This means the airport cost ~ 3 times the budget of the entire Nation of Nigeria to be built in 2004 and currently at a rate of 3.52 if you are extrapolating 480/136. So, it would cost (all economic variables being ignored) 3*13trillion(~ 40 trillion Naira or 40,000,000,000,000/480=83bn USD) to be built today. That's all of Nigeria's foreign debt plus change for politicians to steal. Taking into consideration the differences between a Cargo Airport and a Passenger Airport servicing a commercial city of 9.02 million(2004 population estimate) that has been in operation since 1934.
