On 4 June 1994, in one of many similar broadcasts on Radio-Te´le´vision Libre des Mille Collines (RTLM), Kantano Habimana called for 100,000 young men to be ‘‘recruited rapidly’’, who should all stand up so that we will kill the Inkotanyi and exterminate them … [T]he reason that we will exterminate them is that they belong to one ethnic group. Look at the person’s height and his physical appearance. Just look at his small nose and then break it.7 Incitement such as this spurred on the massacres which made up the Rwandan genocide of 1994. Its effectiveness is evidenced in the testimony of a former ge´nocidaire In 1920, thirteen years before Hitler came to power in Germany, the so-called Protocols of the Elders of Zion was published in Germany for the first time, amidst a flurry of other anti-Semitic writings. They purportedly consisted of the minutes of a fabricated meeting of Jewish elders in Berne in 1897, and contained allegations of a Jewish conspiracy to rule the world and enslave Christians.1 Viciously anti-Semitic, by 1933 they had gone through thirty-three editions. They kept saying Tutsis were cockroaches. Because they had given up on them we started working and killed them. Inchoate crimes The word ‘‘inchoate’’ denotes something that has ‘‘just begun’’ or is ‘‘under- developed’’,9 ‘‘partially completed’’ or ‘‘imperfectly formed’’.10 Inchoate offences are thus incomplete offences, which are deemed to have been committed despite the fact that the substantive offence, that is, the offence whose commission they were aiming at, is not completed and the intended harm is not realized. Black’s Law Dictionary describes such an offence as ‘‘A step toward the commission of another crime, the step in itself being serious enough to merit punishment’’.11 In English common law there are three general inchoate offences: attempt, conspiracy and incitement (or solicitation in US law). All of them may incur criminal liability even though the crime they were intended to bring about does not materialize.12 In the case of incitement, the crime is completed despite the fact that the person incited fails to commit the act to which he or she has been incited Incitement in international law Nuremberg: Streicher, Fritzsche Incitement to genocide first became a crime under international law when the International Military Tribunal (IMT) at Nuremberg passed judgment on the accused Julius Streicher and Hans Fritzsche in 1946. While the term ‘‘incitement to genocide’’ was not yet known as such and the accused were instead charged with crimes against humanity, this charge was based on acts which would today fall within the definition of incitement to genocide. Both Streicher and Fritzsche were furthermore charged with crimes against peace, and Fritzsche with war crimes. Julius Streicher was the founder and editor of the anti-Semitic weekly magazine Der Stu¨rmer, the aim of which, according to Streicher himself, was to ‘‘unite Germans and to awaken them against Jewish influence which might ruin our noble culture’’.24 In its judgment, the IMT described how in leading articles and letters, some of them written by Streicher himself, Jewish people were depicted as ‘‘a parasite, an enemy, and an evil-doer, a disseminator of diseases’’ or ‘‘swarms of locusts which must be exterminated completely’’.25 The Tribunal found that by means of such hate propaganda, Streicher ‘‘incited the German people to active persecution’’,26 as well as to ‘‘murder and extermination’’, acts which in the IMT’s view represented a crime against humanity,27 of which Streicher was convicted and was sentenced to death by hanging. The above quotations were taken from Incitement in international criminal law by Wibke Kristin Timmermann. The essence of the quotations above is to draw attention to Nnamdi Kanu's activities as running foul of international law. And as a result Nnamdi Kanu can be treated as a war criminal. It is wrong for Ndigbo to sit by and watch as Nnamdi Kanu and his criminal group, Ipob, tags all Nigerians as living in a zoo. Invariably all other Nigerians apart from Ndigbo are animals. Is it not animals that are kept in a zoo? Posterity will judge Indigbo on their silence while Ipob designate all Nigerians apart from Biafrans as animals living in a zoo. We can all recall Ndigbo attack on rant hq when some Igbo people in the group were called senseless during argument. All Ndigbo rose up against rant hq. As Nnamdi Kanu is Calling all Nigerians except Indigbo as animals living in a zoo, what do Ndigbo think Nigerians should do to them for giving him support? |

Nigeria political history has always centred around powerful individuals rather than institutions. As a result peace, progress and security have been eluding Nigeria. Let us illustrate this with the incumbent president of our dear country, Mohammad Buhari. Muhammad Buhari was perceived as the panacea to all the challenges confronting the country. Majority of Nigerians hoped in him to take them out of Egypt to the promised land. Expectations were high. There was jubilation on his victory and everybody went to sleep thinking the saviour had arrived. Right now laughter has turned to mourning and tomorrow is pregnant with evil. Buhari has been demystified. He that was elected to solve the hydra - headed problems confronting the country turned out to be the number one problem facing the country. Buhari is not who we all thought he was. Buhari is a powerful individual running the affairs of the country at his whims and caprices. Like the proverbial dog that is doomed to get lost in the bush, he fails to listen to the hunter whistle. In fact Buhari is already lost. Nigeria is presently at the precipice and anything can happen. Voices for disintegration are louder than voices for the continuation of the union. It is to thy tents oh Israel now cry in every nook and cranny of the country. The shred of unity holding the country is torn and the love and bond that brought Buhari to power has vanished. Buhari has turned his friends into his enemies while his praise singers assure him all is well. As powerful as Buhari is he cannot solve the country's problems. This now turns attention to Oshiomole and Tinubu popularly refered to as the godfathers. Many Nigerians hate them with passion. Hatred in this context means they should leave the stage and allow others to come and chop. The reason is because Nigerians believe this country is doomed and as result sharing of the national cake should go round. In other words nobody expects better replacement for both Tinubu and Oshiomole. They are to be replaced because "they don chop too much and dem no want others to chop". The Arewa hegemonic oligarchy took advantage of this and took over the party machinery. The question now is: are they better? No, they are worse. Presently in Nigeria every politician is either a godfather or an aspiring godfather. The sin of Oshiomole and Tinubu is the cry of party supremacy. Should party supremacy campaign be allowed to sail through the wings of the Arewa hegemonic oligarchy will be clipped and their domineering attitude will cease. Who are those propping up Fayemi and Obaseki? Are they godmothers? The answer is blowing in the wind as they say. However their mission is already deciphered. |

All the above quotations were made by former president, Olusegun Obasanjo, during a lecture at 2020 Sowemimo Annual lecture organized by Abeokuta Club. This should send a strong signal to the hegemonic oligarchy from Arewa that the game is up and they must face reality and forget about the past glory and antics. The Arewa political class have always used their political allies from the south as tools to perpetually foist the unitary system of government on Nigeria. However events unfolding are showing that more and more of their partners from the south are having a rethink. And the most powerful of all is Olusegun Obasanjo. Olusegun Obasanjo has spoken and Arewa must listen. The fact is what was working for the hegemonic oligarchy from house of Arewa is now working against them. There must be equity, justice and fair play. |
