Immediate past Governor of Benue State, Chief Samuel Ortom, has dared his successor, Rev Fr Hyacinth Alia, to publish the books and prove that inherited N359 billion as debt profile of the state. He was responding to claims by Governor Alia, when he spoke in Abuja recently, that his administration inherited a debt of N359 billion. Chief Samuel Ortom who noted that the claim smirks of mischief is said “The present government of Benue State is selling a narrative to unsuspecting people of the state that they inherited N359 billion as debt from the previous government led by Chief Ortom. “This narrative is not only false but is also a deliberate stratagem to snooker the people. “Curiously, this same government told the people via a statement by Governor Alia’s Chief Press Secretary in June this year that Governor Ortom handed N187.56 billion to them as debt, which was the same amount the former Governor mentioned while presenting handover notes to his successor. “What the present government is saying about the state debts now contradicts their previous statement.” Ortom said he was explicit in his handover speech that though the debt situation of the State Government at the time of his exit from office might appear to be on the high side (N187.56 billion), his administration had taken proactive steps to negotiate and ensure significant debt reduction/reliefs leading to Debt Swap Between Benue State and Federal Government as facilitated by the Nigerian Governors Forum. According to him, “Total Debt Swap for State and Local Government Councils stood at N71.6billion.” He also explained that the inflows Benue State was expecting at the time he was leaving office were “Backlog of accumulated Stamp Duties, N48 billion, Refund from Debt Swap with Federal Government – N22.95 billion totaling N70.95 billion. He said when the negotiated debt swap and the expected inflows are discounted, the State was set to attain a significant debt reduction, bringing down its debt profile to N45.2 billion. Ortom further explained that because of the efforts of his administration, Benue State by May 29, 2023, had outstanding approvals awaiting disbursement from the Federal Government including the balance of Bailout, N41 billion and a N20 billion Central Bank of Nigeria facility. “At the same time, the Benue State government was expecting N9 billion as refund on withdrawals for subsidy and SURE-P. The Alia administration is yet to tell the people if it has already received the N9 billion SURE-P funds.” Ortom noted that in his administration’s commitment to finding a lasting solution to the problem of pensions, State Government domesticated the Federal Government reforms in pension administration through the Benue State Pension Law, 2019, which introduced the Contributory Pension Scheme. “Our administration met most of the requirements for full implementation status of the Contributory Pension Scheme. At the time I was rounding off his stewardship, over N8 billion had already been raised under the Scheme and Benue State was on the threshold of meeting the conditions for benefitting from the Contributory Pension Scheme including access to long-term loans and bonds for development projects or defraying existing pension liabilities. The presidential candidate of the Labour Party in the last election, Peter Obi, has advised the Federal Government to invest heavily in agriculture in a bid to end the lingering food crisis in the country. The former Anambra governor made the remark in a statement issued on Monday to commemorate 2023 World Food Day. Obi argued that if the Federal Government agreed to utilise the fertile soil in the northern part of the country for agriculture, the food crisis ravaging the nation would be alleviated. He said the land, if utilised, would produce enough for both domestic consumption and exportation. Obi lamented how the activities of non-state actors causing mayhem in many Nigerian communities are sabotaging food production. Yakubu gave the assurance yesterday in Lokoja, Kogi State, while carrying out on-the-spot assessment of the mock accreditation and facilities, as well as the readiness of the INEC office in the state for the election. His statement that the transmission was required by the electoral laws came on the heels of another statement credited to the Bayelsa State Resident Electoral Commissioner (REC), Ofiong Efanga, which claimed that the results of the election would be manually collated. Hear Yakubu: “The method is as provided by law, electronic accreditation, electronic upload of results on the IREV portal and that is why we are doing this mock. The Muslim Rights Concern, MURIC has asked given a three prayer points to the General Overseer of the Redeemed Christian Church of God (RCCG), Pastor Enoch Adeboye over the ongoing war between Israel and Palestine in Gaza. The Executive Director, Professor Ishaq Akintola, in a statement issued on Saturday, noted that, instead of praying for Israel specifically, Pastor Adeboye should rather pray for the whole world. Akintola urged Pastor Adeboye to pray for the failure of oppressors between Israel and Palestine over the ongoing war in Gaza. Recall that Adeboye had earlier declared support for Israel in the ongoing war between the Zionist nation and Palestine. In a video message via his X handle, the RCCG General Overseer said he would be praying for Israel to be victorious. In this investigation, a Daily Trust Saturday reporter went undercover to unmask the law enforcement agents and Federal Road Safety Corps (FRSC)-designated driving schools within Abuja, Nigeria’s Federal Capital Territory (FCT) that are working together to compromise the country’s driving standards, thus contributing to road accidents. Concealing a recording device, our reporter went round the streets of Abuja, Nigeria’s Federal Capital Territory, in an attempt to test the tripartite arrangement of the country’s driver’s licence procedure and how underage and unqualified drivers find their way behind the wheels. Visiting the first driving school to enquire if this reporter, with no driving experience, could be issued a driving certificate, one of the first requirements for a driver’s licence by the FRSC, the staff expressed readiness to subvert the process. “Don’t worry, we can issue you the certificate. Since you came through us, there is no problem,” a staff of a driving school accredited by the FRSC, who simply identified himself as Hamza said, even when he was repeatedly told that this reporter did not have any driving experience. This readiness to circumvent the process was visible even among staff members of the Directorate of Road Traffic Services (DRTS), popularly known as Vehicle Inspection Officers (VIO), who are mandated to engage in the training and testing of drivers before they are issued licences. “No need to attend any driving school,” a staff of the VIO had told this reporter and offered to ensure that he went through a seamless process to get the licence that would authorise him to join the country’s numerous but undocumented and unqualified drivers. Statistics by the World Health Organisation revealed that an estimated 1.3million people around the world die annually as a result of road traffic accidents, with Africa leading with the highest death rates. Nigeria is topping the African list with the most traffic accidents causing fatalities. At the 7th United Nations Global Road Safety Week in May, the corps marshal of the FRSC, Dauda Biu, said over 40,000 people died annually in road accidents, and that road traffic crashes were the leading cause of deaths and disability in the country. Nevertheless, data from the FRSC Statistics-Digest showed that over 11, 361 persons had been killed and 65,814 wounded due to road accidents in 2022. But the FRSC identified human factor as the major cause of these accidents. Speaking with Daily Trust Saturday, Honey Ogundayo, the head of the FRSC National Traffic Radio said, “Ninety per cent recklessness, carelessness and not thinking about other road users are part of the human factors that cause road accidents.” In Nigeria, the driver’s licence, a permit produced by the FRSC, is the only recognised document that certifies an individual to drive a vehicle on any road. To secure this licence, the Board of Internal Revenue, FRSC and DRTS in the FCT work in a tripartite arrangement. However, Daily Trust Saturday reports that corrupt government officials connive with FRSC-accredited driving schools to hike the licence fees and subvert the process by issuing the documents to unqualified drivers within Nigeria’s Federal Capital Territory, thus contributing to road accidents. The process of obtaining a driver’s licence Information obtained from the FRSC portal revealed that a three-year valid driver’s licence cost N10,000 while that of five years cost N15,000. However, Ogundayo, who spoke to our reporter on behalf of the FRSC, said there was an update on the fee, which is yet to be updated on the portal. She said N10,350 was the government-approved fee for a three-year valid driver’s licence and N15,450 for that of five years. To get a step-by-step process of obtaining a licence, our reporter reached out to the appropriate government agencies, where he was told that it was a tripartite arrangement that involves designated driving schools, the Board of Internal Revenue and the VIO. Findings from the FRSC portal revealed that there are 91 FRSC-approved driving schools within the FCT. Speaking on the tripartite arrangement, the head of the FRSC National Traffic Radio, Ogundayo said, “You must visit a driving school and have 26 sessions with them. When you pass the 26 sessions, then you can pick up a form from the Board of Internal Revenue.” Ogundayo explained that visiting the VIO was equally necessary to test the applicants’ driving skills, while the FRSC produces the driver’s licence. “No certified FRSC driving school can process a driving certificate for an applicant who does not undergo the driving training and testing. It means that you are robbing the name of the FRSC in the mod, which the Corp Marshal will frown at,” she added. Acquiring a driver’s licence is a process and “you cannot jump from one to another,” she said and assured that FRSC-accredited driving schools would do the right thing. “They will not just collect money and give somebody a certificate without passing through the process,” she reiterated. At the DRTS, Kalu Emetu, the public relations officer, said that to be a licensed driver, one must pass a driving test administered by the Service. “We always encourage our staff to do the right thing. We have our operational guideline and we don’t expect anybody to go outside it,” Emetu said. He added that it is the reason the DRTS created the Department of Driving, Testing and Training. “When we test you and notice that you are not fit to be on the road, we will not give approval,” he said. How FRSC-accredited driving schools undermine process To test the tripartite arrangement, this reporter randomly selected three out of the 91 FRSC-accredited driving schools in the FCT to find out if an individual without any driving experience could access the driving school certificate for the licence process. On a visit to Access Driving School, with FRSC number FRSC/00296/FCT/00244 at FHA, Nyanya, Abuja, this reporter posed as an applicant in need of a driver’s licence even though he did not have any driving experience. “As far as you come through us, nothing will happen. We will be the ones to help you do the online test. All that is needed is N30,000 for a five-year valid licence, Hamza, a staff of the FRSC-accredited driving school said. Moving onto another driving school, our reporter met Simon at Aso Driving School, with FRSC number FRSC/00070/FCT/0003 at Central Area. He explained how the driving school would use its influence as a licensed gatekeeper to ensure that our reporter’s name was included on the list of those qualified to be issued licences even though he did not have any driving experience. “They will assume that all the candidates we put on the list are drivers,” he said. He demanded N35,000 for the school to circumvent the process and ensure that this reporter is issued a driver’s licence, but warned that acquiring the licence would be at the reporter’s risk. The case was, however, different at Chidon Driving School, with FRSC number FRSC/ 01067/FCT/0064 in Zone 3. A staff of the driving school, identified as Philomena, was resilient as she insisted that our reporter must participate in driving classes before the driving certificate would be awarded. Philomena engaged our reporter on a discussion on why learning to drive was paramount before proceeding with the licensing process. When informed about how driving schools were ready to compromise the standard, the head of the FRSC National Traffic Radio, Honey Ogundayo expressed doubts that an accredited diving school would engage in illegal processing and issuance of driving certificates. However, all driving schools sampled and visited were from a list of accredited schools uploaded by the FRSC on its website. On the website, there are two documents, one pasted and unnumbered, while the other is a pdf format. Our correspondent verified that, but for the arrangement of names, the two lists contain the same names. On the first list, Aso Driving School appeared as the first school on the first page, while Access Driving School appeared as number two on the third page. Chidon Driving School, which insisted on following due process, is the 9th school on the sixth page of the FRSC site. On the pdf list, it was noticed that Access Driving School is listed as number two, while Aso Driving School is number four and Chidon Driving School is number 53. VIO officials also compromise standard “If you pay N30,000 now, the moment the certificate is out I will call you and let’s go. I will stand beside you and tell them that you are my brother and they should capture you. There will be no test or interview. No be we de handle everything?” an official of the DRTS in FCT said. The official, popularly called Oga Aaron, is a Vehicle Inspection Officer at the Nyanya unit in Abuja and had boldly told this reporter that he could boycott the driving school, driving tests and CBT in order to secure a driver’s licence. In late April when this reporter visited the VIO office opposite Nyanya market as a driver’s licence applicant, Oga Aaron walked him to his office, where he displayed samples of driving certificates he claimed to have facilitated for others. He assured that he could boycott driving schools and get licences. He said, “All these ones are for our friends. They did not go to any driving school; there is no need. You will just give me your data (information) and I will forward it. Inasmuch as you have told me the truth, I will back you up,” he said, pointing at the certificates. Again, this reporter reiterated that he had no driving experience, but the government official assured him that as soon as the certificate was printed he would send him to a particular driving school for capturing. He requested N30,000 to process a five-year valid driver’s licence and N25,000 for that of three years. When Daily Trust Saturday visited the DRTS in Abuja and presented its findings, they promised to launch an investigation into the matter. The public relations officer, Kalu Emetu, said they would sanction anyone caught in such acts, but stressed, “We are not so autonomous to hire and fire. The FCT Administration hires for us. Ahead of the November 11 gubernatorial election in Bayelsa State, some stakeholders in the State chapter of the All Progressives Congress, APC, have mocked the party’s governorship standard-bearer, Chief Timipre Sylva, for naming himself the Director General of the Campaign Council. Reacting to the constitution and inauguration of the campaign council, the stakeholders and chieftains of the party under the auspices of Bayelsa APC Integrity Group, said the development has vindicated the group which had accused the party Sylva of running a one-man show in the party. The reaction by the group is contained in a statement signed and sent to DAILY POST, on Thursday by its coordinator, Chief Ebipadeowei Oyinkuro. The group recalled that only a few years ago, APC was not only in the heart and mouth of the people of Bayelsa State but was also at the commanding height of goodwill in the State, regretting that weeks to the forthcoming election, all that had evaporated. The statement read: “The party not only appears to be going into battle with its flanks wide open, but it is deep in tatters and also showing signs that it requires oxygen. “Well-regarded and influential members of the party in the state who could rightly be described as the first and best 11 have all turned their backs against Chief Sylva. “Many other party stalwarts who never set out from the onset to be dissidents are also openly pitching their tent with the candidate of the opposition Peoples Democratic Party, PDP, Sen. Douye Diri. “They are angry over the high-handedness of Chief Sylva and for conducting himself as if the APC in the state is his personal estate. “His governorship ambition comes across to them like an entitled birthright. …Faults Tinubu over Failure to Hold FEC Meetings Phrank Shaibu, Special Assistant on Public Communications to former Vice President Atiku Abubakar, has lambasted the BBC over its fact-check report wherein it stated that there was no evidence to show that President Bola Tinubu’s Chicago State University was forged. In a statement on Wednesday, Shaibu described the resort as a hatchet job, adding that the outrage it had solicited from the generality of Nigerians was enough evidence to show that the BBC goofed. Atiku’s aide said the BBC’s move was not surprising as it was in line with a previous statement he had issued wherein he had revealed that the Tinubu administration was set to unleash its full propaganda programme. He said, “Sometime last week, when the National Broadcasting Commission (NBC) issued a final warning to Arise News TV, we pointed out that the Tinubu administration was on the verge of launching a full blown propaganda and also intimidating ‘uncooperative’ media houses into discrediting and downplaying the CSU scandal. Sadly, we never imagined that it would be the BBC that would become the willing tool. “It is unconscionable, appalling and preposterous that in this current information age, a foreign medium of repute could try to bamboozle Nigerians with a jaundiced report when the details are clear for everyone to see. Thank God young Nigerians have begun filing complaints against the hack writers who decided to soil their names for a bowl of porridge. “We are not ignorant of the machinations of the BBC and its bias towards the current government. It is unfortunate that the BBC is not upholding the same standards as they would uphold in the UK where a Prime Minister was forced out of office for hosting a party during COVID-19. In 2009, columnist Mehdi Hasan wrote in the New Statesman that the BBC was biased ‘towards power and privilege, tradition and orthodoxy.’ “It is no wonder that in the last one year, the only news medium that was given exclusive access to interview Tinubu was the BBC. It is sickening that the BBC has decided to surrender its platform to a man who was accused of illegal drug trafficking in the United States. “In the so-called fact-check report, the BBC decided to bury in the last paragraphs the fact that Tinubu claimed to have attended Government College, Lagos in 1970 when the school was established in 1974. Why didn’t these so-called fact-checkers reflect it on their headline? “What is the essence of the report when it failed to uncover the most critical questions? If this report was aimed at fact-checking, it should have mentioned the year the certificate was obtained by Tinubu from the CSU and if the one he submitted to INEC is the same one he received from CSU. “Tinubu said at Chatham House that he had received a replacement from CSU when the school said in unambiguous terms that he had not done so. What was the date he applied for his INEC replacement certificate from CSU, and when was it it issued to him? “The investigation was clearly carried out with a predetermined goal, which was to clear Tinubu. But let us ask the BBC if they would employ anyone who has had a case of drug trafficking in the US before and if he had three dates of birth in his official records as well as two different genders as well as attending a secondary school before it was established.” Shaibu called on the BBC and other fact-checkers to be more circumspect, adding that their job was too sensitive to entertain errors. “On November 28, 2022, Africa Check, one of the highly funded fact check organisations, claimed that the report by the opposition that Tinubu had lied that he attended Government College, Lagos was false. “After Atiku Abubakar, through his daring court case, decided to blow open the lid, it turned out that the opposition was right all along. Till date, Africa Check has also not apologised for misleading the public. This is the new reality that we face. Who will fact-check the fact-checkers?” Atiku’s aide advised media organisations to invest more in investigative journalism. “If the BBC had invested in proper investigative journalism, it would have been the one uncovering some of Tinubu’s scandals instead of relying on Atiku for information on Tinubu’s certificates,” Shaibu said. In the meantime, Shaibu has lambasted President Tinubu for holding just one cabinet meeting since taking office 135 days ago. He said it was ironic that Tinubu, who has the largest cabinet in Nigeria’s history, had decided not to meet with them. Atiku’s aide said, “Tinubu is obviously not ready for governance. After appointing 48 ministers – the highest in history – he has decided not to be meeting with them. This contravenes Section 148(2) of the 1999 Constitution, which expressly provides that the President shall hold regular meetings with the Vice President and ministers for the purposes of determining domestic and foreign policies of the government. “It is bad enough that a man who claimed he would hit the ground running from day one took over 60 days to name all his ministers and took 84 days to inaugurate them. Even now, he has held only one cabinet meeting since the inauguration of the cabinet. For a man who has been gallivanting all over the place purportedly in search of foreign investors, it is laughable that he cannot even meet with his own team at home. Meanwhile, concerned Nigerians are asking #WhereIsTinubu? “The reason is simple, though. His administration has brought nothing but untold hardship to Nigerians, including inflation, a very weak currency, and insecurity. He and his appointees are clueless. Umaru Mohammed, to seven years imprisonment. The court also ordered him to pay back $2,178,900 and N1.65bn to the Army properties and NAPL. Mohammed was tried on 18 counts bordering on forgery, misappropriation of funds, and conspiracy among others. Although he pleaded not guilty to all allegations, the court found him guilty of 14 counts. ....Financial Times Tells Tinubu London-based Financial Times has advised President Bola Tinubu to stop announcing plans without idea of how to implement them. In a recent editorial, the publication argued that the president’s policies should be well spelt out. It said although President Tinubu started well by removing fuel subsidy and moving towards a market-driven exchange, events in the past four months show that more work has to be done. “He should spell out his policies to a skeptical public. He should also refrain from announcing plans — including the restoration of democracy in Niger — without any real idea of how to implement them. Execution is key. Only four months into his presidency, what started out with a bang risks becoming a whimper. Tinubu needs to regain the momentum. “In removing a costly fuel subsidy and in shifting towards a market-driven exchange rate, which has sharply weakened a previously overvalued currency, he has gone some way towards persuading investors he is serious about reform. But four months into his presidency, there are signs of things going awry,” it said. The editorial noted that the removal of Godwin Emefiele, the former Governor of the Central Bank of Nigeria (CBN), raised eyebrows due to its unconventional nature, giving the impression of political reprisal. “The removal of Godwin Emefiele, the previous governor, was overdue. But its manner, initially via a charge of firearms possession, was odd and smacked of political revenge. More substantively, the new exchange rate regime has yet to be properly explained,” the report said. On how the new CBN management can stabilize the financial system, the report said the new CBN leadership will most likely increase the interest rates to curb inflation. “Markets consider Cardoso, a former Citibank Nigeria chair, to be a sound appointment. (The same cannot be said of all of Tinubu’s picks.) The incoming governor will probably need to raise rates at the next policy meeting to establish his inflation-busting credentials. Tinubu must restore institutional independence by leaving the bank to get on with its job. The Ooni of Ife, Oba Adeyeye Ogunwusi, has challenged academia in Nigerian universities to properly document the history of Yoruba race rather than relying on jaundiced history. He said proper documentation will not only foster unity but reveal the ties across ethnic groups, saying evidence showed that the Igbo race migrated from Ile-Ife. The monarch put the challenge before the academia while addressing journalists ahead of an International Conference on ‘Ile-Ife and Yoruba Civilization: Nexus between Tradition and Modernity’, at his palace in Ife. He said Yoruba race has about a quarter of its history documented, hence, the reason he is collaborating with select universities on the need to properly document the history of the race with a view to enhancing cohesion among the people globally. “We have good evidence to believe that Igbo race has its roots here in Ile-Ife. There is Ile-Igbo here in the palace which was not a recent creation but has been existing here for decades. For this and many other reasons, I believe we need proper documentation of our history,” the Ooni said. “We are not involving government in this project so that we can just place all the facts together, we must write our history properly and put things the right for the coming generations”. Former Manchester United manager Sir Alex Ferguson’s wife Cathy has sadly passed away aged 84 leaving behind her husband and their three sons, Mirror reports. “We are deeply saddened to confirm the passing yesterday of Lady Cathy Ferguson, survived by her husband, three sons, two sisters, 12 grandchildren and one great-grandchild. The family asks for privacy at this time,” a statement issued by the Ferguson family reads. Lady Cathy – formerly Holding – met Alex in 1964 and they were married in 1966 before giving birth to son Mark two years later, followed by twins, Darren and Jason, in 1972. She was supportive of her husband throughout his career at Old Trafford before he stepped down from his role and retired from football in 2013 to spend more time with her. A Manchester United club statement said, “Everyone at Manchester United sends our heartfelt condolences to Sir Alex Ferguson and his family.
