The European Aviation Safety Agency says electronic devices such as mobile phones can be left switched on during flights. EASA says that electronic devices do not pose a safety risk. The announcement clears the way for airlines to permit the use of mobile phones, once they have conducted their own safety reviews. Currently airline passengers have to switch devices to flight mode and make calls from the airport terminal. The EASA sets the framework for airlines making safety decisions. The agency said each airline would still have to go through an assessment process, ensuring aircraft systems are not affected by the signals from portable electronic devices before establishing their own rules for their operation. As a result there could be a delay in implementing the new rules at some airlines. A former Ekiti State Chairman of the National Union of Road Transport Workers, Omolafe Aderiye, was killed last night by unknown gunmen in Ijigbo area of the state capital, Ado- Ekiti. He was shot at close range in his office while eating with friends. A source said his assassins dressed in Mobile Police uniform with bulletproof vest came in a white car and immediately opened fire on sighting him. He died before medical attention could get to him. Aderiye was a staunch supporter of the Governor-elect, Mr. Ayo Fayose, and took active part in his campaign coordination. The Chief Press Secretary to Fayose, Mr. Idowu Adelusi, confirmed the report last night. He said, “It is true he was killed today arround 8:30p.m while he was with his friends. He was sprayed from his chest down with a pump action rifle. “He took effective participation in the coordination of security arrangement during our last campaign. His death is very unfortunate.” The Ekiti State Police command had yet to confirm the news last night. The Senate on Thursday approved President Goodluck Jonathan’s request of $1bn external loan to fight the ongoing insurgency in the country. The decision was taken following the submission of the report of the Senate Joint Committee on Finance and that of Local and Foreign Debt by the Chairman, Senator Ahmed Makarfi. Makarfi said the loan request was not in cash but supply of military hardware to be paid for, over seven years. He said the interest terms rate could not be indicated because it was the suppliers of the military hardware that would negotiate such agreement. He said, “Also, the request is for a ceiling of $1bn and not that, at the moment, the whole amount would be utilised. “Government will procure on the terms stated, based on needs assessment of our security agencies.” There was however, a mild drama on the floor of the red chamber when Senate President, David Mark; his deputy, Ike Ekweremadu; and Makarfi urged their colleagues not to subject the report to a debate because of its security implications. But the Senate Minority Leader, Senator George Akume; Senator Olubunmi Adetunmbi; and Babafemi Ojudu laboured in vain to frustrate the approval of the loan. Adetunmbi quoted relevant sections of the Nigerian constitution to argue that the loan request contradicted the Appropriation Act, and Fiscal Responsibility Act. He further argued that Jonathan should have requested for the loan through a supplementary appropriation bill. However, Makarfi clarified that Adetunmbi’s arguments were not relevant to the matter because the loan was not in cash. He said the National Assembly would be contacted by the executive for necessary appropriation whenever it was time to repay the loan in cash. Mark therefore called for a voice vote to determine the approval or rejection of the loan. The Acting Inspector-General of Police, Mr Suleiman Abba, has said that politicians with criminal records will be stopped from contesting the 2015 general elections. Abba, in his maiden meeting with Commissioners of Police in the 36 states and other senior officers in Abuja on Wednesday, said the force would collaborate with other security agencies to achieve the goal. “During screening of candidates, we will collaborate with our colleagues, particularly the Department of State Services to ensure that candidates with criminal records are not allowed to contest the election,” he said. Fielding questions from newsmen before the meeting went into a closed door session, Abba said the force was poised to provide adequate security for the elections. “We have made adequate arrangements to make sure that the police provide sufficient security for all the activities leading to the election and election. “These activities have started and they include the registration of voters, primaries, conventions and the campaigns by all the political parties and candidates. “In all these activities, the police will ensure that adequate security is provided for those involved, including the INEC and party officials,” he said. On the role of the police in the ongoing counter- terrorism, he said the force had not been relegated to the background but playing its role. “The police who are in-charge of internal security cannot be relegated to the background though the military is present in all the states of the federation. “They are performing their responsibility in support of the civil authority, the police. “The states where they are more visible are the areas where their support is most needed,”, he said, and added that the police were more visible in internal security. Abba said that one of 20 personnel said to be still missing in the attack on Police College in Gwoza, resurfaced on Monday and gave an assurance that others would soon be located. President Goodluck Jonathan has been advised to start preparing his handover notes now, as “the All Progressives Congress, APC, is putting finishing touch to take over Aso Rock in 2015″. Governor Rochas Okorocha read the riot act in Owerri, when he played host to APC local government chairmen from the 36 states of the federation, gathered in the city to celebrate his 52nd birthday. “Come 2015, APC will be in Aso Rock but we must be aggressive to drag PDP and its members out of the Presidency and indeed, Nigeria”, Governor Okorocha said. While reasuring APC loyalists that the party will win the presidential election, come 2015, Okorocha equally said that PDP time was over in the history of Nigerian politics. “I have the capacity to govern the Federal Republic of Nigeria. I must also make it abundantly clear that the PDP and indeed, President Goodluck Jonathan, cannot defeat me in the forthcoming general election”, Okorocha boasted. He however pointed out that he will not run unless the masses ask him to run, stressing that his mission in Nigeria has not been actualized. “My mission in Nigeria is yet to be fully actualized. This is largely as a result of the activities of the elites, who have denied me several opportunities to serve my people”, Okorocha said. Continuing, the Governor promised that if given the opportunity to rule Nigeria, he would fight Boko Haram insurgents to a halt through the decentralization of power to the grassroot. He noted that what inspired him to join politics was to render humanitarian service to the less privileged ones in the society, pointing out that this made him to introduce free education programme from primary to the tertiary level in the state. In a rare public show by the Cameroonian army (Armee Camerounaise), photos of Shekau were made public alongside a statement claiming he was killed during a cross-border raid deep inside Nigeria by its military. By Wole Mosadomi Minna— The Registrar/Chief Executive of Joint Admissions and Matriculation Board, JAMB, Professor Dibu Ojerinde, has said there is no going back on the use of Computer Based Test, CBT, by JAMB’s candidates with effect from next year. The registrar, who was answering questions from journalists in Minna, Niger State, yesterday, said the board had been sensitising all stakeholders since 2007 on going digital, saying students concerned and government were already aware of the move and thus, the pronouncement could not be new to them. He said even with the epileptic power supply in the country, the new policy could not be faulted because power supply could not hinder the implementation of the policy. He said: “Power is not a problem. If you want to take part in this process, you must have all the facilities including adequate power supply. You must have an inverter.” Ojerinde, who was in Minna for the second technical committee meeting on 2014/2015 admission to degree, Nigeria Certificate in Education, NCE, and National Diploma, ND, and awarding institutions said 617,000 candidates sat for CBT while many others opted for the paper and pencil test, adding that with effect from next year, the examination would go full blown CBT. He called on the state government to build and operate computer centres in at least the three senatorial districts of the state for use by candidates. By Evelyn Usman Lagos—Six days after a five-storey building used as guest house by the Synagogue Church of All Nations, SCOAN collapsed, killing scores of persons and injuring several others, the church was yet to produce names of lodgers in the building. Although the South African government had Tuesday claimed that 67 of its citizens perished in the collapsed building but rescue operators are faced with the challenge of identifying the nationalities of the dead and survivors, owing to what they alleged as reluctance from SCOAN to produce the names. Besides, indication emerged that some countries, among which is Australia, have been calling in to ascertain the plight of their citizens feared might be victims. Death toll now 80 This is as the death toll rose to 80 yesterday with the recovery of additional 17 victims comprising 12 women and five men, with the number of survivors still 131. Fielding questions from newsmen on the contradiction in the number of death between rescue operators and President Jacob Zuma of South Africa, the South West spokesperson for the National Emergency Management Agency, NEMA Ibrahim Farinloye, maintained that as at Tuesday, when Zuma came up with his figure, the death toll was 63. Farinloye said, “I don’t know where President Zuma got his information from. He is not on ground here but we are. So, we presume he is operating based on information made available to him. We are working on what we got based on operation. As I speak, we have record of 80 persons dead and 131 rescued alive. The figure rose to 80 because we recovered two bodies by 11pm on Tuesday and another two at about 3am today (Wednesday) and the rest between 10am and 4pm. We will continue working until we get to the last level of excavation because it is possible that more bodies are still trapped underneath the rubble. On list of victims However, a member of the church, who spoke on condition on anonymity to Vanguard, assured that SCOAN was likely to come out with the list today. The worker said: ”We were overwhelmed by the incident. And we were fully involved in the rescue. I assure you that we will come out with the list by tomorrow (today) because there is no way you can hide the corpses, as some of them need to be flown to their respective countries”. We won’t confiscate site just yet—LAGOS Meanwhile, the Lagos State Government has stated that it had no plan to confiscate the site of the collapsed building until investigation into its cause was concluded. In a statement yesterday by the Commissioner for Physical Planning and Urban Development, Olutoyin Ayinde, it said; “Government does not arbitrarily take over properties when investigation is still on-going. The state government is conducting a preliminary investigation into the cause(s) of the collapse and would leave no stone unturned. If there is any violation of relevant planning law, residents are assured that government would take appropriate action.” He said that ‘there are no plans to take over the collapsed structure site until thorough and detailed investigation as to the cause(s) of the collapse has been concluded. “A team of engineers from the ministry and other government agencies are taking samples from the foundation and materials from the wreckage of the building for detailed analysis and testing to ascertain the structural integrity of the building”. By Ben Agande, Abuja The chief of the Air Staff, Air Marshall Ademola Amosu has said that the Airforce authority has credible information as to where the Alpha Jet which crashed while on a mission in north eastern part of may be. An airforce jet with two pilots on board while on a mission from Yola to maiduguri disappeared from radar since Friday and a search and rescue operation has been dispatched to locate and rescue the pilots. Speaking with state House correspondents after meeting with Vice President Namadi Sambo, the Air Force chief said the inclement weather in the area has hampered search operations but added that citizens around the area of operation have provided useful information on its possible location. According to him, “One of our Alpha Jets went on routine operation in the North East and they lost contact with the control towers and that made us to immediately initiate search. The weather has not been helpful as we have deployed all our surveillance capability, the citizens have been very, very helpful and we have gotten good information from them. Kuala Lumpur – A 24-year-old Zimbabwean student was currently under observation for Ebola in eastern Malaysian state of Sarawak, on Monday a local official in Health department said. The student fell ill on Saturday and had been transferred to Sarawak General Hospital isolation ward from a private hospital. Sarawak Public Health Assistant Minister, Jerip Susil, said that the student had no related signs to Ebola except for symptoms of high fever. “We will know for sure if this is Ebola, once the test results is out within a week,’’he added. According to the report, the student never left the state, but came into contact with other foreign students who recently returned from their home country. Joint Admission and Matriculation Board, JAMB, has said its application forms for the 2015 Unified Tertiary Matriculation Examination, UTME, is now available nationwide for prospective candidates, reaffirming that the examination will be on Computer- Based Test (mode) only. This was disclosed recently when Nigerian Pilot called on the Spokesperson of the Board, Mr. Fabian Benjamin. He said the registration period will last between Monday September 15, 2014 and Thursday January 15, 2015 , while the website closes Monday January 19, 2015. Mr. Benjamin stated that in addition to the registration fee, candidates will be expected to pay additional N500 for a copy of a newly introduced textbook, ‘The Last Days at Forcados High School’, adding that the Board has made arrangement to provide the book to avoid the challenge of availability and piracy and that the textbooks will be issued at the point of registration. Adeboye Obasanjo, a Lieutenant Colonel and son of former President Olusegun Obasanjo was Monday shot in an attack by Boko Haram in Baza in Adamawa State. It was gathered that the terrorists attacked a platoon led by Obasanjo, killing 24 soldiers. Obasanjo, an army engineer at the 3rd Division, Jos, Plateau State sustained gun shot wounds to the leg. At the time of the incident, Major Gen JS Zaruwa, Colonel Victor Ebhaleme who serves as the Brigade Commander of the 23rd Army Brigade in Yola and Lieutenant Agwu were all together advancing towards Michika when Boko Haram fighters ambushed them and unleashed the deadly attack on the soldiers.
