embarrassed NASS —Saraki Lawmakers taking bribe: Jega embarrassed NASS —Saraki ON MAY 31, 20187:00 AMIN NEWS, POLITICS38 COMMENTS By Henry Umoru ABUJA— SENATE President, Dr. Bukola Saraki, yesterday, lampooned former chairman of Independent National Electoral Commission, INEC, Professor Attahiru Jega, asking him to shut up and stop making reckless statements against the lawmakers, if he cannot come up with names to buttress his allegations. Speaking, yesterday, at plenary over the allegations raised by Jega at DemocracyDay lecture on Monday that senators and members of the House of Representatives were notorious for bribe-taking, Saraki said the former INEC boss’ statements were serious embarrassment to the National Assembly. President of the Senate, Dr. Bukola Saraki Saraki, who was responding to a point of order, order 43 (Personal Explanation) raised by Senator Isah Misau, (APC Bauchi Central) on the allegation, said he was at the programme with the Speaker of the House of Representatives, Yakubu Dogara, when Jega made what he described as blanket embarrassing statement, despite the efforts of the National Assembly to join other arms of government to fight corruption in the country. Saraki said: “I was at the programme, with the speaker and we were highly embarrassed by this kind of comment. All of us are committed to the fight against corruption. “But I believe it (such statement) doesn’t help the fight against corruption, it is a slight to the integrity of some of us, where such a statement is made.” He, however, challenged Jega to expose those lawmakers he knew were involved in corrupt practices with evidence. “If he (Jega) has those kinds of evidences, he should bring it forward, because to say that, is to suggest that every member of the National Assembly is part of this, even those who are not part of this are condoling this action which is far from the truth. “I think what the professor, who is respected, should do is to come out and mention those members he is aware of. If he can’t come out and name them, he should not make such branding statements.” Saraki assured that the National Assembly under his leadership would not get involved in corruption or attempt to cover any member who got involved in the act of indiscipline. Earlier in his presentation, Senator Misau said: “My point of order is based on the lecture made during the Democracy Day lecture, the President of the Federal Republic of Nigeria was in attendance. ‘’During the lecture, the guest lecturer who is an elder statesman and the former chairman of INEC, Professor Attahiru Jega made a statement which I feel I have to bring to this floor. He said some committee chairmen of the National Assembly are notorious for demanding or collecting bribes, which I feel is unfortunate for somebody well respected to say. “I feel that the statement is very weighty because that programme (Democracy Day lecture) was televised live. The thing they need to understand is that these live programmes are watched around the world. And at the time he made that statement, I am a member of ECOWAS Parliament. “After the lecture, I went to the parliament and the question most of the parliamentarians were asking me is whether what the Professor said is true or not. “I find it difficult to explain to them and I feel that not only Professor Jega but anybody that would make statements concerning the credibility of this Senate and its committee chairmen should be bold enough to mention names, especially when it is about fighting corruption in Nigeria. “If we really want to fight corruption and want to help the government, he would not be making such statements without mentioning the committee chairmen and those who gave him that sort of information. I felt embarrassed. We need the professor to throw more light on what he said.” : https://www.vanguardngr.com/ |

Former Minister of Finance, Ngozi Okonjo-Iweala has revealed that the National Assembly forced the Goodluck Jonathan administration to part with N17billion before they passed the 2015 Budget. According to her, it came at a time crude oil price had gone down drastically. The N17billion alleged bribe, according to Okonjo-Iweala in her book ‘Fighting Corruption is Dangerous: The Story Behind the Headlines’, was besides the National Assembly’s N150billion annual ‘standard’ budget. Her words: “The legislature was concerned largely about three things—the size of its own budget; the nature and the size of the capital budget, particularly investment projects; and the number and geographical location of the projects. “Senators and Representatives felt that their role as appropriators of the budget was not just to vet and approve budget parameters and oversee budget implementation, but also to shape the size and content of the budgets, including details of specific projects.” She said members of the National Assembly Finance and Appropriation even felt ”they had the right–indeed the duty–to get into the details of the budget formulation and preparation process all along the budget value chain.” Okonjo-Iweala said the NASS leadership, working through the various committees, “sought to add more to individual projects or create completely new, unappropriated major projects, thereby distorting the budget.” But she explained that “not all National Assembly members supported these unfortunate manipulations of the budget.” The former Minister added: “National Assembly members had negotiated large increases in the National Assembly budgets and would brook no discussions or challenges on the issue. “Their operational budget had ballooned to N150 billion or 16 per cent of the budget and almost 3.5 times the 2006 budget (in naira).” Okonjo-Iweala said when it was proposed that the lawmakers should give up some of their benefits in view of dwindling revenue in 2015, they refused to do so. “By the time we presented the budget on December 16, 2014, oil prices had fallen further to $58 per barrel. “We were prepared and we knew we had to trigger the additional expenditure and revenue measures in 2015 to make the budget work. “This would be tough, given that we had entered an election year,” she said. “Indeed, legislators initially refused to accept any cuts to their regular N150 billion budget, despite dwindling revenues. “But eventually, they agreed to a 13 per cent cut against a backdrop of ministers accepting a voluntary 50 per cent cut to their basic salaries. “In a tough session with the National Assembly’s ad hoc committee on the budget (made up of chairs of the Finance Committee and Appropriation Committee of both chambers and other leaders of the National Assembly), an additional N20 billion was re-introduced as election expenses for National Assembly members. “We insisted the amount be dropped because it nullified the 13 per cent cut made to their statutory budget, but managed to reduce the N20 billion figure by only N3 billion to N17 billion. “This became the price to pay to have the 2015 budget passed.” Okonjo-Iweala was Jonathan’s finance minister from August 17, 2011 to May 29, 2015. |
