Fact i sthat no matter who APC wins, whether Igala supports or not, APC will already win,

because, the gap is already 41,000 votes, and out of the 49,000 people that can vote in the supplementary election, only 25,000 have PVCs.

Go back and read again. Babangida was meant to handover to his chief of defence staff, Abacha, but decided to curry the favour of Yorubas by handing over to a civilian Shonekan who is from Abiola's zone. However, Abacha remained in total control of the armed forces as C-in-C while shonekan was only ceremonial..sort of figure head

At topic: We wish to outline that state of emergency must be declared on all federal roads in SE.

And the River Niger at Anambra state must be fully dredged to berth large ships.

We need a strong Igbo leader at this moment. It's a shame many of the young Igbo governors around are yet to wake up!!
unfortunately, it will take another 40 years for any Federal Govt. to trust igbos with sophisticated developmental projects. The reason the second Niger bridge, as well as the sea ports and other amenities were ignored all these while was to make sure that the igbos are not fortefied enought to wage war on Nigeria...gradually, all was getting better until the so called Nnamdi Kanu and his IPOB boys started chanting war songs again....re-opening old wounds.

It will take another 40years for Ndigbo to be trusted once again with developmental projects. Take it or Leave it.

INEC must reverse their earlier decision about the election being inconclusive. It was not inconclusive.

The number of registered voters with PVC in the cancelled units is only 25,000. They had no right to use the 49,000 figure which is based on temporary registered voters card.

The constitution says

(1) if a party candidate dies before his name is submitted to INEC, the party should replace him within 14 days. [Electoral Act 2010 36(1)]

(2) if a candidate dies after the nomination deadline let all the other candidates carry on with the process, but if it so happens that there is only one candidate left, an extension should be granted to other parties to replace their candidates. [Nigerian Constitution 1999 (as amended) 178(3)]

(3) if a candidate is elected, but dies (or becomes incapacitated) before swearing in, his running mate must be given the mandate. [Nigerian Constitution 1999 (as amended) 181(1)]

So, there are only three milestones during which a candidate's death may be examined constitutionally.

(1) The time before Nomination deadline.
(2) The time after nomination deadline and before election contest.
(3) The time after election contest and before swearing-in.

What if he dies during the election contest, that time is not captured. Why? In the spirit of the constitution, it means only one thing:

In the eyes of the law (1,2 and 3) imply that, once voting is under-way, the status (living or dead) of a contestant in an election shall not be examined until the result is announced and he is seen to be incapacitated, then his running mate will be presented with the mandate.

At this time in kogi state, because the election is inconclusive, it means the election is still on-going and the death of any candidate will not be questioned until after the final results are announced and we have a winner. At that point in time, (3) will be implemented.

This position is supported by the experience of Abubakar Atiku who though was no longer an interested candidate, did not affect the election process as his running mate (Boni Haruna) followed (3) and became Adamawa Governor in 1999. This is also supported by the Ngige Saga when he was almost kidnapped and prevented from collecting his mandate. This position is also supported by the Supreme Court ruling on Chibuike Amaechi where it was held that an election victory first belongs to the political party.
