Shame no dey catch una. According to your logic, Lagos was fct for 51 years before this 4th republic. But yet the revenue was 600m. Somebody was the game changer. Somebody saw huge potential (GDP), and decided to tap into it to generate funds for his state without raising tax rate. It's thesame reasoning here by the op. There's the money already (GDP), just tap into it. Don't raise any tax rate! Just let people pay what we have all agreed to pay. It's the reason why I routed for Soludo. No room for mediocrity.
Lagos revenue to gdp is still even 2.9%(2022). Check the average revenue to gdp in Africa(16% as at 2020). And yet you want to compare with other climes in terms of development? We are really not ready!

The only potential tifnubu saw was increase in igr=more taxing with no tangible infrastructure to show for it.

Have you asked yourself what tinubu did with such huge igr?? Everything was looted and he left huge depth too
