesses, but that the state will not tolerate any threat to peace being enjoyed since the passage of the anti grazing law. Ortom observed that the best approach to cattle rearing is the ranching system popular in countries like Tanzania and Kenya which Benue has copied from, and advised anybody who wants to practice the open grazing to look elsewhere. Over 2.6 million children have been immunised against measles in Kano State in 2017. Officials said the success of the exercise was remarkable but not unexpected, as it was preceded by a thorough preparation and awareness campaign across the 44 local government areas of the state.
“I had been waiting for the commencement of vaccination and I am so excited the day has finally come”, Aishatu Isah, a mother of three said from a queue with her kids at a primary healthcare centre in Tarauni Local Government Area.
“The government prepared us for this day. For the past one month, all you hear is measles vaccination campaign so what is happening here today is not a surprise as we had been expecting this day to come. Mobilizers had been going from one house to another to tell us the importance of bringing our children out to receive the vaccine,” she said
On Sunday November 12, which was the first of the six-day exercise, hundreds of parents trooped into PHCs and temporary immunisation stands with their children for the vaccine.
With some holding their babies or strapping them to their backs, it was a sight to behold at Ugwu akwu PHC in Tarauni LGA as parents, caregivers and health workers engaged in the exercise.
“Anybody who is not aware of what is happening today and for the rest of the week has not been in Kano State,” a caregiver, Nafisat Bala, said. “If you go round the state, you will see posters and billboards all informing people and educating them on the importance of the vaccine. Mobilisers have also been going from house to house to ensure that every child between ages nine and 59 months receives the vaccine.”
The story was not different in other parts of the states, as screaming children could be seen taking the vaccine. Ordinarily, one would have assumed that the recent outbreak of monkey pox disease which caused panic in various parts of Nigeria, would interrupt the measles vaccination exercise, but the reverse was the case as residents eagerly presented their kids to be immunised.
In Gwale LGA, Aisha Ismail, a caregiver, said they were told several weeks ahead to enable them prepare for the exercise.
“I brought my nephew to receive the vaccine. Officials had been moving from house to house in the past weeks to educate us on the importance of taking the vaccine. Before this period, I only saw measles as rashes on the body that can heal at any time, but they told us that it is a killer disease. But once a child receives the vaccine, he will not be infected with the disease,” she said.
Measles is an infectious disease that causes fever and a red rash on the skin. Although it can affect any age, the viral infection of the respiratory system mainly affects children. The disease is contagious and can spread through contact with infected mucus and saliva. Some of the symptoms are cough, fever, muscle aches and sore throat.
A surveillance data also shows that measles incidence among under five children increased in the northern part of Nigeria from 190 million in 2014 to 527 million in 2016.
Jamila Sulaiman, a coordinator of the Voluntary Community Mobilisers, VCM, in Tarauni LGA of Kano State, said mobilisers had been helpful in mobilising caregivers, who in return, she said, had been cooperating.
“The VCMs were recruited from the same communities where they serve, so they are known and familiar to the people,” she said. “As a result of the familiarity, caregivers trust the mobilisers with their kids and allow them take them to vaccination posts. We have however warned that no child should be taken without the parent’s approval,” Ms. Sulaiman said.
Apart from the house to house mobilisers, town criers were deployed with megaphones to go from door to door and appeal to parents to release their children and wards.
Nura Mohammed, the PHC coordinator for Tarauni LGA, said there was a large turnout for the vaccine. He said the response was not unexpected as government had done a lot to create awareness of it.
“We started the house to house mobilisation at least one week before the implementation. Ward heads, churches and mosques were used to pass the message ahead of the vaccination, which started on November 12 and will end on November 17,” Mr. Mohammed said.
“On the first day of the measles vaccination in Kano, we immunised 10,509 children in Tarauni Local Government Area. Although, we had a target of 10,289, we surpassed the target. This shows that the parents, health workers, mobilisers and all other officials involved in the vaccination process were prepared.”
Mohammed Sani, the Local Immunisation Officer for Kano Municipal LGA, said that the exercise in the LGA was smoother compared to that of 2015.
“Caregivers were aware of this vaccination programme and they have accepted it. Almost all of them were waiting for the first day of the programme. There is a queue in every corner of Kano Municipal. That shows that the people are interested in the programme.
“For day one of the campaign, 11,400 children were immunised in Kano Municipal Council and we have a total population of 62,732 children to immunise within the six days of the campaign”.
After the first day of the exercise, the State Immunisation Officer, Sherrif Musa, also remarked that it had begun smoothly.
“We are trying to immunise about 2.5 million children in the state, so we will ensure that all necessary things are put in place in each local government area. All equipment, vaccines, the data tools, health workers and all other logistics are present in all LGAs within the state,” Mr. Musa said.
“We have ensured that mobilisation is adequate in all the 44 LGAs. During the October round of polio, we addressed the issue of monkey pox. Though, there were still some fears, we did a very good mobilisation. We used house to house mobilisers and town announcers to ensure we have adequate mobilisation in all areas of the state.”
On the challenges faced in the exercise, Mr. Musa said, “Though women knew the importance of taking measles vaccine, they still required mobilisation to ensure they release their kids for the vaccine. Some of them don’t know the age group or where the vaccination will take place and the time it will commence in their communities. But we are working on it, and it will be fixed. I am hopeful that the state will meet its target of 2.5 million children,” he said.
At the official takeoff of the exercise in Faragai town in Albasu LGA, the governor of the state, Abdullahi Ganduje, who was represented by his commissioner for health, Kabiru Ibrahim, said N75 million was earmarked for the exercise across the state.
At the end of the six days of the exercise, over 2.6 million children were immunized, with Kumbusu LGA recording the highest number with 177,603. Tofa LGA recorded the lowest with 25,000 children. Following his visit to Adamawa State on December 5 in the wake of the communal clashes in the area, Vice President Yemi Osinbajo on Monday commenced a series of national consultations with relevant groups designed to find a lasting solution to the farmers-herders conflict in parts of the country.
Monday’s meeting, the first in the series, held at the Presidential Villa and had in attendance the Emir of Kano, Muhammadu Sanusi; the Lamido of Adamawa, Muhammadu Barkindo; elder statesman, Ahmed Joda; and other leaders of the Fulani communities.
A statement by Mr. Osinbajo’s spokesperson, Laolu Akande, said subsequent meetings would focus on other interest groups.
Mr. Akande said at the meeting, previous reports on the conflict were presented by the delegation and causes of the conflict were analysed.
“The meeting unequivocally condemned the acts of violence that has occured, especially the killing of children and women and highlighted the need for Law Enforcement and other Government Agencies to dutifully and objectively perform their Constitutional roles,” he said.
He also said the Vice President assured the delegation of the federal government’s resolve and commitment to the entrenchment of lasting peace in all communities across the country and the resolution of all legitimate grievances. “There is nothing much more important now in showing our leadership beyond preventing tragedy and destruction of everything we have built as a nation. The entire Nigeria enterprise is bigger than other interests. The overall objective is ensuring that our nation is not enveloped by another crisis.”
According to the vice president, “We now have an opportunity to do something. We have the opportunity to resolve the issues and to build a nation, where we and our children can live in peace.”
Already, following the vice president’s visit to Adamawa State last week, several food items and relief materials have been distributed to all the affected communities in the state including Shafaron, Kodomti, Tullum, Mzoruwe and Mararraban Bare in Numan Local Government Area. Others communities that have received relief materials are Dong, Lawaru and Kukumso in Demsa Local Government Area of the State.
In the next series of meetings, Mr. Osinbajo will meet with the Batta, Bachama and other groups from Adamawa State; while meetings with other important personalities and groups from other conflict-affected states would follow. This guys are guilty no question. The women are protesting a legal arrest. These guys were mining lead if anytging goes wrong they poison water. Then The government has to step in to solve situation like in zamfara. The government's role is to regulate these activities.
At the time the state should look into registering illegal miners. It's already the policy and will benefit economy long term. If they are legal you can collect taxes, regulate activities and benefit from government funding. |

Hundreds of women in Amagu community, Abakaliki Local Government Area of Ebonyi State on Tuesday protested the arrest of their husbands and sons by the police.
The residents of the community and some government officials in the area have been at loggerheads over lead mineral deposit in the community.
Some members of the community were said to be mining the lead without license from the federal or state government.
The police were alerted by some government officials in the area on the alleged illegal mining which led to arrest of six persons.
The arrest triggered protest by youth of the area who blocked the entrance and exit points of the area to prevent police officers from leaving with the arrested persons.
The situation led to a clash between the youth and the police officers which left some persons injured.
Another account indicated that earlier in the day, the police mobilised its officers and arrested over 30 members of the community.
Angered by this, women made up of the young and elderly took to the streets of Abakaliki to protest the arrest.
The women were loaded in trucks from the community to Abakaliki where they marched round some major roads in the capital city to Abakaliki local government headquarters.
The women numbering over 2,000 with palm fronds on their faces, waists and other parts of their bodies marched to register their anger over the arrest. They then gathered at Nkaliki road junction where they took off to Abakliki local government headquarters, Nkaliki.
They were almost stopped by a team of police officers in over six hilux vans who blocked them on the road.
When they got to the entrance gate of the local government, they tried pulling it down as it was shut by the security officers.
To disperse the women, police officers fired teargas on them.
Speaking with journalists, one of the protesters, Nwofoke Blessing, said “we are here to tell the council chairman that we are not happy the way our husbands and sons are arrested. We are telling him to release our husbands and sons.”
“Since yesterday morning they have been arresting our youths and husbands, even my husband was also arrested.
“This morning, they came back with seven hilux vans and continued the arrest of our youths and husbands. We were having meeting in our play ground when they came in and arrested our people there”.
“This is why we the women came out to see our council chairman, but police blocked us. We succeeded in coming to the local government to tell the chairman to release all our people. The problem is lead(mineral deposit) issue. Some government officials want to ‘carry’ all the mineral deposits without us benefiting and our youth said no that we are members of the community who should be carried along”.
Addressing the women, the Senior Special Adviser to the Governor on internal security, Kenneth Ugbala, assured them that the state government will look into the problem and resolve it amicably.
He urged them not to take laws into their hands as it would aggravate the problem.
The chairman of Abakaliki Local Government Area, Emma Nwangele, refused to see journalists who went to his office over the matter.

The police spokesperson, Loveth Odah, said there was a formal report against illegal mining in the community which the police acted upon and arrested six persons who were mining in the area illegally.
She dismissed the claim by some members of the community that over 100 persons of the area were arrested as according to her, only 27 were arrested.
“Police are investigating the matter and I think that is why the women are protesting. In no distant time, police will get to the root of the matter and their husbands and sons will be released to them.

KANO -The South East Council of Traditional Rulers has conferred a chieftaincy title of Ochizuru Oha 1 of Igbo land (General Leader) on Kano State Governor, Dr. Abdullahi Umar Ganduje.
A statement by the South East Council of Traditional Rulers, signed by its administrative Secretary Uche Elekwa JP made available to newsmen in Kano weekend, said the honour was in recognition of the role he played in averting the crisis that would have befallen the nation.
The statement read in part: “This award is in recognition of the singular role you played in averting the calamity that would have befallen our dear country due to the activities of some misguided elements. We also recognize the conducive environment the igbos are enjoying in carrying out their businesses in Kano State.”.
Elekwa in the statement said “Council acknowledge and appreciate Ganduje’s untiring effort in resolving the dispute between the northern youths and their Igbo counterpart as result of the quit notice the Arewa Youth issued to igbos living in the northern part of the country.”
Vanguard recalled that, the Arewa youths had in June issued an ultimatum they termed “Kaduna declaration” to igbos living in the north to leave before October 1st, 2017.
The quit notice raised political tension across the land culminating on a meeting and assemblage of recognized Ezes from 19 northern states including Abuja by Dr Ganduje in Kano to doused the tension.
Reacting to the development, the state Commissioner of Information, Youth and Sport, Malam Muhammad Garba said the Governor is elated by the recognition, promising to do more in cementing the relationship between the north and the South.

The Edo House of Assembly on Monday dissolved the Edo State Oil and Gas Producing Area Development Commission (EDSOGPADEC) board, over alleged gross misconduct.
The dissolution was sequel to a letter signed by Governor Godwin Obaseki, which was sent to the house requesting it to dissolve the EDSOGPADEC board.
The majority Leader, Roland Asoro, member representing (APC Orhiomwon- South) constituency, who led the debate for the dissolution of the board, said the action was long overdue.
“The board members have failed in their responsibilities to the people in the oil producing communities. The board has not deemed it fit to submit the commission’s financial report to the house since they were constituted,’’ he said.
Nosayaba Okunbor, member representing (APC Orhiomwon-East) constituency, who also supported the dissolution of the board, said “the board was supposed to compensate the oil producing communities but nothing has been received since the board was constituted’’.
Chris Okaeben and Crosby Eribo, members representing (APC Oredo-West and Egor) constituencies, respectively, however, appealed to the house to handle the issue with caution, to avoid making mistakes.
The speaker, Kabiru Adjoto, however, put the matter to a voice vote and members overwhelmingly voted in support of the board’s dissolution.
The speaker, thereafter, dissolved the board and directed that all government property in their possession be returned to the most senior person in the commission, on or before 10 a.m. on Thursday.
He also directed that copies of the house resolution be sent to the governor, the Commissioner of Police and other relevant agencies.
The News Agency of Nigeria (NAN) recalls that the just-dissolved EDSOGPADEC Board was constituted in February 2012 and was reconstituted for another four-year tenure in February 2015.

The Cross River State chapter of the All Progressives Congress, APC has described the proposed 2018, N1.3 trillion budget submitted to the State House of Assembly by Governor Ben Ayade as an academic exercise in futility.
It also accused the state lawmakers of collecting bribes from the governor to pass the mammoth budget.
The party accused the state assembly of being a rubber stamp to the governor adding that the legislators had allegedly been bribed with N10 million each to pass the budget.
“In his usual evasive fraudulent ways, he could not expose the states budget documents to the public nor do his dishonorable assembly RUBBER STAMP members have copies. They instead compromised by receiving N10 million each for ease of passage of Ayade’s naked, corrupt and fraudulent budget.”
The party while stating this in a statement signed by the State Publicity Secretary, Mens Ikpeme challenged the Governor to tell Cross Riverians the clear source of funding for the budget.
The APC explained further that Mr. Ayade did not make distinctions between his modes of expenditure but merely went to the Cross River Assembly to lecture them on academic budget rather than present the state’s budget.
“The budget Gov. Ayade had just done is an academic exercise in futility. He has not made distinctions between his modes of expenditure. He merely went to the Cross River Assembly to lecture them on academic budget rather than present the state’s budget. He made the state budget an intellectual paper and not a financial working document,” the statement reads in part.
The party added that “Gov. Ben Ayade announced budget of N 1.3 trillion without sources of funding, He said funding shall come from revenue generated from tolls made from Superhighway and Deep Sea Port. The deaf and dumb know that the aforementioned projects are not realistic.These are projects that shall not see the light of day as legal documentations like environmental impact assessment documentations has not been perfected.
“Cross River State budget is the highest in Nigeria. Richer states like Lagos with overflowing revenue base do not have this type of huge budget expenditure.
“Cross River State will never balance their budget on annual basis neither would it reflect on the state expenditure base. That means, Cross River State’s spending next year shall exceed her non existent revenue income,” the party said. Mathew Olory both denied the bribery allegations.
They said the accusations by the opposition party in the state was laughable as the governor could not be seen bribing lawmakers to carry out their constitutional duties.
“Why would the Governor bribe them? Is it not their constitutional responsibility to work on the budget? The claim is laughable, it’s only typical of APC in Cross River State. We don’t take them seriously because they are a group of jesters and comic characters trying to distract the government,” Mr. Ita said.
Also Mr. Olory said the allegations were false.
“It is not true. We can’t subject the Governor to that situation. This is not the first budget we are receiving, the budget was supposed to be submitted earlier but we got a message from the SA budget that some MDAs were not ready so when the Governor came we received the budget. There’s nothing like that. If APC wants to make any case, they should talk with facts and figures and be able to prove their case,” he said.
The state recently presented N1.3 trillion budget for the 2018 fiscal year to the state assembly for deliberation and passage.
The budget is the largest for a single state in Nigeria’s history.
Lagos state held the record with its N812 billion budget for 2017. The state (Lagos) has indicated its 2018 budget may also hit N1 trillion.
Most states in Nigeria propose budgets at average N150 billion to N300 billion.
The biggest annual spenders are Lagos, Rivers and Akwa Ibom. The entire federal budget for 2018 is a little above N8 trillion.
Mr. Ayade, who presented the budget on Thursday in Calabar, said the proposal was designed to add value to the socio-economic development and well being of the people of the state.
Mr. Ayade, who tagged the budget as “Budget of Kinetic Crystallisation’’, said it was meant to “crystallise” what the state had achieved in the past two years of his administration. In fact investors can even start with just one male cow and 3 females but I think the government should set up demonstration centres/farms that would enlighten people on ranching. Umuahia – Gov. Okezie Ikpeazu of Abia has promised to give N1 million financial assistance to anyone that would invest in ranches and animal husbandry in any part of the state. Ikpeazu said this on a live radio interview on Wednesday in Umuahia, adding that the gesture was part of government’s measures to discourage open grazing and the resultant clashes.
“I wish to state that this government will pay N1 million grant as incentive to anyone that would heed my call to set up a ranch or engage in commercial animal husbandry in Abia,” he said.
The governor advised the people of the state to revive animal husbandry which used to be a thriving agricultural venture in the state.
He charged the people to go into the rearing of local species of cows, goats, grass cutters and chicken, in order to increase the sources of meat protein and reduce reliance on beef.
He opined that establishing ranches would minimize clashes between herdsmen and farmers “as animals would no longer roam about in free range system.” Ikpeazu said that the anti-grazing bill, which is awaiting passage in the state house of assembly “will not on its own completely solve the problem of herdsmen/farmers conflict.”
He feared that the implementation of the law, might suffer some encumbrances just like similar laws in the country.
Meanwhile, the governor has charged Nigerians to “suppress their appetite for foreign rice” and embrace Nigerian-made rice.
According to him, there is no justification for Nigerians not to grow what they eat, saying that the country had the potential to achieve food security.
The Commissioner for Information, Mr Okiyi Kalu, who threw more light on the governor’s interview, said that the administration was passionate about reviving oil palm production in the state.
Okiyi told newsmen that government was working out incentives to encourage farmers to resuscitate oil palm plantation which, according to him, was the live wire of the economy of the defunct Eastern Region.
He described palm oil as “oil of peace”, saying, “aside from being a huge source of foreign exchange, it has never been a source of conflict or environmental degradation like crude oil.”
The News Agency of Nigeria (NAN) reports that the governor last year set up a committee comprising security agencies, traditional rulers, representatives of farmers’ associations, to regulate the activities of herdsmen vis-a-vis their relationship with their host communities.
The Commissioner of Police and chairman of the committee, Mr Anthony Ogbizi, told newsmen that the governor also promised to pay compensation to any farmer or herdsmen for damages suffered as a result of open grazing. Jos—The Speaker of Plateau State House of Assembly, Mr. Peter Azi, has said the House will look into the Bill seeking the ban of open grazing with a view to “passing the Bill that will stand the test of time.”
The Speaker gave the assurance when youths from the 17 local government areas of the state, yesterday, submitted a Bill to the state Assembly, seeking a ban on open grazing in the state.
The youths, on the platform of Plateau Youths G17 Peace and Progressives Forum, said they believed that the ban on open grazing will curb the incessant killings as well as herders/farmers clashes bedevilling the state.
While presenting the bill, the youth leader, Dachung Bagos, told the Speaker and other members of the House that “we are a peaceful people concerned about Plateau issues. We are seeking what will bring solution to the killings in the hinterland by herders.
“In the last one year, more than 100 people have been killed; schools, clinics, churches and farmlands destroyed by the herders. We want a ban on open grazing on the Plateau and sanction for those who will go against the law.”
The group kicked against the proposed government involvement in the ranching policy, saying “cow rearing is a private business, and ranches should be acquired by private individuals not government acquiring five hectares of land in each local government to give to herders.
“It is unfair to use tax payers’ money to run private business. When I served there, I was shocked at the amount of Igbos there; they speak Hausa like typical northerners. Can you explain why these developers pay next to nothing in taxes. The revenue collected is absymal. Lol this is empty chest beating like the state is very developed.  65% of land is owned by Jewish Igbo developers? |

 that's terrible. Their tax base pays hardly anything in terms of IGR. I'm going to assume the base is 100k. That's only 5500 naira per month. What's is the state suppose to do with those peanuts? |

Nasarawa State Government said it generated about N5.5 billion as Internally Generated Revenue, IGR, between January and October 2017.
Ayuba Ayenajeh, the Commissioner for Finance and Economic Planning, said this on Tuesday while giving the breakdown of the 2018 budget to journalists in Lafia.
Mr. Ayenajeh said the review of the 2017 budget indicated that, of the over N91.48 billion total expected revenue receipts from all sources, N52.04 billion, representing 56.8 per cent was realised as at October.
He said the state had an opening balance of N6.4 billion; got N20.7 billion as statutory revenue allocation; N7.1billion value added tax; N8.6 billion budget support and N2.09 billion exchange gain.
Other sources include: excess crude savings N733 million; aids and grants N533 million and special allocation N390 million.
According to him, N24.7 billion was spent on recurrent items as against the N40.2 billion budgeted for recurrent expenditure for the 2017 fiscal year.
He said N44.07 billion was budgeted for capital spending in the 2017 fiscal year but N20.6 billion was spent on capital projects.
“This indicates a recurrent spending of about 27 per cent and 22.5 per cent capital expenditure of government total spending for the 2017 fiscal year,’’ he said.
On the 2018 budget proposal, christened “Budget of Sustainable development,’’ Mr. Ayenajeh said it was focused on completion of all on-going projects.’’
He said it was meant to “create enabling environment for investment; encouraging and supporting agricultural production as a way of boosting production.”
The commissioner explained that N122.8 billion budget of the state for the 2018 fiscal year had a component of N71.06 billion capital expenditure, N45.2 billion recurrent expenditure and N6.6 billion consolidated revenue fund.
“The 2018 is geared toward sustaining the solid socio-economic foundation laid by this administration since 2011.
“Government is determined to ensure that all on-going projects were fully completed and fully paid for in the 2018 fiscal year.
“However, new projects and programmes with direct bearing on the lives of the people will be started and completed.’’

Arielle: Thank you. You obviously know cross river well. This clueless governor comes with his self-serving 'projects' and people outside the state buy it and think he is progressive. He has taken us back 16 years. What we see are shady 'projects' with empty buildings, the ownership of these companies, are murky and shrouded in controversy like the so-called garment factory. Mr governor wants to cut down millions of trees, in the process destroying millions of acres of rainforest and endangered species. Cross river' s rainforests is one of the richest in biodiversity in Africa. Oh, and did I mention the governor's family is heavily into the logging business? A logger's paradise that 'conservation people' and 'bloody villagers' will not let them chop down. A super highway. How convenient. Thanks I try to be informed on topics i bring here. This one too important to let the usually half truths fly. It's weird people are too lazy to read up on the issue. That explains why the idiot couldn't be bothered about avoiding the rainforest. I still remember when he promised the superhighway would have Wi-Fi on it. It's only because laws like land use act exist that governors can act in this capacity in the name of development. In places with eminent domain laws you'd pay these guys before starting work. |
