Although 56-year-old suspect, Shuaib Atanda, is a contractor engaged by the Lagos University Teaching Hospital, Idi Araba, to dispose unclaimed corpses of babies, police said his inability to give a satisfactory answer to what he was doing with some sacks stuffed with 66 dead babies, may soon land him in trouble.



“He showed documents to back his claims, but he could not give a satisfactory explanation on why he had to travel all the way from Idi Aba to Agbowa to dispose the corpses,” Lagos State Police Public Relations Officer, Mr. Frank Mba, said on Tuesday.



But Atanda told PUNCH METRO that he had been a contractor with the LUTH for two years. ”What I do is to evacuate abandoned dead babies from the university. It was not different last Saturday as I was given 66 dead babies to evacuate and deposit at Atan cemetery in Yaba. Forty of the dead babies were those unclaimed for the month of March, while 26, were for in the month of April,” he said.



Atanda alleged that after bribing some staff of the LUTH, he discovered that the amount left from the N185,000 the hospital paid him would not be enough to bury the corpses at Atan cemetery.



He said, “There was no money left for me to buy a space at Atan cemetery where we usually bury them. The cemetery would collect between N90,000 and N100,000 before one can get space. But I had bribed nearly everybody in that department (Morbid and Anatomy) before I could get that contract.



“For instance, I gave N50,000 to O/C mortuary; I gave N40,000 to one Everest in that department, two workers in the account department also collected N10, 000 each. That was the usual practice; I have been doing this job for a long time.



“So at the end of the day, I had to take a risk and decided to find a bush to bury the children, because I also needed money to feed my family. The police caught me on the way,” he said, denying that he went with the corpses to Agbowa for any other purpose.


When questioned why he had to go as far as Agbowa to bury the corpses, Atanda, who denied having ulterior motive for his action, simply said, ”I am sorry.”


But the Head of the Department of Mobid and Anatomy, Prof. Kumbi Banjo, said the LUTH was already investigating Atanda‘s allegation. ”It is true that he is our contractor to clear unclaimed baby corpses. We have such corpses on ground because many people were so devastated by their losses that they just abandoned the corpses. We have to evacuate such babies who had been there for a long time. But the university is looking into this problem,” she said.


The ‘O/C mortuary,’ who is actually the Principal Head Assistant of Morbid and Anotomy, Mr. Abraham Ekhome, denied Atanda‘s allegation. “It is a mere fabrication. We use about four contractors and I have never collected any bribe or gift from them,” he said.


However, Mba said police preliminary investigation into the matter also led to the arrest of some workers in the Department of Morbid and Anatomy of the teaching hospital.


He said police investigation was still continuing, adding, “For now, we are satisfied that Atanda is a bonafide contractor with the LUTH and that he was charged with the duty of disposing abandoned dead babies. We are sure that the suspect is neither a ritualist nor a murderer nor a trafficker. Other contending issues like corruption and abuse of office will be investigated.”

The Senate Committee on Housing and Urban Development has indicted the Presidential Implementation Committee on the sale of Federal Government landed property, alleging that the committee’s work was marred by financial impropriety and racketeering.



The committee also called for the pic’s disbandment and replacement with a new board that would have a specific tenure.



The committee’s report, which was obtained by our correspondent on Sunday, stated that N1.23bn accruing to the Federal Government from the sale was missing and unaccounted for by the PIC.



It observed that about N80bn proceeds from the sale, was also fraudulently fixed with some banks at two per cent interest against the approved five per cent.



The committee alleged that the shortfall of three per cent was, however’ paid to some members of the PIC using under-the-table, deals.



A former Minister of Housing , Mrs. Grace Ekpiwhre, who served as chairman of the PIC, while appearing before the committee, testified that the sale of some choice houses was made to notable Nigerians.



The report listed the Transnational Corporation; wife of a serving Northern governor; Kogi State Investment Company; and Baptist Church as key beneficiaries of the alleged racket.



The report said, “The PIC lodged a total of over N80bn in various banks; the PIC testified that the Accountant-General of the Federation granted it approval to deposit the said sum at ten per cent interest rate but the Accountant-General denied giving any such approval.



“Instead of fixing the lodgements at between five per cent and 10 per cent per annum, the PIC officials had-under -the table deal with the banks such that the lodgements were fixed at 2 percent interest, while the PIC officials had the difference paid to them as gratification.



“Preliminary investigation by our financial consultant reveal that the approximate sum of N1,236,074,517.00 payable to the Federal Government is already missing.”



The committee criticised a former minister and the secretary of the PIC for blocking access to financial records of the Housing ministry with regards to the sale of houses, adding that the refusal was a violation of section 89 of the 1999Constitution. The report did not name the minister or the secretary.



It, however, threatened to invoke constitutional powers vested in the Senate to compel the honourable minister and executive secretary of PIC to appear before the committee to produce the financial records of the transaction.



The committee urged the Federal Government to purge the PIC of its membership and remove the executive secretary, whom, it said, had constituted.



It also lamented the frustrations it encountered in the hands of members of the PIC, saying its members were deprived access to some of the flats and houses sold.



The committee reported that the PIC deliberately refused it information on the lodgements it made into various bank accounts.



There was also the denial of access to information on PIC’s total remittance to the Federation Account and the actual sums of money so far paid to the PIC as interest by banks.



“Our committee was confronted with fragmentary and incomplete financial records of the activities and operations of the PIC since inception,” the committee said.



The committee also observed that sitting tenants, who were entitled to the first right of refusal in the sale of the houses, were ignored in the sale of choice plots and flats which it found out were handed over to “notable Nigerians.”



It said that some of the sitting tenants were ejected from the houses for some prominent Nigerians and companies, whom the PIC failed to make known to the committee.



According to the report, some of the choice properties in Ikoyi, Lagos were handed over to the likes of one Fatima Dangote, Arewa Livestock Farms Ltd, Kogi Investment Company Ltd., and Barewa Food Ltd against the choice of the sitting tenants who bid for them.



Citing examples of such sharp practices, the report said a sitting tenant bid for 15 MacDonald Road Ikoyi and agreed to pay N251m, but had his money rejected by the PIC which sold the same property to the wife of a serving governor for N165m.



The committee observed the use of force in evicting some of the sitting tenants and accused the PIC of disrespecting the Federal Government’s time extension for payment by the sitting tenants.

The House of Representatives on Thursday faulted President Goodluck Jonathan’s decision to suspend the country’s national team, the Super Eagles, from all international engagements in the next two years.



The House asked the President to rescind the decision.



In a resolution, the Lawmakers noted that withdrawing the national team from international engagements would not only worsen the apparent crisis facing football in Nigeria , but could also earn the country the “wrath of FIFA.”



A lawmaker from Benue State, Mr. Emmanuel Jime, who sponsored a motion on the issue, had argued that the decision to “disband” the Nigeria Football Federation and withdraw the Super Eagles from international engagements would be counterproductive no matter how well-intentioned.



He said, “If this decision is not rescinded, our football will be in disarray and we are about to jeopardise the future of a whole generation of Nigerian youths.”



He also observed that Jonathan’s action would be interpreted by FIFA as a case of the Federal Government interfering with sports administration in the country, “which can earn us an immediate ban by FIFA.”



He agreed that the Super Eagles performed poorly at the ongoing 2010 World Cup in South Africa, but the team was not the worst.



Jime cited Italy, the defending champions, and France, among other strong teams that had crashed out of the championship.



He said, “What we should do is to investigate our poor performance to determine whether corruption or inadequate preparations were responsible.



“Let us avoid a situation whereby we will incur the wrath of FIFA and render our youths, who rely on football as a means of livelihood, jobless.”



But, the Minority Leader, Alhaji Mohammed Ndume, supported the President’s decision, describing it as “the most important decision taken in the country by Jonathan.”



Ndume claimed that football was not “the priority of Nigeria” at the moment.



According to him, Nigerians are more interested in going to school and seeing their government fixing social infrastructure than spending huge funds on football.



However, the Chief Whip of the House, Mr. Emeka Ihedioha, backed Jime’s motion. He said that football was a “unify factor in Nigeria.”



Rather than suspend the country from international engagements, Ihedioha suggested that the government should organise a comprehensive sports development programme for the youths.



The Minority Whip of the House, Mr. Femi Gbajabiamila, also supported the motion. He said that the President took a hasty decision without considering the fact that “football is like the life of Nigeria.”



“This is like killing an ant with a sledge harmer; or suspending your child from school for two years because he has failed an examination.



“We appeal to Mr. President to please leave football alone,” Gbajabiamila said.



Another member, Mr. Emma Diya, warned that the police might have to contend with more cases of armed robbery and other forms of violent crime if Nigeria was shut from football events.



“Whenever the Super Eagles are playing, there are no cases of armed robbery because everybody is watching the game”, Diya added.



The House later passed the motion in a majority voice vote and mandated the Committee on Sports to probe the “abysmal performance” of the team at South Africa 2010.



Meanwhile, fears that Nigeria may attract sanctions from the Federation of International Football Associations, heightened on Thursday with the government’s declaration that the country’s sovereignty was more important than the world soccer ruling body’s laws.



Minister of Sports, Alhaji Ibrahim Bio, who spoke to journalists in the State House, made the declaration while defending the Federal Government’s decision.



He said, “Government is trying to liaise with FIFA in order to get these things done without necessarily violating FIFA rules.



“Nigeria will do everything possible to take the interest and sovereignty of Nigeria first and foremost and if that is in conformity with FIFA rules, so be it, but if it is not in conformity with FIFA rules I think the sovereignty of Nigeria and interest of the people is most paramount.”



Bio likened the problems plaguing football administration in Nigeria to cancer.



“My friend, you cannot have cancer and continue to live with it because you don’t want to spill blood, we are ready to spill blood to remove the cancer, so be it,” he added.



He said the government was guided by the provisions of the controversial Decree 101 in taking the decision.



FIFA had previously frowned at the decree, which is the basis of the government’s involvement in football administration in Nigeria.



Arguing further in defence of the decision, the minister said, “Decree 101 is where the real conflict comes from; it has been in existence and it is still within our statute books.



“Before my coming, there was an agreement between my predecessor and FIFA that Decree 101 will be amended.



“That has been with the National Assembly; as far as the Nigerian government is concerned, that decree is still within the statute books because the National Assembly has not amended it. “So it is not my fault

They will say, that is, [some of] those disputing the number of the youths [of the cave] at the time of the Prophet (s), in other words, some of these will say that they [the youths] were: ‘Three; their dog the fourth of them’; and they, some [others] among them, will say, ‘Five; their dog the sixth of them’ — both of these sayings were those of the Christians of Najrān — guessing at random, in other words, out of supposition, not having been present with them [at the time], and this [statement ‘guessing at random’] refers back to both sayings, and is in the accusative because it is an object denoting reason, in other words, [they said this] for the reason that they were [merely] supposing it. And they, that is, the believers, will say, ‘Seven; and their dog the eighth of them’ (the sentence is [part of] the subject clause, the predicate of which is the adjectival qualification of sab‘a, ‘seven’ [namely, thāminuhum, ‘the eighth of them’] with the additional wāw [wa-thāminuhum], which is said to be for emphasis, or an indication that the adjective is [semantically] attached to that which it is qualifying). The qualification of the first two sayings as being ‘random’, but not the third, is proof that [the latter] is the satisfactory and correct [number]. Say: ‘My Lord knows best their number, and none knows them except a few’: Ibn ‘Abbās said, ‘I am [one] of these “few” [described]’, and he mentioned that they were seven. So do not contend concerning them except with an outward manner [of contention], [except] with that which has been revealed to you, and do not question concerning them, do not ask for opinions [from], any of them, [from] the People of the Scripture, the Jews. The people of Mecca asked him [the Prophet] about the story of the People of the Cave, and so he said to them, ‘I will tell you about it tomorrow’, but without adding [the words], ‘If God wills’ (inshā’a’ Llāhu) and so the following was revealed:

Chapter18- verse21,

{ وَكَذٰلِكَ أَعْثَرْنَا عَلَيْهِمْ لِيَعْلَمُوۤاْ أَنَّ وَعْدَ ٱللَّهِ حَقٌّ وَأَنَّ ٱلسَّاعَةَ لاَ رَيْبَ فِيهَا إِذْ يَتَنَازَعُونَ بَيْنَهُمْ أَمْرَهُمْ فَقَالُواْ ٱبْنُواْ عَلَيْهِمْ بُنْيَاناً رَّبُّهُمْ أَعْلَمُ بِهِمْ قَالَ ٱلَّذِينَ غَلَبُواْ عَلَىٰ أَمْرِهِمْ لَنَتَّخِذَنَّ عَلَيْهِمْ مَّسْجِداً }

And so, just as We aroused them, it was that We disclosed them, [to] their people and the believers, that they, that is, their people, might know that God’s promise, of resurrection, is true: by virtue of the fact that One Who has the power to make them sleep for [such] a long period of time, or sustain them in that state without nourishment, also has the power to resurrect the dead; and that, as for the Hour, there is no doubt, no uncertainty, concerning it. Behold (idh adverbially qualifies a‘tharnā, ‘We disclosed’) they were disputing, that is, the believers and the disbelievers, among themselves their affair, the affair of the youths, with regard to building something around them [as a monument]; so they, the disbelievers, said, ‘Build over them, that is, around them, a building, to cover them up; their Lord knows them best.’ Those who prevailed regarding their affair, the affair of the youths, namely, the believers, ‘We will verily set up over them, around them, a place of worship’, for prayers to be performed therein. And this indeed took place at the entrance of the cave.

N50 million for Mrs. Patience Jonathan’s special visit to special homes, orphanages, prisons, and selected hospitals.


N20 million for a special session of the National Children Parliament.
N20 million for a party for 1000 children.
N40 million for a Presidential banquet.
N50 million for calisthenics performance.
N310 million for cultural, historical and military exhibitions,
N40 million for “food week.”
N320 million for secretariat equipment, accommodation, logistics, and utilities.
N30 million for the designing and unveiling of the 50th anniversary logo.
N1.2 billion for the Ministry of Information and Communications for insertion of special reports on Nigeria in both local and international media.


N320 million for jingles, adverts, billboards, documentary and publicity.
N105 million for Ministry of Foreign Affairs for an undisclosed expenditure.
N700 million for accommodion and transportation of special guests from within and outside the country.


N450 million for the production of branded souvenirs and gift items for foreign heads of state and to erect a coat of arms on Aso Rock.


N210 million naira for a variety gala night and fireworks .
N200 million for an international friendly football match and a local competition.
N120 million naira for event managers and producers .
N400 million for the publication of a compendium on Nigeria .
N150 million for a compendium on the Legislature.
N50 million for a compendium on the judiciary.
N10 million naira for the commissioning of the golden jubilee plaza .
N540 million for designing, constructing, and mounting a Tower of Unity in the 36 states of the Federation.


N150 million for debates, essays, conferences, lectures, and a colloquium.
N60 million for musical concerts and carnivals in the 6 geo-political zones.
N100 million for durbar, masquerades, and cultural dances.
N80 million naira for designing and constructing 10 symbolic monuments of
founding fathers of Nigeria.

N40 million for a memory tone at the Tafawa Balewa Square, Lagos,
N500 million naira for security and protocol.
N25 million for medicals.

{ إِنَّهُمْ إِن يَظْهَرُواْ عَلَيْكُمْ يَرْجُمُوكُمْ أَوْ يُعِيدُوكُمْ فِي مِلَّتِهِمْ وَلَن تُفْلِحُوۤاْ إِذاً أَبَداً }

For indeed if they should come to know of you, they will [either] stone you, kill you by stoning, or make you return to their creed, and then, if you do return to their creed, you will never prosper’.

{ وَكَذٰلِكَ بَعَثْنَاهُمْ لِيَتَسَآءَلُوا بَيْنَهُمْ قَالَ قَائِلٌ مِّنْهُمْ كَم لَبِثْتُمْ قَالُواْ لَبِثْنَا يَوْماً أَوْ بَعْضَ يَوْمٍ قَالُواْ رَبُّكُمْ أَعْلَمُ بِمَا لَبِثْتُمْ فَٱبْعَثُواْ أَحَدَكُمْ بِوَرِقِكُمْ هَـٰذِهِ إِلَىٰ ٱلْمَدِينَةِ فَلْيَنْظُرْ أَيُّهَآ أَزْكَىٰ طَعَاماً فَلْيَأْتِكُمْ بِرِزْقٍ مِّنْهُ وَلْيَتَلَطَّفْ وَلاَ يُشْعِرَنَّ بِكُمْ أَحَداً }

And so, just as We did with them that which We have mentioned, it was that We aroused them, We awakened them, that they might question one another, concerning their state and the length of their stay [in the cave]. One of them said, ‘How long have you tarried?’ They said, ‘We have tarried a day, or part of a day’: [he said this] because they had entered the cave at sunrise and were awakened at sunset, and so they thought that it was [the time of] sunset on the day of their entry. Then, they said, unsure about this [fact], ‘Your Lord knows best how long you have tarried. Now send one of you with this silver coin of yours (read bi-warqikum or bi-wariqikum) to the city — which is said to be the one now called Tarsus (Tarasūs) — and let him see which is the purest food, that is, which of the foods of the city is the purest, and [let him] bring you a supply thereof. Let him be careful and not make anyone aware of you.
