Multi-Billionaire businessman, Arthur Eze has dismissed the controversy trailing the presidential pardon granted former governor of Bayelsa state, Dipreye Alamieyeseigha and others saying it was God that directed president Jonathan to grant the pardon. Speaking with state House correspondents at the Presidential Villa, Chief Eze said criticisms against the pardon was misplaced. “What Jonathan did is what a man who fears God will do. If I have an opportunity as president of Nigeria I will do the same. All of us are human beings. What he did was correct. We are not fighting war. Jonathan took advice from God. As Channels dismisses suspension, protest rumours The Lagos State Commandant of the Nigeria Security and Civil Defence Corps, NSCDC, Mr. Obafaiye Shem, has dismissed the stories making the rounds about his suspension from work saying he is still in- charge of the command. This is even as the Channels Television has described as wild tale, the rumour that Mr Shem has been suspended and the purported protest by his wife over the upload of the interview by the Channels. Osama bin Laden's spokesman and son-in-law has been captured by U.S. intelligence officials, a senior congressman said Thursday, calling it a "very significant victory" in the ongoing fight against al-Qaida. Rep. Peter King, the former chairman of the House Homeland Security Committee, credited the CIA and FBI with catching Sulaiman Abu Ghaith in Jordan within the last week. He said the capture was confirmed to him by U.S. law enforcement officials. King, R-N.Y., said Ghaith took part in the Sept. 11, 2001, plot against the World Trade Center and Pentagon. "Definitely, one by one, we are getting the top echelons of al-Qaida," King said Thursday. "I give the (Obama) administration credit for this: it's steady and it's unrelenting and it's very successful." The Turkish newspaper Hürriyet reported that Ghaith was passing through Jordan, on his way to Kuwait, shortly after leaving Turkey. The newspaper said that Ghaith was taken into custody more than a month ago at a luxury hotel in in Ankara, the Turkish capital. But Turkish officials decided he had not committed any crime in Turkey, and released him, the newspaper reported. In Ankara, Turkish officials refused to confirm Ghaith's deportation or his capture in Jordan to The Associated Press. In Amman, the Jordanian capital, a security official said he had no information on the CIA arrest in Jordan. AMID a raging debate on the Petroleum Industry Bill, Chairman of the Senate Committee on Business and Rules, Senator Ita Enang, on Wednesday, said that 83 per cent of oil blocks in the country are owned by Northerners. “There should be equity and federal character in the allocation of oil blocks in this country. Eighty-three per cent of all present oil blocks are held by northerners,” Enang said on the floor of the Senate, without any of the senior lawmakers contradicting him. Enang, representing Akwa Ibom North-East (Uyo) Senatorial District, therefore demanded a review of oil block licences in the country even as other senators from the South urged him on. Enang’s disclosures came a day after the debate on the Petroleum Industry Bill had split the senators along North-South lines. The senators held a rowdy session as those from the north stoutly opposed the provision of 10 per cent Host Community Fund in the bill. The provision requires operating companies in the Niger Delta, home to Nigeria’s vast oil resource, to pay 10 per cent of their net profits to the fund for the development of the communities. Strengthening his submission, Senator Enang gave a summary of major oil blocks vis-a-vis their ownership. Enang said Cavendish Petroleum, the operators of OML 110, awarded to Alhaji Mai Deribe of Borno State (North East), makes an average of about N4bn monthly. He said, “Seplat/Platform Petroleum, operators of the ASUOKPU/UMUTU marginal field has Prince Sanusi Lamido (not CBN Governor) as a major shareholder and Director. “South Atlantic Petroleum Limited (SAPETRO), was established by Gen. Theophilus Yakubu Danjuma, who is also the Chairman of ENI Nigeria Limited. SAPETRO partnered with Total Upstream Nigeria Limited (TUPNI) and Brasoil Oil Services Company Nigeria Lomited to become operators of the OPL 246. “AMNI International Petroleum and Development Company is owned by Alhaji (Colonel) Sani Bello of Kotangora, Niger State. They are operators of OML 112 and OML 117. “A former Petroleum minister and former OPEC chairman, Rilwanu Lukman, another northerner, manages AMNI oil blocks and with very key interests in the NNPC/Vitol trading deal. “Oriental Energy Resources Limited, a company owned by Alhaji Indimi, runs three oil blocks: OML 15, the Okwok field and the Ebok field. “Alhaji Aminu Dantata’s Express Petroleum and Gas Limited operates OML 108. “OML 113 allocated to Yinka Folawiyo Petroleum Limited is owned by Alhaji. W.I. Folawiyo. “OPL 291 was awarded to Starcrest Energy Nigeria Limited, owned by Emeka Offor, which was sold by Starcrest to Addax Petroleum. Emeka Offor still has a stake in Addax operations in Nigeria. “Mike Adenuga’s Conoil is the oldest indigenous oil exploration industry in Nigeria with six oil blocks; “Alhaji Saleh Mohammed Gambo’s North East Petroleum Limited is the holder of the OPL 215 licence. NOREASTER Petroleum was awarded blocks OPL 276 and OPL 283 and closing thereupon a Joint Venture Agreement with Centrica Resources Nigeria Limited and CCC Oil and Gas. “INTEL is owned by (Abubakar) Atiku, Yar’Adua and Ado Bayero and has substantial stakes in Nigeria’s oil exploration industry, both in Nigeria and Sao Tome and Principe. “These need to be looked into, revoked and re-awarded. The Federal Character which is a principle applicable in every aspect of our national existence should also be brought to bear in the application of our oil blocks, marginal fields and prospecting licences.” Enang’s disclosures came amid a consensus among the lawmakers on the need to let the bill sail through second reading, while further legislative work would take care of the contentious issues. Enang, who spoke in support of the PIB, also argued for the retention of the 10 per cent host community fund, adding that it did not amount to an additional derivation. Speaking also in favour of the bill, Senator Chris Anyanwu (Imo East) said the bill would address the issue of criminality in the sector. She said, “The element I like most in the bill is the host community fund because it removes the motive for crime. It gives them a sense of belonging and ownership. Until the PIB is ready and people know that their investment is safe, they will not come to Nigeria.” Senator Ayogu Eze from Enugu North also urged his colleagues to support the bill so as allow for the fine-tuning of other controversial areas. Senator Olufemi Lanlehin (Oyo South) argued that Section 191 of the bill gave too much powers to the President, which must be curtailed. Norther senators whose earlier position was outright rejection of the bill have moved to give the bill a chance. Senator Danjuma Goje (Gombe Central) captured the new mood when he said, “I was one of the people completely opposed to the bill but from the trend of the debate it looked like the Senate is ready to do a thorough job without fear or favour. For this reason, I will join others in asking that this bill be considered while the contentious positions are addressed. “It is necessary that the powers of the minister be reduced so that whosoever is the minister is not a super minister.” In spite of this, Deputy Leader, Abdul Ningi (Bauchi Central); Senators Abdullahi Adamu (Nasarawa West); Ahmed Makarfi (Kaduna North); and Nurudeen Abatemi (Kogi Central) raised concerns on the provisions for host communities’ fund. They also expressed hope that the issue would be properly thrashed at the critical stages of the bill. Taraba State Governor Danbaba Suntai is suffering from loss of speech and inability to comprehend what people say to him because of brain injuries that could take years to fully cure, one of his personal physicians told Daily Trust. Dr. Zakari Yusuf Aliyu, a professor of Medicine and Public Health, and Chief Medical Director of Taraba State Specialist Hospital Jalingo, said he recently visited the governor in Germany where he has been receiving medication since October last year, following the crash of a plane he was piloting near Yola, Adamawa State. Aliyu said Suntai suffered injury to his brain during the plane crash, and that it could take “weeks, months, even years for him to come back to his pre-accident state.” There have been conflicting accounts of Suntai’s health, with media reports quoting sources saying he is in a bad shape while his aides insist that he has recovered and would soon return to Nigeria. Prof. Aliyu’s revelation is the first time a doctor and Taraba State public officer is coming out publicly to discuss the governor’s state of health. Speaking to Daily Trust in Jalingo at the weekend, Aliyu said: “The basic problem that I saw with Governor Danbaba when I was with him included things like expressive aphasia (characterized by the loss of the ability to produce language—spoken or written), some degree of receptive aphasia (a patient’s inability to comprehend language or speak with appropriately meaningful words), and spinal cord persistent. “Spinal cord injuries occur when blunt physical force damages the vertebrae, ligaments, or disks of the spinal column, causing bruising, crushing, or tearing of spinal cord tissue, and when the spinal cord is penetrated, e.g. by a gunshot or a knife wound…. “All these are things that will occur or improve gradually with time. But there are some aspects of procedure head injury in him that only time will tell and I believe we should be patient enough to give him another minimum of three months before we can start talking about anything else.” Prof. Aliyu said he was with Suntai soon after the crash on October 25, 2012, and had been visiting him in Germany since then. “I have the privilege and honour to see him. But first of all let me say that Governor Danbaba is my friend and very strong ally and a very strong family friend. I was there a day after his plane crash and I was one of those that helped to evacuate him to Germany. “I actually visit him in Germany, and I was impressed he has progressed significantly. With substantial assistance he was able to undergo shower, brush his teeth, to feed himself; so he has made tremendous progress. “But there is still a substantial amount of rehabilitation that has to occur. People should understand that he has what is called head injury. However I must also emphasize the fact that there are setbacks in this kind of situation as pendulum moving up and down. A moment the patient may look sound well and there are moments same patient will actually go down.” Asked if it is possible for Suntai to return to Nigeria soon as claimed by his aides, Prof. Aliyu said: “Well, you never say impossible in medicine, but that is very unlikely. I think the concern should be less about when will Governor Danbaba return, it should be more on when he recovers. As a human being, he needs time to have full recovery. “But for anyone to think that Governor Danbaba Suntai will be back in next couple of days, I think that is blatant misrepresentation of facts or trying to conceal facts. The truth about the matter is that the degree of head injury that he has, he needs substantial rehabilitation. “And that’s why I am advocating he should be transferred to the United States of America to the best centre in the world, so that he and his family will be settled in one place in US, where there is intensive experience when it comes to rehabilitation of persons with head injury. “If I may explain further, he no doubt suffered traumatic head injury which is secondary to blunt force trauma as a result of the plane crash accident…. In a nutshell, Governor Suntai has suffered a closed head injury. It occurs as a result of sudden stop following a high speed movement as in an aircraft or chopper crash. In the instance when this happens, the brain could move back and forth, left and right, colliding with the bony cranium. “It may take weeks, months, even years for him to come back to his pre-accident state. It may take quite long for the head and brain to resolve the imbalance as a result of the TBI. The good news however is that he improves, so with time he can be able to function independently.” Aliyu said he preferred for Suntai to be moved to the John Hopkins University Hospital in the United States. “Already, I discussed this with the acting governor and also with his wife on the need to transfer him to US so that we consolidate everything in one place,” he said. On the photos showing Suntai with the Plateau State Governor Jonah Jang, published recently, Prof. Aliyu said, “There is what is called information spin. I was not there when Plateau governor visited him, he might find him while on good track. But to say that Governor Danbaba is having a 24-hour and very smooth conversational period to the extent that he can resume his executive activities as an executive governor, I think that’s far from the reality.” But Taraba State Information Commissioner, Mr. Emmanuel Bello, said Prof. Aliyu had no authority to speak on Suntai’s health. “Only the main medical team of the governor can say anything authoritative on the details of the governor’s health. Zakari is not Governor Suntai’s personal physician, nor is he on the medical team attending to the governor in Germany,” Bello told Daily Trust yesterday. “That distinction goes to Governor Suntai’s personal doctor, Dr. Ahmed Kara. I advise you hear from Dr Kara who by law can speak authoritatively on the matter. Lagos State Governor Babatunde Fashola has said the economy of the state is rated above Ghana and the United Kingdom. He also said his administration is currently executing about 1,966 projects across the state. He said the projects would boost government’s plan to transform the state and turn it into “Africa’s modern” mega city. The governor said this on Tuesday during the inspection of ongoing projects in Lekki and Victoria Island in Lagos. Fashola said, ”Currently we are executing about 1,966 projects across the state. The projects we have visited really are the ones that have problems. We have been going round to see what the problems are instead of just reading reports. “Now we are having a feel of the challenges and see whose ministry is responsible and what we can do to ensure that the ministries and contractors are communicating. These inspections are to ensure that we get many of those projects completed.” Fashola insisted that on completion, the projects would further endear the Action Congress of Nigeria to the electorate. He said the party would beat the opposition with a wide margin during the 2015 general elections in the state. He assured the residents that the Ikoyi-Lekki Link Bridge would soon be inaugurated, saying the bridge required finishing work and toll plaza. The governor, who also flayed the Minister of Information, Mr. Labaran Maku’s assertion that the ongoing national good governance tour was muted at the Governors’ Forum, said it did not mean all the governors supported the initiative. He said, “The question I asked then was of what purpose is the tour? Do the people of Nigeria need a tour to know that they are being well governed? What is the tour supposed to achieve? Are they resolving problems at project sites? Where are their projects? What is the value of tour when you can’t implement a budget? I can go on tour of projects because my budget performed 89 per cent last year. “I am not on a good governance tour. I am on a project inspection tour trying to solve problems at project sites.” Fashola argued that the yardstick for measuring good governance could only be done by those who know, adding that the economy of Lagos is now rated ahead of Ghana and the United Kingdom. Its primary vision is to reach out to sexual minorities in Nigeria, UK, and around the world. Rev Rowland Jide Macaulay is a confirmed and ordained Pastor who founded the House Of Rainbow Church in 2006. He openly held Sunday services in a Lagos hotel hall decked out with rainbow flags until the public revolted against the church. He then fled to the UK after death threats. Following the public outcry that greeted the dilapidated structures of the Police College, Ikeja, Lagos, President Goodluck Jonathan has directed the Army engineers to renovate the premier Police institution. The development is a fall-out of the documentary by an independent television station that aired the deteriorating state of the college and subsequent visit by the President to the Police College. Sources told Vanguard that the Presidency had released about N700million directly to the Army engineers who have since moved to site. President Goodluck Jonathan has reversed the change of name of the University of Lagos which he renamed Moshood Abiola University in a broadcast to mark the 2012 Democracy Day. Chairman, Governing Council of University of Lagos, Professor Jerry Gana disclosed this yesterday in Abuja during his inauguration alongside three others by the Minister of Education, Professor Ruqayyatu Rufai The name change had been the subject of litigation and protests from students and alumni of the institution while a court recently ruled that the change was illegal. Gana who hailed President Jonathan for retaining the name of the institution. said the president had upheld the Constitution by reversing the change of name of the university. “This is a pointer to the fact that the current administration is committed to entrenching democracy and justice in the country.’’ Gana, who was responding on behalf of the four councils, said they would ensure that the universities’ communities settled down in peace. “I assure you that we will do our best to be fair, just and honourable in the discharge of our duties.” He also promised effective leadership with integrity, honour and justice. Gana said members would work according to the rules governing the institutions. He thanked Jonathan for the appointments and said they would put in their best as Nigerians deserved nothing less. The other governing councils inaugurated by the Minister of Education, Prof. Ruqayyatu Rufa’I, were for the University of Benin, ObafemiAwolowoUniversity, Ile-Ife and Michael Opara University of Agriculture, Umudike. Their Chairmen are Sen. Bob Dickson, Prof. Rowland Ndoma-Egba and Prof. Anya O.Anya respectively. The Chairman of the Senate Committee on Education, Sen. Uche Chukwumerijie said the lawmakers’ job had been made easier by the appointments. Chukwumerijie said the committee’s oversight visits to the institutions had identified lack of leadership by the absence of governing councils and the quality of members of the boards as challenges facing the institutions. He said the Federal Government had by the appointments taken care of the issues. “There are councils for those that did not have and the members who have been appointed are men and women of proven integrity and experience in academics.’’ The lawmaker described the appointees as round pegs in round holes and the right captains in the ship. Chukwumerijie charged the councils to immediately tackle falling standards of education, corruption, cultism and many ills that had continued to affect the development of education. The Executive Secretary of the National Universities Commission, Prof. Julius Okojie, said no university could function effectively without a governing council. Okojie urged government to consider training and retreat for members to enable them to keep abreast of global best practices in university administration.
