Minister of Art, Culture and Creative Economy, Hannatu Musawa, says she is yet to react to the reports circulating in the media that she is a serving member of the National Youth Service Corps (NYSC).

Although the issue of her NYSC status has been in the news for years, it regained prominence after the Human Rights Writers Association of Nigeria (HURIWA) raised the alarm that she is a serving corps member.

Eddy Megwa, Director of Public Relations of the scheme, had said Musawa was occupying the ministerial position in breach of the NYSC Act.


Speaking with Daily Trust, Megwa explained that it was against the NYSC Act for any corps member to pick up any government appointment until the one-year service was over.


He said Mrs Musawa was originally mobilised in 2001 for the youth service to Ebonyi State where she had her orientation programme but later relocated to Kaduna State to continue the programme.


Megwa said it was when she got to Kaduna that she absconded and didn’t complete the programme, adding that it was the scheme would look into the issue and take action where necessary.

But in a widely circulated statement on Sunday, Musawa was quoted as saying she broke no law.

However, moments after the statement went viral, Suleiman Haruna, Deputy Director, Press, Ministry of Information and National Orientation, issued a counter press release.

A civil group, the Network Against Corruption and Trafficking Foundation (NACAT), has dragged the Acting Governor of the Central Bank of Nigeria (CBN), Folashodun Shonubi, and a Deputy Governor of the apex bank, Edward Adamu, before a Federal High Court in Abuja, over alleged failure to declare their assets to the Code of Conduct Bureau (CCB).

Also joined as defendant in the suit filed by the group’s legal counsel, Festus Keyamo Chambers, is the Chairman, Code of Conduct Bureau.

The applicant premised the suit on the strength of Section 1(1) and (2) of the Freedom of Information (FOI) Act, 2011.

Specifically, the group in the suit marked: FHC/ABJ/CS/1182/2023 dated August 25, 2023 is alleging that Shonubi refused to declare his interest in the following companies: Intameks Ltd– RC13086; Kirby’s Place Resources Ltd – RC1215845; The Pekaboo Company Ltd – RC1395011; Ehlkuhile Investment Ltd– RC857442; Iscopeng Ltd – RC1431044; and Kilima Technologies Ltd – RC1218250.

Similarly, the applicant is also alleging that Adamu failed to declare his interest in the following Companies: Pinnacle Solutions Network Ltd – RC698688; Elad Global Resources Limited – RC933366 and Global World Frontier Services Nig. Ltd – RC772500.

An affidavit in support of the originating motion deposed to by one Stanley Ugagbe, the operational Manager of NACAT stated the respondents had vehemently refused to avail them of the documents.

Ugagbe averred that the 2nd respondent, (ag, CBN Gov) is listed as a Director in the following Companies: Intameks Ltd– RC13086; Kirby’s Place Resources Ltd – RC1215845; The Pekaboo Company Ltd – RC1395011; Ehlkuhile Investment Ltd – RC857442; Iscopeng Ltd – RC1431044; and Kilima Technologies Ltd – RC1218250.

Also, the deponent claimed that the 3rd respondent is listed as a Director in the following Companies: Pinnacle Solutions Network Ltd – RC698688; Elad Global Resources Limited – RC933366 and Global World Frontier Services Nig. Ltd – RC772500.

As public officers, Ugagbe stated, the 2nd and 3rd respondents have statutory obligations to declare in their Asset Declaration Forms, the interests they have in the above-named companies, while assuming their respective offices as Acting Governor and Deputy Governor of the Central Bank of Nigeria, CBN.

“That the Applicant has a right under the Freedom of Information Act, (FoI) 2011, to access the Assets and Liabilities Declaration Forms of the 2nd and 3rd respondents, in the records of the 1st respondent, with respect to declaration of the 2nd and 3rd Respondents’ interests in the said companies.

“That the applicant has made demand under the Freedom of Information Act, 2011 to the Respondents to produce their Assets and Liabilities Declaration Forms, where the 2nd and 3rd Respondents declared their interests in the said companies, but that the respondents failed, refused, and neglected to produce the said documents.

The applicant submitted that it needed the intervention of the court to compel the 1st and 2nd respondents to grant the request of the applicant, in accordance with Section 1 (3) of the Freedom of Information Act.

The applicants predicated their prayers on the ground that they had written letters dated July 3, 2023, and August 14, 2023, requesting the respondents to produce the said documents, but they refused.

“The respondents have failed, refused and neglected to produce the said documents requested from them, contrary to section 4 (a) of the Freedom of Information Act, 2011” the counsel stated.

As public officers, the counsel submitted that the 2nd and 3rd respondents have statutory obligations to declare in their Asset Declaration Forms, the interests they have in the companies while assuming their respective offices as Acting Governor and Deputy Governor of the CBN.

NACAT claimed to be a non-governmental organisation, a pro-democracy civil society organisation whose objectives include contributing to the global war against corruption, financial crimes, terrorism and economic sabotage.

Meanwhile, no date has yet been fixed for hearing of the suit.

The Julius Abure-led National Working Committee, NWC, of the Labour Party has accused the ruling All Progressives Congress, APC, of sponsoring dissidents to destabilise the party.

National Secretary of the LP, Malam Umar Farouk, at a press conference held at the party’s National Secretariat, Abuja, yesterday, explained that the party was well aware of the desperate plot by the ruling party to cause confusion in the Labour Party in a bid to scuttle its chances in the forthcoming Governorship Election in Imo State.


According to him, the press conference was organised to clear the air on yet another attempt by expelled party members who rebelled against the LP and have gone ahead to misinform members of the public on the progress being made by the party.

Farouk said: “As you already know, the party surprised many Nigerians with the huge success it achieved during the last general election. The party became a household name, all to the envy of the older political parties. You also know how the ruling party, forced itself into power at the expense of the Labour Party and the entire Nigerians.

“We are still in the tribunal challenging both the process and outcome of the presidential election. In order to ensure a subjugation of the Labour Party, the ruling party has deployed all manner of strategies to stifle the party, part of which was to sponsor insurrection amongst some suspended former members of the party, Lamidi Apapa and a few others.

“Their assignment was to ensure that no progress is achieved in the party. The heavily-funded dissidents have tried to mislead the courts and some section of the media to harass the party leadership, but all have failed. Only recently, the Court of Appeal sitting in Benin City affirmed Julius Abure as the National Chairman of Labour Party (LP).”

He further said, “Only yesterday, the Court of Appeal Owerri, which sat in Abuja, while giving judgement in the case brought before it by one Basil Maduka, one of the two aspirants that were deceived by the Apapa camp to participate in their illegal primaries also ordered that the status quo remains with Senator Athan Achonu as the validly nominated candidate of Labour Party for 2023 Imo governorship election. It noted that Basil Maduka has no locus to seek redress in the court as he is not known by the Labour Party.

“For emphasis, you may recall that Apapa group had hoodwinked and arranged governorship primaries for two members of the Labour Party, namely Chief Ukaegbu Ikechukwu and Sir Maduka, after which Ukaegbu won the contest.

“Maduka was piqued by the outcome of the fake primaries and had gone ahead to challenge the emergence of Ukaegbu. He sued both Ukaegbu and the “Labour Party.”


“Neither the authentic Labour Party led by Barrister Julius Abure nor its candidate Senator Athan Achonu was put on notice and were not aware of the situation.


“The case was decided on behalf of Ukaegbu against Maduka. The matter has nothing to do with the leadership of the party or the candidacy of Senator Achonu, a product of a properly conducted primaries by Abure-led NWC.

“However, the Court of Appeal re-emphasized the implication of lack of jurisdiction in a Motion for leave to appeal as an interested party and held that the Motion was filed out of time hence it lacked jurisdiction.

A man identified as a pastor of a pentecostal church, Pastor Prosper Obum Igboke has committed suicide in Nnewi, Anambra State.

Sources said the man jumped down from a two storey-building after he was jilted by his lover.

A relative of the deceased, who spoke to DAILY POST under anonymity, said the man had trained his lover in the university, after which she declined his marriage proposal.

“The man was 30 years old at the time of his death. His girlfriend, whom he intended to marry disappointed him after seeing her through the university.


“He jumped down from a two storey-building and died. I am surprised that a man of his age and a pastor can do this.”

The source said according to the tradition of Leru autonomous community of Umunneochi LGA in Abia State, the man would be buried in a forest for committing sacrilege.

The man was eventually buried, yesterday, Friday, in a bush, the source added

Confusion, anger, and wickedness trailed the sharing of the truckloads of rice with the Federal Government
promised each of the 36 States, and the Federal Capital Territory, FCT, Abuja, as palliative, to soften the effect of the fuel subsidy removal on poor Nigerians.


The National Economic Council, NEC, presided over by Vice President, Kashim Shettima, which endorsed the tranquillizer, penultimate Thursday, also approved the distribution of 40,000 bags of maize in addition to the N5 billion each to the states.

Governor Babagana Zulum of Borno State, who briefed State House correspondents, said the states were to purchase 100,000 bags of rice and beans, among other items.

Investigation by Saturday Vanguard, however, showed that there was ambiguity among the states on the N5billion grant and rice palliative. It was learnt that the federal government had credited states with N2 billion out of the promised N5billion, but did not explain the component of the money, creating misunderstanding among the states. The development prompted Commissioners of Finance in the 36 States to meet with the Federal Government in Abuja to clear the misconceptions.

According to our source, “the federal government credited the accounts of all the states of the federation with N2 billion each but the states do not know what the N2 billion is meant for. Therefore, the states want to know if the N2 billion component from the federal government is a grant, or part of the loan. This informed the reason all the Finance Commissioners, across the country, recently met with the Federal Government to get clarity on what to do with the N2 billion credited to the accounts of their respective states.

“In addition, the federal government did not deliver the five trucks of rice in full to the states as of Thursday. At the moment, some states have done nothing about the federal government palliative because there is no clarity from the federal government, and that has also affected the truckloads of rice”, the source added. Saturday Vanguard learned that some states received two trucks of rice but withheld distribution until they receive the remaining three. Others were yet to receive theirs, but some have fully received their five trucks and in some states, party leaders hijacked the distribution.

A video was trending during the week to demonstrate the transparency in the sharing of the 1,200 bags of rice donated by the Federal Government for the people of Kwara State in 16 local governments, as part of the palliatives promised by the government to cushion the effect of the fuel subsidy removal.

In the video, the narrator informed the crowd that out of the 1,200 bags of the palliative rice, Adewole ward, which is one of the 12 wards in Ilorin West local government was given 8 bags and when it was further divided among the areas in the ward, Agunbelewo area, comprising several families got six bowls of rice which he put in the midst of the people as one of the bewildered residents asked; “how do we share this now? In Lagos, the distribution was accompanied by chaos. Such was the absurdity of the so called palliative measures by the Federal Government.


Unreasonable concept–Nsuke, MOSOP president

President of MOSOP, Fegalo Nsuke, said that the distribution of rice to the citizens was the most “ridiculous” thing any government could envisage at a critical time just like this. According to him, “We are not in an emergency in Nigeria. The government should have sent the rice to the camps of displaced people.

I will, therefore, suggest that they send the bags of rice to the Motherless Children and Old Peoples’ homes. I do not trust that the government can effectively distribute the rice to the poor because they do not even have reliable data of the poor. N5 billion, and donated foodstuff cannot ease poverty nor can it address food crisis and poverty.

We will suggest the government invest the money in public transport. That could affect society and reduce the cost of transportation. But beyond that, the government should encourage investment and competition to address the economic crisis created by the subsidy removal.”

A chieftain of the pan Niger Delta Elders Forum, PANDEF, Chief Anabs Sara-Igbe, asserted that, “Considering the lifestyle of governors across the country, they will share the money with their close associates and give the rice to family members and political loyalists. That was what happened in the COVID-19 period.

What have they done with the 13 percent Derivation to states? They talked about providing vehicles to help the masses in transportation. We have seen that during the military regime. Where are those vehicles the government bought today? The federal government should approve the operations of modular refineries and transact businesses in our local currency.

That is the fastest way of salvaging the economy. Government should make the refineries work maximally; encourage the Dangote Cement to function well. When you do that, you will take away customs duties from people and the cost of insurance. President Tinubu went into a bobby trap without looking deep”.

ONDO

Distribution to commence in Ondo on September 1


In Ondo, the state government confirmed receiving 3,000 bags of rice from the Federal Government.

The state commissioner for finance and chairman of the State Palliative Committee, Wale Akinterinwa, said “the state was actually expecting 81,000 bags of rice from the federal government but only 3,000 bags were so far delivered. But the state government has ordered the purchase of additional 3,000 bags of rice, for distribution to vulnerable residents of the state.

A resident and the State chairman of the Social Democratic Party in the state, Hon Stephen Adewale said, “The issue of palliative in Ondo State is an illustration of the phrase, ‘the more you look, the less you see.’ What is the precise amount allocated to them by the FG to purchase additional bags of rice and what information and metrics will they employ to make sure that the rice reaches the right people? Also, another resident and a public analyst, Hon Ayo Fadaka said, “Palliatives beg the issue and never works, any astute administrator in today’s Nigeria should know that with the quantum of corruption which has grown in leaps in recent years, money voted as palliative will end up in the pockets of officials of government and a few selected pockets that will be given some miserable thousands.

Government must think hard and evolve policies that are geared towards the re-engineering of our economy to attain prosperity. Policies that hurt people, destroy their earning power, crush their comfort can never be ameliorated by a silly palliative program, even if effective, can never be far reaching, the government should think straight and do the right thing”.

OYO:
Palliatives still locked up in the warehouse in Oyo


In Oyo state, the palliatives are still locked up in the warehouse. It was learnt that Governor Seyi Makinde has not given permission for the distribution as a source said the governor was still awaiting the report of the committee setup to oversee the distribution of the palliatives.

Meanwhile, residents have frowned at the delay in the distribution. A resident, Alhaja Ramota Oladimeji, noted with dismay that the governor has not taken the plight of residents into consideration as expected of him. She said: “Other state governments have begun distributing palliatives. Why has our own governor refused to toe the same path? This hardship is unbearable. He should have told us what is delaying the distribution”.

Mr Kemi Adetola in his opinion said: “There is nothing special in the distribution of palliatives that will warrant setting up of a committee. The outcome of the fuel subsidy removal is very hard on us and we want the governor to begin the distribution of these palliatives in his custody. We are really hungry,” he lamented.

ANAMBRA

Anambra to distribute rice to over 300,000 households

Anambra State government said it would distribute rice to over 300,000 households in the coming weeks across the 326 wards in the state. Although Governor Chukwuma Soludo has not disclosed the number of bags of rice the state received from the federal government, youths of All Progressives Congress, APC, in the state are already demanding that the governor should make it public.

The convener of APC youths forum, Mr. Paschal Candle said, “It is important that we track the rice the Governor intends to share to 300,000 households and the quantity. If the rice is from the federal government, it is very important to let our people know so that the state government will not claim it came from the state coffers.

So, we are insisting that Governor Soludo categorically affirms or denies receipt of five truckloads of rice from the federal government. Any attempt to shy away from making such a simple clarification raises grounds for suspicion of potential corrupt practices because the state government may surreptitiously include cost of rice freely given to the state as part of the expenses the Anambra State government made to provide palliatives”.

BAYELSA

Bayelsa receives two truckloads of rice, withholds distribution


Bayelsa State has received only two truckloads of rice (1,200 bags of rice) out of the projected five truckloads from the federal government as of Thursday. A top state government official who confided in Saturday Vanguard said, “As we speak, what we have received is two truckloads and we are waiting for the remaining three to arrive before we can start distribution.

The five trucks will amount to about 3000 bags of rice since a truckload contains 600 bags, and this will not be enough. The state will have to purchase more to augment what we are getting but the governor will take that decision.”A member of the Civil Liberties Organisation, CLO, Bayelsa State branch, Mr. David West, said, “in Bayelsa State, no government official has come up to tell the people how much and what they have received, it is as if no palliative has come to the state. We are still waiting for them to tell us they have received the palliative and the modalities for distributing the palliative.

And if they eventually receive the palliatives, I think they should not hand it over to the politicians because it will be a PDP affair”.

CROSS RIVER

In Cross River, APC faithful share the rice

In Cross-River State, there was no clear-cut information on the truckloads of rice sent to the state, but it was gathered that the State Emergency Management Agency, SEMA, in Calabar, took delivery of truckloads of rice.

An official disclosed that the distribution of palliative, packed in the agency’s warehouse to the various local government areas, started last week. Director General of SEMA, Mrs Ogeyi Odey, did not give details of the quantity of rice brought to the state when contacted.

Our findings however showed that the government distributed the rice through the All Progressives Congress, APC network in the state. Officials of the party in the three senatorial districts handled the distribution. A party official in Calabar South, Edem, said “each local government area in the Southern district got 25 bags”, he said.

RIVERS

In Rivers, officials mum on palliative received

In Rivers State, it was not clear if the state has received five truckloads of rice and other foodstuff, as government officials contacted kept mute. The Movement for the Survival of the Ogoni People, MOSOP, and other stakeholders, argued that the distribution of money and rice to the citizens without a long-term plan for securing the future would hardly solve the present economic challenges inflicted on the citizens by the government policy.

However, a coalition of civil society organizations, CSOs, in the state called on Governor Siminalaye Fubura to adopt a technology-based method of distributing palliative.


ABIA
Abia receives 3,000 bags, distributes through political wards


Special Adviser to the Governor on Policies and Interventions, Rev. Father Christian Anokwuru said that Abia had so far received 3000 bags of grains and decided to reach the people through the political wards to ensure nobody was excluded.

According to him, each of the 184 political wards in the state will receive 14 bags of rice. “We got 3000 bags of grains and we started distribution on Wednesday. We are targeting the poor and the less privileged, and we decided to share them through the 184 political wards.


Each of them will get 14 bags. On N5 billion cash approved for states, Rev. Father Anokwuru, said only N2 billion had been given to Abia State. He, however, explained that the state was contemplating using it to acquire mass transit buses that would be conveying passengers at a reduced fare.

PLATEAU
Plateau receives 3,000 bags

Plateau State Governor, Mr Caleb Mutfwang said the state has received 3,000 bags of rice and N2bn out of the N5bn promised by the Federal Government.


He said, “We have received N2 billion so far. 52% is the grant component and 48% is a loan component that we must repay. 3,000 bags of rice were allocated to the state. We are mandated to use N1bn from the money to buy rice locally”.

Chairman, State Emergency Management Agency, SEMA Sunday Abdu said, the rice was shared among the three Senatorial zones. Zones with five local government areas got 200 bags per local government while those with six local government areas got 166 bags per local government area.

We placed a committee in each of the local government areas to distribute the rice. The committee include the Chairman of the LGA, the Chairman of the Party, the Paramount Ruler in the LGA, the representative of CAN and JNI; these five persons form the LGA committee.”

OSUN

Osun state awaits second batch from FG before distributing


The Osun State Government said it has received the first batch of 3,000 bags of 50kg rice, but was still waiting for the second batch of over 14,000 bags. A committee member, who is also the President, Osun Muslim Community, Alhaji Mustapha Olawuyi, disclosed that the committee has decided to suspend the sharing of the rice till it received the whole consignment.

According to him, if the committee shared the 3,000 bags, what would get to the beneficiaries would be too small to alleviate any hunger. He said, “as a committee, we took the decision on our own, we already had a sharing template, decided which segment of the society get what, but we have to wait for the second batch for whatever we are sharing to be significant”.

However, some residents argued that the state government should first add to what was available and alleviate the people’s suffering on the short term. Adeosun Oluwole, a trader in Osogbo, wondered how Governor Babagana Zulum of Borno was reaching out to the people of the state, when some governors were merely giving excuses.

KANO

Kano receives 5 truckloads of rice, yet to commence distribution


Governor Abba Kabir Yusuf of Kano State said, “We have got palliatives of 5 trucks of bags of rice from President Bola Ahmed Tinubu. Similarly, the state govt has purchased essential commodities worth N1.6 billion from the window opened by the Federal Government for state government to buy from its warehouses.

Government has already put machinery in place to come up with modalities for the distribution especially in rural areas.

We will also came up with other measures to cushion the effect of the fuel subsidy removal”. Meanwhile, some residents have joined the governor in appealing to the Federal Government to consider the large population of the state in the sharing formula.

KADUNA

Kaduna State Governor, Senator Uba Sani at a press briefing said, “We are targeting about one million and fifty thousand poor and vulnerable citizens, representing 210,000 households. The Federal Government promised to give the state N5billion, but as of today, N2billion has been given to Kaduna State and that is what we are using right now to ensure that we come up with something for the poor, underserved and vulnerable in our state who have been suffering the removal of the fuel subsidy.

The Committee headed by the Deputy Governor, which has all the labour unions, market women, people with disabilities represented, sat down and worked out the modalities on how we will spend the N2billion.

The Benue State Government has received five trailer loads of 3,000 bag of rice from the Federal Government as part of the petrol subsidy removal intervention. Governor Hyacinth Alia who made this known said the rice would be shared to all the 23 Local Government Areas, LGAs, of the state with each getting 100 bags.

Despite the announcement, the state government is yet to commence the distribution of the rice.

Taraba yet to receive FG rice

The Chairman of the Taraba State Palliative Care Committee, Saleh Saad, has said his committee had not received any grain from the Federal Government as palliative. He said while that was being awaited, the committee through an initiative of the state government was set to distribute some grains across the state.

He said the commodities were from the state ministry of agriculture and food security, and will be distributed to the needy across the 16 LGAs of the state. He also said modalities to ensure equitable distribution have been put in place to ensure seamless sharing when they fully commence their work.

The Federal Government yesterday disclosed that the rehabilitation works on the Port Harcourt Refinery will be completed in December 2023.


The rehabilitation of the refinery was awarded to Maire Tecnimont SpA in April, 2021 at the cost of $1.5 billion. The first phase of the project was initially scheduled for completion next month.


But speaking after an inspection visit to the refinery, the Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri said the refinery will be back on stream in December.

A statement by the NNPC Limited in Abuja said the Minister reiterated the Federal Government commitment to end petroleum product importation soon, as efforts are being redoubled to restore the nation’s local refining capacity.

He said: “Our objective in coming here today is to ensure that in the next few years, Nigeria stops fuel importation. From what we have seen here today, Port Harcourt Refinery will come on board by the end of the year, Warri will come on stream by the end of the first quarter of next year, and Kaduna will also come on board towards the end of next year. If you add that to the Dangote Refinery, we will be able to stop fuel importation, and Nigerians will enjoy the full benefits of deregulation”.

Sen. Lokpobiri who expressed satisfaction with the ongoing rehabilitation work at the refinery, noted that once all the refineries are back on stream, Nigerians will enjoy a better supply of petroleum products, and foreign exchange will be domesticated, leading to an improved economy.

The Minister was accompanied on the inspection visit by the Minister of State for Petroleum (Gas), Hon. Ekperikpe Ekpo; Permanent Secretary, Federal Ministry of Petroleum Resources, Ambassador Gabriel T. Aduda, and the Group CEO, NNPC Ltd., Mr. Mele Kyari.

In his remarks, Hon. Ekpo said: “We are here to go into the field. Yesterday was the era of subsidies. Today, we don’t have subsidies. Today, people are in a desperate situation to heave a sigh of relief; and see how to live. You all know that petrol is very vital to our economy. All hands must be on deck to ensure that the refineries are working”

Earlier, Mr. Kyari informed the ministers that bringing back the refineries to their optimal levels is a national aspiration, and the Company remains focused on delivering that.


According to him, “We are aware of our nation’s challenges in terms of fuel supply. But we are not here to give excuses. We are focused on delivering this rehabilitation project, our two other refineries, and all other investments towards revamping the nation’s refining capacity. We are hopeful that in 2024, this country will be a net exporter of petroleum products”.

The legal process initiated by the presidential candidate of the People’s Democratic Party (PDP) Atiku Abubakar asking the Chicago State University (CSU) for the discovery of President Bola Tinubu’s academic records has taken on a new twist with the admission of errors on the documents.


Lawyers to President Tinubu, while filing their response to Atiku’s enquiry, however, blamed the clerk of the 156 year-old school for the errors in his academic documents and certificate.

The United States District Court for the Northern District of Illinois had given Tinubu until August 23 to make a formal filing on why his records should not be released to the petitioner, Atiku Abubakar.


In complying with the directive of the court, however, Tinubu’s lawyer said that an unidentified clerk of the university “unfortunately” made the errors as to the dates the school stated on his recently-issued certificate and when he actually graduated, thereby creating “the appearance of differences.”


Tinubu’s new claim was made before the judge hearing the case, Jeffery Gilbert of the United States District Court for the Northern District of Illinois in Chicago.

Atiku had subpoenaed the university to make a discovery of Tinubu’s academic records, believing that such discoveries will shed more light on the controversies surrounding Tinubu’s educational claims.


There have been crises of authenticity about the documents that Tinubu submitted with the Independent National Electoral Commission (INEC) and a viral document that the university in the 1970s admitted a female student bearing Bola Tinubu who was born on March 29, 1954.

While President Tinubu claimed that he was born on March 29, 1952, he had also, at different times, listed 1954 as his birth year in the past.

In 1999, during his run for the Lagos State governorship position, he claimed to have attended schools in Nigeria, which included Government College Ibadan, but which he later rescinded.


He had also recently expunged his primary and secondary education from his records after it was discovered that other schools he listed under oath in his 1999 INEC form CF001 did not exist anywhere in Nigeria.

However, the documents being sought by Atiku seek to highlight which early education credentials Tinubu submitted to Chicago University before he was admitted into the institution.

Atiku’s contention is that Tinubu had presented contradictory claims in Nigeria and the university in responding to a previous subpoena.

Tinubu’s response, which was signed by his lawyers, Oluwole Afolabi and Christopher Carmichael, quotes in part, “unfortunately, in responding to the illegal and invalid subpoena, CSU made several errors.

“CSU issued a new diploma for Bola A. Tinubu, but incorrectly wrote the date of graduation as June 27, 1979.

“The correct date was June 22, 1979, but that scrivener’s error – along with a change in the CSU logo, the font on the diploma, and leadership at CSU who signed the diploma, created the appearance of differences between an earlier issued diploma and the one issued in response to the 2022 subpoena.”

Atiku had sued to obtain Tinubu’s school records under a U.S. statute that allows documents available in the U.S. to be subpoenaed for use as evidence in a foreign court.

He argued that Tinubu had presented contradictory claims in Nigeria and the CSU, in responding to a previous subpoena, had issued documents that contradicted what Tinubu had entered under oath in Nigeria.

However, Tinubu’s lawyers, led by Oluwole Afolabi and Christopher Carmichael, argued that the August 2022 subpoena that was issued following a request by a Nigerian lawyer Mike Enahoro-Ebah was “illegal” because he had no valid grounds to seek the documents, especially under education privacy rights.

The lawyers, nonetheless, admitted the documents indeed emanated from the CSU, but an unnamed clerk had mistakenly typed the graduation date.

“Unfortunately, in responding to the illegal and invalid subpoena, CSU made several errors,” Tinubu’s attorneys said.

“CSU issued a new diploma for Bola A. Tinubu, but incorrectly wrote the date of graduation as June 27, 1979.”

The lawyers also said changes in school-authorised signatories and logos, alongside other anomalies like the fonts of the certificate, all combined to generate an appearance of wrongdoing.

“I have a good news to the people of Zamfara State that I will not disappoint them. I believe that with God’s help, we will be able to overcome the security challenges. Those who say Badaru and I cannot do it will be ashamed. They will see that it is God who is doing the work, not them.”

He added, “In the past, we were asking for help. But now, we are in a position to help others.”

The Nigeria Labour Congress (NLC) has threatened the Federal Mortgage Bank of Nigeria (FMBN) to pull out civil servants from the National Housing Fund’s (NHF) contributory funds over the non-remittance of deductions made.


President of NLC, Joe Ajaero made the threat while appearing before the House of Representatives Ad hoc Committee on Non-Remittance to the NHF and Utilisation of the Funds from 2011 till Date.

According to Ajaero FBN had refused to send alerts of how much civil servants have contributed including their monthly deductions.

He urged the lawmakers to take drastic steps to remove the encumbrances to affordable and quality housing to millions of Nigerians especially workers who make the most contributions to the NHF.

This according to him is as
identified in the memorandum and other memoranda submitted to the committee.

He said that the immediate past Managing Director of FMBN Mr Ahmed Dangiwa who is now the Minister of Housing and Urban Development said he left behind N120 billion in the coffers of
the bank.

“He said he was able to mobilise 249.1 billion to Nigeria’s housing fund, and
increased subscription to 197,000 between 2017 and 2022.

He said in spite of these milestones, millions of Nigerian workers who are in line with sections 4 and 10 of the Act are unable to access finance to acquire, build or renovate personal housing property.


He said the ease of reimbursement to retired workers of contributed funds even after failure to access housing loans is also cumbersome and unnerving.


He also noted that in spite making the statutory contributions of 2.5 per cent of annual salary to the NHF, many workers were unable to access the loan due mainly to administrative bottlenecks.

” While the Act provides for 90 days from the date of application for the loan to disbursement, the experience by many workers is horrific as the undue delay in approving the loans force many workers to abandon the pursuit of the loan

He said many resort to third-party
agencies to fast-track the loan application at unofficial fees thus creating the perception of corruption in the process of housing loan approval and disbursement to workers who needed the funds.

Also speaking at the meeting, the Managing Director of Federal Mortgage bank Mr Madu Hamman said that the total amount of contribution from MDAs from 2011 till date is N238 billion, adding that individuals contribution from 2011 till date was N225 million


He said that the ministerial housing scheme was N34.5 billion.

He however said that time to reconcile the conflicting documents from the ministerial housing pilot scheme which was missing from the one the chairman had.

Reacting to the development, the Chairman of the committee Rep. Musa Bagos while cross-examining the agency aid,with the deference in the documents submitted by the MD was inconsistent

He said should the committee continue with the hearing, many officials of FMBN would be on their way to Kuje prison.

Bagos therefore adjourned the hearing to Aug 24, following a request by the MD to enable them put all the necessary documents together.

Nigerians have expressed anger over the delay in the distribution of the palliatives by the state governors.

The Nigeria Labour Congress, Academic Staff Union of Polytechnics, the Nigeria Union of Teachers, National Union of Pensioners and others in separate interviews with The PUNCH on Tuesday, lamented the hunger among their members and expressed misgivings about the way the palliatives package was being handled by the authorities.

Last Thursday, the Federal Government had announced the distribution of N180 billion and 180 trucks of rice to the states to ease the subsidy pains but many governors have kept the materials in warehouses while the workers and residents languish in hunger.

The Federal Government announced N5bn palliative for each state of the federation and 180 trucks of rice as part of measures to assuage the pains of the subsidy removal which had led to multiple hikes in fuel pump prices and driven up the prices of goods and services, worsening the poverty level in the country.

Announcing the release of the palliative at the end of the 135th National Economic Council meeting presided over by Vice President Kashim Shettima in Abuja, Borno State Governor Babagana Zulum disclosed that the N5bn was to enable the state governments to procure 100,000 bags of rice, 40,000 bags of maize and fertilizers to cushion the effect of food shortage across the country.


The Assistant General-Secretary, Nigeria Labour Congress, Chris Onyeka, said the delay by the Federal Government in providing its own palliatives for Nigerians was worrisome.

According to him, NLC officials in states were not part of the committee involved in the sharing of the palliatives.

Onyeka said, “We are not involved. How can we be involved? How can we be involved with the governors to share the federal palliatives? We are not part of it. I told you that what they have done is to dash money, N5bn each, to the boys, who are the state governors.”

On whether the labour union was working with states that had their own palliatives, the NLC official said, “For the ones engineered by state governments, our people have been involved since, like in the launching of buses by some states.

“But if it is the Federal Government-driven one, we are not interested. It is not part of our agreement.”

Asked whether the NLC would want to see the Federal Government speed up the provision of palliatives for Nigerians as demanded by many workers, he replied, “Yes, of course. We have been exercising patience, but the delay is becoming worrisome.

Labour faults committee


“There is a presidential committee on that and it is supposed to implement this. The President also promised that he is going to restructure the committee. But as we speak, he has not restructured it and that has not happened. They better hasten up because we still have our plans if they fail to act.”

Onyeka, however, said the NLC was opposed to the N5bn palliative package given to states, alleging that it was ‘’a form of settlement to state governors.’’

He said, “That money was a dash for the boys. We believe the government has used that money to settle the state governors. It is not for the ordinary Nigerian or worker.

“So the possibility that such money will get to Nigerians is very slim and that is the truth. We made it clear that we don’t want any palliative for Nigerian workers and the Nigerian people to be handled by state governors.’’

“We made this very clear to the Federal Government on several occasions. So any money they are giving to them (governors), we are not in support of it,” the NLC official stated.

He added, “But the one for Nigerian people and workers, we are still negotiating and we are trying to work that out with the Federal Government. Although, that is if they are willing to live up to their promises to Nigerians.”

Corroborating Onyeka, the NLC Chairman in Benue State, Terungwa Igbe said labour leaders were not involved in the palliative committee in the state.


Igbe said that contrary to what happened at the national level where labour leaders were involved in the palliative committee, such, he said had yet to be replicated in the state.

He said, “I’m not aware of palliative committee set up in the state here but at the national level, labour leaders were Involved and we are hoping that we will be involved in the state too.

The spokesperson for the Nigeria Governors’ Forum, Abdulrazaque Barkindo, could not be reached for comment on the allegations that the governors did not involved the labour leaders in the sharing of the palliatives and the allegations they warehoused the palliatives with little consideration for the suffering masses.

But an official said it was too early to level such allegations against the governors.

He said “It is too early to ask for any accountability or sharing of the paliative, even if you are the one given this palliative it can take up to five months before you can reach out to every part of a state.

“This money was given just last week, so the Nigerian Labour Congress shouldn’t be in a hurry to ask the governors for anything. I am aware that in Adamawa State, government included the NLC in the sharing committee. NLC is not being truthful.”

But the Academic Staff Union of Polytechnics and the Nigeria Union of Teachers noted that only the implementation of a wage award would be sustainable for the Nigerian workers and not distribution of grains.


The National President of ASUP, Anderson Ezeibe, argued that distribution of the palliatives through state governors would not be effective as it may be influenced by political considerations.

Moreover, he said, it was not a sustainable means of lifting the people out of the extreme poverty induced by the bad economic situation in the country.

He stated, “The issue of palliative distribution to Nigerians in the form it is taking is not appealing to my union. The process of distribution of food items and other items through governors is not going to be effective as it will also be fraught with unhelpful political considerations in the distribution.

‘’Moreover, it is not a sustainable means of lifting the people out of the extreme poverty induced by the bad economic situation in the country. The government should immediately work with the labour centres to work out a new and acceptable wage structure to cater for workers. Also sectors like agriculture, education, health, transport and infrastructure should be given utmost priority as they have direct bearing on the wellbeing of the people.”

Also speaking, the Secretary-General of the NUT, Mike Ene disclosed that no member of the union had received the palliatives, insisting that a lot was wrong with the process, noting that unscrupulous individuals could hijack the package.

He noted, “I’ve not seen anyone or heard anyone who said he or she has received any form of palliative. There are lots of issues wrong with this distribution. This is something that has been happening over time; the government will have good intentions but some individuals will hijack the whole process. There are situations where those at the local levels manipulate names and transmit them as list for palliative distribution.’’

Ene called for a review of the palliative distribution process, stressing that the surest way to alleviate the situation for the workers is through wage award.


“Now with the pains associated with the subsidy removal, there is a need for the government to actually review its plans. Things are getting expensive day by day. The one form of palliative that can actually be traced easily is the wage award. Add something to the salaries of civil servants to cushion the pains, ’’ he said.

The acting Chairman of the Joint Health Workers Union, Dr Obinna Ogbonna said there is palpable tension in the country because of hunger and hardship.

“Even the blind can see that there is hunger in the land, the deaf can hear the sound of hunger. It is not child’s play, it is felt by everybody. The palliative that the government has planned, especially the one the government has engaged the TUC and NLC on, is yet to see the light of the day, and it is creating palpable tension all around,’’ Ogbonna said.

The Secretary of the National Association of Nigerian Nurses and Midwives, Lagos State Council, Toba Odumosu also said members of the association have been lamenting the hardship in the country.

“Our members are already complaining because of the effect of the subsidy, and the high inflation, and the salary is no longer enough to take them to work for the month. We expect the government to do the needful because the hardship and hunger are really biting hard,’’ he affirmed.

The President of the Nigerian Association of Resident Doctors, Dr Emeka Orji complained that the remuneration of workers was inadequate to deal with the economic situation in the country.

Workers, others lament


Lamenting the biting hunger in the country, he said, “I agree that there is hunger in the country and most people have not started getting the palliatives. Our members, who incidentally have fallen below the poverty line, have not gotten any form of palliative from this government and the economy is biting hard on our members.

‘’We appeal to the newly sworn-in ministers to hit the ground running and there should not be any excuses for the implementation of the policies that will help to ameliorate the hard economic situation.’’

The spokesperson for the Nigeria Union of Pensioners, Bunmi Ogunkolade, advised the states to quicken the processes while urging pensioners to mount pressure on their governors.

“Each state governor should quicken these processes of palliative disbursement. Pensioners should keep hope alive and endure little more. They should put more pressure on their state government. We should not keep quiet until we die,’’ he counselled.

Workers in the Lagos State Public Service have also decried the delay in the distribution of the palliatives by the state government.

A worker at the Audit Service Commission, who pleaded anonymity, told our correspondent on Tuesday that they have not received any grant or palliative from the state.

“I am a civil servant and we have not gotten any special grant or palliative from the state,” she said.


She added that workers in the state still go to work every day, saying, “We still report at the office every day.”

She called on Governor Babajide Sanwo-Olu “to be more proactive and put words to action both in the (public) service and to Lagosians at large.”

Like their counterparts in Lagos, the NLC and Trade Union Congress in Kwara State said their members had yet to receive the promised palliative from the state government.

The Chairman of the Kwara State branch of the NLC, Saheed Olayinka said that no worker in the state has received foodstuff or any other package, apart from the N10,000 added to their salary.

“The labour unions were not included in the committee set up by the government to distribute the palliatives, we have not received anything from the government,” he said.

The TUC chairman in the state, Tunde Joseph, echoed the same sentiment, saying, “Our members have not received any foodstuff from the government apart from the N10,000 put on the workers’ salary.”

The Delta State chapter of the NLC said it is discussing the issue of palliative distribution with the state government.


The state NLC Chairman, Goodluck Ofobruku said nothing had been given to the workers in the state.

In Gombe State, the government’s plans to add an extra N10,000 to the workers’ salary had yet to take off.

The NLC Secretary in the state, Ibrahim Fika, said the wage award would run for six months.

The Director-General, Press Affairs, Gombe Government House, Ismaila Misilli, disclosed that the governor is targeting about 420,000 beneficiaries.

Anambra State government said it would give N12,000 monthly to its workers.

Announcing the sharing formula for the palliatives on Tuesday, Governor Babagana Zulum of Borno State said he raised the number of households targeted for palliatives across the state from 300,000 to 400,000 households.

Each household will be made up of six family members to be multiplied by 400,000 which, by implication, moves Zulum’s new target to 2.4m individuals.

He had earlier disclosed a target of 300,000 households each with six persons.

Speaking while sharing some palliatives at the former Bakasi IDPs camp, he said, ‘’Today, we are here to distribute palliatives to 100,000 vulnerable households under the Presidential Initiative. This is in addition to the 300,000 households Borno State Government had rolled out early this month.”

The state’s deputy governor, Umar Usman Kadafur, flagged off a similar distribution exercise in Biu town on Monday.

In Bayelsa State, there is no indication that the state government has started the distribution of its share of the Federal Government’s palliative to civil servants and residents.

As of Tuesday, there was no official announcement by the Governor Douye Diri-led administration on the N5bn palliative fund.

However, the deputy governor, Lawrence Ewhrudjakpo, held a meeting with caretaker committee chairmen of the eight local government councils, labour leaders and principal officers of the LGAs at the Government House, Yenagoa, on Monday.

A statement by his Senior Special Assistant on Media, Mr Doubara Atasi, said Ewhrudjakpo informed the workers that the administration would this month commence the payment of wage and gratuity award to local government employees and retirees to cushion the biting effects of the fuel subsidy removal.


Worried by the deteriorating situation, the Small Scale Women Farmers Organisation of Nigeria has urged the FG for inclusion in the palliative measures.

The president of the female farmers, Mary Afan, stated this at a press briefing in Abuja on Tuesday.

She requested that the FG should provide immediate palliative measures; distribution of improved seeds and farm input for dry season farming; targeted transportation subsidies to smallholders; support for climate-smart agriculture; market access enhancement; and improved agricultural funding, amongst other things.

In Akwa Ibom State, the Palliatives Committee set up by the government would commence the distribution of relief packages next week.

Chairman of the TUC and member of the committee, Dominic Abang, disclosed that the committee had received 3,000 bags of rice from the FG and was waiting for the state government to augment it with additional 10, 000 bags.

Abang, who disclosed that the committee has produced a social register, said that necessary modalities have been put in place to ensure a seamless distribution throughout the state.


Despite the clamour for quick distribution of the palliatives, the Bauchi State Governor Bala Mohammed just constituted the committee on Monday.

The committee will be headed by his deputy, Auwal Jatau.

Mohammed said the distribution of the palliative would commence soon, adding that the distribution committee was set up to come up with the framework of assistance to beneficiaries, including payment of allowances to civil servants, payment of gratuities and pensions to retirees and pensioners, transportation, procurement of food and non-food items.

The situation was the same in Kano State where the authorities were yet to get their acts together on the distribution of palliatives to workers and residents.

The Kano State NLC Chairman, Kabir Inuwa, disclosed that the civil servants in the state had yet to receive any package.

But Sanusi Tofa, the Chief Press Secretary to Governor Abba Kabir Yusuf, said that the government will soon commence distribution of the palliatives.

Tofa, who declined to state the exact date for the commencement of the distribution, said the state government will constitute a committee to deliberate on the sharing modalities.


Speaking with one of our correspondents, Osun State Commissioner for Information and Public Engagement, Kolapo Alimi, said the food items so far received from the central government was not substantial and the state was still waiting for 600 bags of rice.

Alimi also said 2, 600 bags of rice had been received, adding that the government was still working on the template for the distribution of the items.

The Vice President of the association, Grace Disa, warned that the increased burden on the farmers could lead to food insecurity, severe nutritional deficiencies, high poverty levels, and a further decline in farmers’ already challenging economic situation.

The Ekiti State TUC Chairman, Sola Adigun, knocked the N5bn palliative to states and the 3,000 bags distributed to the vulnerable in the state, describing it as insufficient.

Illustrating the ways the government could better meet the peoples’ needs, he said, “One of the ways that the labour has been suggesting which Ekiti State Government has started is to make alternative transport systems. If our transport fare is subsidized directly or indirectly, then it will augur well for workers.”

Peeved by the growing level of filth and haphazard transportation system in the nation’s capital, Abuja, the Minister of the Federal Capital Territory FCT, Nyesom Wike, has charged top officials of the administration to sit up or seek redeployment elsewhere.


Specifically, he ordered the director in charge of the Abuja Environmental Protection Board, AEPB, to clean up the city, saying he would be on his case to the point of increasing his blood pressure.


On transportation, Wike told top officials of the secretariat in pidgin that wahala don come.

He gave the charge yesterday in Abuja while receiving handing over notes from the Permanent Secretary in the FCTA, Mr Olusade Adesola.

He said: “I will ensure that Abuja gets the best. You will see projects upon projects, and projects that will be completed and not abandoned.

“I am not a party to abandoned projects. I start a project when there is money, as such we will look into our finances before we begin any project.

“I believe in the renewed hope of President Bola Tinubu, and Nigerians will see the difference in no distant time”.

He said in the meantime, there had to be immediate deliverables to assure the people that the government was determined to turn the fortunes of the territory around.

“We are here to deliver the short-term deliverables for people to see that Abuja is coming back to what it was supposed to be. People are complaining of street lights not working, I am complaining too. We must fix it within the shortest possible time”, he said.


The former Rivers State governor charged the director in charge of street lights to do everything possible in the shortest possible time to restore lights to the streets of Abuja.


On sanitation, Wike said he would be mounting immense pressure on the director in charge to the point that he might even develop high blood pressure.

He declared: “You must be ready to work hard. I must make sure I give you BP, so you must work hard. You can’t be sleeping when the environment is dirty. You can’t be a director for anything.

”It is an opportunity for us to tell Nigerians and Mr President that we cannot disappoint. If you are in charge of sanitation, buy your drugs, carry them all the time because I will disturb you all the time to make sure Abuja is clean.”

On transportation, Wike said: “Wahala don come, there are too many illegal bus stops in the city. I have respect for women, but this one I will not. If you don’t have the capacity, let us replace you now.


”In this job, people will not like you, but in the end, if you do it well, you will be appreciated. Things are tough, yes, but we cannot live in a lawless society because things are tough.”

On her part, Minister of State in the FCT, Dr Mariya Mahmoud, said with the support of staff, what Wike had done in Rivers would be replicated in the FCT.

“I am of the firm belief that, together, and with your support, we will replicate what the Minister (Wike) has done in Rivers in the nation’s capital, especially at the area councils and satellite towns.

“This is so that the lives of our people in the rural areas will be positively touched. It is also instructive to state that maximum commitment, cooperation, and loyalty are expected from all staff because it will not be business as usual.

“We will run with the vision of President Tinubu, which we will be unveiling as we hit the ground running,” she said.


Earlier, the permanent secretary assured the ministers of the unalloyed support of the entire staff of the FCT Administration in ensuring the actualisation of the mandate of President Tinubu.

Also, Executive Secretary, Federal Capital Development Authority FCDA, Shehu Hadi, thanked Wike and Mahmoud for accepting to serve and reposition the FCT.

Abia State Government has said the anniversary celebration of the state creation will no longer be marked with award jamboree and unnecessary spending of state funds.


This, according to the State Government, is part of the measures to stop wastages and ensure prudence in financial management.

Abia was created on August 27, 1991 by the former Head of State, Gen. Ibrahim Babangida (retd).

Secretary to the State Government, SSG, Professor Kenneth Kalu; and the Commissioner for Information, Prince Okey Kanu, who addressed a press conference Tuesday in Umuahia, said this year’s celebration would mark the beginning of a departure from the old order.

According to them, the administration of Gov. Alex Otti has come to make Abia work for all, and not for few opportunists to enjoy the state resources while others starve.

They urged Abians to “re-commit to Abia for the good of all”.

” The way forward is for civil servants to be committed to duty and for Government to use the state resources to work for the people”, Professor Kalu declared.

The SSG who gave the theme of this year’s anniversary as: ” Abia: Hitting the Re-set Button”, said the one-week celebration would begin from Wednesday, August 23 and end Tuesday, August 29.


According to him, the anniversary will begin with a visit to orphanage homes and hospitals in the three senatorial zones across the state by the wife of the Governor to distribute aids to the inmates as well as those in hospitals.


He said there would be a Jumat service on Friday at the Mosques and interdenominational church service on Sunday at Dominion Church,Okpara Square Umuahia.

The SSG also hinted that there would be a novelty match on Friday between the Executive and the Legislative arms of the State Government .

Saturday and Monday would witness special anniversary sanitation exercise, and Executive Council meeting respectively, he added.

The SSG added that former Minister for Education and Good Governance Advocate, Mrs Oby Ezekwesili, would deliver the anniversary lecture on the 29th August at the International Conference Centre Umuahia.


He added that the lecture would be followed by the unveiling of the new Abia Orientation Agency.

In his contribution, the Information Commissioner, Prince Kalu, said the new Abia had begun, stressing that Gov. Otti will no longer follow the old partner that impoverished the state.

Responding to a question on why Government decided to rule out awards to individuals, the Commissioner said it would be an irony for a Government that was preaching change to begin to confer awards to the same persons that held the state down.

Petrol consumption in the country dropped by 16.8 percent in July, 2023 to 52 million litres daily compared to 64.96 million litres recorded in June, data from the Nigerian Midstream and Downstream Petroleum Regulatory Authority, NMDPRA, has shown.


According to the Authority, the land-based stock and closing stock less dead stock of petrol was 1.120 billion litres as of the end of July 2023.


It added that marine stock which included berth and offshore availability was 521 million litres.

The agency stated that the total stock less dead stock was 1.641 billion litres however depot deadstock was 83.637 million litres.

NMDPRA said total stock inclusive of dead stock was 1.725 billion litres.The land-based days sufficiency was 21.55 days while marine days sufficiency was put at 10.02 days and total days sufficiency cumulatively stood at 31.57 days.

The total stockless dead stock was put at 1.641 billion litres. Depot deadstock was 83.637 million litres and total stock inclusive of dead stock stood at 1.725 billion litres.

Conversely, on July 1st, land-based stock of PMS was 1.059 billion litres while marine stock at berth and offshore stood at 826.447 million litres. Total stock less dead stock was 1.885 billion litres while depot deadstock was 83.095 million litres.

The Authority also reported that total stock inclusive of deadstock stood at (1.968 billion litres. Land-based sufficiency was 16.31 days, marine days sufficiency was 12.72 days and total days sufficiency was 29.03 days.

It reported that as of July 1st, the national PMS stock levels with the Nigerian National Petroleum Corporation Limited (NNPCL) was 293.380 million litres.


Members of the Major Oil Marketers Association of Nigeria, MOMAN, had 91.202 litres while Depot and Petroleum Products Marketers Association of Nigeria had 753.825 million litres.

On how many days sufficiency, the NMDPRA said Nigeria had land-based days sufficiency of 21.55 days as of the end of July while marine days sufficiency was 10.02 days which brings the total days sufficiency to 31.57 days.

Also, by the July 31st, out of the 1.203 billion litres national inland PMS stock, the NNPCL had 377.68 million litres in its stock.

MOMAN had 60.973 million litres while the DAPPMAN had 765.16 million litres.

Thereby turning various private cars to commercial.

All these changes are done in a bid to make up fuel money thereby reducing the heavy burden of increase in fuel pump price since May 2023.

The National Bureau of Statistics, NBS, Premium Motor Spirit (PMS) watch for June showed that the average cost of a litre of PMS, also called petrol, rose year-on-year by 210.31 per cent to N545.83 in June 2023 from N175.89 in June 2022.

Apart from the high price of petrol, the cost of car repair, purchasing of car parts and maintenance have also increased, thereby increasing the burdens corporate car owners bear.

Mr. Akinyele Omoniyi, a civil servant, narrated his ordeal in the present fuel price hike.

He said: “When fuel prices increased, I tried leaving my car at home and boarded public transport.

“It was a very bad idea because that week my two phones were stolen by pickpockets. At times I trekked when the fare was too much.



“It was then I sold the idea of taking turns to transport ourselves to and from work to my colleagues who lived around my area. We started to take turns to drive ourselves home. We are six in number.

“Since the roads are filled with less or no traffic, the method has saved not only me but also my colleagues the burden of buying petrol. My colleagues have also sold this idea to many.”

Mrs. Awosina Ruth, a civil servant and colleague of Omoniyi said the idea was at first ridiculous.
She said: “At first I thought Omoniyi’s idea was ridiculous but when I related the idea to my husband, he advised me to give it a trial.

“I am now enjoying it because it has made me cut down the cost of fuelling my car every month. We now share the price burden.”

For Mr. Christopher Okoro, an accountant, who works on the Island, he has to turn his car to commercial to make up fuel money.


He said: “I work on the Island and leave the house 5.a.m daily. I couldn’t take the risk of boarding commercial vehicles to work due to the delays they have in dropping and picking passengers.

” I tried putting up with the cost of fuelling my car in a month, which didn’t pay me at all.
“The money for fuelling my car has eaten deep into my budget for other expenses. I could hardly feed, stock up my house and pay bills and I can’t park my car at home.


“I had to start picking up passengers going to areas along my route on my way to work and back.
“It hasn’t been quite easy though because some passengers would pick up quarrel for their balance and other little things.

“I usually pray to God to keep me safe from carrying the wrong passengers. Now, I worry less about fuelling my car.”


Mrs. Shalewa Ogulusi, a banker, noted that apart from the high cost of fuel, the cost of repairing and maintaining a car is now very expensive due to the high prices of car parts.


She added:”That is why I now join my colleagues in their cars when going to work.

“We take turns in taking ourselves to and from work and this has helped me reduce the cost of transportation.

“Though, I still read in the news that the petroleum marketers are planning to increase the cost of fuel. I pray that this doesn’t happen because people are yet to get up their feet from the recent increase.

Confusion is trailing the Federal Government’s palliatives package to the 36 states of the federation and the Federal Capital Territory stemming from distribution hitches, alleged underhand dealings and inadequacy of the materials to meet the needs of Nigerians.

While some of the states have taken custody of the funds and food items earmarked for distribution to residents as palliatives, others have yet to receive such amid agitation by the citizens.

The Federal Government, on Thursday, announced the release of a N180bn palliative package to states to cushion the impact of the fuel subsidy removal.

Each state is expected to get N5bn and 180 trucks of rice as part of measures to assuage the pains of the subsidy removal.

The removal of subsidy on petrol, which was announced by President Bola Tinubu during his inauguration on Monday, May 29, 2023, has led to sharp and multiple increases in fuel pump prices, driven up the prices of goods and services, pushed millions of Nigerians into poverty and worsening the socio-economic situation in the country.

But announcing the release of the palliative at the end of the 135th National Economic Council meeting presided over by Vice-President Kashim Shettima in Abuja, the Borno State Governor, Babagana Zulum, disclosed that the N5bn was to enable the state governments to procure 100,000 bags of rice, 40,000 bags of maize and fertilizers to cushion the effect of food shortage across the country.

He added that considering the urgency in meeting the need to mitigate the skyrocketing food prices across the country, the Federal Government had last week released five trucks of rice to each state of the federation.

The governor explained, “This funding has to be shared with a formula as follows: 52 per cent of this money is given to the states as grants, while 48 per cent of the N5bn is to be paid back on an instalment basis within a period of 20 months to the CBN by the states and the local government areas in Nigeria.

“The council has taken bold decisions in order to ensure the speedy release of grains and other items to cushion the effects of subsidy removal on the underprivileged in society.”

Some states of the Federation have begun sharing the palliatives released by the Federal Government, but others are still waiting for the materials to arrive

Among the states to have commenced the distribution of the palliative items are Kwara, Osun, Lagos, Ondo, Ekiti, and Gombe, while Sokoto, Kebbi, Oyo, Katsina and Borno have unveiled plans to distribute the items to residents.

Kwara
In Kwara, the state government confirmed on Friday that it received two truckloads of rice comprising 1,200 bags from the Federal Government on Tuesday, August 8, which it said would be shared with the people.

The Chief Press Secretary to the Governor, Rafiu Ajakaye, said at a press conference that another three truckloads of rice or 1,800 bags had arrived in the state and would be shared to the people by the committee set up to distribute the palliatives.

Ajakaye said that the committee chaired by the state Commissioner of Police, Mrs Ebunoluwarotimi Adelesi, comprised traditional rulers, religious leaders, civil society organisations, security agencies and community leaders.

He added that the committee would generate the list of those that would benefit from the palliatives, adding that the composition cuts across all strata of society, including people with disabilities.

The government also confirmed receipt of N2bn out of the N5bn relief fund that the Federal Government released for the purchase of rice to be distributed en masse to vulnerable members of the public.

The state also said it awaits a balance of N2bn of the fund as well as N1bn worth of maize (40,000 bags), which the Central Bank of Nigeria is selling to each state from the national strategic reserve.

However, residents of some wards in the state expressed displeasure over the insignificant quantity of rice they received.

In a trending video on social media, some residents of Adewole Ward in the Ilorin West Local Government Area of the state were seen walking away from the venue of the distribution of foodstuffs in the Agunbelewo area.

The residents said the entire Agunbelewo was allocated six measures of rice, which is about one and a half paint plastic containers out of the eight bags allocated to the Adewole Ward, where the state governor, AbdulRaman AbdulRazaq, hails from.

One Mallam Yinusa Magaji, who identified himself as a leader in the area, said all the residents of the Agunbelewo area were given six measures of rice to share.

He said, “We received six measures of rice out of one bag allocated to three areas of Agunbelewo, Gaa Odota and Adewole Housing Estate in the Adewole Ward.

“We want the government to challenge us if they gave us more than six measures contained in this bag.”


Before he ended his speech, the crowd that gathered in the place had reduced, as many were said to have left in anger.

Reacting to the footage, Ajakaye described it as the handwork of members of the opposition party in the state.

“The person addressing the people in the video is the Chairman of the Peoples Democratic Party in the Adewole Ward. It is sad that people are playing politics with the good intention of the Federal Government,” he stated.

Ajakaye, who said the government had good intentions and meant well for the people of the state, added that he had it on good authority that the government had directed that food items be distributed to the residents through their traditional rulers.


He explained, “I learnt that everyone should be given one paint bowl of rice, which is about 4kg, and no one should be given less.

“If a household is given a bag of rice and the leadership of the household devises a sharing formula, I don’t think that is the fault of the government.”


In a viral video, some residents of Osun State lamented that they had yet to receive the palliatives promised by the Federal Government.

However, the spokesman for the governor, Mallam Olawale Rasheed, said the palliatives were yet to be distributed, urging the residents to hold on for the last batch of rice to be received.

In an interview with one of our correspondents, Rasheed said the government would issue the template for the distribution when the last truckload of rice with 600 bags arrives.

He said, “The government has so far received four truckloads making it a total of 2,400 bags of rice. Four truckloads were delivered last week. The last batch is expected any moment from now. The government is already presenting the template for the distribution across the states.

“The template will be released in the new week. Members of the public are informed that the government of Governor Ademola Adeleke will ensure equitable distribution to all sectors and sections of society.

“We urge the public to ignore any insinuation that the palliatives will not get to those who need it. This government is of the people, by the people and for the people.”

The state Commissioner for Information and Public Engagement, Kolapo Alimi, corroborated Rasheed’s position and said the Federal Government approved 3,000 bags of rice for the state, adding that 2,400 bags had so far been received.

“Out of the five truckloads of rice to the state, we are waiting for the completion of the palliative supply before the announcement and distribution.”

Anambra
The South-East All Progressives Congress Young Progressives Forum, Anambra State chapter, has asked the state governor, Prof Chukwuma Soludo, to account for the Federal Government’s subsidy palliatives for the state.

In a statement co-signed by the National Convener of the group, Paschal Candle, and others, on Saturday, it decried that everything about the Federal Government package was being shrouded in secrecy in Anambra.

The group said without the revelation by Zulum after the NEC meeting held on Thursday, Anambra residents would not be aware of such a package coming to the State.

It, therefore, demanded the setting up of a steering committee to supervise the judicious distribution of the five truckloads of rice already received by the state to vulnerable people across the 21 local government areas.

The statement read, “We are all aware from what the Borno State Governor, Prof Babagana Zulum, told Nigerians last Thursday that the Federal Government had already released five truckloads of rice to all states last week and that N5bn was approved by Mr President for disbursement to the states to enable each of the states to procure additional 100,000 bags of rice, 40,000 bags of maize and fertiliser to be distributed to the most vulnerable across their various states.

People are not being carried along. We are wondering why the state government, after receiving the items, refused to announce to the people of Anambra State that it has taken possession of the Federal Government’s palliatives and cash. We believe that this is a deliberate act by the APGA-led government in Anambra State to continue to paint the APC in Anambra State in a bad light.”

But in a reaction to this, Soludo’s Press Secretary, Christian Aburime, said the state government had not yet received any palliative from the Federal Government.

“Governor Soludo has not received any truckload of rice as of today (Saturday) to the best of my knowledge. The governor will address the press on Monday to clarify the insinuations and the true position of things as it relates to Anambra State,” he told one of our correspondents, who contacted him.

Ekiti
The Ekiti State Government claimed that it distributed a total of 3,000 bags of rice it received from the Federal Government, particularly to vulnerable citizens.

The state Commissioner for Agriculture, Ebenezer Boluwade, who doubles as the Chairman of the state Palliative Distribution Committee, gave the breakdown of the distribution and noted that members of the committee met and agreed on the list of beneficiaries.

Boluwade said, “Each of the 177 wards of the state will get 10 bags of rice each. Parts of the criteria are that we must prioritise widows and women in the wards. What we are saying is that the rice going to the wards should be shared more with women and widows. We also specially allocated 100 bags for widows.

“All the artisans in the private sector shared 200 bags of rice, while the transport unions got 180 bags. All the market women in Ekiti State were allocated 100 bags. Persons with disabilities got 150 bags.

“The elderly, that is pensioners, got 100 bags. Civil servants comprising the junior staff members got 100 bags.”

Boluwade assured residents that the palliatives would get to everyone in subsequent tranches.

Ondo
The Ondo State Government said it was making efforts to ensure that the palliatives got to the vulnerable in the state, adding that the distribution of the Federal Government rice would soon commence.

The Chairman of the Palliatives Committee and Commissioner for Finance, Mr Wale Akinterinwa, disclosed that the Federal Government promised the state 81,000 bags of rice, but Ondo only got 3,000 bags, which he noted were not enough for the state.

Akinterinwa said, “Ondo State has got 3,000 bags of rice contrary to the 81,000 bags that was promised by the Federal Government, but rice is not the only food we consume; we will provide other food items.

“The state will also get additional 3,000 bags of rice to add to the ones given by the Federal Government.”

The acting governor of the state, Lucky Aiyedatiwa, directed members of the committee to speed up work on the implementation of the measures already put in place by the state government, according to a statement by the acting governor’s Press Secretary, Mr Kenneth Odusola-Stevenson,

Sokoto
The Sokoto State Government said it had not received its share of the palliatives from the Federal Government.

This was disclosed by an aide to the state governor who did not want his name in print.

The aide stated, “I can categorically tell you that we have not received any rice from Abuja in Sokoto State.

“I know if we receive it now, we will definitely find a way to get it to the citizens of the state in a good time,” the source added.

Efforts to get the reaction of the Kebbi State government were not successful as the Chief Press Secretary to the Governor, Ahmed Idris, could not be reached at the time of filing this report.

Gombe
The Director-General of Press Affairs, Gombe Government House, Ismaila Misilli, said the sharing of the palliatives would be determined after careful consideration of a previous register of beneficiaries.
Misilli disclosed this in an interview with one of our correspondents in Gombe, adding that the distribution of palliatives would be concluded after consultation with relevant stakeholders.

He said, “The distribution of the palliatives in Gombe State is a priority for Governor Inuwa Yahaya.

“Before now, he had inaugurated a state-wide distribution of food and agro items across the 11 local governments, targeting 420,000 beneficiaries.”

He, however, noted that the governor had not returned from Abuja after the NEC meeting to consult with the relevant stakeholders in the state on the modalities and sharing formula.

He added, “The specific food items to be purchased and distributed will be determined based on a careful assessment of the needs and preferences of the people. You know our normal staple food, but we will surely provide essential food items that will be most beneficial to the recipients.”

Katsina
Katsina State Governor, Dikko Radda, said the federal and state subsidy palliatives would get to the “poorest of the poor”in the state.
He also gave an assurance that the distribution of the palliatives would be handled by political leaders at the state, local government council and ward levels to ensure that the items got to the poor.


Radda directed all the 34 local government chairmen in the state to purchase grains for immediate distribution, while awaiting Federal Government’s palliatives.
He explained that the 34 local government councils would purchase 36,100 bags of maize each, using their monthly allocations from the Federation Account.

Radda said the state government would also order extra consignments of rice, maize and fertiliser from the Federal Government for distribution to residents and farmers.

Borno
The Borno State Government expressed readiness to administer the N5bn fuel subsidy palliative allocated to the state for the optimum benefit of the people.
The Special Adviser to the Governor on Communication and Strategy, Isa Gusau, told Sunday PUNCH that the state government already had a template with which the distribution of the palliatives would follow.

He said, “The system, which came into being due to the unfortunate Boko Haram crisis, which affected close to two million people, is such that the beneficiaries are classified into three – internally displaced persons still living in IDP camps, resettled IDPs in communities and indigent citizens in metropolis and towns.”

On how soon the state government would purchase and distribute the palliatives, Gusau said Governor Zulum had in July launched a new phase of palliatives targeting 300,000 households, with each household having six persons.

He stated, “This means 1.8 million persons made up of men, women and children are likely to be reached from across 27 wards in Maiduguri and the Jere LGA. The distribution is currently ongoing.

“Before then, Governor Zulum personally supervised the distribution of palliatives to thousands at Muna in Jere, and at Mafoni and Shehuri southwards in Maiduguri.

“Outside Maiduguri, the governor supervised sharing of palliatives at Gwoza LGA and at Baga, Doron-Baga and Cross Kauwa in the Kukawa Local Government Area of northern Borno.”

Oyo
In a related development, the Oyo State Government has approved the immediate release of funds for car loans for primary school teachers across all zones in the state.

This was contained in a statement made available on Friday in Ibadan by the Coordinating Director, Oyo State Universal Basic Education Board, Mr Jacob Dairo.
According to him, the loan is coming as a palliative to the teachers.

Gombe
The Gombe State Coordinator of the National Youth Service Corps, Dawut Jidda, has pleaded with the state government to augment the food and water supply at the camp, following the removal of the fuel subsidy.

Jidda made this plea in his address during the swearing-in ceremony of 1622 Batch B stream II corps members at the Amada temporary orientation camp, Akko Local Government Area of Gombe State.

Delta
Delta State Governor, Sheriff Oborevwori, has set up a committee that is already working on what will be given to the residents as palliatives.

This was contained in a signed statement by the Chief Press Secretary to the Governor, Sir Festus Ahon.

The statement read partly, “The committee, among other things, is looking at the distribution pattern and how to reach the people.

“The N5bn will be well utilised for the benefit of all Deltans irrespective of their political parties, religious beliefs and ethnic nationalities.

“The committee is expected to submit its report to the governor in the next weeks for his input and approval.”

Zamfara
The Zamfara State Government said it had yet to receive palliatives from the Federal Government.

The Senior Special Assistant to Governor Dauda Lawal on Broadcast Media and Press Affairs, Mustafa Jafaru Kaura, stated this while speaking with one of our correspondents on the phone.

Kaura said the five truckloads of rice allocated to the state had yet to be delivered.

He, however, expressed optimism that the consignment and the N5bn would be in the state in the not-too-distant future.

Kaura stated, “As I am speaking to you now, we have not received the palliatives and the N5bn.

“We are, however, expecting the items and the money anytime from now.”

He explained that the state government had proper arrangements on how the palliatives would be distributed to residents of the state.

He said, “The state government has already planned on how the palliatives should be distributed to the public.

“The government is waiting for both the money and the other items for onward distribution to the deserving people of the state.”

Kano
The Kano State Government, on Saturday, said it was still awaiting the arrival of the Federal Government’s promised palliatives.

The spokesman for the government, Sanusi Tofa, said the palliatives had yet to arrive in the state.

According to him, as soon as they arrive, the state government will constitute a committee to deliberate on the sharing modalities.

“As soon as they arrive, the media will be briefed on the modalities the state government will adopt to ensure that all those they are meant for benefit from the government’s good gesture,” he stated

The Anambra State chapter of the South East APC Young Progressives Forum has vowed that its members would monitor every aspect of the distribution of the federal government’s palliatives meant for the state very closely to ensure that they reached the targeted population.


National coordinator of the group, Comrade Paschal Candle, at a news conference in Awka, said they would also follow the processes leading to the creation of a social register for vulnerable people in Anambra State to ensure its credibility.


According to the group, a situation where only members of the ruling All Progressives Grand Alliance, APGA, or cronies of the state government would populate the social register, would be resisted.

Candle said: “Any sharp practices we notice in the course of these activities will be taken up and escalated to the highest level possible for appropriate actions.

“The N5 billion for each state provided by the federal government must be used to purchase the items that were agreed upon by the National Economic Council, NEC, in their meeting.

“We insist that the government of Anambra State must not divert a single kobo to other ventures, no matter how good it may be. The N5 billion is meant to be used for immediate food palliatives and must be used for such.

“We are all aware from the National Executive Council (NEC) meeting held on Thursday, that the federal government had already released five trucks of rice to all states and that the N5 billion was approved by Mr. President for disbursement to the states to enable each of them to procure additional 100,000 bags of rice, 40,000 bags of maize and fertiliser to be distributed to the most vulnerable across their various states.

“We cannot fathom the reason why Governor Soludo is finding it difficult to announce the arrival of the federal government palliatives to the state and also why it has been pretty difficult to distribute same or constitute a committee that will take charge of the distribution.

“Is Governor Soludo waiting for the people of the state to die of hunger before he deems it fit to make the palliatives available to serve its purpose at the right time?


“We are therefore calling on the governor, who was present at the NEC meeting and at the press briefing thereafter to, as a matter of urgency, inform the people of Anambra State about the status of the five trucks of rice that were released by the federal government to Anambra State for distribution to vulnerable households. This is for the sake of transparency and accountability.


“All genuine stakeholders in the Anambra State project should plead with the governor to release the rice palliatives sent to the state by the federal government for these items to get to the needy on time as the purpose for sending it down is not to be locked up in a hidden warehouse in the state, as they did during Covid-19 era.

“The diversion of the rice palliatives by the state government as it is being touted by some concerned discerning minds in the state, would have a debilitating effect on the image of the reigning state government.

“Again, if the news spreads like wildfire across the state that Governor Soludo is trying to play a fast one on the palliatives from Abuja by sharing it with APGA members or supporters of APGA or to allow only APGA members to be in charge as they did during Governor Obiano era, we shall resist it by all legal means.

“We have credible information that the state government is planning to write ‘SOLUTION IS HERE’ on those palliatives. This game plan will fail because they are trying to deceive the people into believing that he is the one providing those palliatives when in actual fact, it is President Bola Tinubu and APC programme.”


Candle also demanded that an accurate social register must be created for the disbursement of the $800 million World Bank loan cash transfer to the most vulnerable in society.

“Governor Soludo should set up another implementation committee that will be representative of all important stakeholders, such as traditional rulers, political parties’ representatives, the three major religious denominations in the state, as well as the World Bank representatives, who will work hand in hand with the team from Abuja in order to provide a transparent register”, he said.

The National Drug Law Enforcement Agency, NDLEA, has denied reports of appointing music star Afeez Adeshina Fashola, known as Naira Marley as its ambassador.


Femi Babafemi, Director, Media and Advocacy at NDLEA, clarified this Saturday in a statement.

According to him, NDLEA’s recent engagement with Naira Marley was to encourage the music star to use his talent to discourage youths from substance abuse.


Contrary to speculations, NDLEA stressed that it never appointed Naira Marley as its ambassador.

“This clarification became necessary following continued misrepresentation of the purpose of the visit, especially on online platforms where some reports suggest that the British-Nigerian singer was appointed as an NDLEA Ambassador.

“This is a misleading and absolute falsehood as the pictures of the visit and the short video containing Naira Marley’s advocacy message to his followers were properly captioned and shared by the Agency without suggesting such an appointment.


“The decision by the Agency to encourage Naira Marley, with over seven million followers, half the population of those who abuse drugs in Nigeria, to use his platform to share anti-substance abuse messages against using same to promote and glamourise drug abuse with the dire consequence of misleading millions of Nigerian youths into their peril, is to create a balance between our drug supply reduction and drug demand reduction efforts”.

In response to the controversy surrounding the appointment of Senior Special Assistant to Government House Pool and Oranmiyan new town, Governor Ademola Adeleke of Osun State stated that the All Progressives Congress government created the positions.

This comes after a memo dated August 9, 2023, was circulated, appointing Oyetunji Rasaki Abefe as the SSA to the Governor on Government House Pool, as notified by the Secretary to the State Government, Teslim Igbalaye.

In a statement by the State governor’s spokesperson, Olawale Rasheed, on Friday, the “Government House Pool is a term referring to the transport unit of Government House.”


“The section deals with drivers and vehicles within the Government House. The office, a creation of the previous governments of the All Progressive Congress (APC) has been in existence for the past twelve or so years.”

“The two appointments are therefore necessary and required. They were never frivolous jobs for the boys as some partisan critics have termed it. While those offices were inherited, it is also worthy of note to state that Governor Adeleke has demonstrated a strong will to retain what is good and jettison what is bad.


“In the two cases under consideration, the two offices are necessary to protect and effectively manage public and private assets,” the statement added.

The Court of Appeal in Abuja on Friday dismissed an appeal brought before it by Senator Smart Adeyemi, seeking to nullify the governorship primary election of the All Progressives Congress (APC) in Kogi State, which produced Ahmed Usman Ododo as the party’s flagbearer for the November 11 poll.


The appellate court held that the appeal argued by Adekunle Oladapo Otitoju on behalf of Senator Adeyemi was completely bereft of merit and was thrown out.

In a unanimous judgment of a three-man panel of justices of the court, Adeyemi, who recently represented Kogi West Senatorial District in the Senate, was said to have failed to establish all allegations made against the conduct of the primary election by APC and its leaders.


Justice Mohammed Lawal Shuaib, who delivered the lead judgment, resolved all three issues in dispute against Adeyemi.


Shuaib said the allegations of manipulations and falsifications of the primary election results made by Adeyemi, being criminal, ought to have been proved beyond reasonable doubt as required by law.

He also dismissed another allegation by the appellant that he was denied a fair hearing by the Appeal Committee of the APC based on his petition against the alleged unlawful conduct of the primary election.


He said the issue of denial of a fair hearing was not raised in his originating summons at the Federal High Court, hence, cannot be raised as a fresh issue at the Court of Appeal.

In the absence of cogent and verifiable evidence on the part of Adeyemi, the Court of Appeal held that his allegations remained mere assertions that could not enjoy any probative value.

Justice Shuaib proceeded to dismiss the appeal for want of merit.

The Court of Appeal upheld the judgment of Justice James Omotosho of the Federal High Court in Abuja delivered on July 12 and which held that Adeyemi did not prove his allegations that Ododo was not lawfully nominated by the APC.
