The nurses assigned to her at that time should be held responsible. A woman in such condition(either epileptic or not) should not be abandoned. Even if the nurses are not in the same room with her, they should be close by, so they can monitor and attend to her in case she's in any form of distress.

My landlady was cool as ice! She lived in another house close by with her husband and kids 'cause she doesn't want to be the type of person that'll make tenants fidget or be afraid to live as they please. Although, we were from different countries, but she treated me like a brother and even allowed me come over to their main house as much as I please. She was open to ANY form of conversation. Even when I was moving out, she gave me money worth around #100K in Naira as a parting gift!
Rent was so flexible that nobody had issues paying. Even if you say you want to pay every 6 months; she'll let you in.
Her only rule: Don't do anything illegal that'll attract the police.

I think Moses' Pleading (emphasis on pleading) was what changed God's mind. The fact he GENUINELY pled must have reduced God's anger, thereby making God give moses a listening ear and an open heart.
