Ihiala LGA Is Strategic To My Visa Economy Plan - Nonso Smart Okafor

- Seeks Support Of Party Members

Hon. Nonso Smart Okafor has promised he will leverage on the immense opportunities and potentials lying within Anambra to build a Viable, Independent, Secured and Advanced economy in the state.

The Governorship Aspirant made this known while intimating the entire wards and L.G.A executives of All Progressive Grand Alliance (APGA) in Ihiala Local Government Area of his desire to become the next Governor of Anambra State.

Speaking to party members, Nonso Okafor said that if given the opportunity, his administration will use resources in the state to better the socio-economic life of Anambrains, revealing that his policy document is homegrown.

According to him, Ihiala L.G.A is very important in his desire to build a VISA ECONOMY in Anambra especially with its proximity to Owerri, Nnewi, and Onitsha.

The lawmaker noted that apart from road infrastructure, one of the ways to trigger the economy of Ihiala is by resuscitating Oseakwa deep seaport on the Ulasi River that is linked to Osemoto Oguta River, Imo State, which is believed to be the deepest River in Nigeria.

He said that although His Excellency, Governor Willie Obiano has built an airport, the truth remains that Anambra needs a functional seaport to boost businesses in the state. He also said that with the ongoing 1500MW Gas Power Plant currently being developed in Okija, Ihiala is strategic to his plan.

Soliciting for support of potential delegates in the Local Government, Nonso Smart Okafor encouraged them to consider him, noting that he is better positioned to win the election and deliver as Governor, than most aspirants in the party.

On their part, the Chairman of All Progressive Grand Alliance (APGA) in Ihiala Local Government, Hon. Chigozie Chukwudum, speaking on behalf of party members in the L.G.A acknowledged the capacity and competence of Hon. Nonso Smart, promising support of the L.G.A.

Indigenous energy firm rolls out Nigeria's 1st natural gas-powered buses
pulse.ng Apr 26, 2021 1:03 PM
The innovation arrives as Nigeria makes the shift from over-reliance on solid fuels to natural gas.

OMAA launches commercial buses powered by natural gas
OMAA launches commercial buses powered by natural gas

Mass production of these buses have already commenced.

The roll out took place at the company's facility in Igbo Ukwu near Nnewi, Anambra State, southeast Nigeria.

Among those who observed the landmark event were Dr. Ishaku Abner, Technical Assistant (Downstream) to the Hon. Minister of State for Petroleum Resources, Mrs. Pat Igwebuike, Special Adviser to the Anambra State Governor on Legal Matters and Dr. Mohammed M. Ibrahim, Chairman of the National Gas Expansion Programme (NGEP).

OMAA manufactures factory-fitted dual-fuel vehicles to meet the growing demand of vehicles that run on cleaner energy sources within Nigeria and across Africa.

The company intends to showcase its facility and demonstrate its ability to cater to energy demands for the transportation and energy industry in Nigeria with natural gas.

The event arrives on the heels of the federal government’s declaration of the decade of gas--a commitment to diversify the economy and see Nigeria develop and commercialize its natural gas resources.

According to the NNPC, domestic demand for natural gas will rise from current levels of 1.5 billion cubic feet per day (Bcf) to 7.4 Bcf by 2027.

Chinedu Oguegbu, Founder and CEO of OMAA, says: "This is the beginning of a trend that will revolutionize not just the transportation industry, but the energy industry in Nigeria, by accelerating utilization of the abundant natural gas resources we are endowed with."

He noted that the buses are rugged and more durable because they are made for Nigerian roads.

The company is also expanding its network nationwide to ensure quality aftersales and availability of spare parts.

Speaking at the roll-out, Dr. Ibrahim says, “OMAA has been a robust partner of the National Gas Expansion Program and there is no doubt that the company is on track to make a tremendous impact in the energy and transportation industries.”

In her remarks, Mrs. Igwebuike says: “It is delightful to see such innovative developments take place in Anambra State. With this technology, I believe that OMAA will eventually become a staple brand in the industry."

A recent World Health Organisation (WHO) report indicates that 3.8 million people die annually from illnesses attributed to household pollution, arising from inefficient use of solid fuels and kerosene for cooking.

In 2022, the company plans to introduce a wider portfolio of solutions to address the energy demand in the residential, commercial and industrial markets, using natural gas.

Airpeace, Other Private Planes Will Stage Airshow For Airport Opening – Gov Obiano

nigerianewspapersonline.net

Apr 21, 2021 6:18 PM

Anambra State Governor, Willie Obiano has said the first aircraft to land in the state will touch down on the new Anambra airport on 30th April.

The governor said Allen Onyema, Ernest Obiejesi (Obi Jackson) and other Anambra sons who own private planes will stage an airshow to mark the opening of the airport.

Obiano stated this during the public presentation of his book

He said, “Owner of Airpeace, my good friend, Allen Onyema will have the opportunity of landing first on that airport. Obi Jackson (Obiejesi) has also called me that he is bringing his aircraft, and many other Anambra people who own private jets will come with their planes too.

“I’m very proud of this project. It is the best anywhere in Africa. With this project, I want every Anambra man to walk tall.

“God willing, I will finish strong and hand over to someone that will do better than me. Then I will go and rest and hope that history will be very kind to me.”

Obiano said the Anambra international airport is a passenger and cargo airport which he built within 15 months, without borrowing money from any bank in the world.

“It is the first time anyone would build that kind of project in 15 months. We used seven world-class companies to execute the project.

“We did it with Anambra money. This administration has passed through two recessions and we are still moving. Despite this we were paying workers, promoting them, giving palliatives, and doing projects,” he said

Faithful007:
Don't count your chicks before it hatches. I'm wondering why you're so sure that an incomplete project will definitely be the second busiest airport in Nigeria. There's not much to justify that the airport will be that busy yet.

Lagos has the busiest airport not because the airport is good but because of the economic significance of Lagos. LOS is very wack, traveling or connecting through there will show you how fuucked our primary nation's gateway is. ABV is much better, but LOS keeps generating the largest traffic because of the location.

Now will Anambra generate more traffic than even ABV? There's nothing I can see that indicates that. Third busiest might be a good foresight but LOS and ABV will still connect Nigeria nonetheless, generating far higher traffic. In fact I think it'd be financially wiser they be connecting hubs to all other airports in Nigeria, other than having "international airports" here and there.

Now If there's something I'm getting wrong about Anambra's economy you can put me through. No insults please.
A state with stable economy, least indebted state, least unemployed people, largest market in west Africa,a region where 60% of cargo goes to,highest number of millionaire/billionaire,leading in human per capital income,a state with highest number of indigenous industry,a state whose son is the owner of the largest airline in Africa,a competitive state in agriculture, state with highest number of diaspora & travelers e.t.c it's wickedness 4 Lagos a small state to ve an airport and even thinking of a second airport because of FG support Lagos have huge traffic, there is no standard airport in the southeast region.Anambra airport is a game changer built by the state with everything in mind on a very large expand of land..

Onitsha correctional services skills acquisition centre ready next year

Businessday

Apr 7, 2021 2:50 PM

Rev. Valerian Okeke

The multimillion-naira modern skills acquisition centre being built at the Nigerian Correctional Services Onitsha, Anambra State will be operational next year.

The centre is being built by Most Rev. Valerian Okeke, the Metropolitan Archbishop of Onitsha Ecclesiastical Province and Catholic Archbishop of Onitsha.

During a pastoral visit to the inmates to celebrate Easter with them, Okeke assured that the skills acquisition centre would be inaugurated before the next year’s Easter celebration for training to commence to improve the lives of inmates.

The centre was designed for six departments of tailoring, shoe mending and making, carpentry, computer studies and engineering.

The Archbishop donated some items to the inmates which included one life cow, cooked rice, assorted biscuits, tissue paper, toothpastes, laundry soaps, toilet soaps and Easter cake.

He urged the inmates to be of good behaviour and exhibit good character to one another.

“Whatever is not good for you, do not do it to another person. Correctional services centre is a place where one is being corrected and refined. Always think good for another person. Be your brother’s keeper in whatever you do,” Okeke said.

He charged the inmates to dedicate themselves in acquiring skills while serving their jail terms, adding that it was certain that some of them were innocent of the accusation that brought them into the prison.

Okeke noted that it is the responsibility of the Federal Government to build such a centre but the church cannot wait to render support to the needy.

He commended the management of the correctional services on the efforts to educate the inmates effectively.

The cleric urged the government to help solve the insecurity situation in the country.

In his homily, the Archbishop advised Nigerian leaders to emulate the exemplary life of Christ who sacrificed himself to save mankind.

“We should make the necessary sacrifice to be our brother’s keeper. When we become our brother’s keeper, we will share in the victory of Christ who triumphed over suffering and death and rose from death. May the Lord bless you as you do so,” he said.

Rev. Fr. Bathlomew Okpalanwugo, chaplain of St. Maximilian Kolbe Chaplaincy Onitsha, commended the Archbishop for the visit and all he had been doing in correctional services.

He thanked priests and the Catholic faithful who accompanied the Archbishop to the correctional services.

Emmanuel Nwakaeze, the state director of correctional services, eulogized the Archbishop for visiting the inmates.

He described the Archbishop’s homily as wonderful, while praying God to continue to strengthen him as he carries out his bishopric services.

Meanwhile, about N6.9 million would be required to equip the departments of the skills acquisition centre at the Onitsha Correctional Service where no fewer than 1,107 inmates are serving various jail terms.

Anambra airport: Obiano’s wonderland

• NCAA, NASS, stakeholders commend governor

6th April 2021

From Obinna Odogwu, Awka

Anambra State governor, Chief Willie Obiano, had in 2017 kicked off construction work at Anambra International Cargo Airport in Umueri community in Anambra East Local Government Area of the state.

He said that this signature project of his administration would not cost the state a dime as a Chinese company, Sinoking International, would fund it on the basis of build-operate-manage-transfer.

But more than two years of inactivity at the project site had set tongues wagging; many residents were already tongue-lashing the state government, saying that it had failed. Some said that it was a sort of scam designed to siphon public funds.

To others, it was a pipe dream; another white elephant that would not see the light of day; in fact, a ploy to divert attention from the perceived underperformance of the governor.

While to some others, especially government officials and leaders of the ruling All Progressives Grand Alliance (APGA), the project would not only be executed but done with all the seriousness it deserved.

In what appeared as a move to redeem his image, the governor approached the State House of Assembly with a budget proposal of N6 billion to enable him commence the execution of the project. The money was captured in the 2020 budget. But rather than get grilled, the Assembly, populated by members from the governor’s party, APGA, approved the budgeted sum for their ‘principal.’

That U-turn by the governor sparked public outcry, with many residents of the state demanding that the project be suspended and the N6 billion used to construct new roads and reconstruct dilapidated ones. They argued that it would benefit the greater population of the people.

Clarifying why the government made the U-turn, Commissioner for Works, Marcel Ifejiofor, at a press conference in Awka, told journalists that the state government put the N6 billion in the then proposed 2020 budget because the Chinese company was wasting time.

He said the governor was a man of his word and, therefore, needed to start doing something about the project, since he had already promised the people an airport.

Ifejiofor said: “The governor is a man of his word, and since he had already promised the people a cargo airport, he did not want to go back on his word. So, he budgeted N6 billion for the project in the 2020 budget.

“There is a foreign partner, and they are sorting out their funding. As we wait for them, the government will be doing something, and when they eventually come, they will balance us our money.

“That airport is real. We have done the expression of interest, and it is now in the tending service and, before Christmas, the contractors will mobilize to site.

“What we are doing is not just an airport but international cargo airport because our people are predominantly business people and there was a feasibility study before that license was approved.”

The governor had, while flagging off the project in 2017, said that there would be an airport city around the area, which would also host a five-star hotel, a hangar and aviation fuel dump, where aircraft across Nigeria could come for refuelling.

Obiano equally said the project was expected to be completed in 36 months, which would be in April 2020 and would gulp an estimated $2 billion. On November 26, 2019, the governor told Ndi Anambra that the construction work would be completed in less than 18 months from then. That assurance came about four years after the project was launched.

Obiano spoke during the third edition of the Anambra Business and Investment Roundtable held at the Governor’s Lodge, Amawbia, in Awka South LGA. He assured the audience that he would do everything possible to complete the project.

At last, work begins, stuns visitors

The construction work finally commenced in January 2020, about three years after kick-off. The governor, while conducting members of the National Assembly committees on aviation around the project site recently, confirmed that work started in the first week of January.

At the moment, verifiable facts on the ground have laid all the previous arguments and doubts to rest. The project is not only real but work is seriously ongoing. As at March 26, the completion rate of the project had grown tall. To show the world that he had kept his word, Obiano invited some Federal Government officials and lawmakers to assess the level of work on the new airport.

First to be conducted around the project site were officials of the Nigerian Civil Aviation Authority (NCAA), led by the director-general and CEO, Captain Nuhu Musa.

Musa, while inspecting the facilities, reportedly described the cargo/passenger airport as one of the best airports in Nigeria. He was quoted as saying that he was impressed with the elaborate, carefully planned and masterfully executed jobs at the new airport.

“I am amazed, almost speechless, at the level of work and the level of compliance with our regulatory requirements and also with international standards and recommended practices,” he said.

The NCAA boss said that his tour of the airport facilities had given him a clear view of what the Obiano’s administration had achieved with the project, even as he commended the governor for his determination.

Musa said: “We have gone round the airport. We have a runway of 3.7 kilometres with a runway safety area on both ends of the airport of about 1,000 metres. There’s no airport in Nigeria that has a racer area of 1,000 metres at both ends of the runway.

“It has two taxiways. We have gone to the tower; the control tower is amazing, certainly, if not one of the best control towers in Nigeria today. It will allow big planes and international flights to be landing and taking off here once flight resumes.”

Continuing, he said: “We have seen the fire service station. It’s amazing. It’s going to be a CAT 955 firefighting station. We have also seen the water treatment plant. It takes care of the needs of not only the airport but also of the firefighting service.

“We have seen the emergency evacuation centre, trauma centre, in case, God forbid, anything happens. There’s arrangement to deal with any eventuality. I have seen the operational fence, I have seen the perimeter fence, significantly done or almost completed. And in the vehicle earlier today, I had said that ‘Anambra means business.’ And I mean it when I say Anambra means business.”

Musa further emphasised that everything about the airport was perfect, pointing out that the consultants to the state government on the project had done a great job.

“It is obvious that, when this airport is completed, it is going to be a significant enabler of the economy and growth of this area, the state and the surrounding states here. So, at this point, I congratulate the governor for this legacy project,” he concluded.

The following day, National Assembly Committee on Aviation as well as some APGA stakeholders and top government officials were conducted around the new airport.

Ifejiofor, while giving details about the project, said the terminal building was designed for 400 passengers at a time, racer, control tower, apron; water area for fire service, trauma centre, taxiways and a car park that could accommodate 750 cars.

“Anywhere you are in any part of the world and you say that you are going to 06024, this is the place, Anambra International Cargo and Passenger Airport. Where we are standing now is the 06, the other end is the 024.

“The width of this runway is 60 metres: 45 metres of carriageway and 15 metres of shoulders. Because it is 60 metres, the category of this airport is Category 4F.

“The 4F means that it can take any plane. Because of the category of this airport, the category of the fire service given to us is Category 9 because of the big planes that will be coming here.

“The orientation of this airport is such that you can land from either side of the airport. You can land from 06; you can land from 024. This airport will be equipped with CAT 2 light. About 90 per cent of the airports in the whole world use CAT 2 light. It means that you can land at the worst of weather. But, secondly, this airport is equipped with a satellite system that, when the CAT 2 fails, the plane can land with the satellite in this airport.

“We have a racer of one kilometre. Racer is the safe zone. We have it on both sides of the runway; one kilometre this way and one kilometre that way. The beginning of CAT2 light is one kilometre from where we are standing now.

“This runway is ready. Once we do the finishing test we are ready to go and we’ll do the marking. Beneath this asphalt you’re seeing, we have laid our piping for CAT 2 light.

“These piping are done with coordinates. So, once the lighting is here, we use the coordinates to pick them and we fix the lights; and the runway is 100 per cent completed.

“The terminal building has 36 shops. It is equipped with three lifts, three escalators and a ramp for the disabled. The roof you’re looking at is doubly done.

“We put the first roof, put the lagging material, a wool and put the final one because there won’t be a ceiling here. So, that should reduce the heat that will be coming down.

“This building is done with steel. Everything here is steel except a few blocks you can see and the fabrication is done locally because, during the COVID-19, His Excellency directed that we are not going to import anything because of the logistics. So, all the fabrications you see here are all done in Aba, Abia State.

“In this arrival hall, the conveyor belts where you pick your luggage are here. And all the security gadgets that will be here have been paid for. On this ramp, we equally have an elevator; 560mm is the thickness of the apron. It was doubly reinforced with 16mm rods. And we have some manholes so that, in case it rains, we want to make sure that there is no water on top of the way.

“In as much as we sloped it to the drain in front of the terminal building, we put these manholes that will pick the pockets of water that may remain so that, once it rains, there will be no water here,” Ifejiofor explained.

Daily Sun gathered that Obiano hired seven supervisors and consultants to ensure that the state got the best possible. He said the airport has the longest runway in Africa.

“Because of the racer, a racer is this extra 1km here and the extra 1km there. The length of this whole runway is 5.7km. This is the longest runway in Africa certified by the NCAA. Lagos has only one racer.

“This airport has two racers on both sides. Again, you can land from either side of the runway. You can land from the other way; you can land from this way. That’s the advantage of this runway.

“The pipes have been laid. They know the coordinates. So, as soon as the light comes in another eight days or thereabouts, they will start fixing the lights; that is, the CAT 2 light.

“There is no airport in Nigeria that has a satellite landing system. This is the only airport in Nigeria that has it. You can confirm that from the NCAA. They will tell you that. And we did it deliberately.

“This airport will be the busiest in Africa, purely because of the orientation of our people, mostly traders. We travel a lot and what have you.

“In five days’ time maximum, we would have finished everything about this runway. Just five days. A month and half ago, we finished everything about the two taxiways.

“The apron where the plane finally arrives, we finished it over a month ago. So, everything about this runway will be completed in five days. The two taxiways, completed already. Apron completed.

“This airport will be functional in a month’s time. We started it in January 2020. So, we worked all through COVID, day and night. And that’s why we are able to achieve all this.

“This airport will be finished next month and we are working day and night to ensure that that is accomplished.

“Since I started building this airport, anytime I get to any airport in the world, I try to see what they have that I can copy. The lifespan for this control tower is 300 years.”

Chairmen of the Senate and House of Representatives’ Committees on Aviation, Smart Adeyemi and Nnolim Nnaji, respectively,  commended Obiano saying that they were impressed with the work done so far.

Adeyemi said the governor had taken the right action, as aviation was key to the socioeconomic development of any political entity.

“I can see, by all considerations, that this is one of the best airports that we have. There is no doubt about it. I have had the privilege to some extent, just like you, to have travelled to quite a number of countries.

“And I can tell you that I have seen quite a number of runways and I’m not in doubt that apart from the length of this runway, I can see the purity of the materials. I can see the mixture of the asphalt. I can see the mixture of the cements that were used; I can see the height of the tower, and others.

“To me, what you have just done is beyond helping Anambra State economically. You’re not only helping Anambra and the South-East in general but also helping Nigeria as a whole.

“To me, you’re doing just the right thing for our people and our nation. The people of the South-East are highly endowed people, highly enterprising people. You’re a people with a highly promising future with what I have seen here in Anambra State.

“In Nigeria, most of our airports are not viable but they’re essential. For a commercial airport to be viable, you should be talking about not less than 5,000 passengers every year passing through or coming into that airport.

“There are airports in Nigeria with less than 5,000 passengers per annum. And they are airports. Today, Lagos Airport constitutes about 65 per cent of the revenue of aviation.

“But I can see that next to Lagos is this place we are standing, Anambra Airport. This is because you’re providing the platform for this region to accelerate its God-given potential. The people here are naturally endowed with a lot of gifts that need to be taken outside our shores”, Adeyemi said.

On their part, Senators Uche Ekwunife and Ifeanyi Ubah, who represent Anambra Central and South, respectively, and also the traditional ruler of Alor community, Igwe MacAnthony Okonkwo, commended Obiano highly.

Ekwunife said, irrespective of their political differences, the governor deserved their commendation for his good works on the airport.

“Irrespective of our political affiliations, when you see good work, you commend it. I want to commend you, my governor. To say that I am proud of this project is an understatement. I’m truly very proud of this project.

“And I believe that this is a very viable project and a legacy project. So, I commend you and your government,” Ekwunife said.

The Governor of Anambra State, Chief Willie Obiano has dispelled rumours that one of the three flyover bridges he built and named legacy projects was collapsing.

The flyover is located along the Enugu-Onitsha expressway in Awka, Anambra State.

The state Commissioner for Works, Marcel Ifejiofor who represented the Governor during a Thursday morning inspection tour said the Aroma flyover is strong and safe, contrary to the insinuations and scaremongering on social media that the bridge was collapsing.

Ifejiofor who took journalists around the bridge stated that the alleged cracks being posted around as a sign that the bridge was collapsing had nothing to do with the integrity of the bridge, as it remains solid.

“The gap is on the side embankment on the Enugu approach which has made scaremongers to shout was added following an accident involving a big lorry on the Kwatta bridge.

“The Aroma bridge was built to global standard, and the expansion is an intrinsic part of bridge construction and does not indicate a crack.

“The three Flyover bridges at Aroma, Kwatta and Amawbia were awarded in 2014 and 2015 and remain safe not to mention the fifteen other bridges built across the state by the Obiano administration.

“Our projects are built to last. People are questioning why we put a barricade to stop heavy-duty vehicles plying it, but we know why. It’s a hilly area, and we don’t want articulated vehicles failing while plying them. We are very well aware of what we did there,” Ifejiofor said.

The Commissioner assured Anambra people of the commitment of Governor Obiano to the safety of lives at all times.

Earlier, the Construction Manager of IDC, Yousssef Zghaib, who handled the project, said that the embankment and the bridge are separate units and assured that there is no cause for alarm.

Pioneering Concession of State-owned Airport

Chinedu Eze
Thisday

The Delta State Government recently signed concession agreement and handed over the Asaba International Airport to a private investor for management. Chinedu Eze writes that this may be the key to sustaining the airport and other aerodromes owned by state governments

The decision to hand over the Asaba International Airport to private investors by the Delta state government last Tuesday could be described as a radical departure from the past and an opportunity to sustain the airport and make it viable.

What has been common in Nigeria is where some state governments would build airports, largely out of infatuation and idealistic projections of the benefits, but narrowly to create an opportunity to airlift governors, their acolytes, the upper class and family members from their own state capitals without thinking of the continuous stream of funds that must be made available to sustain the maintenance and management of such airports.

Subsequently, some states would hit a cul-de-sac in the area of funding; then they approach the federal government and request that the airports should be taken over by the Federal Airports Authority of Nigeria (FAAN).

Sagged by such huge responsibility, FAAN with limited sources of revenue is beset with huge fiscal demands that it fails to effectively management these airports.

But the Governor of Delta state, Dr. Ifeanyi Okowa found a niche in concession and thus handed over the maintenance, expansion and modernisation of the airport to private investors. By that action, the Governor has aligned himself with modern trends of efficient airport management.

Why Concession?

The Governor during the concession agreement explained why government decided to concession the airport.
“Moving forward, we choose concession as the most viable option for the airports to be run professionally, efficiently and profitably for the overall good of the state,” he said.

He also disclosed that the consortium of investors were expected to expend at least N28 billion on various developmental investments on the airport over the 30 years concession period.

Okowa further said the consortium was expected to make the payment of N1 billion to the state within 15 days of commencement of activities, while another sum of N100 million was expected from the concessionaire annually and would be escalated every five years, noting that the new arrangement would boost economic and social activities in the state.

He explained that the government concessioned the airport to FIDC-Menzies Consortium as the preferred bidder to operate as the Master Concessionaire, while others would act as sub-concessionaires for the entire concession years.

The consortium has technical partners like Air Peace as the Anchor Airline and Maintenance, Repair and Overhaul (MRO) operator, Multifreight Cargo and Logistics; for cargo and logistics centre, Arbico Construction Company; to develop the business park, hotel and convention centre, Rainoil Limited and Cybernetics Limited; to develop the tank farm and provide aviation fuel, while Quorum Aviation Limited would develop and manage the private jet and helicopter terminal.

Okowa said the airport could only be made more efficient when handed over to private investors whom he said were experienced in management of airports.

He explained that at inception, the vision of the government was to make airport a regional hub for exportation of agricultural produce for the country, but lamented that it suffered a huge setback some few years back when it was downgraded to Cat 111 by the Nigerian Civil Aviation Authority (NCAA) due to drop in standards.

He added that the concessionaire should be responsible for the management, operation and maintenance of the airport, keeping the airport in good operating condition throughout the concession period at his own cost and risk and in accordance with industry practice, and the provisions of the agreements.

Rebuilding the Airport

After the airport was downgraded by the Nigerian Civil Aviation Authority (NCAA) due to lack of safety critical facilities, the Okowa-led administration had to reconstruct the runway, construct perimeter fences, upgrade the Instrument Landing System (ILS) and other facilities, leading to its upgrade by the regulatory agency.

According to him, the new initiative by the state government had attracted new investors, new airlines, which now jostle to operate to the airport and improved economic activities for the state.

“It is the business of the Master Concessionaire to manage the airport, develop the cargo, hotel and conference centre, airlines operating into the airport and the MRO facilities among others.

“The name of the airport shall remain Asaba International Airport and there shall be no new other Greenfield airport within the concession period. Also, 20 per cent of its staff must be from Delta State and there should be mandatory capital project to be completed with the three years of commencement.”

The Governor remarked that it was important that the citizens of the state were kept abreast of the new developments about the airport, “so that they know that we are truly transparent, because from day one, in all the processes, we actually have stayed on course in being transparent.”

“We want our people to know that this decision is taken in the best interest of the state and the people of Delta State. And because we know that it is difficult for state governments to directly run airports and run it in the way that they should and actually bring maximum benefits to the people, we decided to go this route. And I want our people in Delta State to know that the decisions we have taken and the signing ceremony with our concessionaires today is actually in the best interest of the people of Delta State. And I hope that other states with state airports will follow suit.

“My good people of Delta with over N20 billion expected to be pumped into the airport development by the consortium over the concession period, the benefits to the state in terms of employment generation, economic growth, and tourism potential are enormous,” Okowa said.
In his remarks, during the ceremony, the Chairman, Asaba Airport Company Limited, Mr. Adebisi Adebutu, assured that the management would rebrand the airport and make it one of the best within the continent.

He recalled that it all started in 2016, in line with the vision of Okowa to bring economic and infrastructure impact to the state via the airport concession. After a vigorous and transplant selection process in 2019, the FIDC-Menzies Consortium emerged the preferred bidder of the concession.

“For the sake of clarity, the Asaba International airport was initiated by the Delta State government in 2008, as part of the strategic objectives to create an economic platform to open the stage to the global marketplace.

“The airport, which has been under operational management of the state government institutions with technical support from federal regulatory agencies, was unfortunately downgraded in May 2019, due to the safety concerns identified by regulatory agencies.
“As a result, the airport maintained limited shuttle flight operations in recent years.

However, the Okowa administration in fulfillment of its responsibility to reposition the airport facility embarked on the rehabilitation of key infrastructure within the airport to resolve the regulatory identify challenges, which led to the downgrade. The rehabilitation work was successfully completed and the airport upgraded to category six by the Nigerian Civil Aviation Authority,” he said.
Benefits of the Concession

Generally airports are known globally not to make run-away profits but they provide very critical service that buoys the economy of every nation and they also create jobs for the people. Industry stakeholders in Nigeria have variously frowned at the airports built by state governments because they are seen as waste of funds, as they don’t provide the needed jobs and many of them operate under conditions that compromise international standard, as stipulated by the International Civil Aviation Organisation (ICAO).

But the Asaba airport has proved them wrong because since it was established it has provided essential flight service to air travellers in Delta and Anambra states. And the problem of funding the airport has been solved by the Delta state government with the concession of the airport.

The industry consultant and CEO of Belujane Konsult, Chris Alike confirmed this to THISDAY when he spoke during the agreement ceremony in Asaba.

“The benefits of the concession are multidimensional; the first is that it frees the funds the government has made expending on the airport. So that relief is immense and it is humongous given what the government has spent over the years in trying to bring the airport to what it is presently.

“Secondly, it creates an opportunity for a world-class airport, world-class infrastructure to be developed here. And the approach they have taken is the approach that has not been taken taking anywhere in the world.

“The models they have adopted is a model that will expand business opportunities, increase employment for the people, and sooner than later property rates and everything will rise in Asaba and that will be to a greater benefits of developers and those who will come into this place.

“Asaba will become a distillation as this is likely to be a gateway airport to the south-south and south east. And if and only if the federal government does not or is not allowed by all the controversies to concession all the other airports, this airport will eventually become number one airport in the country, in terms of facilities, in terms of attraction and ambience, in terms of being a destination,” Aligbe said.
He said that in term of economic gains that would flow from the airport concession would be immense.

“Nobody can fully imagine it. This will be a lesson to other governors, who today, spend so much money building airports, and then turn around to hand it over the FAAN. There should be a bandwagon effect from what has happened here.

“If that happens, FAAN will be relieved of present burden of managing what today is called unviable airports. All airports can be viable if you determine how to go ahead and the only way to do it is to bring those who know how to manage airports. And that is a true concession,” he said.

Competition

Aligbe also dismissed the fear that when a new airport is built in Anambra state it would reduce the passenger traffic at the Asaba International Airport, recognising that presently the airport is also the gate way to air travellers in Anambra state.

“Let me tell you, it is going to be a major problem for both airports (Anambra and Asaba). This is because after the construction of the new Niger Bridge, Nnewi will be closer to Asaba than where the new airport is located. Onitsha is closer to Asaba than to Awka. So what will determine the choice for the people is the service each airport will offer,” Aligbe added.

It is also the view of many in the aviation industry that the concession of Asaba airport would provide it with enviable, efficient service that will place it above other airports in the country.[/quote]

NIWA targets movement of 1000 containers from Lagos to Onitsha river port in 4 days
By NewsDirect - March 3, 20210

By Seun Ibiyemi

The National Inland Waterways Authority (NIWA) has indicated interest to engage the services of Akewa Colmar Terminal Limited (ACTL) to move containers from Lagos Ports to Onitsha River Port via Burutu Port in Delta State.

NIWA explained that plans targetted to move about 1,000 containers to be hauled per trip from Lagos Ports to Onitsha River Port within the maximum duration of 4 days.

According to a statement on Wednesday, the move was in an effort to make Onitsha River Port functional, and to decongest the Lagos Ports.

The statement was signed by Jibril Darda`u, General Manager, Corporate Affairs NIWA.

The idea of hauling containers via Burutu Ports to Onitsha River port is to deliberately avoid the two small bridges of Gbarekolo and Bumandi. Because the two bridges are too tiny and shallow for sea moving badges or vessels to ply through, that is why the company (ACTL) is considering the route from Lagos Ports to Burutu Port then to Onitsha River Port as final destination.

The Managing Director of NIWA Chief Dr. George Moghalu disclosed that NIWA was quoted saying the agency is targeting about 1,000 containers to be hauled per trip from Lagos Ports to Onitsha River Port within the maximum duration of 4 days.

The MD also added that NIWA is engaging Nigeria Ports Authority (NPA) and other stakeholders to facilitate the commencement of the cargo haulage.

Earlier, the Chairman of Akewa Colmar Terminal Limited (ACTL) Chief Kenneth Donye during the proposal defense at NIWA Liaison Office Abuja before the Management team of NIWA, expressed the readiness of his company to partner with the agency in carrying out this noble and historic transshipment from Lagos Ports via Burutu Port to Onitsha River Port as final destination.
