Premier clubs always have problem spending on Epl proven players but they won't hesitate to spend 60 to 80 million on unknown players from Portuguese league just after one good season. Last season nobody knows this Ugarte but now he is going for 60million plus and you expect Brighton and West ham not to demand 80million plus for Caicedo and Rice.
