Barely two weeks to the end of the tenure of the current legislature, mind boggling allegations are emerging of how Nigerian lawmakers have systematically enthroned a “shameless” culture of cash for bills, including how many of them stall very critical legislation because their sponsors did not play ball.

The emerging allegations range from outright demand for gratification to subtle requests for air ticket, hotel accommodation, sponsorship of foreign holiday trips for families and spouses to employment for siblings. They also include “animal-eat-animal” tactics of short-changing each other by pocketing bribe money meant for entire committees.

A typical example: A group of lawmakers were billed to travel to the United States last year to understudy how a particular American financial regulator functions with a view to making a law establishing a similar financial regulatory body in Nigeria.

A source familiar with the issue told BusinessDay that each of the six-member group was to collect $5,000 from the parastatal which interest, as it were, the law when made will first serve.

The $5,000 was excluding of accommodation, tickets and oversight allowance statutory provided by the National Assembly.
According to the source, four members of the group did not make the trip as they could not secure visa.

Trouble however started both for the bill and the financial system that the law/organisation ought to have established when those who could not make the trip were not paid their total of $20,000 (N3.06 million) “tips” collected on their behalf by their colleagues who travelled to the US.

“The bill is still in the shelf at the National Assembly because the aggrieved lawmakers are not ready to touch it again until they get their tips”, another source who is lobbying the lawmakers told BusinessDay.

Similarly, in 2009, a bill conceived by the Nigerian Medical Association (NMA) and aimed at standardising health facilities in the country was sent to the National Assembly. Till date, though, the bill has not seen the light of day as the NMA could not raise the N300 million demanded by some lawmakers to” help facilitate the passage of the bill”. The bill was aimed at standardising facilities so that a certain level of equipment and personnel would be the minimum standards for certain categories of health facilities.

“The bill would have helped to classify hospitals and the minimum level of equipment and personnel so that private, states and the Federal Government can take a cue and know the minimum equipment requirement for each category of hospital,” a very senior medical practitioner who is also close to the leadership of the NMA told BusinessDay.

Another ill-fated bill is the one targeted at banning the importation of tobacco into the country. For reasons bordering on the unwillingness of its sponsors to play ball, the bill like others, is on the shelf and has remained unattended to.

An analyst told BusinessDay that the National Assembly and corruption are neighbours in the Nigerian polity. “There are legions of corruption allegations against our lawmakers. I hope the incoming ones will learn from the past and make a clean break,” the analyst said.

During the first term of former President OlusegunObasanjo, the then Senate president, AdolphusWabara, was asked to resign on the allegation that he requested for a gift from Fabian Osuji, former education minister.

Wabara was reported to have told the minister: “ Since we made you minister, have you given us even a bottle of coke? “ A subtle way of asking for gratification. Wabara though denied the allegation.

A Former minister of the Federal Capital Territory and ex-director general of the Bureau of Public Enterprise (BPE) Nasir El-Rufai, once alleged that Ibrahim Mantu and Jonathan Zwingina demanded a bribe of N54 million for his confirmation as minister.

In 1999, at the beginning of the Third Republic, the first manifestation of corruption at the National Assembly was the demand for the outrageous “Furniture Allowance”. The lawmakers, it was learnt, had “boasted that they were not in Abuja to spread poverty”. The furniture allowance debate was their most profound achievement in their first 100 days in office, according to a document made available to BusinessDay.
Some of the lawmakers supported the ill-fated tenure elongation project of former President Obasanjo and each lawmaker was induced with N50 million, according to Abike Dabiri-Erewa, a lawmaker and a former correspondent of the Nigerian Television Authority (NTA).

Dimeji Bankole, Speaker, House of Representatives, was allegedly fingered as being part of the N5.2 billion Rural Electrification Agency scam.

A former chairman, Senate Committee on Power, Nicholas Ugbane, and his former House of Representatives counterpart, NdudiElumelu, are currently facing the law for graft.

Miffed at these recurring cases of graft against some of the nation’s lawmakers, many Nigerians say they (lawmakers) have lost their core values of representation, honesty and transparency.

BusinessDay analysts agreed with the need to begin a total overhaul of the nation’s financial system, ( it encourages the use of cash, particularly in facilitating graft) which they blame for exacerbating corruption among our law makers and public institutions in the country.
“Our cash system of transactions is exploited easily. It makes it easy for them to collect money without accounting for it. They receive dirty money and tuck it away. And that is why it is difficult to substantiate claims of bribery” an analysts told BusinessDay yesterday.

Another analyst who has done some lobbying work on behalf of airlines and other agencies told BusinessDay how lawmakers are induced to pass bills: “In my time when I was working for airlines, we did not give any lawmaker money but we offered free or discounted tickets.

But I have heard of some companies putting some lawmakers on their payrolls. I have also heard of intra-government bribery where some government officials who do not want the budget of their department or ministry tampered with at the National Assembly give bribe for such.”

ABUJA – GOVERNOR Isa Yuguda of Bauchi State said, yesterday, that over 600 suspects have so far been arrested and were being prosecuted in connection with the murder of nine members of the National Youth Service Corps, NYSC, during the post election violence in the State.

Yuguda who spoke with newsmen in Abuja, said that when he dies he would be accountable to his God for the killings as the governor of the State, adding that the suspects whom he described as beasts and animals would be made to face the full wrath of the law for taking the lives of human beings.

The governor said that if the law permitted, he would personally shoot the suspects if they are finally found to be guilty of the offence.
Yuguda said: “Definitely, the law must take its own course. We have already arrested over 600 people, some of them actually killed the corpse members. We will prosecute them and if the law will allow me, after they are found guilty, I will take the gun and shoot them myself.

Denies spitting on graves of corps members.

“What is the correlation between that headline that I spat on top of the grave of these corps members? These boys that have toiled for twenty years with their parents paying their school fees, they came to serve me. They were serving me happily. Anytime I went to them, they milled around me, and I offered to give them jobs immediately they finished.

Each of them was willing to take up a job in Bauchi because by the provision of the constitution, any one can become a citizen of Bauchi State after seven years because that is what the constitution says.

“You become an indigene of an environment after seven years and I give you permanent and pensionable appointment right from day one. How can someone now say I spat on the corpses of the corps members? I became news, people were writing articles about me as if they don’t know my antecedent. You portrayed me as an animal, as somebody who is heartless, I think that person who has engineered the write-up, probably, he would have been compromised to run me down as an individual.”

The governor who noted that youth corps members were gullible, said the government should stop exposing them to the hazards of elections.

He added: “I personally feel that corps members shouldn’t have been exposed to the dangerous trend of Nigerian politics because we have so many ‘animals’ around who were prepared to snatch boxes, who were trying to use machete to kill people and these youths are serving the nation.

“I said very strongly that they shouldn’t have been part of that very serious process that exposed them to danger and by the time I handed over the corps members to INEC, they were not under my protection even though I was the governor.

“INEC should have given them sufficient protection, but as I have said, what will I do, did I ask God when I was coming to this earth? I didn’t ask the Almighty God when I was coming and same when I would be going. I am not sure if I will live until evening, or when I will die, but if somebody is destined to die a day he was destined to die, what are you going to do about it?

The governor who explained that he made the statement regarding destiny in the light of his Islamic faith, said: “As a Muslim, that is what Islam says for any Muslim that there is time to come to the world and time to go. I can not spat on somebody who is a dead man. I wept even when the Director of NYSC came, when I was making my speech, I had to break my speech because I was remembering the day when those souls would meet me in my grave and they will ask me why did you allow people to slaughter me in your own land when you were a leader?”

On his message to parents of the slain corps members and the nation, Yuguda said: “I have offered condolences to the parents, in fact, I am even supposed to be condoled. I sympathise with the parents and I sympathise with myself.

I sympathise with the parents because they lost their children whom they had spent twenty years paying school fees for, looking up to them to help them when they eventually finish their youth service and I sympathise with myself because these great souls were lost in my land where I am the governor.

Who won the election in Bauchi?

“And you ask a question, why did this happen to these corps members in the first instance? Who won the election in Bauchi? If you wanted to vote for PDP that day, they macheted your hands, cut off your hands, macheted your fingers.

You dared not vote for PDP, there were hoodlums there, singing all sorts of things. In fact that same day, they burnt down the INEC offices, they burnt down our vehicles, burnt down mosques and churches.

The house of my Secretary to the State Government was burnt down to ashes together with the Mosque. His father’s house was burnt down to ashes with the Mosque and yet there was no cancellation of the election there, so it is very sad, a sad thing in the history of our country that a corps member would be molested.”

I really wonder if Yuguda can be trusted. I once lived in Bauchi state for 13 years and experienced same the killing of innocent non-indigenes (in the 1991 riots). As a matter of fact my family slept in the bush for 2 days. 20 years after, the same manner of killings are still prevalent. Southern corpers should not be ( and should reject any posting to the North in the name of NYSC). I dont really care about the Northerners being posted to the south, as long as they remain civil in attitude and behaviour. I dont think the Northerners really understand and appreciate DEVELOPMENT!!!

For those of us who think and feel that SLS is illogical (to put it mildly) should consider this, we all sitting at the confine of our homes/offices and typing out our tots; SLS seats at the helm of the banking economy and sees the entire big picture of the economy. To say the least & and in fairness to him, his decisions are based & focused on growing the economy. We are aware of his track history to show for this.

My tots are these: lets form constructive criticisms if we must and desist from short-sighted statements (esp from people that have no faintest idea of how the economy works).

Nigeria is currently losing over N15bn annually to vendors of fake vehicle licences, the Corp Marshal, Federal Road Safety Corps, Mr. Osita Chidoka, has said.

The FRSC boss said the corps would introduce a new driving licence, as well as new number plates with new security features, in order to make it difficult for fraudsters to continue to forge the documents.

He spoke at a press briefing in Lagos on Thursday.

The corp marshal, who disclosed that the new regime would take effect from April this year, added that the organisation was disturbed by the growing number of syndicates engaged in the illegal production of driving licences and other vehicle documents in the country.

He said, “We find it necessary to introduce the new driver’s licence because the current one has lots of loopholes, which have made it practically impossible for us to continue to rely on it.

“The new one has many features that will curb insider abuse and make it (the licence) valid as an identity card when necessary. It will also improve our comprehensive data base, which makes crime traceable.”

Chidoka stressed that the new driving licence was driven by critical factors, such as integrity, accessibility, quality and cost effectiveness.

The new arrangement, according to him, will also address the problem of lack of acceptable data base for the number of drivers and vehicles available in different parts of the country.

The FRSC chief executive added that drivers below 25 years would be required to renew their provisional driving licences until they clocked 25. Similarly, those above 65 years will undergo strict verification every year at states’ vehicle inspection offices before being issued with the licence.

He, however, warned that any driver under 25 years would not be allowed to drive at night.

“On those under 25, they will be issued with graduate licences and it is renewable annually until they get to the required age. And the current one is for three years, just like the one we currently use. The new regime we want to roll out is even more advanced than what they use in some European countries,” he noted.

Chidoka said that the new driving licence would cost N6,000; while vehicle owners would pay N15,000 for a new number plate, each of which could be processed online or manually.

He said that, henceforth, number plates would be issued in the names of vehicle owners, adding that when a vehicle was resold, the new owner would be required to take another number.

“The FRSC is really prepared for this new regime because it has taken us a long time to get to where we are today. In the past one year, we have been collaborating with the Vehicle Inspection Officers and other agencies that are necessary in ensuring free flow of traffic on our roads,” he said.
