APC CECPC PROGRESS REPORT: GOV ABUBAKAR SANI BELLO OF NIGER STATE JOINS OTHER APC OFFICIALS

Governor Abubakar Sani Bello of Niger State was among the officials and Members of the All Progressives Congress (APC) Caretaker/Extraordinary Convention Planning Committee that visited President Muhammadu Buhari at the State House in Abuja.

The Committee led by its Chairman who also doubles as Yobe State Governor Mai Mala Buni gave a progress report on the Party.

The Committee has so far been able to reconcile aggrieved members of the Party across the country, register over 40 Million members in the Registration and Revalidation Exercise, conducted Youths conference as part of it bottom-top approach among many other achievements.

The Committee has also agreed to rename its National Secretariat to Muhammadu Buhari House.

President Muhammadu Buhari commended the efforts of the committee restrategising and reconciling all aggrieved members adding that such efforts have brightened the future of the Party.

Niger State Governor Abubakar Sani Bello has extolled the virtues of the Secretary to the State Government (SSG) Ahmed Ibrahim Matene as he turned 59.

Governor Sani Bello in a birthday message, described the SSG as a humble, disciplined hard working personality who carry out his duties with confidence and passion.

He said, the celebrant deserves to be celebrated as he has consistently put the interest of the State above other considerations and undoubtedly injected his intelligence in the growth and development of the State.

"I celebrate the SSG on the commemoration of his birth. The SSG deserves to be celebrated because he has severally demonstrated humility, descipline and passion in the discharge of his duties.

"He is such an intelligent and hard-working personality who has remained committed and unrelenting in the development of our dear State. I wish him many more prosperous years and may Almighty Allah continue to guide him".

The Governor also prayed God to bless the new age of the SSG and grant him more wisdom as well as keep him in good health for the benefit of mankind.

The Governor, in a statement eulogized the former Military Leader, describing him as a complete gentleman and Patriot who has remained consistent and a significant leader in the progress and development of the country.

He said the State and the country are indeed lucky to have an outstanding leader and statesman who have consistently remained on the path of promoting national unity and integration as well as pursuit of global peace.

"Undoubtedly, your resolve to rededicate yourself to the service of our fatherland and humanity in general is a clear testimony of your statesmanship and influence which cuts across the length and breadth of this country".

Governor Sani Bello noted that, at 79 years, General Abdulsalami Abubakar has remained a reference point for good governance, diplomacy and conflict resolution.

GOVERNOR ABUBAKAR SANI BELLO'S JOURNEY SO FAR: REASSURES CTIZENS OF CONTINUOUS GROWTH AND DEVELOPMENT.

As the residents of Niger State joined their counterparts nationawide to celebrate the Democracy Day, Governor Abubakar Sani Bello has reassured the citizens of the state of his continued commitment to fastracking development of all sectors.

In a statement, the Governor noted that the State might not have gotten it right all through, but has definitely made significant impact on some key sectors of the economy.

In the area of Security and disaster management, the state government has
in the past six years, provided over 400 operational vehicles, vans, motorcycles, bicycles and Tri-cycles to the conventional security agencies in addition to 70 operational trucks and 2,300 motorcycles distributed as mobility support to the Vigilante Group in the State.

These are aside funding many operations carried out by the security agencies and payments of stipends to the Vigilante groups as well as sponsorship for the children of slain vigilante member as morale booster to the personnel at the battlefield to contain banditry and other criminal activities in the state.

The state government has also injected billions of naira in providing camps, relief materials and health care services to the Internally Displaced Persons across the state as a result of the insecurity.
Victims of flooding were also not left out by the Governor Abubakar Sani administration.

The present government equally reconstructed and equipped ten fire stations across ten local government areas, and recruited more fire personnel for effective and efficient service delivery. Equating the salary scale of the State Fire Service to that of Federal Fire Service as well as facilitating the establishment of Zonal Fire Service in Minna , the State Capital.

On health, the state government in the last six years has tackled infrastructure deficit through construction, rejuvenation of ailing structures and upgrading of primary health care facilities across the 274 wards in the State.

Secondary and Tertiary health care facilities were also given attention particularly with the ongoing reconstruction and expansion work as well as getting accreditation for school of Nursing Bida for the first time since its establishment over four decades ago.

Worthy of note, is the contribution of the Governor's better half, Dr Amina Abubakar Bello who is a career medical practitioner. She has through her pet project, added value to the health sector particularly in collaborating with 12 selected primary health care facilities across the state to reduce infant and maternal mortality, she also established cancer screening and treatment centres, Visco Vaginal Fistula patients as well as other women and children related issues.

Education which is said to be the bed rock of every society was undoubtedly given priority by the present administration especially with the policy the government introduced to comprehensively renovate and construct some selected schools (classrooms, hostels, staff quarters, furnitures and laboratory equipments) across the three senatorial zones of the state.

The Niger State Teachers Professional Development Institute (NSTPDI) at Dandaudu and other geopolitical zones were established to give teaching profession a robust and solid foundation in the state.

The state has constructed and renovated over 2,500 additional classrooms, toilet facilities,as well as drilled boreholes across primary and Junior Secondary Schools in collaboration with the Federal Government.

On Agriculture, the present administration has sustained the CBN Anchor Borrowers Scheme to contribute to the national policy on food security and to provide opportunities in the Agricultural value-chain.

Procurement of 500 tractors and subsidization of fertilizer annually for rural Farmers across the state to boost mechanized farming.

Renovation of 17 stores across the state, establishment of new irrigation scheme in Tamanai, Borgu local government area and reactivation of four existing ones, establishment of 30 hectres of oil palm plantation and revitalization and upgrade of Farm institute in Tegina, school of Agriculture Mokwa as well as its study centre in Kuta. The administration has equally held in high esteem partnership with development partners resulting to many intervention projects such as DFID, FADAMA III, IFAD Value Chain Development Programme and Agricultural Transformation Agenda Support Programme etc.

The state government has been able to carve a niche for itself in the livestock sub-sector through establishment of 33 thousand seven hundred and thirty one hectres multimillion naira Bobi grazing reserve which has been gazetted. The grazing reserve which is a model in the country is to boost meat and dairy production, generate revenue and address Farmer/Herder clashes. The reserve has been opened to various investors to produce milk locally.

Infrastructure as a catalyst for rapid development, has been in the front burner of this administration as it has dualized several kilometers of roads across the state, reconstructed and rehabilitated many township roads and also completed many inherited road projects from the past administration and construction of drainage system and waterways.

Out of the need to open up rural areas and provide access roads to ease mobility of farm produce, the present administration has sustained a partnership Programme with International development partners under the Rural Access Mobility Programme (RAMP) which has so far constructed a reasonable number of rural roads and river crossings. The state government also surface dressed the roads constructed by RAMP at the cost of 6 billion naira.

Even some Federal roads in the state particularly the City Gate-Chanchaga-Suleja road got the attention of the state government in an effort to ammiliorate the sufferings of its citizens plying the road. While some of the roads Infrastructural development is ongoing, a lot have been completed already.

Water it is said is life. It is on this premise that the present administration has been able to supply water significantly to the populace in the last six years. This was possible through the procurement of water equipment (low lift and high lift pumps), carried out total overhauling of waterworks across the state, drilled over 100 solar-powered and 200 hand pump boreholes while over 300 were rehabilitated, procured and rehabilitate water treatment machines.

These efforts earned the state government support from USAID through the E-WASH programme. The programme meant to improve service delivery and make the sector more commercially oriented as well as financially viable, made the state government to change the sector's name from Water Board to Niger State Water and Sewage Coorperation.

Transportation is another key sector that the present administration did not contemplate in revamping.The Abubakar Sani Bello led administration procured sixty four buses for the state owned transport authority as part of efforts to promote easy movement of goods and services across the country

Governor Abubakar Sani Bello of Niger State has described the death of the Registrar, National Examination Council (NECO), Prof Godswill Obioma as a great loss to the nation.

Governor Sani Bello said that Prof. Obioma's death was coming at a time when the country needed his services in the advancement of the education sector.

He said that since he assumed office a year ago, Prof.Obioma had made his impact felt in the running of the organization through prompt examination and the release of result.

"The Registrar was an experienced and hardworking personality, our heartfelt sympathy is with the family, and the examination body praying that God grant them the fortitude to bear the irreparable loss as well as grant the deceased soul eternal rest.

However, the Governor assured that the government is with the family at this time of grieve and will give them the necessary support and comfort.

Mr Obioma, 67, was appointed Registrar of NECO on May 14, last year and died Monday after a brief illness.

ABDUCTION: NIGER STATE GOVERNMENT TAKING MEASURES TO ENSURE SAFE RELEASE OF TEGINA ISLAMIC SCHOOL CHILDREN

Niger State Government is putting in measures to ensure the safe release of Islamic school children abducted by bandits in Tegina, Rafi Local Government.

Giving update on the abduction to newsmen at the Government House, Minna, the state deputy Governor, Alh Ahmed Mohammed Ketso disclosed that government was on the pursuit of the bandits and efforts are being put in place to identify the bandits.

Ketso said that though the number of the kidnapped school children is not fully ascertained, however, efforts by security agencies to secure their release have been intensified.

He said there are many government schools in Tegina but due the incessant attack on schools, government through  proactive steps has temporarily changed them to day schools and made sure every primary and secondary school has a semblance of the security team that can respond immediately.

Describing the situation as unfortunate, the Deputy Governor disclosed that the islamiyya school has three components comprising of Nursery, primary and junior secondary school.

He assured that strategies are in place to secure the release of the abductees the same way those of Kagara boys were released ruling out the option of paying ransom.

"We don't pay ransom to abductors. We are trying to negotiate to see how we can bring them back safely", he said.

He said that the government has made contact with some of the identified parents of the kidnapped children, assuring them of their safe return.

GOVERNOR ABUBAKAR SANI BELLO CONSTITUTES 14-MAN GIZ-SEDIN STEERING COMMITTEE IN NIGER STATE

Governor Abubakar Sani Bello has constituted a 14-Man Steering Committee for the implementation of German Development Corporation-Pro Poor Growth and Promotion of Employment in Nigeria Programme (GIZ-SEDIN) for Niger State.

The Governor, who inaugurated the committee at Government House, Minna, said that the committee is to provide support for the overall implementation of the programme in the state, review and monitor the statutory goal, objective and give general direction to the programme.

Governor Sani Bello said part of the activities of the committee is to give recommendations on project approaches and selection as well as participate in the discussions on general strategies and opportunities of the programme, planning and implementation.

He urged the committee to facilitate cooperation with state actors and ensure total buy-in for the programme activities and projects.

The Governor also told the committee to make their presence felt and introduce new projects that are beneficial to the people.

While commending the activities of the GIZ, aimed at reducing poverty in the country, the Governor assured that government will support the programme by giving priority to small businesses especially in agriculture and capacity building.

The GIZ head of programme in Nigeria, Markus Wauschkuhn said the programme is aimed at providing job through value-chain, creation of access to finance and credit funds for doing business as well as train women in entrepreneurship skills.

Wauschkuhn said they were happy with the long years of working in Niger State and that they will collaborate with various agencies for optimal result.

Members of the committee include; the Secretary to the State Government (SSG) to serve as the chairman, while the Commissioners of Investment, Planning, Agriculture, Women Affairs, Youth and Sports are members.

Other members include; Director General (DG) Commodity and Export Agency, President of Niger Chambers of Commerce, Permanent Secretaries of Lands, Justice, Economic Affairs in SSG's office, Chairman of Local Economic Forum and Representative of Women Entrepreneurs, while GIZ is to provide the Secretary.

RAFIN GORA RESIDENTS TO BREATH SIGH OF RELIEF SOON, AS NIGER STATE MOVES TO CHECKMATE AGE-LONG ENVIRONMENTAL DEGRADATION

Residents of Rafin Goro community in Kontagora Local Government Area will soon breath a sigh of relief as Niger State Government is constructing drainage and bridge to checkmate prolonged environmental degradation that has claimed several lives and destroyed many property for decades.

The project which is a partnership between the state government and the Nigerian Erosion and Watershed Management Project, (NEWMAP) is expected to provide motorist a short access road to lagos.

Governor Abubakar Sani Bello, who was on, on the spot assessment of the ongoing project site said that over One Billion Naira (#1b) would be expended on the work.


He noted that heavy downpour and overflow of water from the dam have made some houses collapse and several lives lost resulting to untold hardship on the people.

The Governor added that the government engaged a consultant and came up with an idea to  redesign a new waterway as well as measures to reduce water pressure passing through the community.

"A lot of houses are being threatened, on this side you have houses that have gone under over the years but I think with these measures taken now it will protect other houses now".

He said compensation has been paid, with some of the residents resettled, adding that when the project is completed the problem of gully erosion in the area will be over.

The Governor assured that with the pace of work he has seen, the project will be completed within the stipulated time  pointing out that the concept of the project would be extended.

The Project Manager, Mr Martins Elebute said that every contractual agreement has been adhered to but sighted security challenge as a mojor problem.

Mr Elebute commended the government for the prompt release of funds, saying that raw material was not a challenge but appealed for security personnel to be provided at the site.

The community which has suffered for decades, has stories of woe to tell when ever the heavens open because, the situation always leave them to mourn their children and adults as well as lose many property.

The construction of this bridge will at the end improve the the economic value of the area as well bring about rapid growth and development.

The edifice built to treat and manage  women suffering from obstetric fistula is the brainchild of the wife of Niger state Governor Dr. Amina Abubakar Bello, equiped with the state of the Arts equipment.

The center will also afford patients acquaint themselves with skills before integrating them back to their communities.

Governor Abubakar Sani Bello has commiserated with the Emir of Minna, Alh. Umar Farouq Bahago, and the entire Minna Emirate over the death of Iyan Minna, late Alh. Musa Tanko Bawa, father of Senator Mohammed Sani Musa  representing Niger East Senatorial District.

Governor Sani Bello in a statement, described the death of late Iyan Minna as a great loss to Minna Emirate and the state.

He pointed out that his wise counsel and fatherly advice would be greatly missed.

According to the Governor "I want you to consider and accept the situation as the will of Allah, knowing that death is inevitable and all living souls will pass through it".

The Governor also enjoined the emirate, family members and close associates to take solace in the good, fulfilled and exemplary life the late Iyan Minna lived.

He prayed to Allah to forgive him his shortcomings here on earth, grant him Aljannah Firdausi and the family the courage to bear the irreparable loss.

Late Iyan Minna died at the age of 87, after a protracted illness.

Prominent among those he left behind is his son Senator Mohammed Sani Musa (313) representing Niger East (Zone B) at the National Assembly.

Governor Abubakar Sani Bello of Niger State has advocated the need for peace as Muslims all over the world celebrate Eid-el Fitir marking the end of Ramadan Fast.

Governor Sani Bello disclosed this after observing two raka'at prayers with other faithfuls at the Kontagora Eid praying Ground.

While congratulating Muslims for their perseverance during the Ramadan period, the governor admonished the citizens to be cautious of their environment and report any suspicious and uncomfortable movements within their neighbourhoods.

He reiterated the need for the people to intensify prayers so that peace is restored to Nigeria especially Niger State.

“In recent times we have experienced a lot of security challenges, this calls for the need for fervent prayers ”, he said.

He added that the security agencies were doing their best believing that  peace will soon return to the country.

In his sermon, Chief Imam of the Emir's  Palace Kontagora, Mallam Shehu Rimaye who led the two raka’at prayers expressed gratitude to Allah for guiding them through the Ramadan period amidst security challenges.

He commended the efforts of the security agencies  in fighting criminal elements in the country.

Mallam Rimaye called on Muslims to continue with prayers, admonishing them to desist from criticizing leaders unnecessarily

The Imam cautioned parents to give their children good parenting, urging them to stop their wards from indecent dressing which he described as unislamic.

The Emir of Kontagora, Alh. Saidu Namaska was represented by the Madawaki of Kontagora, Alh. Aminu Mohammed.

Governor Sani Bello later  paid visit to the Emir of Kontagora in his palace after the Eid Prayer.

The event which drew people of diverse backgrounds and Cultures was aimed at strengthening the bond not only with God but with brothers and sisters particularly in this month of Ramadan.

Law makers from the National and State, Executive Council members, Directors-General of Parastatals, political appointees, Heads of information and Media Organisations as well as imams forum, leadership of unions and organisations had ample opportunity to wine and dine with the Governor.

The event which was held for six days at weekends, culminated with a special prayer session by key government officials, seeking God's intervention in addressing the security challenges confronting the state in particular and the Nation as a whole.

NORTH CENTRAL ZONE INDICATES INTEREST TO CONTEST THE POSITION OF APC NATIONAL CHAIRMAN

North Central Zone has joined the race to contest the position of the National Chairman of the All Progressives Congress (APC).

This was made public when APC stakeholders from the North Central paid courtesy visit to Niger State Governor Abubakar Sani Bello, who doubles as the Chairman North Central Governors Forum, at the Government House, Minna.

Governor Sani Bello while explaining the journey so far by the party members from the North central zone since the inception of the party, said the zone should not be left out of the race adding that as a forum, they have agreed to join the race even though some other zones have also indicated interest for the chairmanship seat.

"As the chairman of the North Central Governors Forum, I have called a meeting of the Governors and we agreed that we should not be left out. There are many aspirants from North West and North East.".

He however, noted that as chairman of the Governors from the zone, and representative of the zone at the National Level of the party, himself and the other Governors do not have the power to decide who to contest, but will at the end of all scrutiny, back who will emerge as a candidate from the zone.

"Yes we have already discussed to go for the office of National chairman but it is not in my place to say who would get it or not.

"This is politics if you are able to convince other zones to allow North Central present next chairman, you would have made our work easier", he said.

He added that the contributions of North Central Zone to the APC in the last previous election, cannot be over-emphasised, hence, they should be rewarded accordingly.

The Governor charged the APC as a ruling party to accept all responsibilities as excuses and defense will not be accepted by the people, while expressing optimism that the security challenges will soon be over especially with the recent combined efforts being shown by the security agencies.

The chairman of the North Central Governors Forum added that the APC still have enough time to rebuild the confidence of the people as it remains the party to beat.

Earlier on, Dominic Alancha the coordinator of the stakeholders said that they were in the state to seek the Governor's blessing in advocating for the zone to produce the next APC national chairman.

Alancha added that the North Central since the formation of APC in 2013 and going into the election in 2015 have been voting APC all through.

He said that the North Central has the history of managing political party which is the reason they want to pilot the affairs of the party.

"I believe where we are now as a party we need somebody with capacity from North Central to come and pilot the ship of APC so that it can take it to the promise land".

He commended the governor on the giant strides he has taken to end the security challenges that has bedevilled parts of the State.

The actualization of the construction of 700mw Zungeru Hydropower Dam by the Federal Government has reached an advanced stage.

Niger State Government's delegation led by the Chief of Staff, Alhaji Ibrahim Balarabe at the instance of Governor Abubakar Sani Bello paid  visit to the dam site in Zungeru, Wushishi local government area.

The leader of the delegation said the visit was to inspect the ongoing impoundment of one of the four turbines in December expecting the delivery of the next three by the year 2022.

"This is a major milestone and to us in Niger State, it is worth celebrating, we do hope that when the project is delivered it will improve electricity generation, improve economic activities and host of others", he stated.

According to him, with the impoundment, it has confirmed that the project will be completed in a specified time as expected.

Meanwhile, the state government has raised concerns over the villages and hamlets still occupying parts of the dam territory even after been compensated.

The Chief of Staff who is also the Chairman of the resettlement committee said "we will do our best to ensure that occupants are moved immediately.

"These communities have been fully compensated, resettlement sites have been allocated to them, monies for construction given to them, I wonder what they are still doing there", he said.

Engr. Babatunde Adewumi, consultant De-Crown West Africa Company Limited who is the representative of the Federal Ministry of Power appreciated the state government for enlightening the communities on the importance of the project as well as the synergy both parties entered in the provision of manpower and raw materials.

Adewumi said even though they were working in a security threat environment they have been lucky not to witness any breach.

He commended both Federal and State Government for providing security personnel as well as vigilante group for their safety.

The consultant explained that they have closed the divergence channel, to allow the reservoir to commence harvesting the water necessary to generate power in December.

He  said the weather was favourable to them adding that with the required workforce on the ground, and the advanced stage of work attained, the December deadline for one of the turbine was a reality.

He told the Governor that the University has commenced admission process of 100 level students through JAMB adding that the first batch of admission list will soon be released on the University's website.

The Etsu Nupe appreciated the role played by the state Governor in the takeoff of the university and urged for continued support.

Niger State Governor Abubakar Sani Bello says not less than 50 villages across  five Local Government Areas have been disserted thereby causing humanitarian crisis in the State.

Governor  Abubakar Sani Bello stated this when he declared opened a two day workshop on strategies for enhancing Internally Generated Revenue of Local Government Councils in Minna,Niger State .

The Governor who acknowledged that  the workshop is apt, stressing the need for local government Councils to look inwards  and strengthen Internally Generated Revenue by expanding the tax net so as to meet the increasing demands in their Local Government Areas in particular and the State in general.

He noted that the present IGR cannot sustain
the developmental aspirations of the State particularly with the security challenges that have bedeviled some parts of the State, stressing that while Government is making efforts to boost its revenue, it must block leakages, cut down cost, adding that it will not hesitate to do away with Local Government Staff that are not adding value.

"As we speak we have not less that 50 villages deserted across 5 local governments now where do we get the resources to take care of them if 80% of our resources goes to those that do not add value to the system?

"Now we have to deal with humanitarian problems and security problems all these require resources that we do not have. So the only way we can survive is to increase our IGR.

"At the moment we have over 3,000 IDPs in Minna, apart from other local governments, he said.

The Governor urged participants to be attentive, actively participate and make meaningful contributions that will give them more insight into strategies of enhancing IGR for socioeconomic development at the local government levels.

Chairman, Local Government Service Commission  Muhammad Ahmed Dabban and the Permanent Secretary of the Commission Nuhu Garba Ngaski in their separate remarks explained that the workshop was organized for Local Government Directors of Administration and Finance, Revenue officers as well as heads of finance of development areas in Niger State.

They both said that the workshop is primarily to ensure proper and accurate implementation of financial memoranda, have internal control system for enhancing revenue collection by the councils, enhance capacity as well as improve the quality of participants in their respective duties among others at the local government levels.

The Resource Person Malam Haruna Yahaya, who gave the synopsis of the workshop said the objectives of the workshop was to ascertain full understanding of revenue profile , develop comprehensive strategies to ensure enhanced revenue based of each local government and to promote transparency as well as accountability towards proper accounting for the revenue.

He said five papers are expected to be delivered at the workshop.

Governor Abubakar Sani Bello of Niger State has directed the State Emergency Management Agency (NSEMA) to immediately provide relief materials to the victims of Banditry attacks following influx of more displaced persons from Chiro, Kuchi and Guni to IDP Camp in Gwada.

In a statement issued by his Chief Press Secretary Mary Noel Berje, the Governor said similar gesture should be extended to other IDP Camps in the state stressing that the urgent intervention is to alleviate their condition in this trying times.

The Governor, while empathizing with the displaced persons, said security efforts are being intensified to bring an enduring solution to the incessant attacks by the Bandits.

"Government is not unmindful of the precarious situation you found yourselves in, we are making frantic efforts to intervene and ensure that your communities are rid of those criminal elements and made safe for your return".

Governor Sani Bello, who acknowledged the fact that most of the displaced persons are predominantly farmers and needed to go back to their homes ahead of the coming rainy season, said the people will not be rushed into going back to their communities until 'the Coast is clear'.

The Governor called for calm and patience from the Internally Displaced Persons assuring that, sooner than later, they would all be safely returned home and reunited with their sources of livelihood.

He also urged all the communities affected by Banditry activities in the state to cooperate with the joint Military Taskforce in the renewed but undisclosed tactical strategy that will comb out the miscreants from their hideouts.

"Once again I sympathize with the displaced persons and, as a government, the situation is regrettable and we are not resting on our oars until we are able to get you back to your homes to live your normal, productive lives".

Governor Sani Bello emphasized that the emergence of Garba Gunna was an act of God as he did not in any way interfere in the election process of the new Emir, pointing out that he directed the electoral college of Kagara Emirate to be given free hand to conduct the election which produced Gunna as the new Emir.

The Governor who reminded the Emir of his responsibilities said, he should rule with truthfulness, be accommodating, just to everyone, show understanding and be father to all.

"I also expect him to remember that I did not make him the Emir but God did and that is the more reason why he should be just to everyone in the Emirate," he said.

Niger State Government has assured communities of Bassa, Zumba and others in Shiroro and Munya Local Government Areas under siege by Bandits in Niger State that the Joint Military Taskforce Bases in the area have not been deserted.

The statement by the state government is coming amidst fears that the taskforce camps were been deserted and security agents leaving the communities after the recent invasion of military base in Allawa during which six soldiers and a Mobile Policeman were killed.

Governor Abubakar Sani Bello, who regretted the deadly attack and killing of the security agents, urged the communities not to be apprehensive but to remain calm as the security agents have retreated to re-strategize and not left them completely.

"The Military have evacuated the corpses of the gallant officers who died in the faceoff with the bandits and have retreated for a while to re-strategize. They have not left or abandoned the communities", he assured.

He said the increasing banditry and kidnapping activities in some parts of the state calls for constant re-strategising stressing that government and the security agencies have remained steadfast and will ensure that the criminals are eliminated.

The Governor commiserated with the Military, the Nigeria Police Force and the communities affected by the activities of the bandit over the death of the six security agents and all the people killed in the area thus far.

The presence of the security agents in the areas have, most recently, frustrated activities of the bandits before the invasion of the military base in Allawa.

The Bandits, numbering about 200, attacked the military base, killed six soldiers and a Mobile Policeman, burnt down the base before moving into the communities where they also killed seven people and abducted several others.

GOVERNOR ABUBAKAR SANI BELLO EXPRESSES SATISFACTION WITH QUALITY OF WORK AS HE INSPECTS ONGOING MINNA TOWNSHIP ROAD PROJECTS

Governor Abubakar Sani Bello has expressed satisfaction with the quality of work going on at the Morris Road 'C' in Minna metropolis.

Governor Sani Bello disclosed this shortly after he inspected some of the six number township roads rehabilitation and reconstruction.

The Governor, while showing concern over the poor planning of some areas in Minna metropolis, said government is making efforts to correcting them by reconstructing and rehabilitating some roads to allow for easy access in emergency situations especially areas that are densely populated.

"The quality of work is very good and I have called on the contractor to speed up work to make up for the lost times", he said.

He expressed optimism that, before heavy rains starts, the roads would have been completed.

Earlier, the Resident Engineer Amina Saidu had explained to the Governor that the work at the Morris Road 'C' was at the stone base stage and the contractor is on Easter break but will soon resume to commence laying of asphalt.

The Resident Engineer also said the project, which was initially agreed to be completed in 12 dry months, was extended due to the COVID-19 pandemic.

She assured that soon the road project will be completed.

The roads inspected by the Governor were the Morris Road 'A', 'B' and 'C' all in Minna metropolis.

The six number township roads contract awarded are: Morris Road A, B, C, Anguwan Daji, Garima and Abbatuoir road. Some have been completed and some are still ongoing.

Governor Abubakar Sani Bello of Niger State has expressed determinination towards the Provision of quality health care services to the citizenry.

The state chief Executive said this when he paid an unscheduled visit to some health facilities in minna, the Niger state capital.

The Governor who has been on his toes towards
changing the narrative of some sectors in the state  including health sector, visited the ongoing administrative blocks, A, B, and E , female surgical ward, testing and laboratory centres under construction as well as the Molecular centre at the General Hospital Minna.

While inspecting the ongoing  construction work, Governor Sani Bello emphasised the need for standard , maintaining  that the  remodelling of the hospital job be carried out according to specification and in record time.


Governor Abubakar sani Bello was also at  the Abdulkareem Lafene State Secretariat Complex, where he inspected the  newly completed Primary Healthcare Development Agency building, the Ministries of Health, Commerce and Investment as well as Information, to ascertain the level of general renovation going on at the secretariat.

At the ongoing construction site of the North Central Multipurpose Diagnostic Centre at the Ibrahim Badamasi Babangida (IBB) Specialist Hospital, Minna, being constructed by the Nigeria National Petroleum Corporation(NNPC) and Total Nigeria, Abubakar sani Bello described the project as diserable.

He said though a lot still needs to be done, the contractors handling the project have promised to deliver it by May while equipment would be provided thereafter.

"I have been told it will be completed by May, so hopefully by May/June this Diagnostic Centre will be put to use", he said.
Speaking on the general renovation work at the secretariat, Governor Sani Bello said the renovation of the State Secretariat is to improve the welfare and working condition of the civil servants.

He added that the secretariat had been abandoned for a while, hence, his administration has seen the need to give it a facelift.

"The secretariat has been abandoned for many years, we felt we should do some renovations to improve the welfare and working condition of our staff", he said.

The Governor assured that when  the renovation is completed, the environment  will be more friendly for the workers.

He  however called for strict supervision of the project by ensuring that there was no compromise on the quality of the project.

Conducting the Governor round the facility, Commissioner for Health,  Mohammed Makun Sidi said the facility which is being funded by the Nigerian National Petroleum Corporation (NNPC) and Total Nigeria is to be built in the six geo political zones in the country and the state is lucky to house that of the North Central strategically  located at the IBB Specialist Hospital in order to complement services provided by the hospital.

Dr Makusidi further explained that the facility is a multi Diagnosis Centre where both emerging and conventional laboratory services including wards for admission would be made available.

He stated that the passion, commitment, and investment in the health sector by Governor Sani Bello's administration are what made  the state benefit from the project, promising that the services will commence soon.

He disclosed that the services to be provided by the centre include CT scan, mammogram for breast cancer, x-ray and ultrasound.

The Governor added that the former Governor of Lagos State is an icon, bridge builder and a patriotic elder statesman who believes in the unity, indivisible and corporate existence of the Nigerian entity.

He prayed for long life, good health, strength and wisdom for the celebrant to continue to serve humanity.

Governor Abubakar Sani Bello of Niger State has said that people of impeccable character are needed in leadership positions to turn-around the country for the better.

Governor Sani Bello stated this while declaring open a three-day training for youths, a collaborative programme between the state government and Lead Generation Initiative (LGI), held at Idris Legbo Kutigi International Conference Centre, Minna.

"The quality of leadership, integrity and the character of whoever we vote for is what will fix this country", he said.

He said, for Nigeria to get the desired change, people must actively participate in the political process because no individual can change the fortunes of this country.

Governor Sani Bello noted that, with the endemic level of corruption at various levels in the country, there is the need to address it, hence the call for people of good character to be part of the political process.

"We have to work on our characters as human beings and we have to be nice to each other", he added.

The Governor, who had in January this year attended the inauguration of the LGI, said he became the first state to partner with them because he had seen their capacity to transform and reorient the youths in leadership training.

He expressed happiness with the Get Involved Leadership Training(GILT) for the youths in the state urging youths to be bold and use the opportunity to actively participate in politics and governance of the country.

The Governor also lamented the low political participation of women in the state, appealing to them to become fully involved in all political processes for the growth of democracy.

Earlier, the Founder and Chairman Board of Trustee, Lead Generation Initiative, Mr. Shina Peller said the team was in the state to train the youths in effective leadership skills, strategic communication, political mobilization, active citizenship and nation-building.

Mr. Peller who is also the member, representing Iseyin/Itesiwaju/Kajola/Iwajowa Federal Constituency, Oyo State further explained that the team is raising awareness about community development, and consciously training those who will be trained to train others and drive development from the grassroots.

He said two participants were selected from each of the 25 local government areas of the state to replicate the training they received to the 274 wards in the State and that another set of 50 persons nominated by the state government will be trained as supervisors, bringing the numbers of those to be trained to 100.

He then urged the youths to get informed, show interest in national issues and join a political party of their choice to enable them participate in the political process.

The Founder commended Governor Sani Bello for being the first State to partner with Lead Generation Initiative and encouraged other states to do same as it will go along way to end extreme poverty and create more inclusive society.

Commissioner for Youths and Sports, Emmanuel Umar, in his welcome address, commended the initiative of the team and expressed hope that it will create opportunities for young people to add value to their communities.

He also commended Governor Sani Bello for supporting the initiative and for his overall efforts at ensuring value is added to the potentials of youths in the state.

In their separate remarks, the Speaker, Niger State House of Assembly, represented by his Deputy, Alh. Jibrin Ndagi Baba and Chairman Youth Council, Niger state chapter, Mal. Bello Sheriff commended the Governor for finding the youths in the state worthy to benefit from the initiative and called on the youths to make use of the opportunity granted them to participate in the training as it will make them better persons in the society and enable them to acquire leadership skills.

Governor Abubakar Sani Bello of Niger State has advocated the need for establishment of state police in the country to provide security at the lowest level of the society.

Governor Sani Bello made the suggestion when he received, on courtesy visit, the Association of Local Government of Nigeria (ALGON), led by  David Kolade Alabi at the Government House, Minna.

He said time has come for the State Police to be established especially as the Federal Police are being faced with inadequate manpower and other logistical challenges.

"Now I strongly believe state policing is necessary because we have to take the security down to the lowest level as the Federal Police can not do it all".

"So, it is time to allow for the state police that will grow from the bottom-up so that there will be presence of security personnel even at the unit, hopefully, when that is done we will get some peace and more so, that the police will be employed from the communities they know everyone", he said.

The Governor said he did not expect the establishment of the state police to be complicated, adding that even the local governments should have their police too.

"We must break the responsibility from Federal-to-States, and from states-to-local governments.

"Even at the local governments level, they should have their police so that, at all levels, there are some measure of control and, in any case, it shouldn't be complicated".

He challenged the leadership of National ALGON to ensure that all LGAs chairmen provide robust local government administration because of their proximity to the people.

According to him, his administration had given financial autonomy to the local governments in the state and was pushing for them to have their allocations directly.

He decried a situation where only about nine LGAs could comfortably pay salaries of staff due to over blotted salary pay roll with higher number ghost workers.

The Governor assured that he would continue to work closely with chairmen of local government councils.

The leader of the delegation Alabi said they were worried about the unprecedented attack and banditry activities across the country.

"You will agree with me that the panacea  for a safe community is this call for the state police and for community policing.

"It is necessary that we should have state police and also the need for the review of allocation sharing formula in favour of states and LGAs when the state police is finally approved because there will be lots of money required for its takeoff", he stated.

He commended Governor Sani Bello for earmarking substantial amount of money for road construction across the 25 LGAs to bring about the desired growth and development of the state.

The Leader of the delegation called on all the local government chairmen to be vigilant in their various local government areas and ensure that there are no security breaches and challenges.

NIGER STATE GOVERNOR, ABUBAKAR SANI BELLO INSISTS ON 'NO DIALOGUE WITH ARMED BANDITS'

Governor Abubakar Sani Bello of Niger State has maintained that there would no longer be dialogue between armed bandits and the state government but that those ready to genuinely repent would be rehabilitated and reintegrated into the society.

The Governor disclosed this when he met with members of the Vigilante Group of Nigeria(VGN) at Kasuwan Garba in Mariga Local Government Area to boost their morale.

"I am here to thank the vigilantes, boost their moral and to offer more support from the state government so that they can continue to support the police and other security agencies in the fight against bandits and other criminal tendencies", he said.

He said any bandit that surrenders his weapons and repents from his heinous way of living would be forgiven,  and provided with a means of livelihood which would not necessarily include any cash backing.

Governor Sani Bello stated that, from experience, it has been discovered that the repentant bandits, after collecting cash from the dialogue option, purchase more weapons and return to their old ways of banditry.

To further boost the vigilante's morale, the Governor added that compensation for the families of those that paid the ultimate prize was ongoing and would remain a continuous exercise.

He commended the vigilantes for their efforts in complementing other security outfits in the fight against bandits urging them not to relent.

To improve their onslaught against banditry, the Governor assured them that automatic Pump Action Guns and other sophisticated weapons will be provided for the vigilantes.

He said no threat would make him disband the vigilante in the state as it has come to stay.

"We are not going to disband vigilante because, even when banditry stops, the vigilante will remain to form a kind of security within the community", he said.

Commissioner for Local Government, Chieftaincy Affairs and Community Development, Abdulmalik Sarkin Daji said the vigilantes have been working in synergy with security agencies.

Barrister Sarkin Daji added that vigilantes have been able to secure back about 20 villages that were ousted by bandits adding that all villagers have returned to their ancestral homes.

He appreciated the Commissioner of Police for providing more officers to the troubled Local Government Areas of the state which were hitherto in the hands of bandits.

The Commissioner called for more hands to be on deck against the bandits to end their ungodly act.

Chairman Mariga local government, Alhaji Idris Ibrahim while appreciating the efforts and support of the Governor in the renewed fight against  banditry said government has recruited 50 vigilantes each from the four districts in the local government and were working in conjunction with members of the community policing committee.

He appealed to the Governor to provide more motorcycles and vehicles to the vigilante in the local government.

The Chairman of VGN in Mariga LGA, Hashimu Abdullahi Kontokoro indicated their willingness to do more by pointing out  that, they are ready to take the battle to the hideouts of the bandits, adding that they are totally against dialogue with bandits but support amnesty for those who lay down their arms.
