from your write up and the extract, it looked like war strategy vs war strategy, Ojukwu requested the foods to be air lifted most likely not trusting opening the borders of Biafra to let in the Nigerian troops( I might be wrong), but that's what it looked like, secondly Ojukwu could have made mistakes too during the war which may have been genuine, so he didn't reject the food, he only gave a condition based on his war strategy for the foods to come in, did he out rightly reject the food? no, was he wrong? maybe.

So yes, we can all decide to blame him but we were not in the war either to know exactly what was happening for him to have said the foods needed to be air lifted into Biafra, we don't really know what he was seeing from his point of strategy during the war.

But to say he out rightly rejected the food without an option of delivery is not true
