Just like the state uni, fed unis are not 100 percent merit!! People still work their ways through Nigerian unis with money whether state or federal, that's why if you hear some undergraduates/graduates speak, their grammertical expressions makes one cry.

Back to your topic, nobody wants to pass out with anything less than 2'1, but sometimes, students fail because they don't take their studies serious, the lecturers are lazy to mark the scripts right, some are just unlucky.
