NIAMEY (AFP) – The head of parliament in Niger
will be interrogated as part of a probe into
international baby-trafficking, sources said on
Wednesday.
Hama Amadou is suspected of “complicity” in
the trafficking of babies born in Nigeria and
trafficked into Niger via Benin.
But Amadou, who is considered the leading
challenger to President Mahamadou Issoufou
ahead of elections in 2016, has denounced the
charges as politically motivated and said it would
involve a breach of his parliamentary immunity.
One of Amadou’s wives is among the 17 people,
including 12 women, already arrested in the case
since June.
“We think that for the honour and respectability
of our institution, he must make himself
available to the judicial authorities,” said
Mohamed Ben Omar, a member of parliament’s
political bureau, which authorised the
investigation into Amadou.
“We must not risk breaking the equality of
citizens before the law. In the same case,
Nigerians are languishing in prison for months,”
he said.
“It is with a heavy heart that we have taken this
difficult decision, but we consider that it’s our
duty,” added Daouda Mallam Marthe, a vice-
president of the National Assembly with the
ruling Niger Party for Democracy and Progress
(PNDS).
- ‘Baby factories’ -
The opposition has denounced the investigation
as a breach of parliamentary rules, which do not
allow “an office of the National Assembly to
deliver a deputy to justice or to have him
arrested,” said Tidjani Abdoulkadri, of the
Democratic and Social Convention party.
Hama Amadou is reportedly planning to appeal
to the Constitutional Court to look into the
legality of the order.
The alleged crime involves forging and altering
birth certificates to switch the names of
mothers.
Agriculture Minister Abdou Labo, a wife of
Amadou, was arrested on Saturday.
“The trafficking network is used primarily by
couples who are unable to have children,” a
source close to the case told AFP earlier this
year.
“Baby factories” — private clinics where young
girls sell their newborns to couples who are
unable to conceive — are regularly uncovered in
Nigeria.
Cases in which mothers give up babies born
from rape have been reported at such clinics,
but young women facing unwanted pregnancies
are more common, according to the Nigerian
authorities.
The newborns are sold for several thousand
euros — with boys fetching more than girls. The
mothers receive around 150 euros ($200).
The impoverished country of Niger has the
highest birth rate in the world, an average of 7.6
children per woman.
In 2012, Niger police uncovered a fake
orphanage where babies were sold on, some for
use in black magic rituals.

ABUJA - The Bring Back Our Girls, BBOG,
campaign group has claimed that the Boko
Haram has up to 50,000 members in its camp
some of whom are desperate to die.
The BBOG group which disclosed this in Abuja,
yesterday, claimed it was quoting Mr. Ahmad
Salkida, a Nigerian journalist said to be close to
Boko Haram.
‘‘According to Mr. Ahmad Salkida, Boko Haram
has up to 50,000 people in their camps, most of
them are sad and willing to die–as suicide
bombers. If we’re not mindful our selfishness in
not standing up now will consume us all. For
these reasons and others, our advocacy must
continue; we must continue telling the truth and
demanding for it to be told,’’ the BBOG said.
The group urged good-spirited members of the
public to join the advocacy which it said must
continue until the abducted girls were returned
unharmed.
“We must continue telling the truth and
demanding for it to be told,’’ the group added.
It called on the federal government to double its
effort in tackling terrorism before it gets out of
hands and plunge the country into
unprecedented famine.
The group also raised the alarm that Nigeria
stands the risk of facing food scarcity, especially
beans, which Chibok is the highest producer in
the country and called for urgent measures to
avert the imminent danger.
‘‘Chibok for instance is the highest producer of
beans in the nation; the north-east the largest
producer of livestock and other produce, but
due to the insurgency, there has been no
farming; in due course there would be food
scarcity across the nation,’’ the group said.

BORNO—There were fears yesterday that Boko
Haram terrorists may have relocated the over
200 abducted girls of Government Secondary
School, Chibok and other abducted victims from
Sambisa forest to their new haven in Balmo
Forest, which borders Borno and Bauchi states.
Vanguard gathered that communities contiguous
to Sambisa forest raised the alarm through
phone messages when they saw a large number
of Boko Haram militants leaving the dense jungle
early in the day on Wednesday and driving
towards the border town with Bauchi.
When Vanguard contacted a military source, it
was learnt that the security agencies had started
mapping out strategies to deal with the
development while efforts are on to ensure
security beef up in the areas where the
insurgents were believed to be relocating to.
The apparent relocation of the insurgents
follows an embarrassing incident two days ago
when close to 500 Nigerian soldiers fled to
neighbouring Cameroon in order to escape from
a fierce contingent of Boko Haram militants that
attacked Gamboru-Ngala, a major town near the
border with Cameroon.
A text message sent by Vanguard last night to
the Director of Defence Information, Major
General Chris Olukolade on the issue, was not
responded to.
It will be recalled that the Chibok girls were
abducted in April this year.
Security sources believed that the insurgents
were relocating from Sambisa forest for fears of
a major offensive by the military in a bid to
rescue the abducted girls and demobilise their
operational headquarters.

ABUJA- THE Presidential candidate of the
Peoples Democratic Party, PDP for the 2015
presidential election would emerge November,
three months to the election.
Vanguard gathered yesterday from a member of
the National Working Committee, NWC that
preparatory to the November convention, the
party would second week of September conduct
a Special National Convention to ratify the
appointment of Alhaji Adamu Muazu who took
over from Alhaji Bamanga Tukur as PDP National
Chairman, January 20, 2014.
It will be recalled that Muazu’s appointment was
endorsed by the 64th National Executive
Committee, NEC meeting at Wadata Plaza, PDP
National Secretariat.
The Deputy National Chairman of the party, Uche
Secondus, who presided over the election of Mr.
Mu’azu, quoted section 47 (6) of the party’s
constitution which empowers NEC to elect a new
official to fill vacancy created by the resignation
of an elected official. The motion for the
nomination of Muazu was moved by the
Governor of Bauchi State, Mallam Isa Yuguda, and
was seconded by the Senate Leader, Senator
Victor Ndoma – Egba.
Consequently, the new PDP national chairman
was elected and was presented to party
leadership, but he would require a Special
National convention to endorse his candidacy
before he could sign very vital documents of the
party especially presenting candidates for
election to the Independent National Electoral
Commission, INEC.
In preparation for the November Convention
where the presidential candidate of PDP would
emerge, it then became imperative to organise a
convention first in September to give Muazu’s
emergence, the needed Constitutional
recognition.
According to PDP’s constitution, Chapter 33(10),
” A special National Convention may be
convened at any time at the instance of the
National Executive Committee or if requested
for by two- third of all State Congresses and the
Special National Convention shall meet to
discuss only special matters which shall be
specified in the notice summoning the
Convention.”
It would be recalled the the Independent National
Electoral Commission, INEC has fixed February
14, 2015 as date for the presidential election.
A breakdown of the timetable of activities for
the elections as contained in a document signed
by INEC’s Secretary, Mrs. Augusta Ogakwu,
presidential primaries of the various parties
should be held between October 2 and
December 11 while campaigns for the election
will commence November 16, even as the dates
are in line with the provisions of the Electoral
Act.
According to INEC, primary elections to fill
positions within political parties ahead of 2015
general election will begin October 2 and end
December 11, 2014, even as this includes
resolution of disputes arising from the
primaries.
Campaigns for presidential and National
Assembly elections will commence on November
16, 2014 while campaigns for governorship and
state houses of assembly will start on November
30, 2014.
According to INEC, campaigns for presidential
and National Assembly elections would end on
February 12, 2015 while those of governorship
and state houses of assembly would stop on
February 26, 2015 and February 28, 2015 for
the governorship and state houses of assembly
elections.
It will also be recalled that ahead of April, 2011
Presidential election, the PDP conducted its
primary election, January 13 where President
Goodluck won and became the party’s
presidential candidate.

today discharged from the quarantine unit of the Emergency Operation Centre,
EOC, at the Mainland Hospital, Yaba, Lagos.
Five Nigerians have recovered from the deadly virus and have been discharged
from quarantine so far.

THE on-going collection of the Permanent Voter’s Card (PVC) being
conducted by the Independent National Electoral Commission, INEC has run
into hitch in Ika South local government area of Delta State as virus has
allegedly been found to have corrupted the system thereby erasing registration
data of registrants in the entire 129 existing polling units in the area.
Our reporter who is monitoring the exercise reports that persons who came out
to collect theirs went home disappointed as they could not access their voter’s
cards.
Reacting over the development, the President, Agbor Progressive Initiative, Mr
Williams Eghebi alleged that “this is a calculated attempt to disenfranchised the
people. It is unfortunate that majority of the people may not be able to register”.
Contacted, the Chief Public Affairs Officer of INEC in Delta State, Mr. Livy
Unuibe dismissed the insinuation that of any hidden agenda, saying that “the
issue is already being address”.
“Because of that fresh registration will take place there. That arrangement has
been concluded. Last week or so, the State Resident Electoral Commissioner,
Dame Gesila Khan paid an advocacy visit to the Dein of Agbor and the chiefs
were there. We have already informed the royal father about the development.
The corrupting of the system by virus was not man-made, so an entirely fresh
registration will be carried out there”, he assured.
Meantime, the collection exercise is going on smoothly in most places visited,
except for minor hiccups.
At Okpanam in Oshimili North local government area of the State, a
community leader and public affairs analyst, Mr. Emeka Nmadu told our
reporter that “there exercise is going on well and about 60 to 70 percent success
has been achieved. Before you spend 30 minutes to collect but now you are done
within a space of 15 minutes, so INEC has tried so far”, he said.

The Minister of Health, Prof. Onyebuchi Chukwu, on Monday said that the
Federal government was withholding its approval for the Anti-Ebola drug
Nano-Silver produced by a Nigerian scientist in the diaspora.
Chukwu made this known when he received the U.S Ambassador to Nigeria,
Mr James Entwistle, in his office in Abuja.
He said that the Nano Silver drug, which was made available to the Emergency
Operations Centre in Lagos on Aug. 14, did not meet basic research
requirements.
“The experimental drug, Nano Silver did not meet the requirements of the
National Health Research Ethics Code.
“Accordingly, the approval was withheld by the National Health Research
Ethics Committee,” Chukwu said.
He said the ambassador’s visit was an opportunity to share ideas and
information on Ebola virus.
“He is the spokesperson for the United States’ government here in Nigeria, and
so he came to me as the Chief Public Health Officer of the country to exchange
views with me,’’ he said.
The minister said Entwistle also visited to know if there was any new
development that recently cropped up on the Ebola virus.
Entwistle had commended the efforts of the Federal Government in curbing the
spread of the Ebola virus in the country.
He said the aim of the visit was to discuss further on the anti-Ebola
cooperation between the U.S government and the Nigerian government.
The ambassador also praised the work done at the emergency operation centre
and the isolation centre, saying he understood that they were working hard.
“You have all seen the headlines over the weekend, this is an issue that we have
to keep working hard on, it may be with us for a while but there are some
encouraging signs.
“Your government is doing a good job on contact tracing; I noticed when I flew
back here on Thursday night into the country, before I left the plane I filed in
the questionnaire.
“I was very impressed because I had to put in my seat number which is a very
good idea, so that if you have to trace the guy who was seating next to me you
will know where I am.
“I have been very impressed by this thing so I encourage the government of
Nigeria to keep at it, which I know they will,’’ he said.
Entwistle said the two countries had a broad partnership to keep collaborating,
cooperating and working hard to make the world a better place.
He said he could not think of a more important example of cooperation than the
Ebola cooperation.
On the U.S experimental drug on Ebola, Entwistle said there were no sufficient
quantity for now to be given to Nigeria, therefore, the focus should be on
isolation, screening and prevention.

The new Minister of Aviation, Chief Osita Chidoka
Tuesday assured Nigerians that the country’s
airports will not be transit points for the
transmission of the Ebola virus. The minister gave
the assurance while briefing aviation reporters on the
outcome of his facility tour of Lagos Airport and
interaction with aviation union workers . He also
affirmed that the Aviation Master Plan was still on
course.
According to Chidoka “I assumed office at a time
that the world is faced with a great challenge, the
challenge of the Ebola Virus, so part of the visit to
Lagos yesterday, (Monday), was to review the
medical procedure that has been put in place at the
airport, the screening of passengers coming in and
leaving Lagos and to reassure all Nigerians that we
are doing our best within our ability to make our
airports safe from the virus”.
He also said “ You can agree with me that the
testing so far has been useful, you may also agree
with me that the proactive manner with which Mr.
President has reacted to the issue of Ebola virus,
highlighting it and making it of national importance
and coming out to make sure that the country does
not go back in the fight against that virus has shown
a path way for all of us, so that is why we decided to
go to the airport yesterday to interact at the airport
and to reassure Nigerians of the government
commitment to keeping our airports safe and to
making sure that it is not a transit point for the
transmission of the Ebola virus.”
The minister solicited the corporation of all Nigerians
as according to him “ Ebola virus is not a political
issue, it is not an issue for passing the buck, it is an
issue against humanity, it is an issue that we should
all rise up and fight, it is an issue we should all
show restrain and also compassion for those that
have been infected with this illness especially members
of the medical team who are everyday exposed to
people with this virus.”
“So I want to assure all Nigerians of our
commitment in keeping our airports Ebola virus free.
It is a total commitment which I have the alignment
of all the unions and stakeholders in the aviation
industry. We will let you know our plans after we
have met with the stakeholders in a couple of weeks,
we will be sharing that plan with the media in making
our airports safe and ensuring that passengers travel
in comfort and convenience “
Chidoka also restated his commitment to the
implementation of the aviation Master Plan and Road
Map. “ To this end, our visit yesterday at the airport
showed that a lot of progress has been made in the
industry. Our engagement with the stakeholders has
led to the affirmation that the aviation master plan is
a document to be built on, our engagement with the
key unions have shown that the industry is align in
making sure that the aviation master plan and the
road map remains a defining document in chatting our
way forward.”

The FCT Minister, Sen. Bala Mohammed, has designated the General Hospital, Kuje, in Kuje Area Council, as Isolation Centre in case of Ebola-infected persons.

The minister also inaugurated 25-man committee to work out modalities for responding to the threat of Ebola virus and create awareness on the nature and symptoms of the virus.

Mohammed made this known during a high powered stakeholder’s interactive forum in Abuja, yesterday..

He said the hospital was chosen because it would be easy for the people of the FCT to access it.

He said a ward would be designated in the hospital where the people could be quarantined and be on surveillance, among others.

He said that adequate infrastructure and equipment would be put in place to manage affected persons and guard against the spread of the virus.

“All precautionary measures have been put in place to ensure that the designation of the ward will not endanger the health workers and residents of Kuje’’, he said.

The minister instructed the Chairman of the council to sensitise its populace, rather than preventing FCT Administration from using the hospital.

“The hospital is the only option for us to isolate as a centre for Ebola patients; Gwagwalada hospital that is for FCT has being taken from us, we have no other option than to use it.

“We will put all infrastructure needed in place to avoid its spread; doctors will be given adequate training and best way to curtail the disease from spreading’’, he said.

He, therefore, advised the six area council chairmen to sensitise their people on routine cleaning and disinfecting their hands at all times.

Dr Demola Onakomaiya, the Secretary of the FCT Health Secretariat, said the transmission of the disease in human was through direct contact with blood or body secretion, among others.

Onakomaiya denied the recent rumours of Ebola in the territory, adding that the three suspected cases being raised by FCT residents were mere rumours.

According to him, the people at risk of the disease are the health care givers and family members of infected persons. There is no specific medication or vaccine for its cure.

Dr Rui Jaz, World Health Organisation Country Representative, said the organisation would support the administration in its plans to curtail the disease.

Jaz said it was untrue that bitter kola could cure the disease as speculated, adding that it had not been proven by scientists.

Dr Akeem Lawal, Public Relations Officer of Nigeria Medical Association, FCT chapter, said the association had held two meetings since the outbreak of the disease.

“We are planning to hold another meeting very soon to call off our strike that has lasted for more than six weeks’’, he said.

The Chairman of Kuje Area Council, Mr Shabal Tete, said the designation of the hospital as Ebola centre was not a welcome development to the people of the area.

KANO – The Joint Military Task force in Kano, Monday, denied the arrest of
16 suicide bomber in their custody.
The spokesman of the Joint Military Task Force in Lt. Ikechukwu Eze told
Vanguard on phone that “we don’t have 16 female suicide bombers in our
custody”
Lt Eze who refused to clarify on the suspected arrest of trainers of female
suicide bomber within Kano metropolis berated the press of been sensational on
issues bothering on national security.
Asked to confirm weather the military outfit carried out operation that culminated
in the arrest of those behind the female suicide bombing in Kano of late, Lt Eze
begged to cut the conversation.

the hideout of suspected terrorist in Kano metropolis August 4th and arrested 6

Penultimate week, Kano bled from series of attack orchestrated by female suicide
bomber that claimed the life of no fewer than 12 lives, while 23 sustained injuries.
A top security goon who do not want his name in print told Vanguard that
those in custody have no linkages with Sambisa forest, adding that “we are
working tirelessly to unravel the mystery of the emerging trend in terror attack”.

ABAKALIKI-The Peoples Democratic Party,(PDP), Ebonyi State chapter,
Monday, said the impeached speaker of the state House of Assembly, Rt.
Hon.Chukwuma Nwazunku was never impeached.
It said the issue that led to the said impeachment was not good enough to justify
any attempt for his removal.
Nwazunku was impeached on 21 July by 18 out of the 24 members of the house
but he has continued to describe the action as illegal.
But the party after a meeting with the house members told reporters that its
findings showed that the Speaker was never impeached.
The party’s position was made by the state Governor, Chief Martin Elechi at
the party’s state secretariat in Abakaliki yesterday.
Elechi also maintained that Chukwuma Nwazunku remains the Speaker of the
Assembly.
The Governor added that the decision to reinstate Hon. Chukwuma Nwazunku
as the authentic speaker of the house is not negotiable.
His words; “Today being the eleventh day of August, 2014 exactly three weeks
we woke up to hear the purported impeachment of speaker of the our House of
Assembly Rt. Hon. Chukwuma Nwazunku.
“Ever since then there has been reactions from all manner of people from, the
informed, the uninformed and ill informed. We have read from the pages of the
newspapers of various comments and reactions from so on and so forth.
Therefore, we as a party, we as a government remained calm and did every
thing to unravel what led to the alleged impeachment of the speaker”.
“We interview both sides and they barred their minds and spoke frankly. On
our own part, we believed that the issue that lead to the alleged impeachment of
the speaker were not good enough to justify any attempt of impeachment. We
are also convinced that the allegations which the members had against him was
in all respect improper and unacceptable”.
“We also realized our duty and obligation to ensure peace in Ebonyi state not of
course to deny the right of the Honorable house to change its leadership as at
and when it deems necessary”.
“But we do not appropriate blames at that stage. We simply met with our elders
and principal stakeholders in PDP and in executive arm of government by
extension the entire Ebonyi state”.
“We also gave rooms for speculations to know if we are alive to our
responsibilities. We have given rooms as to whether we are capable of holding
the state. But these are laughable opposition even though in democracy, you
allow all options to prevail because everybody has a right to what he thinks or
believes in”.
“Having considered all these and in the interest of justice, peace and fair play to
prevail, we as a government, we as a party hereby state and affirm that Right
Honourable Chukwuma Nwazunku was never impeached as being alleged. So he
remains the Speaker of Ebonyi State Assembly and we shall continue to work
with him”.
But the Minority Leader of the house, Hon Enyi C. Enyi described the party’s
interference in the matter as unconstitutional.
“It is unconstitutional for anybody who is not the member of the house to
interfere in its internal affairs”.
He added that no person except court of law can declare the impeachment of
Nwazunku illegal.

An intending passenger collapsed and died Monday while waiting to collect the
Yellow Card from Port Health Officials at the Murtala Muhammed
International Airport, Lagos. This happened during the first official tour of the
airport facility by the new Minister of Aviation, Mr Osita Chidoka.

The dead man, Mr Akunne Osei, Vanguard gathered ,was a Nigerian residing
in Accra who arrived Lagos for business transactions aboard an Arik Air flight
on Friday August 8, 2014 and was on his way back to Accra for medical
treatment.

Speaking on the death of the passenger, the General Manager, Corporate
Communication, Federal Airport Authority of Nigeria, FAAN, Mr Yakubu
Dati, said “ The passenger, Mr. Akunne Osei took ill on Saturday August 9
and started stooling. When the situation got worse, he called his doctor in
Accra who instructed him to return to Ghana immediately for further
treatment.”

Further said “ During boarding formalities for his return trip to Accra, at the
international terminal of MMA, Mr. Osei, who had obviously become weak at
this time, was subjected to Ebola Virus test by port health officials, the result of
which was negative. No further attention was paid to him after his Ebola Virus
result read negative but the passenger later slumped and died around the port
health office.”

The sister of the dead man was seen crying, calling “Chike please get up, Chike
please get up”. The body of Osei was kept at zero car park of the airport
terminal when the minister of Aviation, Mr Osita Chidoka paid a visit to the
facility and as at the time of this report, the body was yet to be removed .

However, outside the airport, an ambulance was waiting may be to convey the
corpse to the mortuary or inward movement to his place of origin. The minister
who has not made any official comment, will continue his tour of airport
facilities at the Murtala Muhammed International Airport and the General
Aviation terminal in Lagos, tomorrow.

Office, WAEC, Mr. Charles Eguridu said: “A total of 529,425 candidates,
representing 31.28%, obtained credits in five (5) subjects and above, including
English Language and Mathematics.”
He noted that when compared to the 2012 and 2013 May/June WASSCE diets,
there was marginal decline in the performance of candidates as 38: 81 per cent
was recorded in 2012 and 36.57 per cent in 2013.
Eguridu who disclosed that the results of 145,795 candidates, representing 8.61%,
are being withheld in connection with various types of examination malpractice
said, “The cases are being investigated and the reports of the investigations will
be presented in November to the Nigeria Examinations Committee (NEC).”
According to him, out of 1,692,435 candidates that sat for the examination,
791,227 candidates, representing 46.75%, obtained 6 credits and above, just as
a total of 982,472 candidates representing 58.05%, obtained 5 credits and above.
In addition, he stated that 1,148,262 candidates, representing 67.84 %, obtained
credits and above in 4 subjects, while 1,293,389 candidates, representing 76.42%,
obtained credits and above in 3 subjects.

KANO – The Joint Military Task force in Kano, Monday, denied the arrest of
16 suicide bomber in their custody.
The spokesman of the Joint Military Task Force in Lt. Ikechukwu Eze told
Vanguard on phone that “we don’t have 16 female suicide bombers in our
custody”
Lt Eze who refused to clarify on the suspected arrest of trainers of female
suicide bomber within Kano metropolis berated the press of been sensational on
issues bothering on national security.
Asked to confirm weather the military outfit carried out operation that culminated
in the arrest of those behind the female suicide bombing in Kano of late, Lt Eze
begged to cut the conversation.

However, security sources in Kano confided in Vanguard that the JTF raided
the hideout of suspected terrorist in Kano metropolis August 4th and arrested 6
persons that included two ladies of secondary school age”.

security agencies in the city intimating them about the success of the operation”
Vanguard learnt that the military are keeping the details of the operation from
the general public in other not to hamper what sources described as ” robust
investigation”
Penultimate week, Kano bled from series of attack orchestrated by female suicide
bomber that claimed the life of no fewer than 12 lives, while 23 sustained injuries.
A top security goon who do not want his name in print told Vanguard that
those in custody have no linkages with Sambisa forest, adding that “we are
working tirelessly to unravel the mystery of the emerging trend in terror attack”.
