Nigeria’s U-20 Women national team star, Courtney Dike, has explained why she rejected bonus payments at the FIFA U-20 Women’s World Cup finals in Canada. The Oklahoma State University student wrote in a mail: “I would like to respond to what I have been reading on the internet about rejecting bonuses. “I am delighted to play for Nigeria whenever called upon. I knew before leaving for the U-20 World Cup that I would not accept any bonuses. Students are often keen to exercise their rights but recently there has been an interesting twist - some in India are talking about their right to cheat in university exams. "It is our democratic right!" a thin, addled-looking man named Pratap Singh once said to me as he stood, chai in hand, outside his university in the northern state of Uttar Pradesh. "Cheating is our birthright." Corruption in the university exam system is common in this part of India. The rich can bribe their way to examination success. There's even a whole subset of the youth population who are brokers between desperate students and avaricious administrators. Then there's another class of student altogether, who are so well known locally - so renowned for their political links - invigilators dare not touch them. I've heard that these local thugs sometimes leave daggers on their desk in the exam hall. It's a sign to invigilators: "Leave me alone... or else."So if those with money or political influence can cheat, poorer students ask, why shouldn't they? They make other arguments too. When I was working in western Uttar Pradesh, Singh ushered me into the bowels of a smoky canteen in the middle of his campus. Kicking a stray dog off a chair, he took out a packet of cigarettes. "India's university system is in crisis," he began, lighting up and blowing the smoke towards the ceiling. "Cheating happens at every level. Students bribe to get admission and good results. Research students get professors to write their dissertations. And the professors cheat too, publishing articles in bogus journals. "I sympathised with Singh. On one occasion, the registrar at a college in Uttar Pradesh sent masters students' dissertations to be graded by students at another college. This type of thing is common, but in this case, school pupils ended up marking masters-level work."I honestly don't know whether to laugh or cry," he said, hunched over the Formica table in the canteen and shooing away the flies. "The equipment in our science labs should be ripped out and thrown down a well," he added. "It is like universities were in the 1950s in Britain." A while back, I brought up the topic with Pinki Singh, in the female hostel of a prominent college in Uttar Pradesh. We were sitting in a space that was half study area and half courtyard for urban livestock. "I will tell you about education," she said. "The curriculum is poor,and when lecturers won't teach properly, you have to get private tutorials or just memorise from textbooks." "If you really want to know the truth," she added, "there's no point in studying properly. You just need to buy one of the cheat books sold in the bazaar and learn the answers." "In my first year doing history I tried to study properly, but my seniors just told me: 'Buy the cheat books.' "Some of the new private universities are no better. She told me about one that was established recently, calling itself Zap University.Students paid large sums of money to enrol online, but then the university just disappeared from the internet. It had no physical location and no trace could be found on the web. Pinki Singh told me: "It just went 'zap'". As I think back to these conversations, I conjure up in my mind an image of the universities I've seen in Uttar Pradesh. Etchedin my memory are mouldering books, leaky hostels and bare lawns.And then I remember the signs of opulence that surround some of this decay. The expensive SUVs and three-storey houses of the principals, the fancy shopping malls and the few universities in the region that are genuinely offering world class education - their flashy signboards and glass fronts mocking the ordinary colleges. The question is, what's the solution? When pro-cheating rallies were held in Uttar Pradeshin the early 1990s, the state's chief minister gave in to demands and repealed an anti-copying act -he actually allowed students to cheat. Prime Minister Modi's approach is different. He's trying to change things. There is a new regulation system for higher education. Funding for universities increased by about a fifth in the most recent Five Year Plan from central government.But such reforms are like a cuminseed in a camel's mouth. And anyway, delivering education is the job of Indian states rather than central government, and states like Uttar Pradesh are not investing properly in provincial universities.This leaves many students marooned by modernity, clinging to the sinking ship of an outdated university education. Cutehector4u and cbrass, I have the idea and was looking for a person to help me develop the forum. I'm also responsible for the finance,I only contacted him to help me design it and I will pay him for the service. How the above conditions came to be is on the issue of his charges. He said if I just want the script, he will give me at 2x but if I want him to host it for him using his host,he will give me the total package at half of that amount plus the above conditions. I have not seen him before nor know him in person. |

Bamako, Mali (CNN)-- A 2-year-old girl in Mali has been diagnosed with Ebola, making her the West African country's first confirmed case, health officials said Thursday. The girl was brought to Mali from neighboring Guinea, where the outbreak this year is believed to have started, World Health Organization spokeswoman Yvette Bivigou said. The girl, whose father died of Ebola,was taken to the hospital in Kayes after a nurse noticed she was suffering from what appeared to be Ebola-like symptoms. A test confirmed the girl has Ebola, Health Ministry spokeswoman Markatie Daou said."The girl is still in the hospital in Kayes together with members of her family who might have been exposed to the virus," she said. The confirmed case in Mali makes it the sixth West African country to be hit by the virus, which the WHO reported has killed more than 4,800 people. Ousmane Kone, Mali's minister for public health, called for people in Kayes, west of the capital city of Bamako, to "stay calm" and observe"hygiene measures." "We identified the first contacts of the patient," he said. Even so, he asked anyone who had contact with the girl to contact authorities. The news comes just days after the WHO announced that vaccine trials are expected to begin in January in West Africa.The initial vaccine tests are being given to volunteers in countries such as Mali, the United States and England. (CNN)-- His family is devastated. The woman he planned to marry haunted by the "what ifs." And many are wondering why Thomas Eric Duncan died when several other Ebola patients treated in the United States survived. Duncan was hospitalized eight days after he arrived from Liberia, and later tested positive for Ebola. He died Wednesday. Here are six ways his case differs from other patients in the U.S.: Duncan wasn't hospitalizedright away Unlike the American patients, who were quickly tested and quarantined at the first sign of Ebola, Duncan wasn't. Duncan arrived in Dallas from Liberia on September 20, and made his initial visit to Texas Health Presbyterian Hospital on September 25.He was treated for a fever, vomiting and abdominal pain -- all symptomsof Ebola. But he was sent home with antibiotics and was not screened for the virus. Relatives say he told hospital staff he'd come from Liberia.Three days later, he was hospitalized in worse condition, andwas quickly isolated. He became the first case of the deadly virus diagnosed on American soil. "What if they had taken him right away? And what if they had been able to get treatment to him earlier?" said Pastor George Mason of Wilshire Baptist Church in Dallas He didn't get anexperimental drug immediately Duncan received experimental medicine on October 4 -- six days after admission to hospital. It was a far longer wait than four other Ebola patients treated in the United States. Those patients -- two each at Atlanta's Emory University Hospital and the University of Nebraska Medical Center -- got experimental medicine immediately. They're all U.S. citizens; Duncan was a Liberian. His family is claiming bias. "We feel he didn't get the medicine and treatment for the disease because he's African and they don't consider him as important as the other three," said Josephus Weeks, his nephew. Not so, the hospital says. Since the drugs are still experimental, individual hospitals have to file the paperwork with the Food and Drug Administration for permission to use it. The hospital declined to tell CNN when it filed for permission. He was given a different experimental drug Duncan got the experimental drug, Brincidofovir.Three patients who survived after treatment in the U.S. received a different drug, ZMapp. The Centers for Disease Control and Prevention said ZMapp has since been depleted. "There is, as far as we understand, no more of it in the world. And while people are working hard to manufacture more, it takes a long time to develop," said Dr. Tom Frieden, the CDC director. A fourth patient, NBC cameraman Ashoka Mukpo, who got infected in Liberia and was airlifted to Nebraska on Sunday, got the same drug as Duncan. The hospital treating him had no advance notice The Atlanta and Nebraska facilities knew in advance they were expecting Ebola patients, a crucial element for a disease so rare in the United States. Hospitals that took care of the four are also among the most well-equipped nationwide to battle the deadly virus.Despite lack of notification, Texas Health Presbyterian Hospital said Duncan got top-notch care and his medical team consulted daily with the CDC and Emory. Information on his case has been muddled Details on Duncan's background have not been as clear-cut.His relatives said he made it clear to the hospital that he had just come from Liberia. His symptoms pointed at Ebola, they said. Initially, the hospital said Duncan was "not exhibiting symptoms specific to Ebola" when he first went to the hospital. And, they said,details about his travel history weren't communicated to doctors. But later, the hospital said a flaw in electronic records had kept doctors from seeing his travel history. Then they said his travel history had been documented and was available to his care team. Family believes his insurance status played a role Duncan had just arrived from Liberia to visit his girlfriend and son, and probably had no insurance.The Rev. Jesse Jackson, who's serving as a spokesman for the family, said that was a concern. "I would tend to think that those who do not have insurance, those who do not have Medicaid do not have the same priorities as those who do," the civil rights leader said.But the hospital denied the claim.
