If at the end of the lease agreement the tenant decides not to renew and move out, nobody will complain or ask him for anything (even though he is also supposed to give the landlord some days notice prior to the end date).
Now the landlord is informing the tenant (6 months in advance) that upon the expiry of the current lease, he does not wish to extend or renew the lease.
How is that difficult for anyone to understand.

Summary: The landlord has done the right thing to inform the tenant of his decision not to extend/renew the lease. Also the landlord gave him 6 months of notice so he can adequately prepare and search for other accommodation.
