The solution is not more states. It's less states in fact and adopting true federalism. It'd transform the rivalries from unhealthy, dark, bloody conflicts to healthy, productive, wealth-creating competition.
When Adaka Boro of blessed memory (an Ijaw man) founded the Niger Delta Struggle, ND was split between the old Eastern Region (Bayelsa, Port Harcourt, Akwa Ibom, and Cross Rivers) and the old Western Region (Edo and Delta). It was not an empowerment program for the Ijaws, it was a sacrifice for the people occupying the ND region. And the ND people in the various regions keyed into the initiative.
Even in the 90's when resource control negotiation resurrected, the Ijaws did not have a majority state yet. Still, there were no major conflict of Ijos in any state against majority ethnic groups. Not even in old Rivers where Bayelsa was carved off from.
Every changed in 1996 when Bayelsa was carved out. Then followed the IYC protests in the late 90's and the resultant killings by the Nigerian military after the 13% derivation have been agreed on but the FG was delaying implementation.
It's in that same period, late 90's that Delta State for the first time had a major tripartite ethnic clash recalled as the 99' crisis.
Suddenly, the Ijos wanted prominence in every state they've historically being subservient to majority ethnic groups. Especially in Delta. The fact that Delta has several major groups gave them the leverage to pit friend against foe and come out the victor. Now they're making it seem like being at the forefront of the struggle somehow gives them the right to reign supreme, as if the majority spoils they've gotten from the struggle is not enough.
It's the height of irresponsible greed. They've got the lion share of the spoils, as a very diverse and understanding people in the ND, no ethnic group publicly voiced dissatisfaction about that. Na who work pass dey chop. But to extend that to usurping authority in states where they are not the majority is sacrilege. That is unacceptable.
The solution is true federalism and splitting the country into 4 regions. Of course the Igboid groups and the Ijos will then be more politically relevant in the ND, but then it'd be understandable. And the fact that there'd be unmitigated resource control would mean that no group however small would feel disenfranchised.
Continually splitting the states is making a bad situation worse.

Nowenuse: Ijaws are not really mates with the Urhobos. Ijaws have a larger population than the Urhobos, they are also more united for a common cause. Life or relevance is not about being majority or minority. Fulanis are like the most influential tribe today in not just Nigeria but West Africa. They are more united and resolute in what they do. Urhobos marrying many wives and giving birth to many children they cannot cater for is not a criteria for them to be the most influential tribe in Delta, far from it!
Can u Urhobos pay the kind of sacrifice the ijaws have paid for the cause, identity and stake for the Niger delta region and struggle in Nigeria? Capital NO! So, just keep quiet okay. So you can't go threatening Isoko people who have Igboid ties that they'd exterminated. To the best of my knowledge, Isokos do not get into fights between any of the big 4; and there have been many such fights since the biggest in '99. So the Urhobos should maintain their ground. Udu is Urhoboland and I'm sure the Urhobos would have the upper hand.
The Isokos are not cowardly, but since you are mixed this should come from a full-blood; the Isokos typically maintain a non-alignment inter-ethnic policy with any of the big 4. We've defended our territory with fervor, but no tribe including the Urhobos can call us brothers-in-arms. The current Udu crises is a strictly Urhobo-Ijaw affair. The same way the Itsekiris would not join in, is same way the Isokos would not join in but prevent any spill-overs to Isoko villages. If you guys are looking for mercenaries, that is another topic altogether.
That is perhaps the strongest indication that the Isoko see themselves as ethnically distinct from Urhobo.
The Urhobos are worried about the rising influence of Ijaws, and want to maintain supremacy in Delta. It's times like this that the UPU will start playing the united Urhobo tune. When it's time to share the spoils, they'd remember the IDU represents a different ethnic group.
If the Urhobos were wise, they'd extend an olive branch to Delta North and all the igboid groups, and also to Isokos. Form a power bloc, then pitch the Ijaws and Itsekiris against each other (them no like themselves); so that either tribes will have to pay homage to the Urhobos before they get anything significant in Delta.
But no, you guys are going about it the wrong way trying to fight people who unlike before now have considerable military advantage. Times are changing, and the sooner the Urhobos realize it, the better for them. Before Delta will become a mini-Nigeria where the majority ethnicities Urhobo-Isoko-Anioma are ruled by the smaller Ijaw-Itsekiri people.
Don't say it can't happen, it started happening after Uduaghan got second term. Okowa is just a figure-head currently to satisfy the Anioma people. Na Ijaw dey rule now. And na them go continue in 2023. And after that, put another ethnicity as figure-head governor while they pull the strings in the background.

my good sire. my Father Is Isoko From Ozoro Isoko North. and My Mother is Urhobo From Agbara-otor Ughelli North. so I am both from the two Tribes of Isoko and Urhobo. and this Issue is a issue that is close at heart. because I grew up in Warri and I have lived in Delta state for the vast majority of my life. and currently given the circumstances that we are in. Urhobo and Isoko have no choice than to put petty sentiments aside and join hands together to achieve a common goal. ukwuanis are Anioma. they are IBO People and are likely to break away with the Biafrans. and No Isoko Village will go with Biafra. any Isoko Village that makes any move to go with Biafra. we will burn that village down. so Ukwuanis and Kwale etc are with IBO people. Isoko and Urhobo are from Bini. so that is that. already Ijaw and Urhobo are fighting in Udu. and Isokos are not mixed with Ijaws.

Urhobos cannot always have their way in Delta State. Urhobos have had 8 years with Ibori. Itshekiris have had 8 years with Uduaghan. It's now the turn of the Aniomas to have 8 years with Okowa. The governorship should then rotate to the Ijaws and Isokos before the Urhobos get it back.
Deltans can use the diversity in the state to create a model state in Nigeria. But everyone is still playing tribal politics. If them one share Delta, e go reach like 5 places. Anioma go dey one side, Ijaws go dey one side, Itshekiris go dey one side, Isoko go dey one side, because I sure say them no go join Urhobos them. Even the minority groups like the Kwale them go dey grumble if them attach them to any of the split states.

I know because I am a member of the APC in Delta State and I have a strong grassroots following here. so we believe this is the solution to the impending crisis that is coming.
