Governor Nasir El-Rufai of Kaduna State has commended his Niger State counterpart, Abubakar Sani Bello for sustaining close collaboration against banditry activities within the boundaries of the two states.

Governor El-Rufai, who was in Minna on a private visit to condole with the government and People of the state over the recent demise of some prominent citizens of the state, said the two states have been collaborating closely with each other and share common security platform where information and intelligence are exchanged to help in fighting the bandits.

"Fighting these bandits have remained a serious challenge to us. But I want to commend Governor Sani Bello and his team for the close collaboration enjoyed with Kaduna State. I think if we have similar collaboration with other states, may be things would have been better", he stated.

The Governor, however, expressed confidence that these banditry and other high-level criminal tendencies will soon come to an end with the renewed, sustained efforts by the security agencies in the affected states.

He acknowledged that Informants have played a major role in the unsuccessful attempt to completely eliminate the bandits and enjoined religious, traditional and community leaders to preach against their activities as well as the need for people to share intelligence discreetly with government about these informants so that the security agents can deal with them.

"I think this is where our National and State Legislators, Local Government Chairmen and Councillors, traditional and community leaders, who are closer to the people, can be of great help to the security architecture if they discreetly share intelligence with the government", he added.

Governor El-Rufai noted that the problem of insurgency and banditry have been around for a while, and that Governor Abubakar Sani Bello and himself have, for more than two years, presented what they felt was the solution to the problem of insurgency and banditry in their respective states.

He advised the newly appointed Service Chiefs to look at what has been recommended and what has been started by their predecessors and sustain them adding that, in the last few months, the Nigeria Army, Air force and other security agencies have been very proactive in fighting banditry.

"So, what the new Service Chiefs need to do is to build on the existing foundations and do better. Whenever you have new people, they come with renewed vigour and the focus to make a difference. So, we hope that things will be even better", he said.

Governor El-Rufai explained that, although many people may be quick to criticize the outgoing service Chiefs, "those of us that deal with them directly, those of us that have to call them at 1:00am to say that their are bandits in this area and a plane takes-off in fifteen minutes to go to that area, know that they also worked very hard and they were not sleeping".

Governor Abubakar Sani Bello on his part assured that government will not rest on it oars at ensuring that the fight against banditry is brought an an end

GOVERNOR ABUBAKAR SANI BELLO INAUGURATES 20 MAN COMMITTEE ON GENDER-BASED VIOLENCE TO CURB THE MENACE IN NIGER STATE

Niger State Governor, Abubakar Sani Bello has inaugurated a 20-man committee on Gender-Based Violence GBV in order to curb all forms of violence against both genders in the state.

Inaugurating the committee at Government House, Minna, Governor Sani Bello described the event as important considering the increase in Gender-Based Violence in the society which he said has translated to abuse of human rights in recent times.

Governor Sani Bello, who observed that Gender-Based Violence is not restricted to only female gender but the male as well, explained that constitution of the committee will pave way for better society adding that members of the committee have the capabilities to address the menace in the state.

In her response, the Chairperson of the Committee and Wife of the Niger State Governor, Dr. Amina Abubakar Bello appreciated the Governor for inaugurating the committee saying it is a display of political will and an evidence of the state government's commitment towards curbing GBV in the state.

The Chairperson noted that GBV, which cut across both genders, has been deeply rooted in the society noting that women and girls are more vulnerable assuring that, with the Committee in place now, more grounds would be covered in terms of advocacy and prosecution of offenders to serve as deterrent to others.

She said the statistics of GBV in the State is worrisome particularly during the COVID-19 lockdown where there was an exponential increase in rape cases affecting old women and children of less than three months.

The Chairperson of the Committee stressed the need for more awareness for people to report such cases and discourage stigmatization.

The Wife of the Governor said the Ministry of Women Affairs has been working tirelessly in collaboration with other relevant organizations such as Sexual Assault Referral Centre code name RAYUWA which is a one stop shop for addressing and caring for the GBV victims.

She requested for the replication of such centres across all the Local Government Areas in the State pointing out that the responsibility of curbing GBV lies with the Government, all critical stakeholders and the support of the general public.

The Chairperson disclosed that the National Academy of Science has selected Niger alongside Ekiti, Abia and Oyo States to benefit from a grant from Ford Foundation to implement policies and strategies to address GBV in the selected States.

The Committee members inaugurated are representatives of various relevants government Ministries, Departments and Agencies in the State such as Ministries of Women Affairs, Justice, Information, Education, Health, Nigerian Police, Imam Forum, CAN, traditional rulers, FIDA, RAYUWA, WRAPA and Child Right Agency.

Niger State Governor, Abubakar Sani Bello has called on the Judiciary and the Legislature to come up with stiffer penalties on bandits, kidnappers and their informants in the state.

Governor Sani Bello stated this while presiding over the swearing-in of Justice Aisha Lami Bawa Bwari as the Chief Judge of the State at the Government House, Minna.

The Governor who noted that banditry and Kidnapping activities are carried out in conjunction with members of the communities, stressed that the informants should as well undergo the same penalties with both the bandits and the kidnappers.

"With the increased insecurity in the interlands especially in our rural areas where lives are lost on daily basis due to banditry and kidnapping, the parliament and the Judiciary should come up with stiffer penalties for those involved in these activities especially the informants.

"It has come to our notice that most of these heinous crimes are being executed in conjunction with members of the communities. So we are seriously and strongly suggesting that kidnappers, bandits and the informants should have the same punishment because without the informants the banditry activities would extremely become difficult", he started.

He said a meeting would be scheduled with the State Assembly on what necessary steps to take, adding that the Judiciary would ensure the execution of the decisions taken.

The Governor then prayed for guidance and protection for the newly sworn-in Chief Judge so as to carry out her duties effectively and efficiently.

Speaking after the swearing-in, the Chief Judge of the State, Justice Aisha Lami said she would ensure the transformation of the judiciary by giving the right and condusive working environment among other things.

It could be recalled that late last year Justice Aisha Lami Bwari was sworn-in as the Acting Chief Judge of the State.

Governor Abubakar Sani Bello is saddened by the sudden death of Alhaji Isah Lakpene the coordinator of Forestry.

Governor Sani Bello in his condolence message said he received the report of Alhaji Lakpene's death with great shock.

The Governor explained that the deceased would be greatly missed especially with the dedication and zeal that he was carrying out his function in combating and guarding the felling of trees to checkmate deforestation.

He described him as a rare grassroots political mobilizer who was friendly and accommodating.

The Governor sympathized with his family and close associates ,explaining that his death was not a loss for only Bida Emirate but the State as a whole

He prayed God Almighty to forgive his transgressions and grant him Aljannah Firdausi

The Governor urged the family to take solace in the fact that Allah gives and takes life as well as be consoled with the good work and dedicated life that the late Lakpene lived in advancing good governance and service to humanity.

GOVERNOR ABUBAKAR SANI BELLO OF NIGER STATE SAYS YOUTHS HAVE THE CAPACITY TO LEAD THE NATION

Governor Abubakar Sani Bello of Niger State says that there are competent youths with leadership capacity to lead Nigeria.

Governor Sani Bello, stated this at the official unveiling of Lead Generation Initiative (LGI) with the theme "the future of leadeship: role of the youth" in Abuja.

The Governor who was the Guest Speaker at the event, said youths need to identify with their people at the grassroots, as it will help in gaining the acceptance of the people of their community which would increase their opportunity of becoming leaders.

The Guest Speaker noted that nonchalant attitude by some people, is the bane of leadership problem in the society pointing out that unless competent people are put in the right place, devoid of sentiments, it will take time to it get better.

Governor Abubakar Sani Bello urged the youths to embrace politics by registering with any political party of their choice at the ward levels, explaining that, doing that will be a necessary step towards making themselves available for leadership positions especially in politics.

In his keynote address, former speaker, Federal House of Representatives, Rt. Hon Yakubu Dogara described leadership as an influence which one's character plays a critical role.

Dogara highlighted some major leadership problems to include; giving leadership position to people based on loyalty, sycophancy instead of competence.

He said the remedy for leadership challenges is to change the educational system inherited from the colonial masters by remodelling education administration that will suit our enviroment , noting that leadership is a serious business and a society cannot grow beyond its leadership quality.

Minister of Youth and Sports Development, Sunday Akin Dare, was among other dignitaries at the occasion.

The Executive Director of LGI, Chief (Mrs) Sefiat Abiola-Peller in her virtual welcome remarks said that the organisation is contributing in nation-building as well as adding value to the society by training members of different communities, women leadership development programmes especially capacity building and mentorship among others.

LGI is a youth driven apolitical non-governmental organization that is committed to creating opportunities for young people to channel their creativity, energy, and aspirations to adding value to their communities and the country at large. Governor Abubakar Sani Bello says only Allah is capable of filling up the vacuum that has been created by the death of Col Aminu Isah Kontagora (rtd) considering the selfless and dedicated life he lived.

Governor Sani Bello stated this when he paid condolence visit to the family of late Col. Isah Kontagora at his residence in Kaduna.

The Governor said "though it hurts to separate with loved ones especially separation by death, all we can do is to continue to offer prayers to Allah for the reporse of the departed souls and to give us the beraeved the fortitude to bear the loss".

"His good memories will definitely not be forgotten in a hurry because he was truly a patriotic Military Officer that served selflessly."

Special prayer was offered for the reporse of the soul of the late Colonel and for his immediate family to remain united and steadfast in Allah.

The Governor was received by the deceased brother Alhaji Iro Nuhu Kontagora, his wife and other family members.

ARMED FORCES REMEMBRANCE DAY: HOW FAR SO FAR ON GOVERNOR ASB'S EFFORTS IN ADDRESSING INSECURITY IN SOME PARTS OF NIGER STATE.

15th of every January has long been set aside as the day to commemorate the Armed Forces code named "Armed Forces Remembrance Day". A day like this makes any patriotic Nigerian reminiscent of our fallen heroes who paid the supreme price, while some who are still alive have different degrees of physical, mental or health challenges as a result of their efforts to keep the country safe.

To ensure that the labour of these heroes are not thwarted, government at all levels are expected to ensure the safety of its citizens.

It is against this backdrop that this article intends to flash back a little on the efforts made so far by the Niger State Government in collaboration with the security agencies to ensure a safe State for its inhabitants.

It is a known fact that live has become difficult for some residents of the State especially those living along the borders of North-Western States of Nigeria comprising Zamfara, Kaduna, Kebbi; and the international border with the Benin Republic due to the nefarious activities of bandits as well as other criminal elements, with Niger state having its own story to share.

It is imperative to note that the Niger State Government under the leadership of Governor Abubakar Sani Bello is worried about these incessant attacks and has deplored all available resources and efforts to bring the ugly menace to an end.

Particularly in the year 2020 which looked promising from the beginning as Governor Sani Bello's proactive measures by meeting with security chiefs in the state started yielding positive result with various operations carried out which led to the crushing and flushing of armed bandits from their enclaves. Some of these operations included the Karamin Goro, Operation whirl punch, Sharan Daji, and Ayem Akpatuma amongst others.

The government resolve to quash the bandits' activities suffered a setback with the breakout of the Coronavirus (COVID-19) in Nigeria, which affected the global economy. The COVID-19 pandemic did interupted the pace at which Governor Sani Bello was fiercely fighting the bandits, though not resting on his oars

Also, with intensified combat activities by joint security operatives of the country against the bandits in the North-West and with Niger State sharing borders with the region; the bandits have found the size and topography of the state a safe haven where they maim, kidnap, rustle as well as carry out other monstrous activities without any hindrances.

All the measures put up by Governor Sani Bello, including regular visits to the service chiefs Abuja and the President, commander in chief of the Armed forces of the federal Republic of Nigeria, seeking drastic action to be taken against the bandits got some share of response even though the total defeat of these bandits is yet to be sighted.

Among the measures the government has taken is to involve the locals that are the victims of the banditry attacks. Majority victims of these bandits in Niger State are within some local governments.

Shiroro and Rafi local governments where attacks now is most frequent due to their borders with Kaduna State and the vast Allawa and Kwangoma Forests. Same fate goes to Munya LGA as it shares border with Kaduna State and not too far from the Abuja-Kaduna Express Road. Likewise, Mariga LG shares borders with Zamfara, and of recent, the bandits' activities have stretched to Borgu and Agwara due to their borders with the Benin Republic.

To reduce the carnage and activities of these men of the underworld, the government has put a lot of resources which have gone unnoticed since security issues are confidential.

On the other hand, informants (locals within the communities) of the bandits have thwarted the efforts of government making it look as if not much is happening by dishing out plans taken against the bandits for just material gains.

In one of the visits of the governor to commiserate with victims of bandits attack in Rafi local government, he urged them to rise and defend themselves too as he was fully aware that the number of security personnel in the country was not sufficient.

Some communities have risen to the task in defending their areas and not solely waiting on the government to do everything for them. They identify the bandits and informants within them and treat them accordingly.

Thus, the government noticing the importance of the local vigilantes has revamped them with the provision of logistics such as vans, motorcycles and firearms to boost their confidence and courage to confront the bandits.

As a responsible government, Governor Sani Bello magnanimously approved the sponsoring of education of the children of slain vigilantes, a proof that the government is doing everything to end this situation of insecurity.

Also, a biometric data of vigilantes in the state is being collated; the government wants to start giving them stipends even though they are doing voluntary work; however, appreciation like this, will spur and encourage them.

However, to end this banditry and other despicable acts by these criminal elements, certain things needed to be put in place. Chief among them is to treat all arrested bandits as armed robbers so that they cannot get bail on whatsoever ground. The truth be told, these bandits are armed robbers.

A law should be enacted to criminalize anyone caught aiding bandits either as an informant, supplier of drugs, fuel and food vendors amongst others. Such persons should also be classified as armed robbers because they are gaining from the illicit loots of the bandits.

To gain success in this operation against bandits, the state government needs to take a bold step banning the use of commercial motorcycles both in the urban and rural areas because this is the means of transportation that the carnage is perpetrated with.

Niger State is now the dumb site where commercial motorcycles have converged on as most states have banned their outright use. The ban on commercial motorcycles have once been done in the state; this can be done again.

No political interpretation should be given on this because the life of the people matters most, and if this is one of the solutions, government should go ahead and ban commercial motorcycle use in the state.

With a fiercely motivated vigilante, the battle against bandits will get better, as the government has fully engaged the traditional rulers to initiate the 'soft-power-concept' which will lead to fishing out the Judas' among them helping the bandits.

The government needs to use all approaches at its disposal to handle the bandits, therefore, there is no need of using an olive branch while handling security issues. it is time that government boldly deploy all it has to end the security challenges.

This, Governor Abubakar Sani Bello has commenced with a visit to President Buhari at the beginning of this year 2021. He says the battle against armed banditry will not be lost as the bandits will never be given the opportunity to change the lifestyle of communities they terrorize.

“We will never allow for our ways of life to be threatened and at the same time give the bandits the opportunity to win this war".

The Governor is optimistic that this year 2021, the state in collaboration with the Federal Government, is coming out with a different strategy in the fight against the bandits with specific focus on the communities in which most of the bandits have been incorporated and carrying out their nefarious activities.

It is however unfortunate that some community leaders have been conniving with the bandits unleashing mayhem on harmless, unsuspecting communities which has resulted in the sack of one village head in the state, the situation will be adequately addressed.

“We have noted, regrettably, the involvement of some Village and Ward Heads, and at the moment there are communities that harbour bandits for whatever reason. We are working with relevant stakeholders to address this situation", he said.

Governor Sani Bello assured that the year 2021 will hopefully come with relief, especially in banditry, as the state will intensify collaboration with its neighbouring states of Kaduna, Zamfara and Kebbi states in ending banditry activities, as they were monitoring and gathering more intelligence on the modus operandi of the bandits.

The Governor added that, even though some of the bandits have shown commitment to end their ungodly activities, government will not relent but sustain its military operations in flushing them out as the genuineness of their repentance could not be confirmed nor guaranteed.

Governor Sani Bello added that all hands must be on deck in 2021 for government to achieve its set objectives.

Governor Abubakar Sani Bello has felicitated with the Niger State Council of Traditional Rulers and Kontagora Emirate as the 6th Emir of Kontagora, His Royal Highness, Alhaji Saidu Namaska marks 47 years on the throne.

Governor Sani Bello in a congratulatory message said the over four decades reign of the emir has further solidified the unity, growth and development of the emirate which his predecessors laid the foundation.

He said the fatherly role exhibited by the emir has improved the already existing harmonious coexistence of all diverse groups in the emirate in particular and the state as a whole.

Governor Sani Bello, noted that the octogenarian emir, who is the second in command in the state Council of Traditional Rulers has always advocated the need for peaceful co-existence amongst various ethnic and religious divide in the emirate and state at large, which has gone a long way in uniting the emirate and by extension the state .

"You have indeed remaind consistent in carrying out fatherly role to all your subjects without discrimination which has further strengthened the peaceful co-existence in your domain. I pray that Allah will continue to give you more wisdom on how to lead your subjects right".

He also prayed Almighty Allah to grant him more years and strength, sound health and the wisdom to always stir his subjects in the right ways.

The Governor enjoined the people of the emirate to continue to support the emir and emulate his good virtues especially by accepting and embracing agriculture which is one of the mainstay of Kontagora Emirate

BOBI GRAZING RESERVE: NIGER STATE GOVERNMENT PLANS TO ORGANIZE 'ROAD SHOW', DISCUSS ECONOMIC PARAMETERS WITH INVESTORS

Niger State Government is set to organize a 'Road Show' that will bring together all investors and stakeholders interested in the development of the multi million dollar Bobi Grazing Reserve to present a position paper on the progress level and take off of the project among others.

Governor Abubakar Sani Bello, who disclosed this in his recent visit to the Reserve alongside the State executive council members, explained that the state government is inviting its partners on the Ruga Settlement Programme to sit and discuss statistics and other economic parameters that would ensure or guarantee a win-win situation for all.

He stated that substantial amount of resources have been invested by the state government in the development of the reserve and that it can even begin to generate money from the over 300 hectares of Pastures already available for sale.

"The Grazing Reserve has taken off. We can start making money from the Pastures. As you can see, we have more than enough pasture and part of the scheme is that excess Pastures can be sold to other parts of the country", he said.

The Governor disclosed that the crossbreeding programme has commenced and that strict veterinary practice and traceability is being observed to ensure that any Cattle that doesn't pass the minimum health standard is isolated and taken away from the rest.

Governor Sani Bello said, when the project becomes fully operational, a Tax system will be introduced, not only to raise revenue profile of the state but for security purposes as well.

"Through the Tax System, you are able to know who's who within the Ruga Settlement and I think we are already in agreement with the Fulanis Herders, they are ready and willing to participate in the potentially promising scheme", the Governor stated.

According to the Governor, the state government is making the Bobi Grazing Reserve a model in the country hence the need to place it on international trajectory by strictly following global best practices in its development and actualization.

Governor Abubakar Sani Bello of Niger State has expressed satisfaction with the progress of work at the multi million dollar Bobi Grazing Reserve located in Mariga/Mashegu Local Government Areas of the state.

Governor Sani Bello, who spoke to Journalists shortly after an inclusive visit to the Reserve, said the state government is further expanding the multi purpose Dam to, not only supply water for the Cattle and Pasture, but for intensive irrigation and fishery activities.

"We are also constructing a modern spillage as well as an enhance embankment to protect the Dam and give it more strength because we have since realized that water is so central to the successful development of the grazing reserve", he stated.

The Governor disclosed that the reserve has cultivated about 300 hectares of pasture which is quite sufficient to feed 9,000 cattle adding that, when the programme is completed, excess pasture would be available for sale to any part of the country.

He also stated that the crossbreeding programme has commenced successfully to produce better breeds for milk and beef stressing that the artificial insemination will also begin in the next few weeks.

"As you can see, we are making progress. As part of attraction to the programme, we are trying to encourage and enhance the capacity of women in terms of improving their economic strength by improving the capacity of their cows from producing 1-2 litres to 10-15 litres of milk per day".

Governor Sani Bello noted that the state government is looking at the whole idea of the Ruga Settlement Programme more from the security rather than the economic points of view adding that the incessant farmers/herders conflicts is partly responsible for the increasing rise in Armed Banditry, especially in the north.

"We try to encourage Ranching to allow our herders to stay in one place where they can have access to schools, water and veterinary health services so that they don't have any reason to move their Cattle hundreds of kilometers down south".

He said the grazing reserve will increase the state government's Internally Generated Revenue (IGR) overtime but, most importantly it would empower the people and create jobs, particularly for women and youths.

The consultant handling the development of the reserve and Emir of Muri in Taraba State, Alhaji Abbas Tafida disclosed that the programme, when completed, is expected to empower about 9,000 people while their income and that of the state should increase by approximately N9 billion per annum.

He made a clarion call to all Fulani Herders to embrace the huge opportunity provided by state government through the establishment of the grazing reserve emphasizing that the entire project, when completed, is to provide individuals the opportunity to do better for themselves.

Alhaji Abbas Tafida advised the state government to fence the whole Grazing Reserve and install CCTV cameras as part of security measures to protect individual, government and private investments on the massive expanse of land.

Niger State Government says it would not succumb to but will resist any attempt or threat to sabotage it's efforts and commitment towards the development and actualization of the multi million dollar Bobi Grazing Reserve located in Mariga/ Mashegu Local Government Areas of the state.

The State Governor, Abubakar Sani Bello, on an inclusive visit to the Reserve, Monday, acknowledged the increasing cases of Armed Banditry in some parts of the state and assured that government will do whatever it takes to secure the place.

He said the state government is oblivious and not leaving anything to chance as the bandits may be out to undermine the progress that is being made on the over 34, 000 hectares facility.

"Without having to give details, I can assure you that we are committed and determined to put in place high-level security measures that will safeguard both government and private sector investments here", he stated.

Governor Sani Bello urged the recognized Fulani communities within the grazing reserve to embrace and key in to the Ruga Settlement Programme for their socioeconomic prosperity and in the overall interest of the state.

The Governor charged them to be vigilant and security conscious, protect all facilities and equipments in the reserve, be accommodative but cautious in harbouring those 'wicked' people who may be out to disrupt the arrangements.

In a brief address, the Leader of the Fulanis in the Bobi Grazing Reserve, Malam Ardo Abubakar expressed optimism that the project will be a huge success.

"We have witnessed the planting and harvest of the Pastures, we have also seen the reality of artificial insemination and crossbreeding, and we are convinced about it potentials as a lucrative and dependable business", he added.

Niger state Governor Abubakar Sani Bello has urged Nigerlites to support the present administration and work towards ensuring the progress as well as development of the state.

In a New Year (2021) message to the people, Governor Sani Bello described the out gone year 2020, as challenging and difficult, and called on the people to remain hopeful, steadfast and prayerful for a better 2021.

The Governor enjoined the people of the state to remain resolute in their support to his administration’s battle against insecurity, COVID-19 and determination to surmount economic challenges that is bedevevilling the state in particular and the country at large.

Governor Sani Bello noted that government’s proactiveness in tackling the arrival of covid-19 proved effective in containing the spread of the pandemic in the state urging the people to do more by observing the Protocols, with the intensity of the second wave looking more scary.

Security wise, he said, both the State and Federal Government are working hard and evolving fresh strategies toward bringing it to an end, expressing displeasure over how banditry and kidnapping has made life unbearable for the people.

Governor Sani Bello, however, affirmed that the present administration has done a lot towards reducing poverty in the state through the promotion of agriculture and human development as well as added value in different other sectors.

He reassured that all ongoing road projects in the state especially Minna- Bida road and all other township roads as well as electrification of ongoing rural areas would be completed before the end of his tenure.

He, however, enjoined Nigerlites to clarify issues with the government before making uninformed criticism of its policies and programmes in the open space adding that the administration has and will always be positively receptive to constructive criticism from its people.

The Governor further reassured the citizens of the state of his administration's efforts in ensuring that it does all that is expected of it, to bring about the expected development.

Governor Abubakar Sani Bello of Niger State and Chairman North Central Governors Forum has attributed the astronomical rise in the number of unemployed, underemployed and unemployable graduates in Nigeria to the kind of unskilled and half-baked graduates churned out yearly by the nation's tertiary institutions.

The Governor made the assertion when he went on familiarization visit to Baze University Abuja, a private tertiary institution founded and established by Senator Baba Ahmed Datti.

Governor Sani Bello noted that, because the country's labour market was saturated with too many unemployed persons, it becomes expedient on the nation's citadel of learning to redirect their focus towards entrepreneurship and skills acquisition programmes in order to produce self-employed and employers of labour.

He reiterated his call for repositioning of Nigerian schools' curricular in favour of entrepreneurship and skills acquisition through the reestablishment of Technical Schools and Colleges across the country.

The Governor, who commended the standard and quality of work at the site of the university's Teaching Hospital, expressed satisfaction with the progress and development of the institution which he attributed to the doggedness and resilience of the founder.

"I remembered when Senator Baba Ahmed confided in me that he wants to start a university, I never doubted his capabilities because right from our days in the university he sets his goals and chart course to achieve them with commitment and dedication. He is, indeed, a goal-getter".

Governor Sani Bello, who admitted that Senator Baba Ahmed has put up a lasting legacy with the establishment of Baze University Abuja, advised that a workable system must be put in place to guarantee the sustainability and affordability of the institution.

He said the Niger State Government is ready to establish a mutually beneficial partnership with Baze University in the areas of Education, Health and Environment in view of the institution's track record in the pursuit of academic excellence for growth and development.

Earlier, Founder of Baze University Abuja, Senator Baba Ahmed thanked Governor Abubakar Sani Bello for the visit and solicited partnership of the Northern Governors Forum with the institution across multifaceted sectors for overall development of the region.

He disclosed that the Baze University Teaching Hospital, when completed, will not only provide quick and professional services but also produce highly disciplined and qualified students within the line of Medical and Health sciences.

Governor Abubakar Sani Bello has assented into law, the Niger State 2021 appropriation bill as passed by the State House of Assembly.

The budget which was signed at the Government House, Minna, was presented by the Speaker of the House, RT. Hon Abdullahi Bawa Wuse, who was represented by the Deputy Speaker, Hon Jibrin Ndagi Baba, member representing Lavun Constituency along with other members.

While signing the budget, Governor Sani Bello said that the 2021 budget is a moderate one as the COVID-19 Pandemic made the government scale down the size of the budget due to the downturn of the economy.

He added that with resources reduced due to the Pandemic, the government will not fold its arm as it would use available legal means to increase internally generated revenue.

The Governor urged the people to be patient and supportive of the government as taxes and levies imposed on them were for their collective good.

The 2021 budget he said, is broad and moderated targeted at completing ongoing projects, as such seek for the understanding of the people.

Governor Sani Bello while commending the legislators for working day and night towards the quick passage of the budget assured that the executive arm will ensure it's implementation as passed.

He said that the legislators have made history by passing the bill without crossing to the year of the fiscal budget causing a delay in its implementation.

Meanwhile, the Speaker of the House said that the initial budget of over N151.2bn as presented to them was increased by over N2.1bn.

He promised that the Legislators will strengthen their oversight function and ensure that budget was strictly adhered to as passed and assented to.

He assured that the Legislative Arm will continue to corporate with the other arms for the delivery of dividends of democracy to the people.

In a condolence message, Governor Abubakar Sani Bello described Sheikh Ahmed Lemu as a renowned Islamic Scholar, intellectual, Author and Educationist who served in the field of education for more than half a century.

The Governor said the deceased, the first Grand Khadi in the State, lived an accomplished life having made significant contributions to nation building especially in the areas of security, reconciliation, dialogue, Islamic jurisprudence and advancement of Islamic education as well as his deep involvement in Islamic humanitarian activities among others.

He prayed Allah to forgive his shortcomings and grant him Alannah Firdausi as well as his family the fortitude to manage the moment of grief.

Sheikh Ahmed Lemu, an advocate of moderation, justice, open mindedness and a strong supporter of youth development, died in the early hours of Thursday at the age of ninety-one.

Governor Abubakar Sani Bello of Niger State has described the former late Head of Service, Alhaji Mohammed Maude Lapai as a wonderful tutor and an amiable personality.

Governor Sani Bello disclosed this at the Government House, Minna, while receiving the report of the 10-man committee to establish the Civil Service Professional Training Institute in the state on Wednesday.

He said the late former Head of Service, who was also the district head of Gabi, exposed him to the rudiments of the public sector when he was appointed commissioner years back, since he was coming from the private sector, adding that he was not surprised that the deceased rose to the position of head of service of the state.

The Governor, who said he received the news of the death of the former Head of Service with great shock, noted that he had signed his appointment letter as the District Head of Gabi in Lapai Local Government area few hours before his death was announced.

The late District Head of Gabi was a member of the 10-man committee inaugurated by Governor Sani Bello.

The Governor prayed for the repose of his soul.

Alhaji Maude died last week, in Minna, after a brief illness leaving behind three wives, and 10 children.

Niger State Government is to boost the capacity of its civil service being the engine room of the government with the establishment of the civil service professional training institute.

Governor Abubakar Sani Bello made this known when he received the report of the committee of Niger State Civil Service Professional Training Institute and for the Tenure of the Position of Permanent Secretaries at the Government House, Minna.

Governor Sani Bello said that haven noticed the dwindling capacity level of the civil servants necessitated the inauguration of the committee last year with the sole aim of rebuilding a solid and robust civil service.

He said that the level of training and experience of civil servants has degenerated, as such government needs to support the civil servants across all cadre so that they will be proud of the system.

The Governor assured that an implementation committee will be set-up to review and visit other issues that were omitted so that the implementation takes effect immediately.

While commending the committee, the Governor told them that their expertise and wealth of experience will be required and called upon during the implementation exercise, adding that the delay of the report submission resulted due to many factors which included the COVID-19 pandemic.

He added that the organograms of organizations must be made to adapt to the present times so that the civil servants will be versatile.

While presenting the report on behalf of the 10-man committee, Alh Abdulkhadir Gudugi a former head of service in the state said that the simplified their report for easy comprehension and implementation.

He underscored the importance of training as well as skills acquisition towards achieving an assigned job.

The chairman expressed gratitude to the governor for trusting them on advisory service, adding that if this comes to fruition it would be a legacy for the Governor and the state.

The report was submitted in three volumes; summary, full report and, annexes.

NORTH CENTRAL GOVERNORS' FORUM (NCGF) OUTLINE MEASURES TO PROMOTE REGIONAL DEVELOPMENT, SURMOUNT CHALLENGES

The meeting of the North Central Governors' Forum has ended in Makurdi, Benue State, with a unanimous decision to collaborate in surmounting the region's security challenges especially as it affects kidnapping, Cattle rustling and banditry.

In a Communique issued at the end of the meeting, held on Monday, the Forum also agreed to join relevant stakeholders for the economic rejuvenation and promotion of regional development through increased agricultural production, Internally Generated Revenue (IGR) and bridging the infrastructure deficit.

Apparently irked by the level of insecurity in the country, the Forum called on the Federal Government to establish Military Camps and or Training Grounds in the Forest zones to block movement of hoodlums while the military should be adequately mobilized for operational proficiency.

The Governors enjoined the Nigeria Police Force to strengthen synergy with State Government in the recruitment and training of Community Police to provide adequate security at the grassroots level while also calling for the resuscitation of peace and security committees at the Local Government levels for quick decision on security and crime prevention.

The Communique enjoined member states to partner relevant Federal Government agencies such as the Immigration, Customs and Civil Defense to track proliferation of light and small weapons.

The Forum also resolved to enact unified laws to deal with the Almajiri phenomenon.

In order to boost food sufficiency in the region, and by extension the country as a whole, the Forum urged individual member states take advantage of NALDA to encourage farming activities and deepen production of high economic value crops such as Soya Beans, Sesame, Maize, Rice, Cashew and Ginger among others.

States are advised to develop fishery production programme and approach the Central Bank of Nigeria for funding, and to essentially look into modern ways of Livestock farming through the promotion of Ranching and also key into the Federal Government Livestock Transformation Plan.

The Forum also encouraged member states to establish Livestock and Commodity Border Markets to boost trade and enhance revenue generation as proactive response to the dwindling Federal allocation.

To check the excesses of Armed Bandits who have continued to attack Farmers, the Communique urged states to request the services of Agro Rangers of the Nigeria Security and Civil Defense Corps to provide security to farmers.

In view of the resurging Covid-19 pandemic, the Forum advised member states to intensify sensitization on the second wave of disease and the need to adhere strictly to established Covid-19 protocol - Washing hands with Soap under running water, wearing Face Mask in public places and keeping physical distance among others.

While Expressing concern on how the North central zone has been short changed in all spheres of development, Governor Abubakar Sani Bello said regular meetings like this will help the forum to evolve new strategies aimed at addressing the challenges confronting the zone especially as it affects Security, infrastructure, economy and politics among other issues.

The Governor described the outgoing year as the worst of all years witnessed by Nigerians and prayed God that Nigeria will over come and come out stronger.

The Forum emphasized the need for closer ties to improve on the corporate existence of the country.

The host and Governor of Benue State while welcoming his counterparts said the Governors of the zone have demonstrated oneness and unity of the zone.

Governor Samuel Otom appreciated the Chairman of the Forum for holding the meeting in Makurdi, Benue State, noting that the problems of Nigeria are beyond politics, ethnicity and religion, adding that the problems are deeply rooted and difficult to solve because they have long been created and require demonstration of love and unity as shared by the Governors of the North Central to address the challenges.

The Governor of kogi State, Yahaya Bello who spoke in the same vein, described the North Central zone as a pillar that holds the North and south together, urging that the states must stand together as a unified team by dropping their differences politically or otherwise.

He explained that the people are large, enterprising and hospitable to bring about rapid development.

The rich cultural heritage of the Benue people was on display by troupes representing the various ethnic and cultural groups in the State.

Governor Abubakar Sani Bello has stressed the need for a legislation that will strengthen the role of traditional rulers who are custodians of traditions to revive the cultural values and norms that have eluded the society.

He noted that such issues could be better solved by empowering the traditional institutions.

Governor Sani Bello was speaking at a programme held in honour of Dr Mohammed Ndarani Mohammed, who has been conferred with the position of Senior Advocate of Nigeria, SAN by the Legal Practitioners Privileges Committee and Supreme Court of Nigeria in Abuja.

Governor Abubakar Sani Bello while acknowledging the neglect of some of these traditions as partly responsible for the problems the country is confronted with, maintained that there must be a review of the system with more powers handed to the traditional leaders to enable them check mate the vices that have eroded the family, society and government.

He noted that the new Senior Advocate of Nigeria being celebrated had exhibited the spirit of hard work, discipline and good character to attain his present elevation.

The Governor said the State is proud of Barrister Ndarani Mohammed being a Nigerlite and about the youngest SAN in the country, pointing out that attaining this height will motivate other younger ones who work through the path of success with discipline, hardwork, commitment and above all prayers.

According to the Governor, the conferment of SAN on Barrister Ndarani Mohammed, has increased the number of SAN in the State.
This feat the Governor said will afford government the opportunity to synergies with them in order to articulate some demands of the State and consequently present them to the Federal Government for the growth and development of the State.

"At this point ,my doors are opened for discussion on how we can closely work together to reclaim and regain our rightful place as a State, which will have to be now with this number of SAN in the State", he added.

The newly conferred SAN, Barrister Ndarani Mohammed who dedicated his new position to humanity said his elevation to SAN is the greatest achievement he has attained so far in life.

He said though the elevation translates to additional responsibility, it will spur him to serve humanity more.

Other guests at the occasion including Prof. Muhammad Kuta Yahaya, former Secretary to the Niger State Government who was also the Chairman of the Occassion, former Presidential candidate, Mrs Sarah Jibril, Representative of the Etsu Nupe, Y Y Sani and the Emir of Borgu, Alh. Haliru Dantoro (Kitoro III) showered encomiums on the new SAN and urging him to do more as they prayed for him to succeed.

Indigenous cultural troupes thrilled the guests .

Niger State Governor and Chairman North Central Governors Forum, Abubakar Sani Bello has condoled with the Etsu Nupe and Chairman, Niger State Traditional Rulers Council Alhaji Yahaya Abubakar and the people of Bida Emirate over the death of Shaban Nupe Alhaji Abdulmalik Ndayako

In a statement Governor Abubakar Sani Bello described Alhaji Abdulmalik Ndayako as a man of Culture and tradition who believed in the unity of Nupe kingdom, Niger State and Nigeria as a whole.

The Governor said the deceased lived a humble and accomplished life.

The Chairman North Central Governors Forum said the death of Shaban Nupe Alhaji Abdulmalik Ndayako is a great loss not only to Niger State but to the Country

Governor Abubakar Sani Bello urged the people of Nupe Kingdom to take solace in the fact that Alhaji Abdulmalik Ndayako lived a good life

Alhaji Abdulmalik Ndayako, is the fourth son and the first of the Ndayako's who was endowed with four traditional titles from Etsu Nupe's Palace, which are Madami Nupe, Makun Nupe, Kpotun Nupe and Shaba Nupe .

The deceased was a former Federal Commissioner of Public Complaints Commission in Niger State.

The Shaba Nupe who is the second in Command to the Etsu Nupe, died in the early hours of Saturday 12th December , 2020 at the age of 82 years.

Shaban Nupe Alhaji Abdulmalik Ndayako left behind four wives ,32 children , grand children and great grand children.

GOVERNOR SANI BELLO AND OTHER DIGNITARIES PAY LAST RESPECT TO LATE MEMBER, FEDERAL POPULATION COMMISSION, ABUJA ALHAJI ALIYU DATTI

Niger State Governor Abubakar Sani Bello was among many Muslim Ummah who attended the funeral prayers for late Alhaji Aliyu Datti (Magayakin Minna) as a sign of his last respect to the deceased.

Governor Sani Bello who described the deceased as a good man, said he believe his goodness on earth will secure him a place in paradise.

Also in attendance were the Former Nigeria's Head of State General Abdulsalam A Abubakar, Former Governor of Niger state Dr Muazu Babangida Aliyu (Talban Minna), Senator Mohammed Sani Musa Senator representing Zone "B" and their Royal Hieghnesses the Emir of Minna Alhaji Dr Umar Farouk Bahago and that of Agaie, Alhaji Nuhu Yusuf.

Late Alhaji Datti passed away in the early hours of Thursday the 10th of December, 2020 at the age of 68.

NIGER STATE TO TAKE ITS RIGHTFUL PLACE IN LEADING THE NATION ON RICE PRODUCTION SAYS GOVERNOR ABUBAKAR SANI BELLO OF NIGER STATE

Niger State Governor Abubakar Sani Bello has assured that the State will soon take its rightful place in leading the Nation on Rice production.

Governor Sani Bello stated this when he flagged off the 2020/2021 Dry Season Rice Farming at the Trade Fair Complex Minna, the State Capital organised by the Central Bank of Nigeria in conjunction with the Rice Farmers Association of Nigeria.

The Governor who described the event as significant and a product of hardwork, said it is one of the cardinal objectives of President Muhammadu Buhari's led administration towards ensuring food sufficiency.

He expressed delight that Niger State is gradually attracting national and international attention for taking the lead in driving the State's enormous potentials in the agricultural value chain, particularly in rice production.

The Governor said the State being the largest in terms of land mass, it will continue to take every opportunity to increase investment in the rice Value Chain assuring to accord all the needed support to all Federal Government initiatives towards increasing Rice production in the state.

He encouraged farmers in the State to participate in the Dry Season Rice Production and all other dry season farming activities, especially as many of the farmers losse most of their farm produce to the floods.

According to the Governor, the State Government will continued to accord priority attention to agriculture in order to guarantee availability of food in the state
and shall vigorously pursue mutually beneficial collaboration with RIFAN and Development Partners to enhance agricultural activities and promote value chain development of rice, cassava, maize, sorghum and other staple foods across the state which he said would improve the socio-economic status of farmers in the State.

He enumerated some efforts made by the State government in the Agricultural sector such as establishment of Green House Projects, reactivation of several irrigation schemes and Oil Palm Plantation Programme among others.

In his keynote address, the Governor, Central Bank of Nigeria CBN Mr Godwin Emefele said the flagg off is part of the Agricultural revolution programmes of the Buhari led administration and that it symbolizes their commitment to attain self-sufficiency in Rice production.

Represented by his Deputy Coorperate Services Mr Edward Lametek Adamu, the CBN Governor said the Anchor Borrowers' Programme initiated by the Federal Government has proven to be a game-changer in the financing of small holders farmers in Nigeria adding that it has galvanised financial inclusion in rural communities beyond economic empowerment and job creation.

He said the Partnership with Rice Farmers Association of Nigeria RIFAN is to explore the potentials inherent in Agricultural Commodity Associations and position them strategically as drivers to enhanced Agricultural productivity in Nigeria.

The CBN Governor emphasized that loan recovery is the hallmark of any credit process hence the need for the Association to intensify efforts in the loan repayment.

The National President of RIFAN Alhaji Aminu Muhammed Goronyo appreciated the initiative which he said is aimed at attaining food sufficiency in Nigeria pointing out that with the dry season rice farming, it is expected that Nigeria will be able to produce 10 million metric tonnes of Rice including the wet season farming which he said can meet up with the consumption rate of the Nation put at seven (7) to eight (cool million metric tonnes.

The Niger State Coordinator of RIFAN/CBN Special Project Alhaji Idris Usman said the State has contributed a lot in terms of food production in Nigeria while appealing to the CBN to ensure quick distribution of the farm inputs as Farmers are one month late already.

NIGER STATE GOVERNMENT TO SUPPORT SMALL FARMERS IN THE STATE FOR GREATER PRODUCTIVITY

Niger State Governor, Abubakar Sani Bello says his administration will do its best to fully support small Farmers in the State to enhance their productivity in the best interest of Nigerlites and Nigeria as a whole.

Governor Sani Bello disclosed this when he spoke at a summit currently going on at the Nation's Capital City, Abuja.

The Governor, who described the programme as laudable and timely considering the current recession that has negatively affected so many aspects of governance, said going forward, it might be difficult for Governors to run their expenditures if they do not have alternative sources of revenues adding that an initiative such as this is key.

Governor Abubakar Sani Bello while , acknowledging the need to support small Farmers with tools and finances, so as to increase productivity and ensure food security as well as sufficiency, also noted that this will go a long way in curbing insecurity in some parts of the country especially the Northern region that have being battling with security challenges.

He added that making provision for small scale farmers in the budget will go a long way in making it easier when there is cash to back it up emphasizing that the programme is very important in all aspects and believe that most of his colleagues will key in to it.

The summit is on Innovative and Strengthening of Small Farmers Capabilities Towards Productive Land Restoration Amid COVID-19 in Nigeria.
