Lawyers of the embattled Nasarawa State Governor, Tanko Al-Makura, have written a letter to the Chief Judge of the State, Justice Suleiman Dikko, urging him to shun the calls to dissolve the panel set up to investigate the impeachment allegations levelled against the governors. It was learnt that the letter written by the governor’s lawyers followed an earlier one sent to the CJ by the counsel for the House of Assembly, Chief Joe-Kyari Gadzama (SAN), asking the Justice Dikko to disband the panel because it was allegedly constituted contrary to constitution provisions. The lawmakers through their counsel had said the panel constituted by the CJ did not meet the expectations of section 188(5) of the constitution. The lawmakers had also requested the Chief Judge to set up a fresh panel. But Al-Makura’s lead counsel to the governor, Chief Nnoruka Udechukwu (SAN), in their own letter, asked the CJ to reject the lawmakers’ quest. Udechukwu is leading Olufunke Aboyade (SAN), Prof. Ernest Ojukwu, Kehinde Aina, O.O. Adelye, Olatoye Akinbode, Abdulwashi Musah, C.J. Mbachu and Benjamin Nwosu, in the governor’s legal team. A copy of their letter read in part, “Your Lordship is functus officio and lacks the authority under the constitution to disband a panel which you have set under section 188(5) of the constitution. “All ministers in the temple of justice should well advise themselves to abide by the letters and spirit of the 1999 constitution. “The point we are making is that whoever is seriously aggrieved by any step taken by your Lordship under Section 188(5) of the constitution should follow constitutional stipulations in pursuit of that grievances and not to politicise a serious constitutional matter without minding the damage such negative action would do to the constitution and to organs of government which draw their legitimacy there from.” The panel, which is headed by Yusuf Shehu Usman will resume sitting on Monday in Lafia. http://www.punchng.com/news/impeachment-panel-al-makuras-lawyers-write-nasarawa-cj/ |

Imagine this scenario for a moment; A market woman in Maiduguri who looks up to the government for security becomes a victim of BH. The govt. ignores the BH for a while and gives her money to start all over in neighboring Adamawa State. Few months later BH comes again to Adamawa and she abandons her new trade and runs to Kano State. In Kano State she is told that same BH fighters are flinging bombs like children playing with 'bangas' Please tell me, Psychologically, would the govt. aid mean anything to this woman again? 2. If it does, how many times would the govt. be willing to keep giving relive aid to this woman? How many relocation would the govt. do for this woman and many other added victims if they continue to put the cart before the horse? Which is cheaper for the govt. to use the funds to eliminate the BH and allow this woman continue her stock in trade peacefully in her home state or turn her to a secondary refugee? Pls don't get me wrong, I'm not against giving them some financial aid but i think more actions against the insurgence first would be a better relieve...!!! OlusolaWarrior: I don't see this as putting the cart before the horse as you implied. There are victims, and we all know quite well there will be victims again until Boko Haram is completely wiped out. But until then, do you wish to see such victims of terror attacks (direct victims or close relatives that are bereaved as a result of loss) neglected and left to their mourn/grieve alone? Please note that such monies that would be given out to the victims would be used to help them resettle in other places, if need be, and as well to cater to their daily welfare until they can get some engagement that would earn them some income. |

fanacy: Leading by example, head of the fund, TY Danjuma pledged $10miilion (N1.7billion), while saying that the money donated should not be used to fight Boko Haram, but for the specific purpose of aiding the victims of terror. He said, “this fund is not meant to fight terroists but to support victims of terror”.Here we go again...!!! Until the terrorists are taken out, the amount donated may soon become 'peanut' to the increased number of victims. seanet02: APC have already outsmart them. FYI, the panel cannot be disbanded once it has been set up. It must work and deliver on its assignment.You said same on Nyako when he declared public holiday, where did that get him to other than hiding in caves in Adamawa State. For your information, if the House tenders evidence that the panel members are partisan, they are gone...!!! The Nasarawa State House of Assembly has directed the state’s Chief Judge, Justice Sulaiman Dikko, to dissolve a seven-man panel he set up to investigate allegations against the state Governor, Alhaji Tanko Al-Makura. The Chairman of the House Committee on Information and Security, Baba Ibaku, disclosed this in a telephone interview with our correspondent in Lafia, the state capital on Monday. Ibaku said the lawmakers took the decision because members of the panel were loyalists of the All Progressives Congress in the state. This, he said, was against the provision of the Section 188 of the 1999 Constitution of Federal Republic of Nigeria as amended. He said, “We had an emergency sitting to deliberate on the seven-man panel that was set up by the state Chief Judge, Justice Umaru Auleiman Dikko on Friday, last week. We asked him to dissolve the seven-man panel because the members of the panel are APC members that hold various political positions in the state.” Ibaku said this amidst tension in the state as youths burned a car, belonging to a member of the state House of Assembly representing Nasarawa Eggon East, in the Akuruba area of the state, Ibrahim Muluku. The youths were said to be protesting the lawmakers’ directive that the chief judge should dissolve the panel set up to investigate allegations of gross misconduct and abuse of oath of office against the governor. Investigations showed that some Eggon youths and some members of the Ombatse militia group were said to have threatened to set ablaze houses in Kaberi, believed to be All Progressives Congress supporters. Another source, who did want his name in print, told our correspondent that it took the intervention of the state’s Commissioner of Police, Idris Ibrahim, who appealed to the Ombastse militia and Eggon youths not to engage in violent acts. The state’s Police Public Relation Officer, Umaru Ismila, also confirmed the incident in a telephone interview in Lafia. Muluku confirmed the incident to The PUNCH in a telephone interview. He said his younger brother was driving out of his resident at Tudu Adabo in Obi Local Government of the state to meet him at VIP Hotel when the APC youths sighted him. He alleged that his brother was stopped by the APC youths, who asked for him. According to Muluku, the youths told his brother that they would kill him. The lawmaker said the youths followed his brother to Akuraba area where they asked him to stop, before they set the car ablaze. But the state chairman of APC, Mr. Philip Shekwo, denied that the car was burnt by youths loyal to his party. The First Lady, Dame Patience Jonathan has disowned one Christopher Awai that drowned at a swimming pool in a hotel in Abuja saying he is not related to her. Christopher Awai drowned at Agura Hotel swimming during a party held by Ijaw students at the university of Abuja to mark the end of Ijaw students Week Celebration. He was said to be a nephew of the first lady. But in a statement Wednesday, the Special Assistant to the first lady on Media, Ayo Adewuyi said the first Lady has no link with the said Awai. A woman has stripped naked in Nelson Mandela Square in Johannesburg and caressed a huge statue of the liberation hero as astonished bystanders looked on. The young African woman first saluted the statue of the former president, who is revered for his role in defeating the racist apartheid system, before disrobing, witnesses said. A picture posted on Twitter showed her naked and leaning her head against the knee of the statue in an upmarket area of South Africa's commercial capital. A waitress at a nearby restaurant told The Star newspaper that the woman's actions, at around 4.00pm on a busy Monday, had caused a frenzy. Male waiters got their orders wrong and a male customer was hit on the head by his wife for getting up to take a closer look, she said. A coalition of non-governmental organisations interested in transparency and accountability in governance has expressed worry over the constant recourse to borrowing and the rising external and domestic debt profile of Rivers State. The NGOs which spoke under the aegis of the Niger Delta Citizens and Budget Platform had previously advised the State Government against tying a significant percentage of its programmes and projects to funds expected to be derived through borrowing either as bonds, grants, domestic or external loans. The National Coordinator of NDCBP, Mr. Ken Henshaw, said in a statement issued in Port Harcourt on Monday that the recent approval granted by the State House of Assembly for $280m concessionary loan to be taken from the World Bank and the Africa Development Bank for the purpose of providing water and sanitation in the state would only drive the state deeper into debt. Henshaw cautioned that should the state government get the loan, it would be indebted to the tune of $322m and would only be next to Lagos State as the most indebted state in Nigeria. He said, “Since 2008, Rivers State has experienced a steady rise in the amount it owes external creditors. In 2008, Rivers State owed $32.3m, which increased to $33.7m in 2009. “By 2010, it rose to $35.5m and decreased to $33.8m in 2011, only to rise again to $36.6m in 2012 and $42.6m as at the end of 2013. “The current external debt figure places Rivers State in the 20th position on the external debtor list. If the Rivers State government proceeds to borrow the $280m approved by the House of Assembly, the external debt profile of the state will increase to $322m, making it the second most indebted state in Nigeria behind Lagos State. “This is without the addition of a significantly large domestic debt amount, which stood at N81.4bn and represented 5.2 percent of the total domestic debt of 36 states as at the end of 2012.” Henshaw explained that the cost of servicing the debts remained its major concern, observing that the burden of debt servicing was already taking its toll on finances of the state. He recalled that the state recorded a 2,500 percent increase in debt servicing or repayment between 2010 and 2011 and added that the amount of money set aside by the Rivers State Government for the repayment of debts had increased from N250m to N6.250bn. The NDCBP national coordinator said the trend reduced government capacity to pursue infrastructural development, saying, “Of equal concern is the fact that the government has decided to initiate a new water project even after the governor proclaimed in his 2014 budget speech to the state House of Assembly, that his government will not embark on any new project, but will rather concentrate on completing all on-going projects across the state. “The NDCBP recommends that the more prudent approach to development will be for the government to grow its internally-generated revenue base through lucrative investments, a more efficient taxation system, a drastic cut-down on wasteful expenditures and the blocking of all avenues for leakages,” Henshaw added. http://www.punchng.com/news/rivers-rising-debt-profile-worries-ngos/ |

Judiciary workers of the federal high courts on Monday joined the ongoing strike embarked upon by their counterparts in the state high courts and magistrates’ courts across the 36 states of the federation. This was pursuant to the directive given last week by the Judiciary Staff Union of Nigeria for its federal wings to join the indefinite strike. JUSUN began its strike 11 days ago to protest against the non-compliance of the government with the court ruling upholding independence and financial autonomy for the judiciary. In an effort to resolve the impasse, JUSUN had last week held a meeting with the the Minister of Labour, Mr. Chukwuemeka Wogu, and other stakeholders but the issues had remained unresolved. JUSUN had then issued a circular endorsed by its National President, Mr. Marwan Adamu, directing its federal wings to join the strike with immediate effect. According to the circular, the Supreme Court, the Courts of Appeal, the Federal High Courts and the Federal Capital Territory High Courts are to join the strike. On Monday, the gates to the the Federal High Court, Lagos, was under locks with security operatives manning the gates. The jugdment upholding independence and financial autonomy for the judiciary was given on January 14, 2014 by Justice Adeniyi Ademola of a Federal High Court in Abuja. In the judgement, Ademola had ruled that the practice whereby the executive directly disbursed funds to the judiciary was a violation of sections 83(1), 212(3) and 162(9) of the 1999 Constitution.
