The northern senators are an allegedly funny bunch. Why do you care about oil resources so much. Even with Majority of mineral resouces, arable land and population paltry allocation would have them spite their face. I think this is excuse is too convenient. The federal and State government lover their absolute control and don't like having rational process.

I've been land hunting in Nigeria worst experience ever. This act does nothing to check these clowns 419 in so prevalent in this country. Half the time is like state doesn't even know who owns what in their database.

He pointed out however, that the Act being in the constitution has been able to control and check the activities of land grabbers across the nation, adding that without this control by the government, the situation land grabbing in the country would have been worst than it is presently.

Say Act is clog in the wheel of development

As the Land Use Act bill which sought to alter the 1999 Constitution for it to be expunged from the Constitution so that it could be subject to regular process of review and amendment suffered defeat in the upper legislative chamber last week, built environment professionals have condemned the action of the senators to reject the bill.

Describing the Land Use Act as a clog in the wheel of development in the country over the years, the professionals pointed out that the deletion of the Act which is 39 years old from the country’s constitution, would be easy to review and amend from time to time.

However, Nigerians and stakeholders in the housing sector have faulted the Act, citing among other reasons the delay it creates in making land accessible to average Nigerians. Subsequently, Nigerians have been clamouring for its removal from the constitution to lessen these bottlenecks, which called for the bill at the National Assembly.

But to ensure that the Land Use Act is retained in the constitution, it was gathered that there was intense lobbying among senators from the Northern region, who were of the view that the bill amounted to resource control, adding that “It is resource control sneaking through the back door”, Northern senators
allegedly said.

Reports further noted that Northern senators mobilised heavily against it, as they were calling themselves and were able to convince many, probably from the less endowed states that it would be disadvantageous to them to allow it to be expunged from the constitution.

According to reports, the Northern senators argued that “if you delete the Land Use Act and remove the powers of the federal government over land, it would be easy for the South-South states that have been at the forefront for the control of their oil resources to achieve it.

“The states would just legislate on the land in their territories and whatever natural resources lie below the ground belongs to them, instead of the federal government. They could even use individuals who would just claim that certain acres of land are their ancestral land and they can decide they will not allow exploration of the resources therein. So it would be a huge issue not just for the northerners, but also to less endowed states”, reports allegedly said.


Reacting to the rejection of the bill at the senate, Mr. Moses Ogunleye of Moses Ogunleye & Associates, a firm of consulting town planners and past chairman and president, Nigerian Institute of Town Planners NITP, Lagos state branch and Association of Town Planning Consultants of Nigeria ATOPCON, respectively, said the Act which has not been reviewed since it was enacted 39 years ago, can easily be reviewed from time to time if it is expunged from the constitution.

According to the town planner, “The Act should be removed from the constitution for its easy process of review. If it remains in the constitution, it will be difficult to review and amend from time to time because such reviews must go through the National Assembly. Those who are not in support of the review will always kick against it as it is happening now. If the Act is outside the constitution, its review will be easy because it will only require public hearing which makes the review easier and faster.

“The Northern senators have no reason to be afraid of the Act being expunged from the constitution because its review will benefit every section of the country”, Ogunleye stated.

In his reaction, the 2nd vice president of the Nigerian Institute of Building, NIOB and former chairman, NIOB Lagos state branch, Mr. Kunle Awobodu, said the deep interest in land as it relates to natural resources, some people will not want it expunged from the constitution.

According to Awobodu, “Some people are looking at the issue from the point of view of resource control. They think that the control of resources will no longer be under the control of the federal government, and they are looking at the implication of removing this control from the federal government. That is why they will never support the idea of the Act being expunged from the constitution.

“Most people at the senate do not know the implication of allowing the Act to remain in the constitution and its benefits outside the constitution. But if built environment professionals are invited to enlighten them about the implication of allowing it to remain in the constitution and the benefits Nigerians stand to gain from expunging the Act from the constitution, perhaps, this will change their position on the issue”, he said.

Also reacting on the issue, Mr. Sunday Olorunsheyi, Director, Pertinence Ltd, a real estate development firm, and owners of ABC Gardens and ABC VIP Gardens across the country, said the constraints in processing land documentation is an aspect of the Act that should be looked into by making the process easy and less cumbersome.
He pointed out however, that the Act being in the constitution has been able to control and check the activities of land grabbers across the nation, adding that without this control by the government, the situation land grabbing in the country would have been worst than it is presently.

ABUJA – MINISTER of Works, Power and Housing, Babatunde Fashola on Friday tendered an unreserved apology to Members of the House of Representatives on his unsavoury comments on the 2017 budget.

The minister who appeared alongside his aides as early as 9.45am told the Rep Aliyu Madaki led adhoc committee that there was no time he deliberately disparaged the National Assembly as alleged.

Earlier, members of the committee frowned at his choice of words and alleged the manner the Motorways, a contractor was being handled by his ministry.

As the tension generated by the quit notice handed Igbo in the north is yet to settle, Arewa youths on Thursday stirred another controversy by asking the Presidency to order the immediate arrest and detention of the self-acclaimed Biafran leader, Nnamdi Kanu, over what they called threats to Nigeria’s corporate existence.

Addressing a news conference in Abuja, the Speaker of the Arewa Youth Assembly, AYA, Mohammed Salihu and the Clerk, Desmond Minakaro, accused the federal government of aiding and abetting the IPOB leader to breach the bail conditions handed him by Justice Binta Nyako of the Federal High Court, Abuja and inciting Nigerians against the government at major rallies in the South South and South East states.


The Northern youth leaders wondered why the government has allowed Kanu to grow wings and threaten national peace and security with inciting statements capable of destroying the country without calling him to order.

The Arewa youths said it was disappointing that despite the clear bail conditions reeled out by Justice Nyako, Kanu had brazenly violated all including the ban on organising rallies and press conference and being with any crowd of more than ten persons at any time.

The youth leaders said, “The Leadership of Arewa Youth Assembly has observed with keen interest the high level of lawlessness exhibited by Nnamdi Kanu since he was granted bail in June this year and the conspiracy of silence displayed by the federal government and its security agencies in the face of such affront by the IPOB leader. No doubt, this lawlessness is capable of disintegrating this country.

“The level of insecurity and youth agitations calls for concern by all well meaning Nigerians. These threats have turned our country in a place of uncertainty and now a laughing stock within the international communities. Nigerians now live in a state of fear and trauma for the fear of the unknown.

“Any nation or institution which cannot abide by its own laws, rules and regulations is bound to fail and not worthy of being a nation or institution. It is on record that a Federal High Court sitting in Abuja presided by Honourable Justice Binta Nyako on the 28th April, 2017, granted bail to one Mr. Nnamdi Kanu on health grounds with about 12 conditions attached to his Bail.

“Gentlemen of press, you will all agree with us that the said Nnamdi Kanu has openly violated his bail conditions, chief among which are that he should not address a press conference; a rally and should not be in a gathering of not more than ten persons.

“The most surprising and amazing of this is that the Federal Government is watching while Nnamdi Kanu is creating a state within a State, threatening to stop Anambra State gubernatorial election by holding rallies in South South and South East states and using provocative and inciting words, granting interviews to the press, which pose a threat to national unity and security.

“This level of lawlessness has left us with no option than to doubt the ability of our Acting President to successfully preside over the affairs of our country. Our Acting President seems to be under the control of some cabals when it comes to decision-making.

“We therefore, wish to advise the Acting President to sit up and be in firm control of the government of Nigeria and begin to address the myriads of issues threatening the unity of this great nation,” the Arewa youths said.

The youths said they were planning a national peace summit in Abuja early next month as a means of bringing together youths from all parts of the country to brainstorm on the way forward for Nigeria instead of seeking to divide the nation for selfish interest.

It's a stupid argument and policy. I'm not surprised an African is arguing this after decades of data showing private sector to be more efficient that statells owned companies. You guys just like to copy without researchin the effects.

State owned enterprises are stupid in general. The private sector is much more efficient at it. Government place is to run business but provide good environment and policy for business to thrive. Stop this delusional rhetoric to be a country you need some wasteful SOE.

Have you even researched the debt and how unprofitable these Chinese companies state owned companies are? This is hardly the model Nigerians should want. Copy Australia if you want success with private sector.

A quick run down of the failure of state owned mining companies in Nigeria. Please keep in mind governmenthas full control overy all land and minerals in country. They established land use act 1978 to give themselves all the power in world yet still failed.

Second he mentions Ghana used to have mining company it went away probably because it failed. Companies don't go away if they are profitable. Government is terrible at business African government are probably worse due to corruption.

● The government started ajaokuta steel company failed til now. Even with iron,coal, cheap gas, cheap work force they screw it up.

● Nigeria coal mining company established in 1970's did nothing. Coal plants we don't have in spite of the clear in abundance and need for power.

● Nigerian mining company established 1972 died and established nothing noteworthy.

Even NNPC is just Bastion of corruption. Without joint venture from private companies they would crumble and die. Refineries they let fall apart, oil they drill in expensive or strange places.

GHANAIAN government has urged its Nigerian counterpart to consider establishing a national mining company to compete actively with those in the private sector for rapid development of the sector. This was the assertion of the Minister of Lands & Natural Resources, Ghana, John-Peter Amewu, during a stakeholders conference in Abuja. Amewu said Nigeria should begin to look inwards on establishing various linkages that would fast track development of the solid minerals sector in no distant.

He said: “Nigeria should begin to look at the forward linkages and also how Nigeria will own their own resources, and I see nothing wrong with Nigeria coming up with national mining company. Ghana used to have and I am coming back to it. You know countries like China they had to start mining company that competed with the private sector. I see nothing wrong with state companies competing with private sector so before you get there you should start thinking of how you will get you own national mining company and that is the way you know you get yourself involved and see to the day-to-day management of the records.

“It should not be a problem for a country to own a mining company. He also disclosed that in Ghana solid minerals sector contributes about six per cent of GDP, such that in 2016 almost about 70,000 pounds of gold was exported out of the country, creating huge employment.

“The mining sector is currently one of the largest in terms of revenue that we generate apart from cocoa production and export, the mining sector contributes significantly to the GDP”, he stated.

Britain has expressed its interest in Nigeria’s oil and gas industry.

It expressed its readiness to invest in pipeline infrastructure, renewable energy, gas and power of the Nigerian Oil and Gas Industry.

British High Commissioner, Mr. Paul Arkwright, made this promise when the Group General Manager, Group Public Affairs of the Nigerian National Petroleum Corporation, Mr. Ndu Ughamadu, visited the Chancery of British High Commission in Abuja.

Mr. Arkwright noted that the British Government had genuine investment interest in the Downstream, Midstream and Upstream sectors, stressing that the British Department for International Trade was ready to liaise with the Federal Government to invest in the country.

The High Commissioner also urged the Federal Government and the NNPC to organize a road show in London to create awareness on the possible investment opportunities available in the Nigerian Oil and Gas sector.

Mr. Arkwright said so many British investors had funds which they were willing to invest in Nigeria, stressing, however, that the process of obtaining Nigerian visa in United Kingdom was cumbersome with three different levels of visa procurement fees as well as Nigeria’s postal order system.

NNPC’s spokesman, Mr. Ughamadu, on behalf of the Group Managing Director of the Corporation, Dr. Maikanti Baru, condoled with the British Government over the recent terror attacks in the United Kingdom.

Ughamadu, who lead the NNPC delegation, commended the High Commissioner for the Commission’s promptness in issuing visas to officials of the Corporation. He assured that NNPC would sustain the cordial relations.

I agree with alot of the authors points about local government. I'm a big advocate of grassroots development. Looking now you can't point to local government project since this tier has no fiscal autonomy.

His only point I disagree with is going back to regions. They weren't stable then and won't be now. Why d you think we went from 12 to 36 so quick. We just need to get rid of allocation system and watch these non viabe states merge up.

In 1950, following the publication of its policy report, “The Colonial Empire, 1939-1949,” the British colonial administration came to the urgent conclusion that “… the building up of a system of efficient and democratic local government is a cardinal feature of British policy in Africa. It is now recognised that the political progress of the territories is dependent on the development of responsibility in local government; that without sound local government, democratic political system at the centre is not possible.” This is significant, given the debate now going on about the meaning of “restructuring” in Nigeria.

The All Progressive Congress (APC) which ran on the promise that it would back the “restructuring” of Nigeria, has now backed out of this promise, of course signaling the onset of an internal party policy crisis. In a statement by its National Chairman, Mr. Oyegun, the Party now says it does not know what “restructuring” means. It is a classic volte-face. But “Restructuring” is the refinement of the institutional structures that undergird the workings of a system in order to either firm it up or prevent it from collapse, or make it more efficient and beneficial to those which the system ought to serve. Nigeria is in crisis mode because over 99% of its citizens – the true stakeholders of its national enterprise – feel that the nation does not serve them. It serves probably less than 1% of the population. Nigeria, as a relatively new and modern nation however is a “work in progress” and requires consistent fine-tuning until it finds its harmonious balance through either the parliamentary process or by referendum.

We need to create and shape the Nigerian state out of the chaos of its history. That is the meaning of “restructuring.” In 1950, the Eastern region enacted the Local Government Law No. 16. It was followed by the Western Region in 1952, with its own Local government Law. Soon after Dr. Nnamdi Azikiwe became Premier of the East, he initiated a local government reform that turned the Eastern region in 1955 into the first part of Nigeria to run the most modern and most developed local government system in Nigeria. While the North and Western region chose to run on the “Native Administration” system, the East, in line with its own highly democratic traditions, adopted the County council model of local government administration. By April 1956, the East established a system of local government councils – that consisted of one Municipal Council, 17 County councils, 79 District Councils, and numerous local councils, a fact already detailed well in C.E. Emezi’s insightful paper, “Concepts in the Development of Local Government Administration in Nigeria.” The point of this is to highlight the necessity for local autonomy as a guarantee for Nigeria’s political and economic development.

The appropriation of the power of local governance through the years have left Nigerians disempowered, angry and skeptical about their place.

The Dasuki local government reforms of 1976 that “harmonized” and centralized local government administration and development in Nigeria is a great disaster. Local governments once were charged with providing local safety and security, public health, the development of local markets and industry, and the maintenance of public work infrastructure, including electricity, water, sewer services, and so on. There were county and municipal jails, local policing, District hospitals, streets and roads administration, and so on. The concentration of these functions in the hands of the central and state administrations have led to a collapse and an alienation of the public, and the loss of civic consciousness and faith. Now, part of the structural changes that must take place in Nigeria must be the restoration of the power of local governance. But the federal government must remove itself from determining the number and the funding of local governments in Nigeria. The 774 local governments in Nigeria must be abolished, and a new criteria set under the constitution to regulate the establishment and incorporation of local administration. It must be based on (a) verifiable population clusters.

A local government must be constituted by a delineation, after a proper census, of communities with at least ten thousand inhabitants or residents (b) Any cluster of citizens wishing to establish or incorporate a local government, following a proper petition, must show a viable tax base with the evidence of free-standing property, and the willingness or ability to generate enough local taxes to fund municipal services – a public school system, streets, public health, etc. without depending on state or federal funding, otherwise, such a local area must be attached to more viable administrations, (c)  competition for federal funding must be based on verifiable projects provided by the CDBGs – the Community Development Block Grants as direct partnership grants based on verifiable and accountable projects. For instance, if there is a federal program for Malaria remediation, a properly constituted local government must be prepared to establish its own program, and show evidence of its own viable program for which it must seek or compete for a partnership grant which must be accounted for, but which has direct and verifiable impact on people in local communities. Part of the disenchantment with the current system is that for many people in the South, there are local government in the North, which exist only on paper, and nonetheless collect huge federal allocations to these local governments that go into private pockets, and hence the so-called poverty in the North where only few individuals benefit from these distorted systems, collecting huge Nigerian resources which they then spend in Dubai, Cairo, or Mecca.

It is easy today, using digital footprints, to establish Nigeria’s national population, and part of the restructuring that must happen is the ways and means of collecting population data for national development, and the equitable distribution of income. It should now be the duty of the local government to establish and enforce the record of births and deaths in each locality; nobody should be buried without a death certificate issued; no deaths must be left without certification by the local Public Health Department signed by its Chief Coroner. Any local government that is incapable or establishing a coroner’s office, or paying a Coroner, should never receive state or federal grants. Part of the structural deficiencies in Nigeria occurred with the atomisation of states. The National Assembly must convene and abolish the states by an Act of the National Assembly, and then restructure or collapse Nigeria into six regions.  Each region must then establish its system of local administration, and with such power delineated to local government function according to the needs of its locality. The point has been made that the current structure of states and its funding system is far too expensive for Nigeria which clearly can no longer support or carry the excess of bureaucratic deadweight of which the current state system constitutes. The minister for Finance’s recent revelation that Nigeria now budgets only to “pay salaries” with nothing left for public services ought to startle Nigerians into confronting the realities of their precarious nationhood.

Recently, talks have been about establishing “state police.” The constitution of Nigeria must not limit public safety and security to an exclusive function of the federal administration or even the state administration; Public safety falls within a horizontal necessity with local governments as its most important lynchpin. Therefore we need a very efficient police service – not just a federal police or a state police but also local or municipal police services, each with clearly defined roles. A restructuring of the judicial system will also empower a local Magistracy to the function of law enforcement and oversight. It would solve the problem of sending soldiers to the streets. As I promised last week, at some point, I shall address the question of police and judicial reform more closely, but for this week, yes, restructuring is imperative. The trouble with Nigeria is really not corruption, but systemic dysfunction, which makes it impossible for citizens to even recognize the full meaning of “corruption” – the fact that corruption includes buying WAEC papers for your ward, or paying bribes to a policeman, or seeking to jump ahead in a queue, or throwing refuse out to the street and clogging up municipal sewers, or shitting into rivers, or even not registering your vehicle or property properly for the purposes of tax assessment or collection. It is structural deficiency that makes it possible for an officer of the public to have direct access to public funds without the kind oversight necessary to prevent its misuse. Restructuring means correcting the in-built structural problems that keep citizens down and alienated; that concentrates power in only a few dangerous hands.

A leader of the Bakassi community has accused the Nigerian government of failing to relocate residents of the peninsula to a new island he said was recently discovered.

The paramount ruler of Bakassi Local Government Area, Cross River State, Etim Edet, said the government was “foot-dragging” on the matter.

He said the island, called Dayspring, was good for the habitation of the mainly fishing Bakassi population, displaced after the peninsula was ceded to Cameroon in 2008.

But he said the government had abandoned the Bakassi people.

Mr. Edet, who spoke to PREMIUM TIMES on Tuesday, said the people of Bakassi were forced to live at the mercy of the Cameroonian government because of the neglect by the Nigerian government.

“We are a forgotten people,” he said.

Mr. Edet was reacting to the reported maltreatment and killing of Nigerians in the Bakassi Peninsula by Cameroonian Gendarmes.

Ninety-seven Nigerians were said to have been killed recently by the gendarmes because of a dispute over N100, 000 boat levy.

But Nigeria’s Minister of Foreign Affairs, Geoffrey Onyeama, said Wednesday that there was no evidence of such killings.

“Nigeria isn’t protecting her citizens,” said the paramount ruler in an angry tone. “This thing cannot happen to American citizens…. I consider it a national scandal.

“It’s not fair. It is wrong the way Nigeria is treating us.”

Mr. Edet said some of the people in former Bakassi, including himself, hurriedly left Cameroon in 2006 despite the Greentree Agreement because “we knew this was going to happen”.

The Greentree Agreement, which paved way for a smooth transfer of sovereignty of the peninsula from Nigeria to Cameroon, states that “Cameroon shall not levy in any discriminatory manner any taxes and other dues on Nigerian nationals living in the Zone”.


The agreement, signed in 2006, also states that Cameroon shall respect the right of Nigerians living in the peninsula to continue with their agricultural and fishing activities.

Mr. Edet confirmed that the N100, 000 that the people of former Bakassi were asked to pay as levy was responsible for the current crisis in the area.

“They agreed to pay on condition that they would be allowed to fish freely,” he said. “They are not used to paying such exorbitant taxes.”


On the number of casualties, the paramount ruler said, “One or two people died, so the rest decided to run away.

“About 189 arrived Ikang in Cross River. Some ran to the coastal communities in Akwa Ibom.”

He said the problem of Bakassi could only be solved if the people are resettled properly in such a way that their means of livelihood is guaranteed.

He said he and his people had discovered an island – Dayspring Island – that is suitable for their habitation, but that the Nigerian government was foot-dragging on resettling the people.

“My people have been in camps under dehumanising conditions for more than 10 years now,” the paramount ruler said. “We are victims of a reckless political game.”

A former senator from the state, Florence Ita-Giwa, also spoke with PREMIUM TIMES on the latest development in the former Bakassi.

She said the Bakassi issue remained unsolved because the Cross River State government and the people were not united on it.

“Those gangsters in Cross River State keep using people’s lives for politics. If they had developed a place for them, those people would have come back from Cameroon since,” the former senator said.


“They wouldn’t have stayed long enough in Cameroon for them to be sacked.

“For 10 years we’ve been crying. I am now vindicated.”

Mrs. Ita-Giwa said she was reluctant to come home to help her people because of the threat to her life.

She said she was however hopeful the administration of President Muhammadu Buhari would do something about the Bakassi situation.

Shell on top of paying taxes is supposed to provide electricity, water and roads? What do your local and state government do all day? A functional government should be able to provide for roads, water, trash pickup etc with taxes generated by people. 45 years of paying taxes and nothing I see why you guys turned militant.

The leadership of Ojobo, host community to Shell Nigeria Plc in Burutu Council Area of Delta State, has appealed to the oil giant to provide basic amenities for the oil-rich community.

The appeal came during an event to mark a successful community leadership election/swearing-in held about a month ago.

Ojobo had been known for electoral violence over the years.

The newly elected chairman, Chief Etito E. Ekolo, thanked the people of the community for the trust reposed in him and pledged to work hard for the well-being of the community.

Ekolo also pledged to work for peace and unity of the community to ensure that the prevalent electoral violence in the community became a thing of the past.

He decried the plight of the community being an oil producing community for decades without having access to good living conditions and urged Shell, Delta State and the federal government to do justice  by providing electricity, potable water and a link road to the community.

In his speech, the traditional ruler of Ojobo, Chief Thompson Brisibe, said that Shell started operations in the community since 1971, saying the community had been struggling for electricity and other amenities since then.

He called on Shell and the federal government to attend to the plight of the people, stressing that the nation had been benefiting from the community’s oil for over 45 years with nothing to show for it.

The Miyetti Allah Cattle Breeders Association of Nigeria, on Friday described the open grazing prohibition bill passed by Taraba House of Assembly as an unjust and draconian legislation aimed at forcing cattle breeders out of the state.

The North- East Chairman of the association, Alhaji Mafindi Danburam made the assertion in an interview with newsmen in Jalingo.

According to him, the provision for establishment of ranches in the bill is mere deception as the state government would never provide enough land for ranches.

“Not long ago, the Federal Government requested for about 5000 hectares of land from the state to establish ranches.

“As I speak with you that demand has not been met because the government said it had not enough land to allocate.

“Now, if the same government said it does not have enough land to allocate to the federal, where is it going to get land to allocate same to cattle breeders.

"Besides, this bill conflicts with extant national and international laws that permit freedom of movement of people and their animals across West Africa.

“The truth is this legislation is simply aimed at frustrating our members and tactically forcing them to leave the state,” Danburam said.

The chairman said the association would challenge the law in court as it was against provisions on freedom of movement of people contained in the Constitution.

Danburam noted that herdsmen were the only citizens in the country that hardly enjoy infrastructure and social amenities provided by government.

“ Look, this systematic injustice meted against our people can be found even in budgetary allocations.

“ Since the emergence if this administration in 2015, no single Kobo was budgeted for livestock management till date, yet our members are compelled to pay taxes.

“ How can a right thinking person expect anything good for us from a government that has failed to provide pasture development, animal vaccination, and did nothing to secure cattle routes?


“ We have compiled all the injustices meted against us, including this draconian bill. We have submitted same to relevant authorities and very soon, we will seek for legal redress in a competent court of law,” he said.

On why the association boycotted the public hearing on the bill, Damburam said the hearing coincided with the funeral of its members killed in the recent violent conflict in parts of Sardauna Council Area.

The chairman insisted that the Sardauna crises was politically motivated contrary to claims in some quarters that it was a farmers-herdsmen conflict.

He restated the association’s call on the federal government to set up a judicial committee to investigate the killings and prosecute perpetrators.

Newsmen report that both Taraba State Government and the state assembly have maintained that the open grazing prohibition law is the only solution to farmers-herdsmen clashes in the state.

ABUJA – Speaker of the House of Representatives, Yakubu Dogara has said that the National Assembly would not fail Nigerians, especially the youth in the considering of the Bill seeking their inclusion in politics and leadership at young age.

Dogara’s reassurance followed the insinuations in many quarters that the federal legislature has jettisoned the proposed ‘Not Too Young To Run Bill’ in the Constitution Amendment Report laid on the floor of the House of Representatives on Thursday.

Baring any eventual changes, the consideration of the report would commence next week.

Deputy Speaker of the House and Chairman, Special Adhoc Committee on Review of the Constitution, Hon Sulaimon Yussuf Lasun had intimated the Speaker of speculations that the bill was removed at the retreat of the joint Committee of the Senate and House of Representatives on Review of the Constitution in Lagos.

He however explained that the name of the Bill was changed but not entirely removed, saying it could be possible reason that fueled the speculation.

In his remarks shortly before adjourning plenary session on Thursday, Dogara assured the youth of their place in the leadership of the country via elective positions.

“The young people should be informed that we made a promise and we will keep to our promise, by God’s grace”, Dogara assured.

Anambra has calles on federal government to declare emergency for 2nd year over this matter. They should get proactive and look for funding else where. The federal government is not in hurry to solve this. What happened to the ecological fund wasn't it supposed to address such issues.
