Barclays to pay $453M for attempting to manipulate rates

(CBS/AP) Britain's Barclays Bank (BCS-P) and its subsidiaries will pay roughly $453 million to settle charges that they tried to manipulate interest rates that can affect how much people pay for loans to buy homes and attend college.

Barclays PLC is one of several major banks reportedly under investigation for such violations.

The incidents occurred between 2005 and 2009 and sometimes took place daily, the U.S. Commodity Futures Trading Commission said Wednesday in announcing the settlement. A $200 million civil penalty levied against Barclays is the largest in the CFTC's history.

The CFTC said Barclays' employees tried to manipulate data used to determine the London interbank offered rate - known as LIBOR- and Euribor rates.

"As a result of instructions from Barclays' senior management, the Bank routinely made artificially low LIBOR submissions to protect Barclays' reputation from negative market and media perceptions concerning Barclays' financial condition."

The LIBOR is an average rate set by banks each morning that measures how much they're going to charge each other for loans. That rate, in turn, affects rates on many loans for consumers and businesses.

Barclays also agreed to pay $160 million as part of an agreement with the Justice Department's criminal division on a related matter. It will also pay nearly $93 million to British regulators.

The Justice Department said its related criminal investigation continues. Barclays has agreed to cooperate with that probe.

The CFTC said Barclays' efforts to manipulate rates sought to benefit itself and other banks.

"Banks must not attempt to influence LIBOR or other indices based upon concerns about their reputation or the profitability of their trading positions," CFTC Chairman Gary Gensler said in a statement.

There was no evidence that Barclays succeeded in manipulating the published rate, a person with direct knowledge of the case said. This person spoke on condition of anonymity because the person wasn't authorized to speak publicly.

According to the CFTC, starting in 2005 Barclays based its proposed settings for the Libor on the requests of its derivatives traders who wanted to manipulate the rate to benefit their trading positions. The traders would ask their Barclays colleagues to adjust their rate proposals up or down.

A May 2007 email from a Barclays trader in New York illustrates this, the CFTC said. The email said: "Pls. go for 5.36 Libor again tomorrow, very long and would be hurt by a higher setting ... thanks."

Under the settlement, Barclays agreed to more strictly separate its traders from their colleagues involved in daily proposals for the Libor rate.

"This thing was about smoke, mirrors and sneaky backroom dealings with potentially dangerous effects on the world economy," CFTC Commissioner Bart Chilton said. "There has to be a sturdy firewall" between traders and bank employees who submit proposed Libor settings, he said.

Assistant Attorney General Lanny Breuer said that Barclays was the first bank to cooperate extensively with the investigation. Barclay's cooperation greatly helped the Justice Department in the probe, he said.

Britain's Financial Services Authority levied a fine of 59.5 million pounds ($92.7 million), the biggest fine ever imposed by the British regulator.

"Barclays' misconduct was serious, widespread and extended over a number of years," Tracey McDermott, acting director of enforcement and financial crime at the British agency, said in a statement. "The integrity of benchmark reference rates ... is of fundamental importance to both U.K. and international financial markets. Firms making submissions must not use those submissions as tools to promote their own interests."

Barclays President Bob Diamond also announced he and three senior bank executives were waiving any bonus for the year as a result of the case.

The other executives include Group Finance Director Chris Lucas, Chief Operating Officer Jerry del Missier and Chief Executive of Corporate and Investment Banking Rich Ricci.

Man died and went to hell, there he finds that there are different hells for each country, he decides to go round and choose the least painful to spend his eternity.

He goes to the German Hell and ask, "what do they do here" He is told " first they put you in an Electric

Chair for an Hour, then lay you on a Bed of Nails for another Hour, then the German Devil comes in and Whips you for the rest of the day. The Man does not like the sound of that at all so he moves on. He checks out the USA,UK, RUSSIAN Hells as well as many more. He discovers that they are all similar to the German Hell.

Then he comes to the Nigerian Hell and finds that there is a Long Queue of people waiting to get in, Amazed, he ask, "what do they do here ?" He is told "First they put you in an Electric Chair for an hour, and then they lay you on a bed of nails for another hour then Nigerian Devil comes in and Whips you for the Rest of the Day."

But that is exactly the same as all the other hells, why are there so many people waiting to get in ?" ask the man, A concern fellow calls him aside and said,

"Because there is never any STABLE ELECTRICITY so the Electric Chair doesn't work.

The nails were paid for but were never SUPPLIED by the Contractor, so the Bed is Comfortable to sleep on, And the Nigerian Devil used to be a CIVIL SERVANT, so he comes in, signs his time sheet and leave for Personal Business !!

FamilyShick Been Married 14 Years And Think It's A Good Idea. by chinweub(op): 11:36pm On Nov 19, 2011
Shick been married 14 years and think it's a good idea. Shick, do have some others suggestions to help out below:

1) Never get married thinking ti will never change. Marriage is all about having a partner through life's changes,

2) never marry just becuase of the wedding day. That is shortsighted, and not a true picture of married life.

3) Appreciate what each person brings to the marriage. It's just basic respect.
4)Remember that you are two halves of the same unit. Not two individuals anymore. One effects the other.

5) Steak and B J day. (Yes that actually happens in my marriage. Wife's idea so I would take Valentine's more seriously.)

6) Do everything you can to avoid routines. Otherwise you will end up living like room mates.

7) Surprise each other a few times a year. Trust me this pays off big!

cool Support your spouse. Nothing hotter than a person who really believes in you when the world doesn't.

9) Let the small things slide. Think of the bigger picture.

10) Be open to new ideas and try not to judge when your spouse comes up with something out of the routine. Who knows, You may like it.

HealthAlcohol Damages Women's Brains Faster Than Men's by chinweub(op): 12:30pm On Nov 10, 2011
Alcohol damages women's brains faster than men's: Swedish study

Women alcoholics suffer damage to the part of their brain that controls moods, impulses and sleep three times faster than their male counterparts, a Swedish study showed Wednesday.

Women suffer a 50-percent reduction in the so-called serotonin function in their brain after four years of excessive drinking, while men show the same amount of damage after 12 years of alcohol abuse, according to the study by researchers at Gothenburg University.

"The impairment is progressing much faster in women," explained Kristina Berglund, who conducted the study with colleagues from the university's Department of Psychology, as well as two researchers at the faculty of Health Sciences, known as the Sahlgrenska Academy.

Serotonin is a brain neurotransmitter that is among other things critical to the development and treatment of depression and chronic anxiety.

It also regulates impulse control and our ability to fall asleep and stay awake.

The researchers studied several brain functions of 42 people -- a third of them women -- who admitted to alcohol dependency, along with 28 control subjects.

"We saw that the alcohol dependent individuals had significantly lower serotonin functions," Berglund told AFP.

The women tested said they on average had been drinking the equivalent of about 12 bottles of wine a week for four years, while the men had been drinking the same amount, but for 12 years.

However, "we could see the damage to the serotonin function was equal between men and women," Berglund said.

The results, which are scheduled to be published in the journal of Alcoholism: Clinical and Experimental Research in January, had come as a partial surprise to the researchers, she said.

“We were not surprised to find that the serotonin function was impaired in the alcohol-dependent individuals, but we were surprised to see that women were so much more vulnerable, even in the brain," she said.

Ulf Berggren, one of the Sahlgrenska Academy contributors to the study, meanwhile stressed that while the timing was different, men ultimately suffered the same degree of harm to their serotonin function as women.

The study authors acknowledged more research was needed, especially since they had used such a small number of test subjects.

Berglund also said that while the researchers had connected significant serotonin function harm to alcohol abuse, they still needed to look at the psychological impact of the damage.

"We know this function is significantly impaired, but what does this mean? What are the consequences? That's a question that needs answering," she said.
