Following recent promotions and retirements in
the Nigerian Police force which led to vacancies
in position of Command helmsmen, the Acting
Inspector General of Police, Suleiman Abba
Monday appointed new Commissioners of Police
for 21 states of the federation with CP Kayode
Aderanti moving to Lagos as the new CP. He
takes over from AIG Manko who is now in charge
of Zone 2.
CP Usman Baba is the new Commissioner of
Police in charge Delta State. He was formerly in
charge of Police Cooperative at Force
headquarters. CP Dan Bature is the new
Commissioner of Police in charge of Rivers
State. He takes over from AIG Tunde Ogunsakin.
CP Paul Okafor is the Commissioner of Police in
charge Kogi State. He was formerly DCP
attached to Police Pensions.
CP Wilson Inalegwu is the new FCT Commissioner
of Police. He takes over from AIG Joseph Mbu
Joseph; CP Hyacinth Dagala is the Commissioner
of Police in charge of Benue State. CP Usman
Yakubu is Commissioner of Police Nasarawa
State. CP Isaac Gabriel Achong is the new
Commissioner of Police Akwa Ibom State and CP
Idris Farouk Umar is the new Commissioner of
Police in charge Jigawa State.
Others are CP Salihu Garba, Commissioner of
Police Kwara state, CP A.K. Shodipo,
Commissioner of Police Oyo State, CP Abubakar
Marafa is Commissioner of Police, Osun State,
CP Clement Adoda is moved to Borno state as
the Commissioner of Police, CP Karma Hosea
Hassan is the new Commissioner of Police,
Anambra state. He takes over from AIG Bala
Nasarawa who is the AIG in charge Force
Intelligence at Force headquarters.
Furthermore CP Titilayo Busari is moved to
Cross Rivers State as Commissioner of Police;
CP Valentine Ntomchukwu is moved to Bayelsa
State as Commissioner of Police. He takes over
from Hilary Opara who is now DIG in charge
Administration at Force Headquarters. CP
Ademola Omole is the new Commissioner of
Police in charge Taraba state. CP Olusola Amore,
one time Force Public Relations officer at Force
headquarters is the new Commissioner of Police
in charge Niger state.
CP Gabriel Adejoh Adaji is the new Commissioner
of Police Adamawa state. CP Frederick Lakanu is
the new Commissioner of Police in charge Ekiti
state while CP Ishaku Barau is the new
Commissioner of Police in charge Kebbi state.
A statement signed by Acting CP Emmanuel
Ojukwu, Force Public Relations Officer noted
that the appointments were done in line with the
determination and drive of the Inspector General
of Police to reposition the Nigeria Police Force
for improved service delivery.

LAGOS — In what is fast becoming the norm,
gunmen, Friday, stormed the Federal Radio
Cooperation of Nigeria, FRCN, Training School,
Lagos State, raping and robbing many of the
female trainee journalists.
An eye witness in the school said that was the
third time the armed men would be attacking the
school.
An insider said: “The armed robbers were many.
They attacked the school last week, last two
weeks and now this week. They always rape the
girls and dispossess others, including male
students and workers on night duties of their
valuables.”
The three attacks on the school have left many
of the workers shocked, especially as policemen
were supposed to be manning the school gate.
The last attack occurred at about 2am, with the
gunmen targeting the financial records offices.
Three of the gunmen wore masks and focused
on the new BOND FM station, which has a lot of
new expensive transmitting devices.
“Many of them broke into our offices, remove
burglar-proofs, raped girls who were in training
and living in our hostel. They collected money,
phones and laptops. This is the third time this
will be happening,” said a staff.
According to another insider, the school has
male and female trainees drawn from across
different radio stations in the country who are
on special courses. There are also private
students studying broadcast journalism.
The insider added: “The gunmen are usually
many whenever they attack. The first time they
came, they appeared to be searching for
something as they ransacked all offices.
This time, they came with three or four men
wearing masks. They were apparently the people
who wanted something from the school or
offices. When they came this time, they were the
ones doing the frantic searching.
Whether they succeeded in getting what they
wanted this time around is what we don’t know.”
Police spokesperson, Ngozi Braide, however said
only a case of burglary was reported.
“I just got to hear today that the place has been
burgled three times. But they had never
reported. It’s only today that an official
complaint was lodged. No case of rape was
reported. Nobody has come forward to say that
she was raped,” she said.

Following the aerial onslaught by the Nigerian
Air Force (NAF) on the strategic town of Bama
at the weekend, leading to the forced retreat of
Boko Haram terrorists from Borno’s second
largest town, the sect last night launched a
counter-offensive on Mubi and Michika, two
important towns in Adamawa State with large
Christian populations.
THISDAY learnt from security sources that
Michika had come under severe attack, forcing
several of its residents to flee the town to
neighbouring towns and villages.
However, the insurgents, THISDAY learnt, found
it more difficult to make inroads into Mubi as
they were repelled by the superior firepower of
the Nigerian military.
Earlier yesterday, students of Adamawa State
University, Mubi, on getting wind that the
insurgents were advancing to the town and
Michika, fled their campus.
The authorities of the university also
announced its closure to forestall the
destruction of lives and property in the school.
They were seen at bus stations in the town
trying to depart Mubi.
The insurgents had on Friday launched an attack
on Gulak, headquarters of Madagali Local
Government Area in Adamawa State.
The Secretary to the State Government, Prof.
Liman Tukur, who confirmed the attack in a
statement Saturday, said the insurgents had
taken over Gulak.
Boko Haram has been laying siege to several
major towns and villages in Borno and Adamawa
States in recent weeks in its bid to carve out an
Islamic enclave.
Though it still has Gwoza and Gamboru Ngala,
both in Borno State, as well as Banki in
Adamawa State, under its control, the Nigerian
military has sworn to leave no stone unturned
until it recaptures every territory from the
sect.
In addition, in a bid to forge a strong alliance
against terrorism and cut off Boko Haram’s
supply routes from Libya and Sudan, President
Goodluck Jonathan will today hold talks with the
Chadian President Idriss Deby in Ndjamena.
A statement yesterday by Jonathan’s
spokesman, Dr. Reuben Abati, said the Chadian
president, who is also the current chairman of
the African Union’s Peace and Security Council,
will host the Nigerian president.
The meeting is sequel to their discussions in
Nairobi, Kenya, last week on the sidelines of the
African Union Peace and Security Council
Summit.
“President Jonathan and his host will further
the discussion on how to actualise the
agreements for greater cooperation against
insurgents and terrorists reached by Nigeria,
Chad, Niger and Cameroun at a meeting in Paris
earlier this year.
“Their talks are expected to lead to the
strengthening of the Paris Accord on joint
border patrols, intelligence sharing and the
prevention of the illicit movement of terrorists,
criminals, arms and ammunition across shared
borders.
“Before returning to Abuja tomorrow, President
Jonathan who will be accompanied by the
National Security Adviser, Col. Sambo Dasuki
(rtd), the Minister of Communications
Technology, Mrs. Omobola Johnson, the
Minister of State for Foreign Affairs, Dr.
Nurudeen Mohammed; and the Director General
of the National Space Research and
Development Agency, Professor Sheidu
Mohammed, will be a Special Guest of Honour
at an international conference on Information
Technology and Communications, holding in
Ndjamena on the same day,” the statement
added.

The Boko Haram insurgents that had taken over
Bama town last Monday in Borno state; have
Saturday night; fully retreated from the
strategic reclaimed town; as fierce aerial
bombardments by the Nigerian Air Force (NAF)
fighter jets, Military sources confirmed Sunday
in Maiduguri, the state capital.
One of the sources said that the aerial
bombardments to knockout Boko Haram’s
weapon installations in the border town had
recently overrun; adding that; “our tactical aerial
attacks to reclaim this town had been effective
and yielding the desired results. This will enable
the fleeing residents and villagers to return
within the shortest period of time.”
“But the weekend battle however took a heavy
toll on civilian lives and property as the
insurgents were said to be embedded
with residents, allegedly used as human shields
if the military launches any attack on the
occupied town,” said Mustapha Modu, now taking
refuge in Maiduguri.
On how Bama was reclaimed, the source said:
“The first attacks didn’t really make the
expected impact but the second round
of bombardment really injured those Boko Haram
boys, which is why they are retreating now. They
are no deeper into Bama, while our people
are advancing and gaining territory. The Boko
Haram boys are right now
retreating.
“We are now dislodging them. You know, Air
Force have intensified their efforts; they brought
F-7 and different kinds of aircraft. They really
bombarded them.”
Another military source also confirmed the
advances of the Armed Forces in the battle field
of Bama but cautioned that it was no time
for celebration yet, as the operation was still
ongoing in several parts of Borno State.
He said the situation was “still very volatile” with
Gwoza, Gambouru, Wulgo and one or two town
in northern Borno, are far from being liberated
from the terrorists’ takeover in the last three
months.
“We don’t want to say anything official but there
are still fights going on in different places and
on different scales, especially by air. This is a
critical and unusual time,” the senior
military officer said.
He also explained that apart from the aerial
campaign in Bama, NAF had been effective in
support of the ground forces with the launch of
air
attacks with different aircraft types, including
helicopter gunships.
He said: “We are very deeply involved. You know
what we are having here is a joint operation of
the services, even though the Navy may not be
involved right now because of the terrain.
“First and foremost, apart from the airlift, we
are equally supporting the ground forces; in
most of the cases we even take the initiative.
In modern warfare, Air Force normally does the
first dirty job, clear the road for the Army to do
the mop up operations.
“Like I said, all our platforms are participating
fully here. We have Alpha Jets, we have F7,
Beechcraft, Mi35, which is the gunships,
and then all our transport planes: C-130, the G
TripleT. So we are participating fully and playing
a significant role in that place.”
A military intelligence source in Maiduguri Sunday
also said: “Gwoza is still a no-go area, I must
tell you the truth, as the town is firmly in hands
of the Boko Haram terrorists. We are
currently focusing on Bama before advancing to
other areas in northern and southern parts of
Borno state.”
Sources within the military also blamed some of
the difficulties being encountered in the fight
against Boko Haram on what they
term indiscriminate retirement of experienced
officers.
“Our capital city of Maiduguri is today facing a
heavy influx of refugees from the local
government areas in Borno. Borno citizens
have been forced to take refuge in parts of
Gombe and Adamawa states mainly on account
of man’s inhumanity to fellow man in the
gratuitous name of religion. These acts are
absolutely condemn able in the strongest of
terms,” said the military officer.
However, Governor Kashim Shettima of Borno
state in his state-wide broadcast Saturday said:
“In the history of Borno State since the
19th century, the latest insurgency was “not the
first threat to our existence as a people. We had
faced and survived threats in years past and we
shall survive this by God’s willing.
“We are confident of victory through a
reinforcement of our Armed Forces and the
collective will of all of us, citizens, who are
committed to defeating the Boko Haram
scourge.”

Ihejirika, said, weekend, that the nation was yet
to come to terms with the fact that Boko Haram
and its sponsors are out to bring down Nigeria,
pointing out that this is why citizens were
buying into what he called the fourth dimensional
media warfare being waged in support of the
insurgency.
Speaking at the quarterly re-union of the 18th
Regular Course Alumni in Abuja, Ihejirika,
apparently reacting to the allegation of an
Australian, Stephen Davies, said, “I want say it
here that there is no reason whatsoever for me
to be angry. I will however say that from the
happenings in the country, it is obvious that we
are yet to come to terms with the magnitude of
the terrorists plot to bring down our nation and
utterances like that only serve to assist them in
their bid to bring down this democracy”.
He went on: “While I am not saying that
sanctions or actions should not be taken against
those who want to bring this nation down by
engaging in acts inimical to its unity and
existence, I am saying that the media should not
allow itself to be deceived by those who see the
fourth dimensional front of using the media as
the way to achieve their objectives.
“When this issue came up, I was wondering, but,
today, I find myself having to give myself the
same advice I have always given Nigeria over and
over again, and that is that I will not join others
in overheating the polity because they don’t
know the implications of that on the peace and
security of the country.
“What I know and want to assure the country is
that the current Boko Haram challenge is one
problem we will overcome and hopefully the
country will grow stronger after it”.
“When in 2011, at the annual Chief of the Army
Conference, I spoke about the Boko Haram
terrorism and said that the nation was at war,
my comments were not easily appreciated. Many
people in government including some of my
colleagues said these were just some people
fighting for recognition and the issue will not
take time to resolve.
“But I must thank President Goodluck Jonathan
who understood the message and approved
several steps that we took which, if they had not
been taken, would have caused us greater
danger today. The anti-terrorism dog centre is
one, the establishment of the Counter Terrorism
Centre in Kotangora is one, and the
establishment of the Civil /Military Affairs
Department at Army headquarters is another”.

ABUJA – FEDERAL Government, weekend,
disclosed that it did not have any plan to
prosecuting any Nigerian for now base on the
various allegations made by Dr Stephen Davis,
an Australian man.
The government also denied hiring Stephen
Davis, saying that it was not clear yet on his
alleged status, as acting as a Boko Haram
negotiator on its behalf.
Recently, Stephen Davis who claimed to be
acting as negotiator between the sect and the
federal government for the safe release of the
over 200 abducted girls from Government Girl
Secondary School, Chilbok, in Borno state on 14
April 2014 was allegedly hired by the
government.
Davis had insisted that former governor of
Borno State, Ali Modu Sheriff and former Chief of
Army Staff, General Onyeabo Azubuike Ihejirika
are Boko Haram sponsors.
He also accused an unnamed senior official of
the Central Bank of Nigeria as well as a man
based in Cairo, Egypt whom he claimed operates
as Boko Haram’s bagman as major players in the
funding and continued existence of the deadly
Islamist sect.
Dr Davis, who said he did not want to mention
the name of the CBN official, as it may affect
investigation by Nigeria’s security service,
stated that his allegations were informed by
discussions he had with several Boko Haram field
commanders over a long period of time.
Reacting to this during a security briefing, on
Friday, in Abuja, the Coordinator of the National
Information Centre, Mike Omeri insisted that the
Federal Government had not hired anybody to
negotiate on its behalf with the Boko Haram
sect.
“For now, the Federal Government of Nigeria
have not appointed anyone to negotiate on its
behalf with the Boko Haram sect, anytime it
decides to do so, the Federal Government will
make it known to the public”
“On the various allegations made by the alleged
negotiator, the Federal Government is still
investigating it, whatever should be done rightly
will be done but there is no plan to probe any
Nigerian for now,” he said.
On the declaration of Islamic Caliphate in Gwoza
and Bama by the Boko Haram sect, Omeri
insisted that Bama and Gwoza still remains part
of Nigeria.
“Bama and Gwoza still remains part of Nigeria,
the Federal Government will not cease any part
of its territory to any group as troops are still
on ground in Borno state and are capable of
defending the state no matter the situation,” he
said.
However, he said he could not confirm, if 21
local governments had been taken over by the
Boko Haram sect as being alleged by some
Nigerians.
On the abducted Chibok girls, Omeri said the
release of the girls still remains paramount to
the Federal Government as their abduction still
remains a source of concern.

Following our exclusive interview last week with
Dennis Akagha who survived the Ebola virus after
losing his would-be wife, Justina Ejelonu, to the
deadly disease, the young man is still in the
news. What is it this time, you may ask?
Even as Dennis has been declared free of EDV,
he is still a victim of social stigmatisation. This
has isolated him from the society since the last
couple of weeks as people still refuse to
socialise with him, making it difficult to get
some of his daily needs. But the young man is
attracting positive international attention.
His survival and humaneness displayed while
nursing his Ebola stricken spouse impressed
many. Now, the international media and some
agencies are after him for interviews and social
events after he exclusively recounted his moving
story to us last Saturday.
Denis was the fiance of Justina Ejelonu, the
nurse at First Consultant Hospital in Lagos who
contracted the Ebola disease after attending to
Patrick Sawyer, the American-Liberian who
wickedly brought the disease to Nigeria. Justina
was a graduate nurse and was just employed by
First Consultant.
She was two months pregnant and her first
patient on her first day on duty was Patrick
Sawyer. She contracted the disease, suffered
miscarriage and died at the quarantine centre in
Yaba, Lagos. Denis attending to her while she
was sick and even at the centre where she
suffered neglect.
He too caught the virus days later but was one
of those who survived and he told us his best-
selling story last Saturday.
In another chat with Saturday Vanguard this
week, Dennis lamented how he is being
stigmatised by friends, neighbours and
customers adding that living with the social
stigma was frustrating.
“I am lonely and bored now, people don’t come
to me any more. Even my usual friends before
the incidence, are keeping me at arm’s length.
They don’t believe I am free of the virus. I have
never been so lonely in life. Living with the social
stigma is one terrible thing,” Dennis cried.
But he has become a much sought-after man by
both international and local media. According to
a close source, CNN, Al-Jazeera, e-News among
others as well as local journalists desirous of
getting headlines are after him.
Agencies and donors have also established
contacts with Dennis with some of them offering
one assistance or the other. Right now, Dennis
may be on a journey to a redefined person with
some consolation.
As at press time, two international donors have
indicated their readiness to support Dennis both
financially and morally. According to a close
source, the donors will assist him in making the
dream of immortalising late Justina come
through. Dennis had recently said that he would
set up a non-for-profit organisation to
immortalise his late fiancee and also to
champion the campaign on preventive measures
against Ebola virus.
While Dennis battles the emotional plague left by
Ebola, Nigerians particularly those who have
been following the story rationalised that lack of
adequate care by medical personnel on Ebola
patients could be one of the reasons why
patients run away from the isolation centers.
Joseph Adebambo, a Lagos-based dentist called
on medical personnel to rise up to the challenge
to save lives. “After reading the story in your
paper (Saturday Vanguard) I was close to tears. I
want to believe Justina could have survived the
crisis if there was adequate care. To me, it
seemed medical personal did not have enough
protective measures in going any extra-mile to
do what they are supposed to do,” Adebambo
said.
Kennie said:
This brave and compassionate young man’s
account of what goes on inside the Yaba Ebola
treatment facility seems to be the only
independent assessment of the condition inside
there. Before now, all the stories about the
“great efforts” towards containing EVD are all
coming from Federal and LASG officials. The
story gave an insight to what is going on in the
treatment center.”

this mess in spite of millions of naira (FG
announced N1.9b) claimed to have been
earmarked and praises are being heaped on GEJ,
FG, Onyebuchi, Fashola and LASG for taking care
of Ebola victims. There is God ooo”

your life was spared and I believe God has a
purpose for that. I praise God for you,” another
reader said.

”May God be praised, nothing can change our
faith. God comes first in our life. The death of
his wife-to-be shows how careless Nigeria
doctors always act. They don’t attend to
patients promptly. The American survived
because they gave proper care to the Ebola
patient.
Our leaders can travel to Germany, France, UK,
USA for medical attention with the Citizen’s
tax’s but can not provide good healthcare
system for Nigerians.”

The immediate past Chief of Army Staff, Lt-Gen
Azubuike Ihejirika, who was recently accused by
Australian negotiator, Stephen Davies of being
one of the sponsors of Boko Haram yesterday
warned stakeholders not to be deceived by
what he described as frivolous and baseless
accusations aimed at diverting attention from
the counter-terrorism and counter-insurgency
efforts.
Ihejirika spoke during the meeting of the Alumni
Association of members of Regular Course 18
of the Nigerian Defence Academy (NDA), at the
National Defence College (NDC), Abuja.
The former army boss said the claims by the
Australian that the insurgents mentioned him
and a former Governor of Borno State, Ali Modu
Sherrif, among the chief sponsors of Boko
Haram terrorists was unfounded.
"I want to further advice that baseless,
frivolous, and unfounded allegations like this
have the capacity of diverting our attention
away from the main problem", he said.
Speaking further, Ihejirika noted that if the
allegations against his person were to have
taken place in the developed countries like the
United States and the United Kingdom, the
issue would have been given not more than an
hour’s attention for it to be dismissed.
He warned stakeholders and allies that the
terrorists are currently exploiting the country's
ethno-religious, socio-political and multi-
cultural faultiness to advance their cause, which
they have not been able to achieve through
violence.
He said: “Well, why have I chosen to talk at
length; I have chosen to do this because we
cannot allow national security to be toyed with;
the need for security awareness still persist.
“I want to urge all Nigerians to join hands to
support Mr. President and members of the
Armed Forces in their onerous task to rid this
country of terrorism.
“That we are where we are today is a lesson to
us, the lesson is that the terrorists are not
sleeping; what they cannot achieve through
bombing they want to achieve through media
warfare. War is no longer fought in the
traditional three dimensions of air, land and
sea; we have clearly seen the fourth dimension
of warfare."
The former COAS said that he was not angered
by the attention given to the allegation because
of his belief that “we are yet to come to terms
with the motives of the terrorists and their
desire to bring this nation down.”
He stated also that he did not have any
apologies to those who shared the conviction
that he was high handed in the way he handled
the insurgents during his tenure as the COAS.
He also urged Nigerians to avoid utterances
that could adversely affect the morale of
troops which he described as very dangerous.
Ihejirika stated that the Nigerian Army under his
command did a lot to crush insurgency and
terrorism including recruitment of 9000 soldiers
in 2013 to beef up the strength of the military
and to monitor the borders more effectively.
He noted: “Nigeria must exist before you can
hold a single political office and there is no
compromise in the effort to have a peaceful
and united Nigeria.”

Goods worth several millions were destroyed as
a result of fire incident which razed a section of
the Owerri Main Market, Imo State, yesterday.
Most affected was the Shopping Plaza housing
fashion and phones shops.
The cause of the inferno could not be
immediately established, though eye witness
accounts alleged that it was as a result of
electrical fault.
There was panic within the city as though the
fire service responded immediately, they could
however not stop the fire as a result of
difficulty to gain access to the section of the
market due to lack of thoroughfare.
Other victims of the outbreak were mainly
dealers on eye glasses, phone accessories and
tailoring materials. A trader simply identified as
Levi was the worst-hit as all wares in his shop
were said to have been completely razed.
When THISDAY visited the scene, policemen and
other security outfits had cordoned off the Ama
JK end of the market, thereby making it
impossible for people to gain entrance to the
market and apparently to prevent possible
looting by hoodlums.
The traders were seen wailing over their goods
went up in flames.
A business man who pleaded anonymity called
on the state government to assist them to
rebuild the market with concrete structures so
as to avoid re-occurrence of similar incidents in
future. He however, appealed to the state
Governor, Chief Rochas Okorocha to assuage
the living standard of the traders particularly
those who have lost their means of livelihood
through the fire outbreak at the shopping
complex.

strikes against Boko Haram militant bases in
northeast Borno state, a senior official said on
Friday, in a government counter-attack against
the group's apparent drive to create an
Islamist enclave.
The official, who asked not to be named, told
Reuters Nigeria's military was battling Boko
Haram fighters at Bama, 70 km (45 miles)
southeast of the Borno state capital Maiduguri.
Air strikes have been carried out "on all the
Boko Haram bases", the official said, adding
this reflected President Goodluck Jonathan's
order for a "fully-fledged war" against the
group which has waged a bloody insurgency
since 2009.
Military spokesmen have denied reports Bama
was overrun by heavily armed militants earlier
this week after they attacked it with captured
military vehicles and pick-up trucks mounted
with machine guns, all part of a growing Boko
Haram arsenal.
"Bama today is the centre of the military
battle with the terrorists ... Boko Haram is
being repelled by the Nigerian troops as we
are talking now," the government official said,
without giving details of the operations or
casualties.
Nigeria's air force and defence headquarters
did not respond to requests for comment and
it was not immediately possible to obtain
independent confirmation of the fighting.

LAGOS — Ijeh Police Barracks in Obalende area
of Lagos, Wednesday, went up in flames,
rendering 24 families of policemen homeless and
destroying property worth millions of naira.
A riffle said to have been brought home by one
of the policemen was also burnt.
Yesterday’s incident was the second in eight
months.
Five other buildings, among them the Redeemed
Christian Church of God, Halleluya Parish in
Ikorodu and a market in Ayobo area of the state,
were also destroyed by fire at the weekend.
Although no life was lost in the inferno at the
Ijeh Police barracks said to have started at about
4.20 am, some of the occupants of the affected
bungalow on Line A, Block 3 reportedly
sustained injuries in the stampede that followed.
The incident occurred barely one week after a
Police Inspector and his wife reportedly fell from
balcony of one of the two-storey buildings in the
same barracks during a fight.
The policeman identified as Inspector Daniel
Danjuma, said to have landed on his head, died
before being rushed to the hospital, while his
wife was admitted at the intensive care unit of
an undisclosed hospital.
Vanguard gathered that yesterday’s fire may
have been caused by power surge as it started
from one of the one-room apartments
immediately power was restored. The affected
block had 24 self contain apartments.
Efforts by occupants to contain the fire failed as
it spread to other apartments.
Victims’ account
One of the affected occupants who gave his
name simply as Dennis, said all he managed to
salvage were his certificates.
According to him, “I woke up with a shout of
‘fire’. I was alone in the room. My father who is
on leave travelled with my mother. At first I was
confused, I did not know what to salvage. But
the only thing I remembered were my
certificates. Before I could take the little money
I had in the house, I saw the fire spreading and I
had to rush out.”
Another affected occupant, Mrs Maureen Francis,
who runs a restaurant in one of the blocks said
she had barely retired after the day’s business
when the fire started.
She said: “We left my restaurant where I sell
pepper soup and drinks at 2.30 am. I had barely
started sleeping when I was awakened by the
shout of fire. We would have been trapped had
we not rushed out immediately.
“All that my husband and I laboured for are
gone, not even the little freezer I was using to
sell drinks was spared.”
The displaced families, however, called on Police
authorities to come to their aid by providing
alternative accommodation pending when repairs
would be completed.
The Lagos State Fire Service Director, Mr Rasaq
Fadipe, told Vanguard that the first fire truck
from Onikan station arrived the scene at about
4.30am while the fire was raging. He said
another truck with 10,000 litres of water was
drafted from Sari Iganmu station to the scene.
Fadipe said: “When we arrived the scene, the fire
was raging as it spread rapidly to other
apartments. In all, 24 one-room self-contained
apartments were affected. We were able to
contain the fire from spreading to other blocks.
No casualty was, however, recorded.”
Six other buildings razed
He further disclosed that five similar incidents
occurred in Ketu area, involving four rooms at 3,
Feyintola Street. Also, a market at Ayobo
garage; a 12-storey building on Gerrald Road,
Ikoyi were also burnt. The Ikoyi fire was caused
by a split air conditioner; the Redeem Christian
Church of God, Halleluya Parish, located at TOS
Benson Estate, Ikorodu and a building located at
43, Church Street, Alapere were also engulfed at
the weekend.
He said the prompt arrival of fire servicemen
prevented the incidents from spreading. He,
however, disclosed that his men were attacked
by hoodlums during the Alapere fire incident with
one of their trucks damaged.

Mr Chikelo Nwune, National Coordinator, Nigeria
Erosion and Watershed Management Project
(NEWMAP) said International Development
Association (IDA) would support Nigeria with
508.59 million Dollars (about N82.3 billion) loan
for its erosion control projects.
Nwune, who made this known at a news briefing
on Monday in Abuja, said that the projects would
be funded in eight years under the loan
arrangement otherwise known as “Strategic
Investment Loan (SIL)”.
He said that the first phase of the projects
would target gully sites in seven states in the
country and listed the states as Edo, Anambra,
Abia, Ebonyi, Cross River, Enugu and Imo.
“The loan consists of 500 million dollars from
the International Development Association (IDA)
concessional loan blended with Global
Environment Facility (GEF), and the Special
Climate Change Fund (SCCF) grant totaling 8.59
million dollars.
“The government of Nigeria’s contribution would
amount to approximately 150 million dollars.
“This amount comprises of a Federal cash
contribution of 70 million dollars and in-kind
contribution of 24 million dollars for staff, office
cost and payment of cash compensation for
resettled people.
“Also, the amount will comprise an in-kind
contribution by each state of approximately 8
million dollars, totaling 56 million dollars for
staff and office costs and pre-feasibility designs
of intervention sites,” he said.
He explained that contribution by the states to
the financing of the project was an agreed
criterion for project participation.
Nwune added that additional funds of 150 million
dollars would come as counterpart funding from
the Federal Government and the participating
states, saying that the funds could be in cash or
kind.
He said that work on the projects would follow
due process of awarding contracts and that work
would commence on them in October.
The Coordinator also said that 17 states had
indicated interest to participate in the NEWMAP
project, and assured that more states would be
added to the current benefiting ones when the
project would be fully on stream.
“The project has been designed to be carried
out in four components to address aggressive
gully and other environmental degradations in
the participating states.
“Component one is targeted at environmental
education to sensitise people on environmental
land degradation and for them to use available
resources to further control deterioration while
enhancing their livelihood.
“The component two seeks to build the capacity
of relevant Ministries, Department and Agency
(MDAs) to address the problem, while the third
component would focus on development of
renewable energy.
“The fourth component is the project
management – Managing Information System
(MIS), and the impact evaluation process,’’ he
said.
According to him, more than 17 MDAs are to
partner the Federal Ministry of Environment to
implement the project.
Nwune further stated that the projects were
designed to lead between 2.5 million and three
million people out poverty by 2020.
He said, “2. 2 million people are targeted and
will gradually reach 2.6 million by the closing of
the project in 2020 and about 4.2 million by
2042, being 30 years after the project
effectiveness.
“The benefits of the project will accrue to
majority of the population indirectly and will
relate to reconnected transport corridors,
reduced downstream siltation, support for
improved storm water planning and reduced
flooding.
“Other benefits are improved disaster risk
preparedness and enhanced agricultural
productivity,” he said.
He stated that sustainability of the investment
would be reinforced by strengthening
institutions and information services across
sectors and states.
According to Nwune, all that will include support
to improved governance, regulatory compliance,
environmental monitoring, impact evaluation,
watershed and land-use planning.
“By doing so, the project will raise awareness
and capacity to promote long-term climate
resilient low carbon development,’’ he said.

vulnerability of soil erosion in the country,

A new club named after President Goodluck
Jonathan has been registered to compete in the
2014/2015 season of the Nigeria Nation Wide
League.
Proprietor of the club Barr. Chukwuemeka Kanu
told journalists in Abuja that the registration of
GEJ FC was done after some supporters and
admires of President Jonathan decided to float
the team to reciprocate the efforts of the
present administration in the development of
sports and football in particular in the country.
Kanu further argued that going by the support of
the President for sports development, many
young Nigerians have been provided with job
opportunities, stating that with the advent of
the GEJ FC, more talented youths would have
sustainable means of livelihood.
According to him, the team which is domiciled in
Abuja the federal capital will however recruit its
players from all the six geo-political zones of
the country adding that it will set up academies
and training camps in all the six geopolitical
zones of the country to serve as its feeder
teams.
“We are determined to guide the GEJ FC to the
elite division as soon as we start from the
nationwide league season of 2014/2015. Already
the team is registered with the NFF and for a
start we are going to have 25 players who will
be the pioneer players and I want to assure you
that this team will measure up against any other

He also said that while the team will be camping
in a four star hotel at the moment, efforts are
in top gear to complete the construction of its
permanent camp which he said is situated at the

The crisis rocking the Movement for
the Actualization of the Sovereign
State of Biafra (MASSOB) has taken a
new twist with the organization’s
director of information, Mr. Uchenna
Madu warning members to steer clear
of the meeting convened in Owerri
today by its leader, Chief Ralph
Uwazurike as there is most likely to
be bloodshed during the meeting.
In a statement made available to
reporters in Awka yesterday, Madu
said it was improper for Uwazurike to
convene such a meeting when the
mayhem that led to the loss of
several lives at Okwe, Uwazurike’s
home town, was yet to calm down.
He said: “Uwazuruike has just
summoned a meeting of all MASSOB
members at Owerri for Saturday,
30th August, 2014. We see this as
another evil plan to sacrifice the
blood of some members.
“Because of the face-off between
Uwazurike and the Nigeria police,
there was unwarranted death of
some members from Onitsha at Okwe
on the order of Chief Ralph Uwazurike
recently.
“The death of our members from
Onitsha has exposed the selfishness
and insensitivity of MASSOB leader
who uses the organization to enrich
himself.”
“MASSOB lost 18 members in Onitsha
during the last sit at home exercise
on June 08, 2013 which was a total

Lagos – Five days after the Nigerian Medical
Association (NMA) suspended its strike, resident
doctors in the Federal Government-owned
hospitals in Lagos State have yet to resume
work.
This followed the insistence of the Federal
Government to sack the resident doctors in view
of their roles in the NMA’s nationwide strike that
lasted 55 days.
The Minister of Health, Prof. Onyebuchi Chukwu,
had on Aug. 13 announced the sacking of all
resident doctors and stoppage of the residency
training until further notice.
Chukwu said the suspension of the residency
programme would not be lifted until the
conclusion of the ongoing appraisal of the
challenges in the nation’s health sector.
Dr Omojowolo Olubunmi, the President,
Association of Resident Doctors, Lagos
University Teaching Hospital (LUTH-ARD)
Chapter, said the doctors stayed away because
of government’s refusal to reinstate the sacked
doctors.
He said some resident doctors, who reported for
duty were turned back on the orders of the Chief
Medical Directors (CMD) of the respective
hospitals.
“The CMDs claimed that they have yet to
receive circular from the Federal Ministry of
Health directing them to reverse the Federal
Government’s sacking of the doctors,” Olubunmi
said.
He said resident doctors constituted majority of
all doctors in the country.
“Resident doctors constitute the majority; we
are the backbone of the nation’s healthcare
system.
“In LUTH, we have about 500 resident doctors
and that is about 30 per cent of all healthcare
workers in the hospital.
“This has gravely affected services within the
hospital because the consultants can only render
skeletal services with the help of the house
officers.
“It will further worsen the palpable state of our
healthcare delivery,” he told the News Agency of
Nigeria (NAN).
Olubunmi said residency training was pivotal to
the existence and running of a teaching hospital.
He added:“Residency training is the soul of a
teaching hospital and without resident doctors
there cannot be residency and no consultants.
“Resident doctors are doctors undergoing
postgraduate training, they can also render
specialist care to the patients.
“If you come to the teaching hospital, the first
set of doctors that you will see are the resident
doctors.
“We also have senior registrars that act in the
place of a consultant and are involved in the
training of medical and non-medical students .’’
Also speaking, Dr Ramon Kolade-Moronkola, the
Secretary-General of LUTH-ARD, said residency
programme provided citizens’ access to
specialists’ care.
“Residency training is a conveyor belt that
ensures that doctors eventually become
specialists as consultants and this is the norm
all over the world.
“This is a norm to ensure that citizens have
access to specialists’ care.
“The citizens will mostly bear the brunt without
the availability of resident doctors.
“When you produce a specialist that ensures the
highest level of healthcare delivery,” he said.
He said residency training had also attracted
foreign exchange into the country and prevented
medical tourism.
“It prevents citizens from seeking healthcare
abroad and check unnecessary wastages through
medical tourism.’’
Also, Dr Olusegun Akinwotu, the President of the
association at the Federal Neuro-Psychiatric
Hospital, Yaba, said the sacking of the doctors
would affect the quality of services.
Contacted, Prof. Akin Oshibogun, LUTH CMD,
said:“ Please refer your questions to the
Minister of Health on this issue.”
NAN reports that the National Industrial Court
(NIC) had on Aug. 25 restrained the Federal
Government through the CMDs of the 37 medical
institutions from terminating the appointments
of the resident doctors.
The suit has been adjourned till Sept. 17 for
hearing of the motion on notice.

PORT HARCOURT: RIVERS state government has
confirmed the death of a medical doctor from
Ebola virus.
Commissioner of Health, Dr Sampson Parker
who broke the news Thursday in Port Harcourt
said the late Dr Iyke Sam Enemuo died Friday
last week from suspected Ebola virus, adding
that a test on his corpse released yesterday
confirmed that the deceased died from the
virus.
He said the late Enemuo met a staff of Economic
Community of West African states, Ecowas at a
hotel in Port Harcourt, noting that the ECOWAS
staff was on the team of those that received the
index case, late Patrick. According to the
Commissioner of Health, one week after the
ECOWAS staff left Port Harcourt the late Dr
Enemuo took ill and was admitted in a hospital.
The Commissioner, Dr Parker said the wife of
late Dr Enemuo who is also a doctor had fallen
sick and had been quarantined, adding that about
100 persons who had primary or secondary
contact with the late Dr Enemuo had been
placed on watchlist.
While appealing to residents of the state not to
panic the Commissioner, Dr Parkar said adequate
measures were in place to check the spread of
the disease.
His words,: “My friends, brothers and sisters.
The Governor of Rivers State, Rt. Hon. Chibuike
Rotimi Amaechi has directed me to make this
solemn announcement to you.
And it is with a heavy heart that I announce to
you that the ebola virus has claimed its first
victim in Rivers State. Dr. Iyke Sam Enemuo died
last week Friday, August 22, 2014 as a result of
what was suspected to be ebola virus disease.
The Rivers State Ministry of Health on becoming
aware of the conditions of his death,
immediately commenced investigations and
contact tracing.
As at today, about one hundred contacts from a
hotel, patients of Dr. Enemuo and patients of
the hospital where the late Enemuo was treated
until his demise have been identified and
restricted in Rivers State.
The locations are being decontaminated. I had
promised to be open and candid with the public
on our efforts to tackle the ebola virus.
From our investigations some facts have
emerged. A staff of the Economic Community of
West African States (ECOWAS) on the team that
received late Dr. Patrick Sawyer, the Liberian
American diplomat who died of ebola
haemorrhagic disease in Lagos, Nigeria made a
trip to Port Harcourt where he checked into a
hotel and met with Dr. Iyke Sam Enemuo.
About a week after his departure, Dr. Iyke
Enemuo took ill and was rushed to a hospital
where he presented with symptoms of fever,
diarrhea and vomiting.
In the course of treatment, the managing
physician became suspicious and took samples
for investigation. A few days after, Dr. Iyke
Enemuo died on August 22, 2014. His body was
deposited at a mortuary in Port Harcourt.
Dr. Iyke Enemuo’s widow, who is also a medical
doctor and who cared for him during his illness
has taken ill. She is being quarantined.
A few hours ago, results of the test carried out
on samples taken from Dr. Enemuo came back
and was positive of Ebola Viral disease.
The diplomat who was seen by late Dr. Iyke
Enemuo is alive and well. I urge every Rivers
State citizen and resident to remain calm and go
about their normal businesses. Wash your hands
regularly with soap and water and avoid
unnecessary body contacts till further notice.
The Government of Rivers State is doing
everything possible to contain the effects and
spread of the ebola virus. We have all the
material and human resources we need to fight
and defeat the deadly virus.
Officials of the Federal Ministry of Health and
other international agencies are already here
working with the state ministry of health.
Together, I believe we can contain the ebola
virus.

Abuja — The Federal Government declared,
yesterday, that in spite of the huge success it
recorded in curtailing the Ebola Virus Disease,
EVD, in the country, it has not yet completely
eliminated the virus.
Minister of Health, Professor Onyebuchi Chukwu,
disclosed this yesterday when he spoke with
state House Correspondents after the Federal
Executive Council, FEC, meeting where he
briefed the president and members of the
Council on the containment of EVD.
The minister spoke on a day President Goodluck
Jonathan condemned the stigmatisation of
Nigerians by some countries over recent cases
of the Ebola Virus in the country.
According to the minister: “I don’t want
Nigerians to panic, but I don’t want us to be
carried away with euphoria because if we still
one case of Ebola Virus Disease, it is an
emergency.
“The World Health Organization, WHO, defines
Ebola epidemic as when one person is infected
with the disease. We have to be cautious as long
as there is still a victim in the country,” he said.
According to the Minister: “While Nigeria has
successfully contained Ebola Virus Disease, it
has not eliminated the disease because there is
still a case we are managing and as long as there
is one case in the world, every country is still at
risk.
“It is still possible that Nigeria may record
between one to three new cases because there
are people under surveillance. There is a case
we are still managing and even that case we are
still managing must also have had her own third
degree contacts, many of whom are part of this
number of people that are under surveillance.
“There is still a chance one of the people under
surveillance may fall sick and test positive. So
until we give a clean bill of health to every
contact, we cannot even say we have eliminated
the disease,” he emphasised.
On government’s decision to close primary and
secondary schools in the country till October,
Professor Chukwu said it was a precautionary
measure to safeguard the lives of children.
He also emphasised that there is no need for
the country’s borders to be closed just yet,
adding that government may consider closing
the borders only if it is absolutely necessary to
do so.
“There is no panic to close borders, but if it
becomes necessary, we may close borders. Our
borders are still open, but what we are doing is
screening of people coming into the country,”
he said.
On the N1.9 billion released by the Federal
Government to fight Ebola Virus Disease,
Professor Chukwu said the money was for the
Federal Ministry of Health and its agencies to
contain the spread of Ebola and not to be shared
to states of the federation.
Discrimination
Also, President Jonathan, who was not happy
with the way Nigerians were being discriminated
against in foreign countries on account of the
virus in Nigeria, condemned such discrimination
when he had a meeting with Mr. David Navarro, a
Special Envoy of the United Nations Secretary-
General.
He particularly denounced discriminatory actions
such as that which forced Nigeria’s team to the
Youth Olympics in China to abandon its
participation.
Noting that there was no justification for such
stigmatisation of Nigerians since the Ebola Virus
Disease had been effectively contained in the
country and never attained scandalous levels,
the President called for the cessation of
discriminatory actions against Nigerians over the
virus and urged the UN Secretary General, Mr.
Ban Ki Moon to support the call.
Responding to the Secretary General’s
commendation of Nigeria’s management of the
threat of Ebola, President Jonathan praised the
Federal Ministry of Health, the Lagos State
Government and all Nigerians for the success
achieved so far in containing the virus and
avoiding a national epidemic.
“All hands have been on deck to contain the
virus here. I commend my team and the Lagos
State Government. We have been able to set
politics aside and work in unison to deal with a
national threat.
“All other Nigerians have played a part too by
complying with the directives and advice we have
issued to stop the virus from spreading any
further. The success we have had is a testimony
to what we can achieve as people if we set aside
our differences and work together,” he told Mr.
Navarro.
The President assured the Special Envoy that in
spite of the seeming success of its containment
measures, the Federal Government and its
agencies will remain vigilant to guard against
further cases of Ebola in the country.
“We will continue to monitor the situation and
we will also support other affected African
countries as much as we can because we cannot
be completely safe from the virus as long as it
continues to ravage some countries in our sub-
region and continent. We will continue to work
with the international community to curb the
out-break in other countries,” President
Jonathan pledged.
Mr. Navarro, who had visited Liberia, Guinea and
Sierra Leone, the countries worst hit by Ebola
before coming to Nigeria, told the President that
he had come, on the instruction of the UN
Secretary-General, to applaud Nigeria’s
successful containment of the virus.
“The Secretary-General asked me to come here
too, not because you have an Ebola problem,
but because you have tackled it in an exemplary
fashion.
“Your personal leadership on the matter has
been key. There may still be some work to be
done before the virus is completely cleared out
from here, but other countries can learn from
your fine example,” Mr. Navarro told the
President.
Speaking with State House correspondents after
the meeting, Mr. Navarro commended Nigeria’s
efforts at containing the Ebola Virus.
He said: “The point I made to the President of
Nigeria is that this country and its people have
performed excellently in their response to Ebola
Virus Disease.
“It has been a whole of country effort. The
whole of the society has been involved and the
correct procedures are being adopted.
“There will always be out-breaks of dangerous
diseases in our world because of globalisation,
because we want free movement between
countries and between communities and because
there are viruses that move from the animal
kingdom to the human population.
“The good public health techniques and the full
involvement of all of society, strong leadership
by all, whatever their political parties, can lead
to successful control effort.
“We, of course, regret that some people lost
their lives. There may be some one, who got
sick and died as a result of this current Ebola
problem in Nigeria, but I am confident that the
government and the people are responding in a

Why First Consultants Medical Centre is still shut
The First Consultant Hospital, Obalende, where
the first case was treated, is still shut because
the Lagos State government is waiting for
directive from the World Health Organisation,
WHO, after de-contamination exercises in the
facility.
The state Commissioner for Health, Dr. Jide
Idris, who explained this in Lagos, said already
several de-contaminations have been done in the
place confirmed that it was going to take some
time before the facility will be opened.
“I need to get clearance from the Ebola
Emergency Operation Centre because they are
the ones, who could give clearance that the
hospital is clean and ready for re-opening. It is
after that the state government embarks on its
own process.
De-contamination may not be complete because
some of the equipment in the hospital may be
discarded, burn some materials and other
activities. This is to ensure that the hospital is
free of the virus. So it will take some time
before the hospital will be re-opened, but once
we get the approval, WHO and EOC the
government will do the needful.”
No Ebola-free certificate
Idris said there is need to report every death
and obtain Ebola-free documentation to facilitate
the transportation of out-bounds corpses from
the state. He however, dismissed rumours about
Ebola free certificate, saying, “There is nothing
like Ebola-free certificate being issued routinely
to persons applying for visas in foreign
embassies in Nigeria.
“Clearance certificate are nonetheless issued to
contacts that have completed the 21-day
maximum incubation period of EVD.”
N1.9 bn not for Ebola fund

Meanwhile, the Health Minister said that the
N1.9 billion earlier approved by President
Goodluck Jonathan, at the time he declared
emergency over the disease, widely believed to
be used for containing the virus, is for the
improvement of the nation’s general health
systems.
“We did say that the N1.9 billion that the
President approved was for the Federal Ministry
of Health; those ones that the Federal Ministry
of Health should champion. That fund was
provided based on the budget that the Federal
Ministry of Health submitted to Mr. President. It
was not termed an Ebola fund.
“I repeat, because now I hear that in some
places, even village heads are asking for their
own share. Nigeria is always thinking of sharing
money. It is money for the Federal Ministry of
Health to use in working. They are going to use
it to procure more vehicles; which have already
been ordered.
“They are going to use it to procure more
personal protective equipment which had already
been ordered. They are going to use it to
provide isolation tents, which again had been
ordered, including drugs which will be used to
support the patients.
“It is a budget for the Federal Ministry of Health
and its agencies as submitted by the Federal
Ministry of Health to Mr. President.
“What I am saying is that there will still be other
funds that will still be released in various ways,
depending on what any of the cognate agencies
is requesting from Mr. President that must be
