GOVERNOR ABUBAKAR SANI BELLO CALLS FOR COLLECTIVE EFFORTS IN PROVIDING QUALITY EDUCATION AS LAWMAKER DONATES EDUCATIONAL MATERIALS 

Governor Abubakar Sani Bello of Niger State has called for a collective effort towards the development of the educational sector.

Governor Sani Bello made the call during the presentation of educational materials to selected schools across the state donated by the Member representing Chanchaga Federal Constituency, Mohammed Umar Bago at the Government House, Minna.

The Governor who noted that in recent times individuals have ignored contributing their quota to the development of education charged parents especially,not to ignore their roles in ensuring that their children get quality education pointing out that good education is not cheap.

"In recent times parents have abandoned their responsibility when it comes to education. Parents must show interest, they must show commitment in the education of their children.

"Education is the responsibility of all.   Everyone has to contribute something towards quality education as good education is not cheap and Government cannot do it alone", he said.

Governor Sani Bello commended the Legislature for his gesture to the state urging all to emulate him in complimenting government efforts towards providing quality education in the state. 

Earlier, the donor who is also Member representing Chanchaga Federal Constituency, Mohammed Umar Bago disclosed that the gesture was part of his    Corporate Social Responsibility and a way of giving back to the society

"Despite the humble beginning we had we all went to public schools and even the state government was giving us scholarships from primary school to university level. So I am one of those that were privileged to have gotten free education from the system and at this level the only thing i can do is to give back to the society what it gave me", he said.

He also said that 250 best students across the 25 local government areas of the state will be given N100,000 each as scholarship adding that he had built some schools across the state.

In her remarks, the Commissioner for Education, Hajiya Hannatu Salihu Jibrin appreciated Umar Bago for his support towards revamping the educational sector in the state.

She assured that the Ministry would ensure that the items donated are evenly distributed and judiciously utilized for the purpose intended.

The items donated are 50,000 books for secondary school students, 50,000 writing materials as well as 50,000 mathematical sets.

GOVERNOR ABUBAKAR SANI BELLO ADVOCATES ROBUST WELFARE PACKAGE FOR SECURITY PERSONNEL 

Governor Abubakar Sani Bello of Niger State has called for a robust welfare package for both serving and retired security personnel.

The Governor made the call at the launching of the 2022 Armed Forces Remembrance Day Emblem.

Governor Sani Bello who noted that the welfare of security personnel across the country needed to be given priority in order to boost their morale called on Nigerians to  take out time to contribute to their welfare, adding that it should be often and not annually.

"What we are doing today is symbolic. It won't bring them back and that is why when opportunities like this come we must make good use of them . This is to show that we stand by them."

"What we do today is to show appreciation for what they have done for Niger state and Nigeria. Some of them paid a very serious prize in trying to keep us safe. It is important especially in these days where we are dealing with insurgency. 

"In Niger for example we are dealing with bandits we have a lot of security operatives ensuring our safety in different parts of the state.

"As a matter of fact because of how Nigeria is today, the welfare of the security agents is nothing to write home about and that has affected their morale and their motivation."

"I strongly believe security agents both serving and retired should be properly taking care of as means of encouraging other security personnel to know that their efforts and death is not in vain."

Earlier, Chairman, Nigerian Legion, Niger State Council Mamuda Baba Ahmed explained that the yearly celebration of the Armed Forces Remembrance is to pay tribute to all those who fought selflessly for the peace and unity of the country by paying the ultimate price.

The Chairman appealed to all to donate generously to the Legion so as to assist the numerous dependents of free fallen heroes. 

He also requested for an operational vehicle for the group for easy movement.

GOVERNOR ABUBAKAR SANI BELLO URGES THE FEDERAL FIRE SERVICE TO PROTECT NATIONAL ASSETS

Niger State Governor and Chairman North Central Governors Forum, Abubakar Sani Bello has called on the presence of the Federal Fire Service in critical facilities of the Federal Government across the country.

Governor Sani Bello made the call when he interacted with the Controller General (CG), Dr Liman Ibrahim Alhaji who was on a courtesy call at the Government House, Minna.

The Governor who noted that the presence of the Federal Fire Service in critical areas particularly Petrol Depots that usually experience huge number of petrol tankers stationed at different points,would be of great help in case of any eventualities.

He said on his part, the state government was working towards having at least five functional fire services in highly sensitive areas in the state.

While commending the CG for repositioning the Federal Fire Service in all ramifications, the Governor appreciated him for supporting the state fire service with two modern fire fighting trucks.

The Governor enumerated his administration's efforts in reviving the state fire service which was in comatose at the time he assumed office.

"When I came I saw old fire service facilities most of the fire trucks were on stones, so I made a decision to look to  seeing how they could be revived, so, I think we started by buying about 20 to 30 machines. 

"Right now, we are at the process of building more fire stations, we have identified some volatile areas that we are going to work on", he added.

Ibrahim said that they were in the state for a retreat aimed at developing documents on Fire Policy, National Fire Safety Code, Standard Operating Procedure (SOP) and Discipline Regulation for Federal Fire Service.

 Dr Liman Ibrahim said that it is part of their responsibility to protect national assets, adding that they have commenced the exercise by creating an outpost in Ajaokuta Steel Industry, Kogi State.

He said they are working with relevant authorities like the Nigeria National Petroleum Corporation(NNPC) and others towards having an outpost at the various oil facilities as well as other national assets. 

The CG highlighted some of his  achievements in the Federal Fire Service since his assumption to office as 69 fire trucks, 33 water tankers, 22 ambulances, employed 3000 fire personnel, trained 800 among others.

He called on the people to observe all precautions, especially at this harmattan period to prevent fire outbreaks.

GOVERNOR ABUBAKAR SANI BELLO OF NIGER STATE SIGNS 2021 REVISED BUDGET INTO LAW

Governor Abubakar Sani Bello has assented into law the Niger State "Budget Revision law, 2021".

The Governor signed the law at the Government House, Minna. 

Speaking to newsmen, the Permanent Secretary, Niger State Planning Commission, Hajiya Ramatu Umar explained that the 2021 budget was reviewed downward following the significant reduction in the inflow of revenue to the state.

"based on the revenue inflow to the state there was a short fall leading to the downward review of the expectation for the the year.

"We had to review downward in order to be on the safer side, to absorb the shock.

 "We removed from the allocations that were not utilized to the needed projects and this was as a result of emerging issues that were not taken into cognizance in the budget during the preparation of the initial budget. so we have to review the budget in order to meet up our aspirations and developmental projects", she said.

The Permanent Secretary disclosed that the revised budget allocated N72.5 billion for recurrent expenditure while the sum of 77.3 billion is for capital expenditure bringing the total of the revised 2021 budget to N149.9 billion.

In the revised budget, Economic Sector has the highest allocation with N54.7 billion, N14.8 billion is to Social Sector, N7.2 billion was allocated to Administrative Sector while Law and Justice got N580 Million.

Governor Sani Bello stated this in a message to celebrate his Father at 79.

He described the celebrant as an hero from a humble background who through determination and persistent hard work became a season Military Administrator of the old Kano State, Nigerian High Commissioner to Zimbabwe and now a successful businessman. 

The Governor acknowledged the immense contributions of his father aimed at promoting a peaceful and united Nigeria when he was in active service as a Military officer.

 He stressed that even after active service, the celebrant has remained steadfast in humanitarian services through his foundation.

"You are a true father, the type many would wish for. You have consistently remained an epitome of love, compassion, support not only to your biological children but to all around you. 

"As your son, I am proud of you because I can clearly see that you are continously making impact on the lives of people despite your age.

The educational support, and provision of entrepreneurship skills among other things your foundation is rendering to the people of the state, have in no small measure complimented the efforts of government.

INSECURITY: NIGER STATE GOVERNMENT AND CIVIL DEFENCE  SYNERGIZE TO ENSURE SAFETY OF CITIZENS.

Following the raising cases of insecurity in Nigeria,  Niger State Governor Abubakar Sani Bello has continued to seek ways to end insecurity in some parts of the state.

This time, the Governor was at the office of the Commandant General (CG) of the Nigeria Security and the Civil Defence Corps (NSCDC) Dr Ahmed Abubakar Audi in Abuja, to synergize in key areas towards ensuring the security of citizens in the state.

Governor Sani Bello while expressing concern over the method displayed in carrying out their activities noted that the level of insecurity in the country is alarming and needed all hands to be on deck to address the situation.

He assured that the state government will to give the corps alongside other security outfits all the necessary support  required to carry out it operations in the state effectively.

The Governor reminded the CG of the facility provided by the state government in Kontagora for Civil Defence College, appealing that it should be put into proper use promising that government will continue to provide support to make it achieve the desired objective.

He disclosed that he has approved funds for the repairs of over 80 vehicles for security agencies to ensure effective and efficient security operations in the state. 

The state chief executive reassured the commitment of the state government to always support the families of those who paid the supreme price in the line of duty.

“We have a policy as a government that any officer that loses his life in action, a token is presented to the family”, he said.

Responding, the CG, Dr Audi said that the visit was apt as it will further strengthen the existing relationship between the state and the Corps.

He assured the Governor that the state will soon be incorporated in the school security vanguard scheme of the corps as schools are vulnerable to attacks, adding that more agro rangers will be sent to the state.

The CG noted that the number of security personnel to man the state was inadequate and appealed to the presidency to recruit more personnel.
Dr Audi said that the asymmetric nature of attacks  by insurgents and bandits were not envisaged, stressing that consistent attacks on them was needed if the battle must be won against insurgency and banditry.

GOVERNOR ABUBAKAR SANI BELLO CALLS FOR FARMERS INSURANCE SCHEME AS HE RECEIVES USAID AGRIBUSINESS INVESTMENT INCENTIVE DOCUMENT POLICY 

Governor Abubakar Sani Bello has received the ‘Niger State Sector-Specific Investment Incentives’ Policy document from the Feed the Future of United States Agency for International Development, (USAID).

Receiving the document policy from Dominic Graham, Chief Party and Managing Director of Feed the Future, Governor Sani Bello said the policy when implemented will go a long way in attracting and propelling agro-investors into the state.

He said more was needed to be done to support the farmers and urged investors to give more emphasis on out-growers, stressing their importance as  small scale business group.

The Governor noted that time has come for farmers to have an insurance scheme to cushion the effect of the loses they sometimes suffer.

He assured that an implementation committee will be set up by the government which will ensure proper and adequate monitoring and also encourage local farmers in the state to meet international standards.

"There is no reason why we cannot do more having thought through the opportunities in Niger state but we must have an attractive policy that if well implemented will open doors and give investors comfort and also enable our farmers to meet international standards", he said.

He said the state is doing well in producing the crops identified as target value chains but suggested that the policy should consider how to improve on the capacity of farmers and value addition through technical assistance.

The Governor while acknowledging that the state and the entire country is facing security challenges,assured that government is working assiduously to address the situation so as to provide the needed atmosphere for investors and for agricultural activities to flourish.

Earlier in his power point presentation, the Chief of Party, Dominic Graham, said the rationale behind the policy document, is to facilitate the promotion of investments, remove all unnecessary control and create an atmosphere that guarantees transparency while encouraging innovation and entrepreneurship in the state.

Graham who explained that the policy was developed at the instance of the Niger State Ministry of Investment, Commerce and Industry and the State Investment Promotion Agency which was aimed at encouraging incentives, strengthening business environment reforms to raise private productivity and competitiveness among others. 

He added that the programme started two years back amongst seven states of Niger, Benue, Cross River, Delta, Ebonyi, Kaduna and Kebbi which have so far recorded commendable achievements especially in the cultivation of rice, maize, soybeans, cowpea and aquaculture.

Graham disclosed some of their notable achievements to include; support to over 3000 Micro, Small and Medium Enterprises (MSMEs) to access finance and investment across Niger State, training 2700 MSMEs on access to finance and organizational improvements.

He added that they collaborated with agencies to support the development of the state agriculture and livestock policies and expedited the development of the state aquaculture policy framework amongst others.

 The Chief of Party and MD said that the mechanism for the full participation of women and youths in the investment sector has been considered in the policy as well as setting up a legal framework for investment promotion.

Niger State Commissioner for Investment, Commerce, and Industry, Dr. Mustapha Jibril appreciated all stakeholders that played a vital role in  compiling the policy document and assured that it would be implemented to the later.

INFERNO: GOVERNOR ABUBAKAR SANI BELLO INSPECTS LOKO PRIMARY HEALTH CARE

Governor Abubakar Sani Bello of Niger State has expressed sadness over the unfortunate fire that engulfed Gwari-Road Primary Health Care Centre in Nasarawa A Ward of Chanchaga Local Government Area of the state.

Inspecting the facility, the Governor said it will be rebuilt immediately considering  the number of people that benefit from the facility, even though the level of damages created by the inferno,is enormous as a result of power surge.

In the mean time he said,an alternative facility would be provided for patients, to allow for continuous provision of medical services to the people pending the completion of the reconstruction work.

"I can see there is nothing left of the facility. If we are to do a good job we are to rebuild it completely."

"The entire facility needs to be rebuilt because we have some patients here and we have to find an alternative facility where we can move those patients to,but the extent of damage calls for a complete renovation and equipping."

Governor Sani Bello noted that the level of destruction is much, however thanked God that no life was lost.

"Unfortunately, we have lost most of the equipment, drugs are gone, the pharmacy is gone, records are gone and virtually everything is gone but thank God there was no loss of life."

The Governor commended the efforts of the fire service towards arrest the situation.

He reaffirmed the determination of his administration towards the provision of quality, functional PHCs in each ward in the state, adding that they have equipped, upgraded, and staffed virtually all the PHCs.

The Officer in Charge of the Primary Health Care, Adamu Adamu said the incident occurred at about 11 pm on Saturday, destroying property worth millions of naira.

He said the laboratory, pharmacy, casualty theatre, immunization room, solar panels, scanning room, machines and other equipment were among the properties lost to the inferno.

The officer in charge appealed to the state government to hasten up in rebuilding the PHC as it serves the people within and outside the state capital.

"This facility here attends to not less than 100 patients daily and they conduct over 70 delivery monthly", he stated.

The Governor also visited the Emir of Minna, Alh Umar Faruq Bahago assuring him that the PHC will be rebuilt as soon as possible, and also inspected a possible temporary site in Maitumbi.

Similarly, Governor Sani Bello inspected an ongoing 2.25 kilo meter road construction in Shango, to ascertain the level of work done so far.

Governor Abubakar Sani Bello of Niger State and Chairman North Central states Governor's Forum, was in Kano State to condole with the Kano State Government and the family of Africa’s richest business mogul, Aliko Dangote over the death of his younger brother Sani Dangote. 

Governor Sani Bello who was in company of his wife and some other government officials were at the deceased's GRA Nasarawa residence to condole with the immediate and extended family members of late Sani Dangote. 

Governor Sani Bello described the deceased as a philanthropist, full of compassion and committed to helping people.

"He was a good friend, in-law and perfect gentleman who was ready at any given time to support and assist those in need.
"He will be greatly missed. And our prayers at this time that Allah grants him Aljannah Firdausi ", he said.

Special prayers were offered for the repose of the soul of the deceased. 

Governor Sani Bello also visited the Mother and Uncle of the deceased, where he gave them words of comfort and prayed for the deseased as well as the family.

Similarly, the Governor met with his Kano State counterpart  Dr. Abdullahi Umar Ganduje and commiserated with him over the death of an illustrious son of Kano.

Late Sani Dangote died recently in a United States based hospital after a protracted illness.

Niger State Governor and Chairman North Central  Governors Forum (NCGF), Abubakar Sani Bello has described the death of Sani Dangote, younger brother to Aliko Dangote as a colossal loss to the family and the nation.

Governor Sani Bello in a statement said the country has lost an experienced technocrat, established business magnate and a silent achiever who contributed immensely to the economic growth of the country.

He added that the business tycoon with more than 30 years experience in manufacturing, agriculture and oil services will be greatly missed.

While condoling with the family members, friends and associates of the deceased, the Governor urged them to take solace in Allah as death is inevitable and a necessary end to all mortals.

"As we mourn the passing away of our brother and friend, we should accept his demise as an act of Allah knowing that death signifies the end of our sojourn here on earth.

"I sympathize with his family members, friends and business partners, all that is left for us to do now, is to pray for the repose of his soul and pray Allah forgives his shortcomings and give the family the courage to bear the irreparable loss", he said.

Until his death, the deceased was the vice president of Dangote Group and owner of Dansa Agro-allied Limited, Dansa Foods Limited and Bulk Pack Services among others 

He sat on the boards of Dangote Cement, Dangote Sugar, Dangote Agro Sacks, Dangote Refinery, Petrochemical and Fertiliser company and many more.

GOVERNOR ABUBAKAR SANI BELLO ASSURES HIS SUPPORT TO ALL STATE TERTIARY EDUCATION AS COE MINNA GRADUATES 3655 STUDENTS. 

Governor Abubakar Sani Bello of Niger State has reiterated the resolve of his administration to support all state owned tertiary institutions. 

Governor Sani Bello, who was the Visitor to Niger State College of Education stated this at the 28th Combined Convocation Ceremony for 3,655 graduands held at the Dr Mu'azu Babangida Aliyu Convocation Square of the College in Minna. 

The Governor said though education is expensive and a long time investment, it is the responsibility of all not just the government to invest in. 

He commended the resilience and patients of the parents and students for enduring throughout their study period and charged them to let their behaviours reflect the ideals of a professional teacher and remain resolute against any form of criminal tendencies as they move on in life. 

The Governor equally appreciated the efforts of the college's Governing Council and Management for all round improvement in the institution adding that more could still be achieved. 

On the issue of inadequate manpower, the Governor assured that more qualified civil servants will be redeployed to the college in addition to the 54 redeployed earlier. 

"We transferred some of the qualified staff with teaching experience to the institution, we will do a second phase to see if we can get more and if we don't then we can source from outside", he stated. 

He said his administration will do more on the issue of security within the college while tasking the authority of the institution to collaborate with security agencies to ensure periodic patrols in the college. 

The Governor charged the management of the college to completely end the fake certificate scam as it had affected the quality and integrity of the college. 

Chairman, Governing Council of the College, Barrister George Sabo Koce said that the College's priority is to produce highly qualified, motivated, conscious and efficient National Certificate of Education(NCE) classroom teachers. 

He urged the Governor to look into the powers given to the State Civil Service Commission to hire and fire the college staff as it has serious implications on addressing the staffing needs and discipline. 

The Chairman commended the unity amongst the management of the college which indeed has made them achieve the successes they have recorded so far. 

The Provost, Niger State College of Education, Prof. Muhammad Yakubu Auna disclosed that 3,655 graduated from seven schools of the college for 2017/2018, 2018/2019/, and 2019/2020 academic sessions. 

He commended the continued support the institution is enjoying from the state government as he assured the governor that the fight against fake certificate in the college has succeeded emensly. 

Prof. Auna said the school has in the last 4 years, enjoyed peace and security, cooperation and loyalty from staff and students, provision of conducive environment, stable academic calender, improved staff welfare and prompt payment of staff allowances among others. 

The Provost highlighted some challenges facing the college to include; funding and shortage of manpower as the college lost over 200 staff due to retirement, deaths, transfers, dismissal/termination of employment. 

Highlights of the ceremony included the presentation of awards and cash prizes to the best graduating students of the college for the three sets.

Governor Sani Bello said his colleagues and himself in the front line states of banditry and kidnapping have been holding meetings to review the modus operandi of the security and military operations.

He maintained that they are ever willing to support the fight against banditry and kidnapping by providing some equipments that will help the operations of the security agencies in the affected states.

Governor Sani Bello who acknowledged that the synergy amongst the security agencies have improved as they were able to repel major attacks in Pandogari and environs recently due to their commitments, encouraged them to do more.

"The security situation is not permanent as some times we get some relief and some times we get isolated attacks in the forest areas but the situation is calm in some emirates.

"Overall, we have not yet reached the comfort level, but I can assure you that the security agents are doing their best, they have stepped up their game.They are performing to our expectations", he added.

The Governor noted that Shiroro, Munya and Rafi still have security issues due to the presence of Boko Haram elements which he disclosed some months ago.

He, however, assured that his administration will continue to engage the security agencies to come up with better strategies to address insecurity, adding that the state is working closely with federal authorities to get all the necessary support.

The Governor announced that the rate of cattle rustling in the state has reduced owing to the ability of the security agencies, in collaboration with the state government, to block some of the access routes but that a lot still needs to be done.

He said some of the measures taken by the state government during the recent expanded security meeting was to consider the implementation and activate the collection of cattle tax and development levy, as well as to strengthen traditional institutions so that every village head will be able to account for the people in his domain.

To this end, the Governor said a committee has been set up to be headed by the Chairman of Niger State Council of Traditional Rulers and Estu Nupe, Alhaji Yahaya Abubakar.

He described as unfortunate the loss of some security agents in the line of duty while many of them are also injured which, he said, will not deter the fight against the criminal elements.

According to the Governor, "I am very confident that, with the measure put in place, Niger State will go back to its known status " of being one of the most peaceful states in the country".

On the kidnap of some travellers around Zungeru some weeks back, the Governor said "We haven't heard anything more with regards to that incident but I know there is a special tactical team from the office of the Inspector General of Police, investigating the matter ".

Speaking on youths restiveness within the state capital in recent times, Governor Sani Bello decried the inability of some parents to have control over their children.

He said the use of drugs have also been identified as a contributing factor responsible for the restiveness pointing out that government has asked the National Drug Law Enforcement Agency (NDLEA) to look into the issue with the view to addressing it.

The Governor said some arrests have been made and more will be arrested. He advised parents to provide parental guide to their children, otherwise, those found wanting will face the wrath of the law.

"It's unfortunate that this is happening. I expect parents to be more active when it comes to giving parental guidance to their children but if they don't, the law will take it course.

"This is something we are taking very seriously and I have directed the security agencies to take necessary steps to address the situation", he said.

Football loving enthusiasts and ardent supporters of Niger Tornadoes Football Club of Minna may watch their darling team at the Bako Kontagora Stadium when the Nigeria Professional Football League (NPFL) kickoff for 2021/2022 season as the State Government is considering a facelift for it to meet the requirement to host Premier League matches.

Governor Abubakar Sani Bello disclosed this while addressing journalists at Government House, Minna.

Governor Sani Bello said that stadium infrastructure is critical more so when Niger Tornadoes was doing fine.

He added that government will reposition the club to its rightful position.

"I want to believe we will give the stadium attention but it all depends on resources, as a matter of fact, if our resources improve our inflow improves, we should be thinking of completing a new stadium in Maitumbi.

"We will try as much as we can to see that the Bako Kontagora Stadium is good enough to allow premiership matches to take place there", he said.

Niger Tornadoes had in 2015/2016 and 2016/2017 adopted Confluence Stadium, Lokoja, neighbouring Kogi State as its home playing ground as the Bako Kontagora stadium failed to meet up with the LMC's requirement to host NPFL matches.

Even while playing its home matches away from home, the team surprised many people as it qualified for the finals of the Federation Cup (AITEO CUP) losing to Akwa United on penalties at the Soccer Temple Agege.

With inspectors being awaited to come to Minna soon and inspect the stadium, Niger Tornadoes followers and lovers of NPFL will be waiting anxiously to receive the outcome of the inspection team while also awaiting the state government's intervention on the stadium.

GOVERNOR ABUBAKAR SANI BELLO ALLOCATES OVER 62% OF N198 BILLION TO CAPITAL EXPENDITURE IN 2022

Governor Abubakar Sani Bello has presented over N198.2billion 2022 budget proposal to Niger State House of Assembly, with a capital expenditure of N124.08billion representing 62.59% and recurrent expenditure of N74.1billion representing 37.41%

The 2022 budget estimates tagged “Budget of Consolidated Development” are marginally higher than the 2021 original budget with 12.75% (N44.8billion) N153.4 billion budget for 2021.

The Capital expenditure for 2022 budget proposal is an improvement on the 2021 initial budget with 21.11% while the recurrent expenditure for 2022 is also more than the 2021 initial budget with 1.07%

In his presentation, Governor Sani Bello said the 2022 capital expenditure budget is based on the approved Medium Term Expenditure Framework (MTEF) 2022-2024, the Medium Term Sector Strategy (MTSS) of all Sectors in the State which he said provided basis for capital allocation to Ministries, Departments and Agencies.

Governor Sani Bello said the state projected N198.2 billion as the total revenue for the 2022 Financial Year which includes Internally Generated Revenue (IGR) of N17.1b or 8.68% billion, N20.7billlion or 10.49% billion from Value Added Tax (VAT), N54.2billion or 27.39% billion from Statutory Allocation among others.

Giving a sectoral breakdown of the budget, Governor Sani Bello said the Economic Sector comprising of "Agriculture and Rural Development, Livestock, Infrastructural Development, Commerce and Investment, Energy, Water Supply, Transport and Environment has the lion share of N87.4billion representing 71.08% of capital allocation.

"Social Sector: This sector includes Education, Health, Social Development, Youth and Sports which is second with proposed allocation of N25.3billion or 20.62 %.

"Administrative Sector includes Government House, House of Assembly, the Office of the Head of Service, Information and the SSG’s Office, Statutory Commissions received the third highest allocation of 7.68% or N9.4billion.

"Law and Justice Sector: The Sector has proposed allocation of N760million or 0.62%. The High Court of Justice, Sharia Court of Appeal, Judicial Service Commission and the Law Reform Commission fall under this group.

The Health Sub-sector has the highest allocation of N20.3billion representing 16.41% of the 2022 capital budget with information having the lowest estimate of N467.6billion.

The Governor disclosed that the implementation and monitoring of the 2022 budget is very important to his government as it is the last full budget to be implemented by this administration pointing out that he is determined to enshrine an enduring legacy of prudence, accountability and transparency in the service to humanity.

He maintained that the past six years have been an opportunity for his administration to make remarkable impacts which he said were not without challenges adding that posterity will vindicate the sincerity of purpose of his government.

The Governor maintained that government has invested so much in the wake of persistent security challenges in the provision of security equipments, and management of security architecture in the state which he said has affected the ability of his administration to deliver on its projected capital expenditures in 2021.

While reassuring Nigerlites of his commitment to return peace and normalcy in the affected communities in no distant time, the Governor disclosed that to strengthen the security architecture in the state, the Vigilante Corps Law has been passed which has now changed the nomenclature of the Ministry for Local Government to Ministry for Local Government, Community Development, Chieftaincy Affairs and Internal Security.

The Governor appreciated the Legislative arm for the cordial and harmonious working relationship existing between the two arms attributing it to the proactive leadership style of both arms.

The Governor was accompanied by his Deputy Alhaji Muhammad Ahmed Ketso and other members of his cabinet.

The Speaker of the Niger State House of Assembly, RT. Hon Abdullahi Bawa Wuse commended the Governor for the early presentation of the budget and acknowledged the wide gap between the Capital and Recurrent Expenditure.

Bawa Wuse assured that the legislators will scrutinize the budget with all sense of sincerity, promising to step up their oversight function to ensure full implementation of the 2022 budget when passed into law.

Niger State Governor, Alhaji Abubakar Sani Bello says the senseless killings in some communities in the state is partly attributable to the inability of government to adequately punish those flagrantly taking laws into their hands.

Inaugurating an eight-man judicial commission of inquiry into the recent killings in Mazakuka, Addogon Malam, Kulho and other communities in Mashegu Local Government Area of the state, the Governor noted that senseless killings have continued unabated because there hasn't been appropriate punitive sanctions on those found culpable.

"We must be able to do the right thing. Those taking laws into their hands must be seen to face justice in order to prevent others from executing similar senseless acts and ensure that it doesn not occur again in future", he said.

The Governor tasked the commission to exercise justice and fairness and do a thorough investigation and inquiry stressing that those found guilty must face punitive measures in accordance with the provisions of the law.

The Governor outlined the commission's terms of reference to include: To determine the remote and immediate cause(s) of the unfortunate incident; identify the person's or groups responsible for the attacks; apportion blames to persons or groups found culpable and suggest appropriate sanctions.

The commission also has the mandate to determine the identity of the victims and their losses; advise government on preventive measures to avoid similar occurrence in the future as well as make other appropriate findings and recommendations.

The eight-man Commission of Inquiry has  Hon. Justice Danladi Ahmad as it's Chairman. Other members of the commission include; Hon. Kasimu Danjuma, Retired C.P Wakili Maye, Retired C.P. Mohammed Danjuma, Barr. Moses Ciroma, Col. Abdullahi Kudu (rtd), Malam Yakubu Musa and Malam Zakari Shafi'i (Secretary).

Governor Sani Bello, who gave the commission one month to submit its report, thanked members for accepting to serve stressing that they must fight all temptations, pressures and external influence in order not to render the exercise futile.

In his acceptance speech, the Chairman of the Commission of Inquiry, Justice Danladi Ahmad expressed gratitude to the state government for the honour and opportunity to serve and assured that the commission will strive hard to ensure that it did not let the state down.

He said members of the commission will inject their individual and collective experience in other to effectively discharge the terms of reference of the assignment and achieve the desired results.

The Governor said with the renewed strategy evolved, the insecurity situation in the state will be surmounted in no distant time.

"By the grace of God with the efforts being applied at the moment, we shall over come most of these challenges soon", he said.

Governor Sani Bello who expressed concern over the incessant banditry activities and other forms of crime in the state, said government is not unaware of the hardship posed as a result of the insecurity in the affected parts of the state.

The Governor commended the successes recorded so far by the security agencies and appreciated their tireless efforts in making sure the communities are safeguarded.

He re-assured the citizenry that no stone will be left unturned in addressing the situation as both the government, security agencies and relevant stakeholders were all contributing towards seeing an end to the security challenges.

Present at the expanded security meeting that lasted for several hours includes heads of Security chiefs in the state, the Speaker, Niger State House of Assembly, the state Chief Judge, Local Government Chairmen, Traditional and Religious Leaders as well as other major stakeholders.

He enjoined him to do his best and use his wealth of experiences in strengthening the Party and uniting members by carrying everyone along in Party affairs, while assuring him of his support. 

The APC State Chairman Alh. Haliru Jikantoro promised to uphold the confidence reposed in him by the people in ensuring that all party members are carried along in the affairs of the Party. 

"Trust has been bestowed on me and by the grace of God I will not betray that trust", he said. 

The Chairman who said he will do his best to correct the inadequacies and anomalies in the party, however, said that he will miss the weekly meetings and interactions with his former colleagues.  

Recall that Alh. Haliru Jikantoro had served as Commissioner in the administration of Governor Abubakar Sani Bello since inception in 2015 in the Ministries of Works and Infrastructure, Local Government, Community Development and Chieftaincy Affairs, Lands and Housing as well as Agriculture.

Niger State Governor and Chairman North Central States Governor's Forum (NCSGF) Abubakar Sani Bello has applauded the recent success recorded by the Military in its air and ground strikes against the Bandits in some communities of Kaduna, Zamfara and Katsina States. 

The Governor in a statement said the battle against these criminals must not only be sustained but also extended simultaneously to other neighbouring states like Niger State.

Governor Sani Bello who expressed regret over the recent killing of 18 persons and the kidnap of some community members at Mazakuka and Kaboji all in Mashegu Local government area, as well as the kidnap of no less than 30 travellers at Garun Gabas in Rafi Local Government Area of the state, noted that the Bandits can only be eliminated completely, and in a short time, if the assault on them is carried out simultaneously. 

The Governor stated that when the bandits are overpowered by the military might in a particular state, they move to another citing the recent trends where they moved in to Niger and Sokoto states as a result of the offensive in Zamfara, Kaduna and Katsina states. 

"The Bandits run to other states once they feel the pressure of the military. Look at what happened to us in Niger recently, they invaded Shiroro, Munya and Rafi upon been overpowered in Kaduna. Similarly, they invaded, killed and kidnapped many in Sokoto communities, he added. 

He said there is an existing joint security collaboration amongst the affected states stressing the Governors are already talking with the Army Chiefs on how to carry out simultaneous military operations against the miscreants. 

The Governor also stated that he is sustaining his weekly meetings with the Heads of security agencies in the state to review their strategy on how to curtail the criminal activities of the bandits. 

He therefore urged the people of the affected communities to provide credible intelligence about the movement of these bandits to the security agencies so that the simultaneous military operation can be successful.

"We must checkmate this new trend, we are talking with the military about it and they are already doing an urgent strategic overview of the situation in order to incorporate a plan in the sustained battle against the bandits. We also urged the affected communities in the state to assist the military with intelligence for effective and successful operations", he further stated.

Governor Sani Bello who was in ebute meta,the Lagos office of the Corporation with some officials from the state,explained that his visit was a follow-up to their earlier discussions with the Corporation on how to reactivate their services in the state particularly in areas with immense Agricultural potentials.

The Governor noted that with the reactivation of some of the locomotives and wagons, the economic activities around the areas would creat job opportunities and thereby improve the internally generated revenue of the state. 

"If we are able to reactivate some of the locomotives and wagons, it will help the market men and women to move within Minna and environs and will also extend the services to Kaduna", he said.

Governor Sani Bello reiterated his administration's readiness to partner with the Railway Corporation to ensure that some of the coaches and wagons are refurbished, to give them better outlook and make them more convenient which he said will boost the operation of the Corporation as there will be increased patronage. 

In his remarks, the Managing Director of the Railway Corporation Mr Fidet Okhiria expressed delight with the move by the state Governor and assured him of all the necessary support to achieve the desired objectives.

Chairman, Nigeria Governors Forum (NGF), Dr. Kayode Fayemi, has emphasised that concerted effort is needed by all stakeholders to eliminate cancer in the country.

The NGF Chairman stated this during a maiden dinner organised by the First Ladies Against Cancer (FLAC) tagged "a night of alliances in the fight against cancer", held in Abuja, the nation's capital. 

Dr Fayemi represented by Niger State Governor, Abubakar Sani Bello acknowledged that many deaths as a result of cancer would have been prevented through early diagnosis. 

He noted that more was needed to be done in the nation's health care facilities particularly in the aspect of technology to  reduce the rate of people seeking for medical attention in other countries.

The Governor commended FLAC members for their advocacy on early diagnosis of cancer, treatment and support to cancer patients, urging them not to relent. 

 Also speaking, his Kebbi State counterpart, Alhaji Atiku Abubakar Bagudu commended the activities of the FLAC which he said have increased awareness on cancer and implored them to fashion out ways to collaborate with International Donor Partners like the World Bank so as to attract long-term financing for effective and efficient service delivery.

Wife of the Vice President, Mrs. Dolapo Osinbajo congratulated FLAC members for their shared vision which she described as worthy course and ideal initiative that deserves applause considering the devastating effect of cancer on the patients and their relatives. 

Wife of the Governor of Niger State and Leader of FLAC, Dr. Amina Abubakar Bello noted with concern that Nigeria has contributed significantly to Africa’s cancer burden with the estimated total of 124,000 Nigerians, diagnosed with cancer in Nigeria leading to 78,000 deaths, explaining that 28, 000 and 12, 000 Nigerian women died of breast and cervical cancers respectively, as prostate cancer killed 15, 000 men in 2020.

The FLAC leader said in a bid to mitigate the increasing number of cancer patients in Nigeria, some wives of serving and past Governors came together under the auspices of FLAC to collectively fight against the ailment which the group believes is preventable. 

Dr. Amina thanked some of their donor partners like the World Health Organization (WHO), the Clinton Health Access Initiative (CHAI), ROCHE Pharmaceuticals, Dangote Foundation and NGF members for their support to the group. 

Her Kebbi State counterpart, Dr. Zainab Shinkafi Bagudu said Nigeria needs proper institute for cancer control and that FLAC desire to see Nigeria pilot National Screening for breast, cervical and prostate cancers as well as commence the National Cancer Control Plan for 2023-2027 amongst others.

FLAC members recognized their Leader specially for her outstanding contribution in unifying first ladies to improve cancer control in Nigeria.

EID-EL MAULUD: GOVERNOR ABUBAKAR SANI BELLO ENJOINS MUSLIMS TO EMBRACE THE VIRTUES OF PROPHET MUHAMMAD : WARNS SOCIETY AGAINST DISREGARDING  RELIGIOUS TEACHINGS 

Niger State Governor and Chairman North Central Governors Forum (NCGF), Abubakar Sani Bello has advocated the need for Muslim Ummah to reflect deeply over the unique conduct and lifestyle of Prophet Muhammad (peace be upon him) as they join their counterparts worldwide to  mark this year’s Eid-el Maulud .

The Governor in a message to commemorate the birth of the Holy Prophet Muhammad, said imbibing the spirit of love, patience, perseverance, humility, honesty, generosity and above all putting others first would guarantee peace, unity and Nigeria would be a better place to live in.

Governor Sani Bello explained that the life of Prophet Muhammad (peace be upon him) from birth to his death is a great lesson hence the Holy Qur’an which remains the main source of truth and knowledge in Islam was revealed through him while his teachings help humanity to become the best possible servants of Allah as well as a panacea to the challenges confronting mankind.

“I join Muslim faithful in celebrating the messenger of Allah through whom the Holy Qur’an was revealed to mankind. Indeed, from the birth of the Holy Prophet Muhammad ( peace be upon him) to his death should always serve as an inspiration to Muslim Ummah and his piety as a model for all of us”.

Governor Sani Bello regretted the attitude of some miscreants who use the religion of Islam as a facade to perpetrate heinous crimes stressing that the Muslim Ummah must rise up against all those promoting violence and insecurity in the country adding that only genuine love and an enduring social equilibrium can frustrate the spread of violent ideologies in the society. 

The NCGF Chairman who noted that humanity is fast losing its essence because of the obvious disregard to religious teachings and practice, maintained that Prophet Muhammad (S.A.W) and indeed Islam preaches peace, tolerance, unity and cohesion.

The Governor reiterated his administration's resolve to continue to execute people oriented projects in the state stressing that the APC-led administration remains focused in its service delivery to the citizenry.

He then congratulated Muslim faithful for witnessing this year’s Eid-el Maulud celebration in commemoration of the birth of the Holy Prophet Muhammad ( peace be upon him) and prayed for unity and peaceful coexistence, progress and development of the state in particular and the country in general.

...CONSENSUS HAS UNIFIED OUR PARTY SAYS GOVERNOR SANI BELLO

The All Progressives Congress (APC) in Niger State has elected new officials that will pilot the affairs of the party for the next four years.

The process which took place at the Idris Legbo Kutigi open space, saw the emergence of the new state executive members through consensus with Alhaji Haliru Zakari Jikantoro as the state chairman of the Party.

Speaking to Journalists, Governor Abubakar Sani Bello said that consensus arrangement was adopted by APC in Niger State at all levels pointing out that it is aimed at uniting members of the party.

“We adopted consensus at all levels, this we believe will unite our party supporters, and it has indeed united them”, he said.

The Governor urged the newly elected officials of the party to carry everyone along and make efforts to reconcile all aggrieved persons so as to win the 2023 elections which he said is fast approaching. 

“I know some will feel aggrieved but we have in place a reconciliation machinery that will kick-off immediately", he stated.

The Governor commended all the party supporters and all those who contributed in one way or the other to the success of the process.

The National Chairman of the State Congress Committee, Alhaji Ahmed Suleiman Wambai who conducted the Congress acknowledged the Congress as the only legitimate Niger State Congress recognised by the party at the National level stressing that any other one, was an exercise in futility.

Alhaji Suleiman Wambai commended all the critical stakeholders of the party in the state for making their work easy by adopting consensus to elect the new officials of the party and reminded the new officials to see their emergence as an act of God and to treat all party members with fairness and equity.

Earlier, the LOC Chairman who is also the Former Deputy Governor of Niger State, Ambassador Ahmed Musa Ibeto appreciated those who stepped down for the consensus to be reached.

The APC Niger State Chairman Alhaji Haliru Zakari Jikantoro expressed gratitude to God for making him the State Chairman of the Party through a just, fair and transparent process.

Alhaji Zakari Jikantoro said the party should expect better days ahead considering his pedigree, adding that to whom much is given, much is expected. 

The State Chairman who said he will do his best to reconcile all aggrieved members of the party said he is confident that APC will coast to victory in the next election in 2023.

Names of the new officials were called by the National Chairman of the State Congress Committee and confirmations were made by the 27 delegates from each of the 25 local government areas of the state through a voice vote.

Thirty-six officials were elected; some of the officials are Barr. Ibrahim Aliyu Khaleel as secretary, Suleiman Abdullahi as Youth Leader, Lantana Abdullahi as the woman leader, Isah Umar Aliyu as the physically challenged leader.

GOVERNOR ABUBAKAR SANI BELLO OF NIGER STATE ENGAGES MORE FOREIGN INVESTORS TO ENGENDER RAPID GROWTH AND DEVELOPMENT IN THE STATE  

As part of its aggressive Foreign Direct Investment (FDI) drive, the administration of Governor Abubakar Sani Bello has been engaging investors willing to partner the state in so many areas that would engender rapid growth and development of the state. 

Governor Sani Bello, at the UNLOCK AFRICA sideline  investors meetings held at the Institute of Directors, 116 Pall Mall London, had fruitful discussions with several development partners and investors in the areas of agriculture, education, infrastructure, energy financing, mining and tourism among others. 

The Governor acknowledged that partnership is key in making Africa and Niger state in particular an open business environment for the United Kingdom investors to come in stressing that the state is a choice destination for global trade and investment opportunities going by it potentials. 

He maintained that the state has the potentials to be major supplier of raw materials for agricultural products to factories but that there is the need to add value to the available raw materials in the state through partnership with investors so as to increase the internally generated revenue and provide job opportunities for the unemployed in the state. 

The investors in turn declared their readiness to partner with the government if given a conducive enviroment to thrive, though they expressed concerns over the security challenges bedevelling some parts of the country, which the Governor allayed their fears assuring them that it will soon be a thing of the past. 

Some of the companies the Governor met includes ACM group for project funding, Aspuna Group for Agro sector, UCL Energy Group Ltd for Infrastructures, Katzenber  Ltd for project financing structure and Eagle Scientific Ltd for Education. 

Governor Abubakar Sani Bello was in company of his commissioners  for Justice, and Attorney General of the state, Bar. Danmallam Nasara, Zakari Abubakar Member and Chairman House Committee on Finance and the Chief of Staff to the Governor, Alhaji Ibrahim Balarabe.
