We are all aware of the events that took place during and after the last Emergency delegate meeting of the NMA on 6th August 2014 at Vines Hotel, Durumi,Abuja.

As such in the course of our internal squabbles, the Government, with the full support of some doctors (who view themselves as elders in the Profession), decided to suspend residency training programme in Nigeria!!!


How did we get to this point, right? Well, the so-called elders felt that Resident Doctors were the ones that didn't allow NMA to suspend the strike and therefore must be dealt with! The move to do this started on the 27th July after the botched NMA EDM of 26th July 2014. These " elders" had an overnight meeting at the private residence of the Minister of Health where they simply blamed NARD for the failure of NMA to suspend the strike. The conclusion therefrom was taken to the Government.

Eighteen days after this meeting of 'elders" and eight days after the last EDM of 6th August 2014, the FG unilaterally decided to suspend the Residency Training Programme in all Teaching Hospitals and Sack all Resident Doctors.

Subsequently, we discussed as the NOC of NARD on Thursday 14th August and decided that the best bet is to go through the structures of the NMA to resolve this issue as the root cause of it lies within the NMA. We took this approach because of the possibility of another entrapment should we go separately. We collectively (with the NMA) decided that the Suspension and Sack must be reversed.

A Press conference took place on Friday 15th August 2014 and a discussion with the Lawyers took place. A motion for an exparte injunction was sought to prevent FG, FMoH and CMDs/MDs from executing the Circular on suspension of RTP.

We left Abuja on Friday 15th August 2014 only to be called from the NMA secretariat on Saturday 16th August that the Senate President has invited a delegation of NMA/NARD for a mediation talk at his residence on Sunday 17th August. This channel was opened up through the President of MWAN, Dr (Mrs) Valerie Obot.

We met the Senate President at about 8:30 pm in his Residence and had a discussion that centred on: Suspension of Residency Training, Relativity, Skipping, Hazard Allowance, Circular on the entry steps for HOs, Circular on Consultancy Status and items for Continuation of Negotiation including- Funding of Residency Training, Surgeon-General ( Chief Medical Adviser of the Federation), Reversal of CBN Circular amongst many.

Regarding the suspension of Residency Training, he viewed the action by FG as uncalled for and counter-productive. He On Relativity, we informed him that the EDM requested for implementation with or without payment of the arrears. On Skipping we told him of the genesis and background agreements and disagreements while we also informed of the justification of the review for Hazard Allowance using Ebola as a reference. For the outstanding issues with circulars, he castigated NMA for not doing the needful in terms of PR in the MDAs to get workers to do its bidding. On Surgeon-General, he advised that we may have to change terminology to beat the opposition. On Funding of Residency Training, he opined that it requires a lot of lobby to secure it as it is not salary-related and therefore not an issue for strike. He promised to discuss with the President on Monday 18th August and call us back for further discussion on 19th August 2014.
Dr White Man: The review discussion took place on Tuesday 19th August 2014 at the Residence of the Senate President. He reported back that the President and Commander-in-Chief was visibly angry when they met and that told him that he felt slighted by the NMA. His grouse was that he met the NMA twice and appealed for a suspension of the sstrike but both times he was disappointed. He further stated that he was informed severally that the NMA was desirous of suspending the strike but it was NARD that was holding NMA hostage.He further informed us that the President has been told that despite Obembe's determination to end the strike to the extent of resigning, NARD members instigated him to come back and continue provided he is gonna lead the strike. It was further said that opposition political parties, APC to be specific was using both the NARD and NMA Presidents to smear the ruling PDP party. Thus, the President said that though the sack is temporary, he will not withdraw the directive until Drs suspend their strike because there is no way one can guarantee Nigerian Doctors. He concluded on this issue by telling the Senate President that if the Doctors suspend the strike, the Circular will be withdrawn.

On Relativity, the President was said to have told Sen David Mark that there is no extra pool of funds to draw from and pay any arrears. Thus, only the two months already released to hospitals is to be paid while the 10-months' arrears shall be paid once the 2015 budget is passed. On Skipping, he said that the Minister of Health stated that he had been pleading with us to allow for the conclusion of the appeal by the FMoH. We then informed the Senate President that, the FG had signed agreements containing Skipping twice and the majority of Doctors have received letters of skipping while a few hospitals have paid. He later confirmed, and informed us that the new Head of Civil Service just took over on Monday and needs time for debriefing before he collaborates with the National Salaries and Wages Commission and sorts out the issue including the financial implication.

On Hazard Allowance, he agreed that an improvement is desirable but let us agree on a percentage. This was then pegged at 20% Basic Salary per month for Consultants and above while 30% of Basic Salary per month for Senior Registrars and below. However, this is to be completed as a component of the issues under continuation of Negotiation. (Collective Bargaining Agreement). For the circulars on HOs entry steps and Consultancy status, they will be corrected to reflect the viewpoints of NMA.

On Funding of Residency Training, he stated that we need to spare time for advocacy to people like him to get it properly done until it becomes a norm in the budget. On the other elements to be discussed under continuation of Negotiation, he stated that FMoH has told him that their team is ready and that as soon as the impasse is over, the discussions will start so as to finish before the 2015 budget is passed. He excused himself to see guests while we itemize the issues with his SSA into categories of those requiring payment, correction of Circulars a=or reassurance.

The Senate President concluded by pleading for the suspension of the strike based on the need NMA still has for political goodwill of Mr President as well as the Nigerian Masses. We departed from his residence around midnight.
Dr White Man: So, we discussed extensively and having waited for a good response from MDCAN that is obviously not forthcoming; an exparte injunction from NICN court Abuja, that has refused to materialize because the judge has consistently and conveniently refused to be available for hearing, we are of the opinion that holding onto the last vestiges of goodwill from the Senate President may just be the way out. However, this requires that we suspend the strike, and immediately the FG will reinstate all Resident Doctors.

For NARD, we ask ourselves certain pertinent questions: What is the underlying cause of this problem and what are the effects-seen and unseen? Certainly, the internal disaffection from the fall outs of the failed EDM(s) of NMA is an integral reason. Furthermore, this made it easy for the Judases within us to get emboldened to create the background for the latest assault on Medicine in Nigeria. The immediate backbone would have been MDCAN but alas it is comatose.

This is the journey over the past few days and weeks.

Kindly ruminate and understand why our concurrence for the suspension of the strike remains a plausible way out of this logjam!!!

SHUTDOWN OF OLABISI ONABANJO UNIVERSITY: GOVERNOR AMOSUN'S LATEST ROMANCE WITH FIRE

This afternoon, students of Olabisi Onabanjo University were shocked with news from the Ogun state Government that the school had been shut down indefinitely. This was after the expiration of the 7 days the State Governor asked for in abeokuta.

Last week, the protest staged by OOU Students in Abeokuta brought the Governor out and he asked for 7 days to look into the issue. On Thursday, the Students Union representatives were invited to Abeokuta for a meeting, a meeting that ended late that night and continued the next morning. The OOU SUG insisted that the Governor must meet the exact reduction we want and not the political reduction he announced and that more importantly, it must be implemented this session and not next session as announced.

By Friday night, it was clear that the meeting would have no common ground since the state Government wasn't prepared to shift ground. The OOU SUG representatives came back and the silence that came back with them told the student populace everything they needed to know. Speculations had been ongoing and the silence only fuelled the speculations. The announcement made by the Ogun state Government ordering the closure of the university however told the students the full story.

Let us get something straight; we cannot for any reason accept the closure of our university just because we asked for a reduction in the tuition fee being paid and asked that it should be implemented this session. The Ogun state government claimed that more than 70% of students have paid the fees and it would be difficult to return such fees. It's a lie! We do not even have close to 40% of students that have paid these fees; if the state government has a contrary opinion, let it present it.

A government that really cares about its youths like the Ogun state government claims will not lie to them (and lie about them), refuse to heed their cries, send policemen after them like dogs and lock down their school.

The Ogun state Governor is about to learn for himself the indomitable spirit of OOUites that he has heard so much about. Last week, the crowd of OOU students he saw in Abeokuta was so shocking that he said opposition sponsored the students. With his latest move, he will see how resolute OOU students are, how unbreakable their spirits are, how determined they are.

Despite the news of closure, OOU students have collectively resolved to stay in school and await further instructions from their student leaders. The state Government has sent in truckloads of anti-riot mobile policemen into the university community with instructions to arrest student leaders. As an organization, we remain focused. Series of meetings and consultations are ongoing and more meetings will be held tomorrow.

One thing we are sure of is that we will achieve this reduction and ensure it is effected this session. Until our school is opened and our request granted, whirlwinds of revolt will shake this state to its core. We call on the media not to treat this issue lightly; they are the only security we have.

Plans are ongoing, we will not give up, we will fight this till we win.

The federal government says it has selected six public hospitals that it wants to cue into its public-private partnership (PPP) programme.

The minister of Health, Professor Onyebuchi Chukwu stated this yesterday when a delegation of the General and Private Medical Practitioners of Nigeria and the Guild of Medical Directors visited him in Abuja.

He said, “For now, the government has mapped six hospitals where it wants to do PPP, so we want to encourage you to key into this.”

Chukwu said that there are areas where the government would continue to provide services in the hospitals but hopes that the private sector would key into it. ‘Now more than ever, the federal government’s policies are encouraging private sector investment.

The minister used the occasion to appreciate all medical personnel working in the private sector saying, ‘We want to appreciate you for insuring the health of Nigerians ever since the doctors in public hospitals have being on strike.”

He said that hopefully, the Nigerian Medical Association (NMA) will call-off their strike soon.

‘We mourn all Nigerians who have lost their lives to Ebola Virus Disease and indeed, one of your own, Dr Stella Adadevoh. Her bravery and courage will not go unnoticed. Very soon, I can assure you, the appropriate thing will be done to immortalise her memory,” the minister said.

Responding, the national president of Association of General and Private Practitioners, Dr Frank Odafen said, “The only problem we have had is that government policies have not really embraced private practitioners.”

Odafen said the government has not equipped them in the current fight against Ebola Virus Disease in terms of ‘armoury of war’.

ELECTORAL VICTORY SPEECH BY THE GOVERNOR OF THE STATE OF OSUN, HIS EXCELLENCY, RAUF AREGBESOLA
DEMOCRATIC VICTORY OVER THE TYRANNY OF POWER

After an unnecessarily tense, tortuous and even traumatic process, the Independent National Electoral Commission this morning declared me as the winner of the Osun state governorship election on the platform of the All Progressive Congress (APC). On behalf of my party, we are delighted to claim victory for our hard work, focus and dedication in this election. I thank the Almighty God for our triumph at the polls, against all odds.

To the good people of State of State goes our unflinching gratitude. We salute your steadfastness, courage, loyalty, commitment and fierce determination to defend your sovereign rights and the integrity of our nascent democracy. You have demonstrated in this election that in a democracy, power truly belongs to the people. I am humbled and honoured by your trust and abiding faith in me and my party. I pledge that your confidence in us shall never be betrayed or taken for granted.

Ordinarily, this should be a moment of joy and celebration consequent upon the hard earned triumph of the people’s will. However, this election shows that democracy is still gravely endangered in Nigeria. We witnessed gross abuse of power and, of due process before, during, and even after the actual voting process. It is so sad and unfortunate that what should be a normal, routine process was maliciously allowed to snowball in to a needless virtual war by the Federal Government and the PDP.

The State of Osun was unduly militarized in an unprecedented manner through criminal intimidation and psychological assault on our people. This election witnessed an abuse of our security agencies and amounted to a corruption of their professional ethics and integrity.
The security agencies were unprofessionally utilized in Osun state to harass, intimidate and oppress the people whose taxes are used to pay their salaries and provide their arms. Hundreds of leaders, supporters, sympathizers and agents of our party were arrested and detained. Also, hundreds of other innocent citizens including women and the aged were harassed, brutalized and traumatized. In spite of this condemnable repression and abuse of human rights, the unflagging spirit of our people triumphed.

Our victory is due to the steadfastness and resolute determination of our people to assert and defend their rights. The PDP obviously did all it could in a most desperate manner to steal the people’s mandate. A critical analysis of the elections shows a trend of general low voter turnout largely because of the atmosphere of deliberate tyranny and fear caused by the excessive militarization of the state. Despite our victory, it is pertinent to condemn and also point out the fact that the number of accredited voters in most local governments was less than half of registered voters. Against this trend, it is curious that the bulk of the PDP candidate’s votes came from only four Local Governments- namely Ife Central, Ife East, Ife North and Ife South. This suggests an inexplicable large turnout in his stronghold which is a curious departure from the general trend of voting across the state.


The outcome of this election, once again, shows the unswerving determination of our people to ensure that democracy triumphs in Nigeria. We have sent a strong signal to all and sundry that no might is powerful enough to thwart the will of the people. This should always strengthen our resolve to ensure that as from now on, every vote must not only be counted but must count in this country. Nobody or party must ever exercise power unreasonably at any level except in accordance with the will of the people to whom sovereignty belongs.

Let me assure the good people of Osun state that I appreciate that this victory is a reward for our hard work and commitment to the welfare of our people. I promise that we shall not rest on our oars but shall be spurred to work even harder with all well meaning people of the State of Osun and the generality of Nigerians to continue to enjoy your trust and support. You can be assured that we will leave no stone unturned in our continued effort to transform Osun into a land of progress, prosperity and peace for all with renewed fervour. The Health Minister, Prof. Onyebuchi Chukwu, has said there is no scientific evidence of bitter cola potency in the cure and prevention of Ebola virus disease.


The research work that people are laying claims, to according to the minister is inconclusive.


It would be recalled that in 1999, a former Chairman of the Independent National Electoral Commission (INEC), Prof. Maurice Iwu, alongside some American researchers conducted a research that showed that extract from bitter cola tend to neutralize the effects of virus. But the outcome of that research work has not been scientifically confirmed to be true or not.


He said, “Information that is being circulated especially through the social media and the rest of the internet tend to suggest that because right now, there is no known vaccine for Ebola Virus Disease and there is no known specific drug as effective against EVD.


If we don’t streamline a lot of these information, the unwary will become so vulnerable. People have said that they know that a fruit is sufficient to cure EVD.

“As I speak to you now, there is no proof yet of any such fruit. I repeat, there is no proof yet of any fruit.


“One that has been mentioned is that just keep chewing bitter kola and you will be alright. As the Minister of Health of the Federal Republic of Nigeria I say that right now, there is no scientific yet to suggest that if you just eat bitter kola you will get to prevent the disease or where you have it, it will help to cure it.

“However, we are aware that in 1999, Prof. Maurice Iwu worked along with an administration in United States of America and conducted research which at the level of the laboratory is what we call in-vitro research which means it is still in the test tube as it were and it is not in any living body which we call in-vivo.

“This shows that some extract they had obtained from the bitter kola which is common in West Africa and in Nigeria and which we use for so many purposes in Nigeria including social reasons tend to have some activities against the virus. But that research was not concluded and therefore as at today, there is no evidence to link that as a cure or preventive measure against Ebola Virus Disease.”

Two gravely ill American medical workers in Liberia who were infected with the Ebola virus are said to be in stable condition as the humanitarian organization Samaritan’s Purse works to bring them back to the U.S. for treatment.

Dr. Kent Brantly, the second American stricken by the disease, was offered an experimental serum Wednesday but only one dose was provided.“

Dr. Brantly asked that it be given to Nancy Writebol,” a nurse working with him who also infected, Franklin Graham, president of Samaritan’s Purse said in a press release.

“However, Dr. Brantly received a unit of blood from a 14-year-old boy who had survived Ebola because of Dr. Brantly’s care. The young boy and his family wanted to be able to help the doctor that saved his life.”

Sources confirmed to Fox News on Thursday that a medevac plane with the Centers for Disease Control's aeromedical biological containment system onboard was headed for Liberia. There was no scheduled return time for the medevac plane's return.

Also on Thursday, Emory University Hospital announced its plans to transfer a patient with Ebola to a containment unit within the next several days. However, the Atlanta hospital did not say specifically that that patient was one of the two infected Americans.

Samaritan’s Purse is working with the government to bring Brantly and Writebol back to the U.S. for treatment.

Graham told Fox News that all agreements are in place and that he hopes they will be on a specially-equipped aircraft back home in a few days. He also noted that the plane will likely have to make a stop for refueling.

The North Carolina-based missionary group ordered the evacuation of all their non-essential personnel from Liberia on Tuesday.

In a statement from Brantly’s family, his wife, Amber, asked for privacy at this time. Amber and the couple’s two children are currently staying at an undisclosed location while they are under “fever watch.” They have not shown any signs of the virus.

“We appreciate so much all the words of comfort and acts of kindness extended to our family,” Amber said in the statement. “This isa challenging time for our family. Wewill not be speaking to the media at this time. We ask that you respect our privacy.”

In a press conference Thursday, CDC director Dr. Tom Frieden stated that, for a patient who is infected, travel may be unsafe.


“There’s the potential that actual movement of the patient could do more harm than befit of more advanced, superior care outside the country [of infection],” he said.

According to Frieden, the decision whether to move infected patients is a “complicated question” the organization that has hired and placed the person must make.

“We would certainly work with them to facilitate whatever operation they wish to pursue,” he said.


With regards to the experimental serum and blood treatment administered to two American patients, Frieden said the CDC does not know the details of what was given.

The CDC have not found any evidence that any treatments are effective against Ebola.“There are no proven treatments, no proven vaccines and there is not likely to be one for at least a year, even in the best case scenario,” he said.

The Ebola outbreak in West Africa is worsening and is the largest known in history and it will take at least 3-6 months, if everything goes well, to manage the outbreak, Frieden noted.“It’s not going to be quick, it’s not going to be easy, but we know what to do,” he said.

“This is a marathon, not a sprint.”For a patient who contracts Ebola and is able to recover, once their blood tests normalize and after they no longer show any symptoms, they no longer need to be in isolation.“It’s a viral infection and viral infections generally, eventually clear,” Dr. Joseph Rahimian, infectious disease specialist and assistant professor of clinical medicine at New York University Langone Medical Center, told FoxNews.com. “So once they’ve made it through their symptoms and their symptoms resolve, within a short time after that, there’s little reason to think they’re going to have an ongoing risk of infection to other people.”
