The UK isn't like the US, this is a country that has been in existence for centuries (way longer than the US) and has never had a black person occupy any position of political significance. The UK has a very solid, long-standing aristocratic system which guarantees power remains within the so called "blue-bloods" and the privileged few (which are typically upperclass whites). This system is almost impregnable for a black man, you won't even be allowed to get close to a position where you might begin to pose a significant threat.

Unlike the US which is more open and radical in various regards, the UK operates a very conservative society where political correctness, hypocrisy and window dressing matters a lot more than the real issues. How can you compare the electorate of a country where blacks make up 13% of the population (the US) to the electorate of a country whose population is almost 100% white(UK) ? Obama won as I said before because the majority of American blacks who are sizeable in number along with Hispanics and young whites voted for him, the United States despite being very racist is much more progressive than the UK when it comes to deciding who should govern them. In the US if you look good, speak well and sound like someone most people would like to hang out with you can actually win an election whereas in the UK no matter how you look and sound if you are not white you do not stand a chance.

Crime of passion as used in court of law is a technical term just like plea of insanity. You misunderstood the whole concept.
Crime of passion has to do with sudden impulse of rage that can arise when a husband walks into his wife being boinked by a stranger in their matrimonial bed. But If the husband walks away and kills the wife later (even though it has to do with love/passion), it becomes first degree murder and defense attorneys dare not bring up crime of passion as defence.
