Minister of Art, Culture and Creative Economy, Hannatu Musawa, says she is yet to react to the reports circulating in the media that she is a serving member of the National Youth Service Corps (NYSC). Although the issue of her NYSC status has been in the news for years, it regained prominence after the Human Rights Writers Association of Nigeria (HURIWA) raised the alarm that she is a serving corps member. Eddy Megwa, Director of Public Relations of the scheme, had said Musawa was occupying the ministerial position in breach of the NYSC Act. Speaking with Daily Trust, Megwa explained that it was against the NYSC Act for any corps member to pick up any government appointment until the one-year service was over. He said Mrs Musawa was originally mobilised in 2001 for the youth service to Ebonyi State where she had her orientation programme but later relocated to Kaduna State to continue the programme. Megwa said it was when she got to Kaduna that she absconded and didn’t complete the programme, adding that it was the scheme would look into the issue and take action where necessary. But in a widely circulated statement on Sunday, Musawa was quoted as saying she broke no law. However, moments after the statement went viral, Suleiman Haruna, Deputy Director, Press, Ministry of Information and National Orientation, issued a counter press release. “The attention of Barrister Hannatu Musa Musawa, Hon. Minister of Art, Culture and Creative Economy, has been drawn to a recently circulating piece titled: MY PERSONAL STATEMENT ON MY NYSC STATUS AS A SERVING MINISTER. A man identified as a pastor of a pentecostal church, Pastor Prosper Obum Igboke has committed suicide in Nnewi, Anambra State. Sources said the man jumped down from a two storey-building after he was jilted by his lover. A relative of the deceased, who spoke to DAILY POST under anonymity, said the man had trained his lover in the university, after which she declined his marriage proposal. “The man was 30 years old at the time of his death. His girlfriend, whom he intended to marry disappointed him after seeing her through the university. “He jumped down from a two storey-building and died. I am surprised that a man of his age and a pastor can do this.” The source said according to the tradition of Leru autonomous community of Umunneochi LGA in Abia State, the man would be buried in a forest for committing sacrilege. The National Economic Council, NEC, presided over by Vice President, Kashim Shettima, which endorsed the tranquillizer, penultimate Thursday, also approved the distribution of 40,000 bags of maize in addition to the N5 billion each to the states. Governor Babagana Zulum of Borno State, who briefed State House correspondents, said the states were to purchase 100,000 bags of rice and beans, among other items. Investigation by Saturday Vanguard, however, showed that there was ambiguity among the states on the N5billion grant and rice palliative. It was learnt that the federal government had credited states with N2 billion out of the promised N5billion, but did not explain the component of the money, creating misunderstanding among the states. The development prompted Commissioners of Finance in the 36 States to meet with the Federal Government in Abuja to clear the misconceptions. According to our source, “the federal government credited the accounts of all the states of the federation with N2 billion each but the states do not know what the N2 billion is meant for. Therefore, the states want to know if the N2 billion component from the federal government is a grant, or part of the loan. This informed the reason all the Finance Commissioners, across the country, recently met with the Federal Government to get clarity on what to do with the N2 billion credited to the accounts of their respective states. “In addition, the federal government did not deliver the five trucks of rice in full to the states as of Thursday. At the moment, some states have done nothing about the federal government palliative because there is no clarity from the federal government, and that has also affected the truckloads of rice”, the source added. Saturday Vanguard learned that some states received two trucks of rice but withheld distribution until they receive the remaining three. Others were yet to receive theirs, but some have fully received their five trucks and in some states, party leaders hijacked the distribution. A video was trending during the week to demonstrate the transparency in the sharing of the 1,200 bags of rice donated by the Federal Government for the people of Kwara State in 16 local governments, as part of the palliatives promised by the government to cushion the effect of the fuel subsidy removal. In the video, the narrator informed the crowd that out of the 1,200 bags of the palliative rice, Adewole ward, which is one of the 12 wards in Ilorin West local government was given 8 bags and when it was further divided among the areas in the ward, Agunbelewo area, comprising several families got six bowls of rice which he put in the midst of the people as one of the bewildered residents asked; “how do we share this now? In Lagos, the distribution was accompanied by chaos. Such was the absurdity of the so called palliative measures by the Federal Government. Unreasonable concept–Nsuke, MOSOP president President of MOSOP, Fegalo Nsuke, said that the distribution of rice to the citizens was the most “ridiculous” thing any government could envisage at a critical time just like this. According to him, “We are not in an emergency in Nigeria. The government should have sent the rice to the camps of displaced people. I will, therefore, suggest that they send the bags of rice to the Motherless Children and Old Peoples’ homes. I do not trust that the government can effectively distribute the rice to the poor because they do not even have reliable data of the poor. N5 billion, and donated foodstuff cannot ease poverty nor can it address food crisis and poverty. We will suggest the government invest the money in public transport. That could affect society and reduce the cost of transportation. The federal government should approve the operations of modular refineries and transact businesses in our local currency. That is the fastest way of salvaging the economy. Government should make the refineries work maximally; encourage the Dangote Cement to function well. When you do that, you will take away customs duties from people and the cost of insurance. President Tinubu went into a bobby trap without looking deep”. ONDO Distribution to commence in Ondo on September 1 In Ondo, the state government confirmed receiving 3,000 bags of rice from the Federal Government. The state commissioner for finance and chairman of the State Palliative Committee, Wale Akinterinwa, said “the state was actually expecting 81,000 bags of rice from the federal government but only 3,000 bags were so far delivered. But the state government has ordered the purchase of additional 3,000 bags of rice, for distribution to vulnerable residents of the state. A resident and the State chairman of the Social Democratic Party in the state, Hon Stephen Adewale said, “The issue of palliative in Ondo State is an illustration of the phrase, ‘the more you look, the less you see.’ What is the precise amount allocated to them by the FG to purchase additional bags of rice and what information and metrics will they employ to make sure that the rice reaches the right people? Also, another resident and a public analyst, Hon Ayo Fadaka said, “Palliatives beg the issue and never works, any astute administrator in today’s Nigeria should know that with the quantum of corruption which has grown in leaps in recent years, money voted as palliative will end up in the pockets of officials of government and a few selected pockets that will be given some miserable thousands. Government must think hard and evolve policies that are geared towards the re-engineering of our economy to attain prosperity. Policies that hurt people, destroy their earning power, crush their comfort can never be ameliorated by a silly palliative program, even if effective, can never be far reaching, the government should think straight and do the right thing”. OYO: Palliatives still locked up in the warehouse in Oyo In Oyo state, the palliatives are still locked up in the warehouse. It was learnt that Governor Seyi Makinde has not given permission for the distribution as a source said the governor was still awaiting the report of the committee setup to oversee the distribution of the palliatives. Meanwhile, residents have frowned at the delay in the distribution. A resident, Alhaja Ramota Oladimeji, noted with dismay that the governor has not taken the plight of residents into consideration as expected of him. She said: “Other state governments have begun distributing palliatives. Why has our own governor refused to toe the same path? This hardship is unbearable. He should have told us what is delaying the distribution”. Mr Kemi Adetola in his opinion said: “There is nothing special in the distribution of palliatives that will warrant setting up of a committee. The outcome of the fuel subsidy removal is very hard on us and we want the governor to begin the distribution of these palliatives in his custody. We are really hungry,” he lamented. ANAMBRA Anambra to distribute rice to over 300,000 households Anambra State government said it would distribute rice to over 300,000 households in the coming weeks across the 326 wards in the state. Although Governor Chukwuma Soludo has not disclosed the number of bags of rice the state received from the federal government, youths of All Progressives Congress, APC, in the state are already demanding that the governor should make it public. The convener of APC youths forum, Mr. Paschal Candle said, “It is important that we track the rice the Governor intends to share to 300,000 households and the quantity. If the rice is from the federal government, it is very important to let our people know so that the state government will not claim it came from the state coffers. So, we are insisting that Governor Soludo categorically affirms or denies receipt of five truckloads of rice from the federal government. Any attempt to shy away from making such a simple clarification raises grounds for suspicion of potential corrupt practices because the state government may surreptitiously include cost of rice freely given to the state as part of the expenses the Anambra State government made to provide palliatives”. BAYELSA Bayelsa receives two truckloads of rice, withholds distribution Bayelsa State has received only two truckloads of rice (1,200 bags of rice) out of the projected five truckloads from the federal government as of Thursday. A top state government official who confided in Saturday Vanguard said, “As we speak, what we have received is two truckloads and we are waiting for the remaining three to arrive before we can start distribution. The five trucks will amount to about 3000 bags of rice since a truckload contains 600 bags, and this will not be enough. The state will have to purchase more to augment what we are getting but the governor will take that decision.”A member of the Civil Liberties Organisation, CLO, Bayelsa State branch, Mr. David West, said, “in Bayelsa State, no government official has come up to tell the people how much and what they have received, it is as if no palliative has come to the state. We are still waiting for them to tell us they have received the palliative and the modalities for distributing the palliative. And if they eventually receive the palliatives, I think they should not hand it over to the politicians because it will be a PDP affair”. CROSS RIVER In Cross River, APC faithful share the rice In Cross-River State, there was no clear-cut information on the truckloads of rice sent to the state, but it was gathered that the State Emergency Management Agency, SEMA, in Calabar, took delivery of truckloads of rice. An official disclosed that the distribution of palliative, packed in the agency’s warehouse to the various local government areas, started last week. Director General of SEMA, Mrs Ogeyi Odey, did not give details of the quantity of rice brought to the state when contacted. Our findings however showed that the government distributed the rice through the All Progressives Congress, APC network in the state. Officials of the party in the three senatorial districts handled the distribution. A party official in Calabar South, Edem, said “each local government area in the Southern district got 25 bags”, he said. RIVERS In Rivers, officials mum on palliative received In Rivers State, it was not clear if the state has received five truckloads of rice and other foodstuff, as government officials contacted kept mute. The Movement for the Survival of the Ogoni People, MOSOP, and other stakeholders, argued that the distribution of money and rice to the citizens without a long-term plan for securing the future would hardly solve the present economic challenges inflicted on the citizens by the government policy. However, a coalition of civil society organizations, CSOs, in the state called on Governor Siminalaye Fubura to adopt a technology-based method of distributing palliative. ABIA Abia receives 3,000 bags, distributes through political wards Special Adviser to the Governor on Policies and Interventions, Rev. Father Christian Anokwuru said that Abia had so far received 3000 bags of grains and decided to reach the people through the political wards to ensure nobody was excluded. According to him, each of the 184 political wards in the state will receive 14 bags of rice. “We got 3000 bags of grains and we started distribution on Wednesday. We are targeting the poor and the less privileged, and we decided to share them through the 184 political wards. Each of them will get 14 bags. On N5 billion cash approved for states, Rev. Father Anokwuru, said only N2 billion had been given to Abia State. He, however, explained that the state was contemplating using it to acquire mass transit buses that would be conveying passengers at a reduced fare. PLATEAU Plateau receives 3,000 bags Plateau State Governor, Mr Caleb Mutfwang said the state has received 3,000 bags of rice and N2bn out of the N5bn promised by the Federal Government. He said, “We have received N2 billion so far. 52% is the grant component and 48% is a loan component that we must repay. 3,000 bags of rice were allocated to the state. We are mandated to use N1bn from the money to buy rice locally”. Chairman, State Emergency Management Agency, SEMA Sunday Abdu said, the rice was shared among the three Senatorial zones. Zones with five local government areas got 200 bags per local government while those with six local government areas got 166 bags per local government area. We placed a committee in each of the local government areas to distribute the rice. The committee include the Chairman of the LGA, the Chairman of the Party, the Paramount Ruler in the LGA, the representative of CAN and JNI; these five persons form the LGA committee.” OSUN Osun state awaits second batch from FG before distributing The Osun State Government said it has received the first batch of 3,000 bags of 50kg rice, but was still waiting for the second batch of over 14,000 bags. A committee member, who is also the President, Osun Muslim Community, Alhaji Mustapha Olawuyi, disclosed that the committee has decided to suspend the sharing of the rice till it received the whole consignment. According to him, if the committee shared the 3,000 bags, what would get to the beneficiaries would be too small to alleviate any hunger. He said, “as a committee, we took the decision on our own, we already had a sharing template, decided which segment of the society get what, but we have to wait for the second batch for whatever we are sharing to be significant”. However, some residents argued that the state government should first add to what was available and alleviate the people’s suffering on the short term. Adeosun Oluwole, a trader in Osogbo, wondered how Governor Babagana Zulum of Borno was reaching out to the people of the state, when some governors were merely giving excuses. KANO Kano receives 5 truckloads of rice, yet to commence distribution Governor Abba Kabir Yusuf of Kano State said, “We have got palliatives of 5 trucks of bags of rice from President Bola Ahmed Tinubu. Similarly, the state govt has purchased essential commodities worth N1.6 billion from the window opened by the Federal Government for state government to buy from its warehouses. Government has already put machinery in place to come up with modalities for the distribution especially in rural areas. We will also came up with other measures to cushion the effect of the fuel subsidy removal”. Meanwhile, some residents have joined the governor in appealing to the Federal Government to consider the large population of the state in the sharing formula. KADUNA Kaduna State Governor, Senator Uba Sani at a press briefing said, “We are targeting about one million and fifty thousand poor and vulnerable citizens, representing 210,000 households. The Federal Government promised to give the state N5billion, but as of today, N2billion has been given to Kaduna State and that is what we are using right now to ensure that we come up with something for the poor, underserved and vulnerable in our state who have been suffering the removal of the fuel subsidy. The Committee headed by the Deputy Governor, which has all the labour unions, market women, people with disabilities represented, sat down and worked out the modalities on how we will spend the N2billion. We have agreed and decided to buy 43,000 bags of 50kg rice. The N65 million balance will be used to support the logistics of People With Disabilities, the Widows and the IDPs that live in the Internally Displaced Camps in Kaduna. DELTA Delta expecting more rice, yet to start the distribution In Delta, the state government has received in part like Bayelsa state, and commenced distribution to residents, as it was still expecting more truckloads of rice from the federal government. Chief Press Secretary to the governor, Sir Festus Ahon, said, “We have started receiving rice from the federal government but we are yet to receive all. The committee on palliatives headed by the Secretary to the State Government, Mr Kingsley Emu is working on how the rice would be distributed. We have not started distributing to the people because we have not got the total number we are expecting. BENUE Benue receives 5 trailer loads of 3,000 bags of rice, yet to commence distribution The Benue State Government has received five trailer loads of 3,000 bag of rice from the Federal Government as part of the petrol subsidy removal intervention. Governor Hyacinth Alia who made this known said the rice would be shared to all the 23 Local Government Areas, LGAs, of the state with each getting 100 bags. Despite the announcement, the state government is yet to commence the distribution of the rice. TARABA Taraba yet to receive FG rice The Chairman of the Taraba State Palliative Care Committee, Saleh Saad, has said his committee had not received any grain from the Federal Government as palliative. He said while that was being awaited, the committee through an initiative of the state government was set to distribute some grains across the state. He said the commodities were from the state ministry of agriculture and food security, and will be distributed to the needy across the 16 LGAs of the state. The legal process initiated by the presidential candidate of the People’s Democratic Party (PDP) Atiku Abubakar asking the Chicago State University (CSU) for the discovery of President Bola Tinubu’s academic records has taken on a new twist with the admission of errors on the documents. Lawyers to President Tinubu, while filing their response to Atiku’s enquiry, however, blamed the clerk of the 156 year-old school for the errors in his academic documents and certificate. The United States District Court for the Northern District of Illinois had given Tinubu until August 23 to make a formal filing on why his records should not be released to the petitioner, Atiku Abubakar. In complying with the directive of the court, however, Tinubu’s lawyer said that an unidentified clerk of the university “unfortunately” made the errors as to the dates the school stated on his recently-issued certificate and when he actually graduated, thereby creating “the appearance of differences.” Tinubu’s new claim was made before the judge hearing the case, Jeffery Gilbert of the United States District Court for the Northern District of Illinois in Chicago. Atiku had subpoenaed the university to make a discovery of Tinubu’s academic records, believing that such discoveries will shed more light on the controversies surrounding Tinubu’s educational claims. There have been crises of authenticity about the documents that Tinubu submitted with the Independent National Electoral Commission (INEC) and a viral document that the university in the 1970s admitted a female student bearing Bola Tinubu who was born on March 29, 1954. While President Tinubu claimed that he was born on March 29, 1952, he had also, at different times, listed 1954 as his birth year in the past. In 1999, during his run for the Lagos State governorship position, he claimed to have attended schools in Nigeria, which included Government College Ibadan, but which he later rescinded. He had also recently expunged his primary and secondary education from his records after it was discovered that other schools he listed under oath in his 1999 INEC form CF001 did not exist anywhere in Nigeria. However, the documents being sought by Atiku seek to highlight which early education credentials Tinubu submitted to Chicago University before he was admitted into the institution. Atiku’s contention is that Tinubu had presented contradictory claims in Nigeria and the university in responding to a previous subpoena. Tinubu’s response, which was signed by his lawyers, Oluwole Afolabi and Christopher Carmichael, quotes in part, “unfortunately, in responding to the illegal and invalid subpoena, CSU made several errors. “CSU issued a new diploma for Bola A. Tinubu, but incorrectly wrote the date of graduation as June 27, 1979. “The correct date was June 22, 1979, but that scrivener’s error – along with a change in the CSU logo, the font on the diploma, and leadership at CSU who signed the diploma, created the appearance of differences between an earlier issued diploma and the one issued in response to the 2022 subpoena.” Atiku had sued to obtain Tinubu’s school records under a U.S. statute that allows documents available in the U.S. to be subpoenaed for use as evidence in a foreign court. He argued that Tinubu had presented contradictory claims in Nigeria and the CSU, in responding to a previous subpoena, had issued documents that contradicted what Tinubu had entered under oath in Nigeria. However, Tinubu’s lawyers, led by Oluwole Afolabi and Christopher Carmichael, argued that the August 2022 subpoena that was issued following a request by a Nigerian lawyer Mike Enahoro-Ebah was “illegal” because he had no valid grounds to seek the documents, especially under education privacy rights. The lawyers, nonetheless, admitted the documents indeed emanated from the CSU, but an unnamed clerk had mistakenly typed the graduation date. “Unfortunately, in responding to the illegal and invalid subpoena, CSU made several errors,” Tinubu’s attorneys said. “CSU issued a new diploma for Bola A. Minister of State for Defence, Mohammed Bello Matawalle, has vowed to prove his critics wrong. Some persons had faulted the portfolio assigned to Matawalle, saying his administration as Zamfara governor battled insecurity on a major scale. However, Matawalle has said that he is confident in his ability to handle the job and that he will work hard to secure the nation. Speaking at a reception organised for him in Abuja, Matawalle said, “I have been hearing some people saying my brother Badaru (Minister of Defence) and I do not have the capacity to serve as ministers of defence, these people do not even understand what security is. “Therefore, this is not where the problem is, what matters most is one’s determination, courage, and opportunity. “When I was governor of Zamfara State, we took all necessary measures to secure the state. There was a time when we went 100 days without any security challenges. We also spent 9 months without a single person being harmed. “All measures I took to curb the security problems in Zamfara State, I have to do it first and other governors followed suit. This is because I have a strong understanding of security matters. “I have a good news to the people of Zamfara State that I will not disappoint them. I believe that with God’s help, we will be able to overcome the security challenges. Those who say Badaru and I cannot do it will be ashamed. … many FMBN officials may be on their way to Kuje prison-Rep The Nigeria Labour Congress (NLC) has threatened the Federal Mortgage Bank of Nigeria (FMBN) to pull out civil servants from the National Housing Fund’s (NHF) contributory funds over the non-remittance of deductions made. President of NLC, Joe Ajaero made the threat while appearing before the House of Representatives Ad hoc Committee on Non-Remittance to the NHF and Utilisation of the Funds from 2011 till Date. According to Ajaero FBN had refused to send alerts of how much civil servants have contributed including their monthly deductions. He urged the lawmakers to take drastic steps to remove the encumbrances to affordable and quality housing to millions of Nigerians especially workers who make the most contributions to the NHF. This according to him is as identified in the memorandum and other memoranda submitted to the committee. He said that the immediate past Managing Director of FMBN Mr Ahmed Dangiwa who is now the Minister of Housing and Urban Development said he left behind N120 billion in the coffers of the bank. “He said he was able to mobilise 249.1 billion to Nigeria’s housing fund, and increased subscription to 197,000 between 2017 and 2022. He said in spite of these milestones, millions of Nigerian workers who are in line with sections 4 and 10 of the Act are unable to access finance to acquire, build or renovate personal housing property. He said the ease of reimbursement to retired workers of contributed funds even after failure to access housing loans is also cumbersome and unnerving. He also noted that in spite making the statutory contributions of 2.5 per cent of annual salary to the NHF, many workers were unable to access the loan due mainly to administrative bottlenecks. ” While the Act provides for 90 days from the date of application for the loan to disbursement, the experience by many workers is horrific as the undue delay in approving the loans force many workers to abandon the pursuit of the loan He said many resort to third-party agencies to fast-track the loan application at unofficial fees thus creating the perception of corruption in the process of housing loan approval and disbursement to workers who needed the funds. Also speaking at the meeting, the Managing Director of Federal Mortgage bank Mr Madu Hamman said that the total amount of contribution from MDAs from 2011 till date is N238 billion, adding that individuals contribution from 2011 till date was N225 million He said that the ministerial housing scheme was N34.5 billion. The Nigeria Labour Congress, Academic Staff Union of Polytechnics, the Nigeria Union of Teachers, National Union of Pensioners and others in separate interviews with The PUNCH on Tuesday, lamented the hunger among their members and expressed misgivings about the way the palliatives package was being handled by the authorities. Last Thursday, the Federal Government had announced the distribution of N180 billion and 180 trucks of rice to the states to ease the subsidy pains but many governors have kept the materials in warehouses while the workers and residents languish in hunger. The Federal Government announced N5bn palliative for each state of the federation and 180 trucks of rice as part of measures to assuage the pains of the subsidy removal which had led to multiple hikes in fuel pump prices and driven up the prices of goods and services, worsening the poverty level in the country. Announcing the release of the palliative at the end of the 135th National Economic Council meeting presided over by Vice President Kashim Shettima in Abuja, Borno State Governor Babagana Zulum disclosed that the N5bn was to enable the state governments to procure 100,000 bags of rice, 40,000 bags of maize and fertilizers to cushion the effect of food shortage across the country. The Assistant General-Secretary, Nigeria Labour Congress, Chris Onyeka, said the delay by the Federal Government in providing its own palliatives for Nigerians was worrisome. According to him, NLC officials in states were not part of the committee involved in the sharing of the palliatives. Onyeka said, “We are not involved. How can we be involved? How can we be involved with the governors to share the federal palliatives? We are not part of it. I told you that what they have done is to dash money, N5bn each, to the boys, who are the state governors.” On whether the labour union was working with states that had their own palliatives, the NLC official said, “For the ones engineered by state governments, our people have been involved since, like in the launching of buses by some states. “But if it is the Federal Government-driven one, we are not interested. It is not part of our agreement.” Asked whether the NLC would want to see the Federal Government speed up the provision of palliatives for Nigerians as demanded by many workers, he replied, “Yes, of course. We have been exercising patience, but the delay is becoming worrisome. Labour faults committee “There is a presidential committee on that and it is supposed to implement this. The President also promised that he is going to restructure the committee. But as we speak, he has not restructured it and that has not happened. They better hasten up because we still have our plans if they fail to act.” Onyeka, however, said the NLC was opposed to the N5bn palliative package given to states, alleging that it was ‘’a form of settlement to state governors.’’ He said, “That money was a dash for the boys. We believe the government has used that money to settle the state governors. It is not for the ordinary Nigerian or worker. “So the possibility that such money will get to Nigerians is very slim and that is the truth. We made it clear that we don’t want any palliative for Nigerian workers and the Nigerian people to be handled by state governors.’’ “We made this very clear to the Federal Government on several occasions. So any money they are giving to them (governors), we are not in support of it,” the NLC official stated. He added, “But the one for Nigerian people and workers, we are still negotiating and we are trying to work that out with the Federal Government. Although, that is if they are willing to live up to their promises to Nigerians.” Corroborating Onyeka, the NLC Chairman in Benue State, Terungwa Igbe said labour leaders were not involved in the palliative committee in the state. Igbe said that contrary to what happened at the national level where labour leaders were involved in the palliative committee, such, he said had yet to be replicated in the state. He said, “I’m not aware of palliative committee set up in the state here but at the national level, labour leaders were Involved and we are hoping that we will be involved in the state too. The spokesperson for the Nigeria Governors’ Forum, Abdulrazaque Barkindo, could not be reached for comment on the allegations that the governors did not involved the labour leaders in the sharing of the palliatives and the allegations they warehoused the palliatives with little consideration for the suffering masses. But an official said it was too early to level such allegations against the governors. He said “It is too early to ask for any accountability or sharing of the paliative, even if you are the one given this palliative it can take up to five months before you can reach out to every part of a state. “This money was given just last week, so the Nigerian Labour Congress shouldn’t be in a hurry to ask the governors for anything. I am aware that in Adamawa State, government included the NLC in the sharing committee. NLC is not being truthful.” But the Academic Staff Union of Polytechnics and the Nigeria Union of Teachers noted that only the implementation of a wage award would be sustainable for the Nigerian workers and not distribution of grains. The National President of ASUP, Anderson Ezeibe, argued that distribution of the palliatives through state governors would not be effective as it may be influenced by political considerations. Moreover, he said, it was not a sustainable means of lifting the people out of the extreme poverty induced by the bad economic situation in the country. He stated, “The issue of palliative distribution to Nigerians in the form it is taking is not appealing to my union. The process of distribution of food items and other items through governors is not going to be effective as it will also be fraught with unhelpful political considerations in the distribution. ‘’Moreover, it is not a sustainable means of lifting the people out of the extreme poverty induced by the bad economic situation in the country. The government should immediately work with the labour centres to work out a new and acceptable wage structure to cater for workers. Also sectors like agriculture, education, health, transport and infrastructure should be given utmost priority as they have direct bearing on the wellbeing of the people.” Also speaking, the Secretary-General of the NUT, Mike Ene disclosed that no member of the union had received the palliatives, insisting that a lot was wrong with the process, noting that unscrupulous individuals could hijack the package. He noted, “I’ve not seen anyone or heard anyone who said he or she has received any form of palliative. There are lots of issues wrong with this distribution. This is something that has been happening over time; the government will have good intentions but some individuals will hijack the whole process. There are situations where those at the local levels manipulate names and transmit them as list for palliative distribution.’’ Ene called for a review of the palliative distribution process, stressing that the surest way to alleviate the situation for the workers is through wage award. “Now with the pains associated with the subsidy removal, there is a need for the government to actually review its plans. Things are getting expensive day by day. The one form of palliative that can actually be traced easily is the wage award. Add something to the salaries of civil servants to cushion the pains, ’’ he said. The acting Chairman of the Joint Health Workers Union, Dr Obinna Ogbonna said there is palpable tension in the country because of hunger and hardship. “Even the blind can see that there is hunger in the land, the deaf can hear the sound of hunger. It is not child’s play, it is felt by everybody. The palliative that the government has planned, especially the one the government has engaged the TUC and NLC on, is yet to see the light of the day, and it is creating palpable tension all around,’’ Ogbonna said. The Secretary of the National Association of Nigerian Nurses and Midwives, Lagos State Council, Toba Odumosu also said members of the association have been lamenting the hardship in the country. “Our members are already complaining because of the effect of the subsidy, and the high inflation, and the salary is no longer enough to take them to work for the month. We expect the government to do the needful because the hardship and hunger are really biting hard,’’ he affirmed. The President of the Nigerian Association of Resident Doctors, Dr Emeka Orji complained that the remuneration of workers was inadequate to deal with the economic situation in the country. Workers, others lament Lamenting the biting hunger in the country, he said, “I agree that there is hunger in the country and most people have not started getting the palliatives. Our members, who incidentally have fallen below the poverty line, have not gotten any form of palliative from this government and the economy is biting hard on our members. ‘’We appeal to the newly sworn-in ministers to hit the ground running and there should not be any excuses for the implementation of the policies that will help to ameliorate the hard economic situation.’’ The spokesperson for the Nigeria Union of Pensioners, Bunmi Ogunkolade, advised the states to quicken the processes while urging pensioners to mount pressure on their governors. “Each state governor should quicken these processes of palliative disbursement. Pensioners should keep hope alive and endure little more. They should put more pressure on their state government. We should not keep quiet until we die,’’ he counselled. Workers in the Lagos State Public Service have also decried the delay in the distribution of the palliatives by the state government. A worker at the Audit Service Commission, who pleaded anonymity, told our correspondent on Tuesday that they have not received any grant or palliative from the state. “I am a civil servant and we have not gotten any special grant or palliative from the state,” she said. She added that workers in the state still go to work every day, saying, “We still report at the office every day.” She called on Governor Babajide Sanwo-Olu “to be more proactive and put words to action both in the (public) service and to Lagosians at large.” Like their counterparts in Lagos, the NLC and Trade Union Congress in Kwara State said their members had yet to receive the promised palliative from the state government. The Chairman of the Kwara State branch of the NLC, Saheed Olayinka said that no worker in the state has received foodstuff or any other package, apart from the N10,000 added to their salary. “The labour unions were not included in the committee set up by the government to distribute the palliatives, we have not received anything from the government,” he said. The TUC chairman in the state, Tunde Joseph, echoed the same sentiment, saying, “Our members have not received any foodstuff from the government apart from the N10,000 put on the workers’ salary.” The Delta State chapter of the NLC said it is discussing the issue of palliative distribution with the state government. The state NLC Chairman, Goodluck Ofobruku said nothing had been given to the workers in the state. In Gombe State, the government’s plans to add an extra N10,000 to the workers’ salary had yet to take off. The NLC Secretary in the state, Ibrahim Fika, said the wage award would run for six months. The Director-General, Press Affairs, Gombe Government House, Ismaila Misilli, disclosed that the governor is targeting about 420,000 beneficiaries. Anambra State government said it would give N12,000 monthly to its workers. Announcing the sharing formula for the palliatives on Tuesday, Governor Babagana Zulum of Borno State said he raised the number of households targeted for palliatives across the state from 300,000 to 400,000 households. Each household will be made up of six family members to be multiplied by 400,000 which, by implication, moves Zulum’s new target to 2.4m individuals. He had earlier disclosed a target of 300,000 households each with six persons. Speaking while sharing some palliatives at the former Bakasi IDPs camp, he said, ‘’Today, we are here to distribute palliatives to 100,000 vulnerable households under the Presidential Initiative. This is in addition to the 300,000 households Borno State Government had rolled out early this month.” The state’s deputy governor, Umar Usman Kadafur, flagged off a similar distribution exercise in Biu town on Monday. In Bayelsa State, there is no indication that the state government has started the distribution of its share of the Federal Government’s palliative to civil servants and residents. As of Tuesday, there was no official announcement by the Governor Douye Diri-led administration on the N5bn palliative fund. However, the deputy governor, Lawrence Ewhrudjakpo, held a meeting with caretaker committee chairmen of the eight local government councils, labour leaders and principal officers of the LGAs at the Government House, Yenagoa, on Monday. A statement by his Senior Special Assistant on Media, Mr Doubara Atasi, said Ewhrudjakpo informed the workers that the administration would this month commence the payment of wage and gratuity award to local government employees and retirees to cushion the biting effects of the fuel subsidy removal. Worried by the deteriorating situation, the Small Scale Women Farmers Organisation of Nigeria has urged the FG for inclusion in the palliative measures. The president of the female farmers, Mary Afan, stated this at a press briefing in Abuja on Tuesday. She requested that the FG should provide immediate palliative measures; distribution of improved seeds and farm input for dry season farming; targeted transportation subsidies to smallholders; support for climate-smart agriculture; market access enhancement; and improved agricultural funding, amongst other things. Akwa Ibom workers In Akwa Ibom State, the Palliatives Committee set up by the government would commence the distribution of relief packages next week. Chairman of the TUC and member of the committee, Dominic Abang, disclosed that the committee had received 3,000 bags of rice from the FG and was waiting for the state government to augment it with additional 10, 000 bags. Abang, who disclosed that the committee has produced a social register, said that necessary modalities have been put in place to ensure a seamless distribution throughout the state. Despite the clamour for quick distribution of the palliatives, the Bauchi State Governor Bala Mohammed just constituted the committee on Monday. The committee will be headed by his deputy, Auwal Jatau. Mohammed said the distribution of the palliative would commence soon, adding that the distribution committee was set up to come up with the framework of assistance to beneficiaries, including payment of allowances to civil servants, payment of gratuities and pensions to retirees and pensioners, transportation, procurement of food and non-food items. The situation was the same in Kano State where the authorities were yet to get their acts together on the distribution of palliatives to workers and residents. The Kano State NLC Chairman, Kabir Inuwa, disclosed that the civil servants in the state had yet to receive any package. But Sanusi Tofa, the Chief Press Secretary to Governor Abba Kabir Yusuf, said that the government will soon commence distribution of the palliatives. Tofa, who declined to state the exact date for the commencement of the distribution, said the state government will constitute a committee to deliberate on the sharing modalities. Speaking with one of our correspondents, Osun State Commissioner for Information and Public Engagement, Kolapo Alimi, said the food items so far received from the central government was not substantial and the state was still waiting for 600 bags of rice. Alimi also said 2, 600 bags of rice had been received, adding that the government was still working on the template for the distribution of the items. The Vice President of the association, Grace Disa, warned that the increased burden on the farmers could lead to food insecurity, severe nutritional deficiencies, high poverty levels, and a further decline in farmers’ already challenging economic situation. The Ekiti State TUC Chairman, Sola Adigun, knocked the N5bn palliative to states and the 3,000 bags distributed to the vulnerable in the state, describing it as insufficient. Illustrating the ways the government could better meet the peoples’ needs, he said, “One of the ways that the labour has been suggesting which Ekiti State Government has started is to make alternative transport systems. Petrol consumption in the country dropped by 16.8 percent in July, 2023 to 52 million litres daily compared to 64.96 million litres recorded in June, data from the Nigerian Midstream and Downstream Petroleum Regulatory Authority, NMDPRA, has shown. According to the Authority, the land-based stock and closing stock less dead stock of petrol was 1.120 billion litres as of the end of July 2023. It added that marine stock which included berth and offshore availability was 521 million litres. The agency stated that the total stock less dead stock was 1.641 billion litres however depot deadstock was 83.637 million litres. NMDPRA said total stock inclusive of dead stock was 1.725 billion litres.The land-based days sufficiency was 21.55 days while marine days sufficiency was put at 10.02 days and total days sufficiency cumulatively stood at 31.57 days. The total stockless dead stock was put at 1.641 billion litres. Depot deadstock was 83.637 million litres and total stock inclusive of dead stock stood at 1.725 billion litres. Conversely, on July 1st, land-based stock of PMS was 1.059 billion litres while marine stock at berth and offshore stood at 826.447 million litres. Total stock less dead stock was 1.885 billion litres while depot deadstock was 83.095 million litres. The Authority also reported that total stock inclusive of deadstock stood at (1.968 billion litres. Land-based sufficiency was 16.31 days, marine days sufficiency was 12.72 days and total days sufficiency was 29.03 days. It reported that as of July 1st, the national PMS stock levels with the Nigerian National Petroleum Corporation Limited (NNPCL) was 293.380 million litres. Members of the Major Oil Marketers Association of Nigeria, MOMAN, had 91.202 litres while Depot and Petroleum Products Marketers Association of Nigeria had 753.825 million litres. On how many days sufficiency, the NMDPRA said Nigeria had land-based days sufficiency of 21.55 days as of the end of July while marine days sufficiency was 10.02 days which brings the total days sufficiency to 31.57 days. Also, by the July 31st, out of the 1.203 billion litres national inland PMS stock, the NNPCL had 377.68 million litres in its stock. The Anambra State chapter of the South East APC Young Progressives Forum has vowed that its members would monitor every aspect of the distribution of the federal government’s palliatives meant for the state very closely to ensure that they reached the targeted population. National coordinator of the group, Comrade Paschal Candle, at a news conference in Awka, said they would also follow the processes leading to the creation of a social register for vulnerable people in Anambra State to ensure its credibility. According to the group, a situation where only members of the ruling All Progressives Grand Alliance, APGA, or cronies of the state government would populate the social register, would be resisted. Candle said: “Any sharp practices we notice in the course of these activities will be taken up and escalated to the highest level possible for appropriate actions. “The N5 billion for each state provided by the federal government must be used to purchase the items that were agreed upon by the National Economic Council, NEC, in their meeting. “We insist that the government of Anambra State must not divert a single kobo to other ventures, no matter how good it may be. The N5 billion is meant to be used for immediate food palliatives and must be used for such. “We are all aware from the National Executive Council (NEC) meeting held on Thursday, that the federal government had already released five trucks of rice to all states and that the N5 billion was approved by Mr. President for disbursement to the states to enable each of them to procure additional 100,000 bags of rice, 40,000 bags of maize and fertiliser to be distributed to the most vulnerable across their various states. “We cannot fathom the reason why Governor Soludo is finding it difficult to announce the arrival of the federal government palliatives to the state and also why it has been pretty difficult to distribute same or constitute a committee that will take charge of the distribution. “Is Governor Soludo waiting for the people of the state to die of hunger before he deems it fit to make the palliatives available to serve its purpose at the right time? “We are therefore calling on the governor, who was present at the NEC meeting and at the press briefing thereafter to, as a matter of urgency, inform the people of Anambra State about the status of the five trucks of rice that were released by the federal government to Anambra State for distribution to vulnerable households. This is for the sake of transparency and accountability. “All genuine stakeholders in the Anambra State project should plead with the governor to release the rice palliatives sent to the state by the federal government for these items to get to the needy on time as the purpose for sending it down is not to be locked up in a hidden warehouse in the state, as they did during Covid-19 era. “The diversion of the rice palliatives by the state government as it is being touted by some concerned discerning minds in the state, would have a debilitating effect on the image of the reigning state government. “Again, if the news spreads like wildfire across the state that Governor Soludo is trying to play a fast one on the palliatives from Abuja by sharing it with APGA members or supporters of APGA or to allow only APGA members to be in charge as they did during Governor Obiano era, we shall resist it by all legal means. “We have credible information that the state government is planning to write ‘SOLUTION IS HERE’ on those palliatives. The National Drug Law Enforcement Agency, NDLEA, has denied reports of appointing music star Afeez Adeshina Fashola, known as Naira Marley as its ambassador. Femi Babafemi, Director, Media and Advocacy at NDLEA, clarified this Saturday in a statement. According to him, NDLEA’s recent engagement with Naira Marley was to encourage the music star to use his talent to discourage youths from substance abuse. Contrary to speculations, NDLEA stressed that it never appointed Naira Marley as its ambassador. “This clarification became necessary following continued misrepresentation of the purpose of the visit, especially on online platforms where some reports suggest that the British-Nigerian singer was appointed as an NDLEA Ambassador. “This is a misleading and absolute falsehood as the pictures of the visit and the short video containing Naira Marley’s advocacy message to his followers were properly captioned and shared by the Agency without suggesting such an appointment. “The decision by the Agency to encourage Naira Marley, with over seven million followers, half the population of those who abuse drugs in Nigeria, to use his platform to share anti-substance abuse messages against using same to promote and glamourise drug abuse with the dire consequence of misleading millions of Nigerian youths into their peril, is to create a balance between our drug supply reduction and drug demand reduction efforts”.
