Any brand will do but please avoid any laptop with celeron processors they do over heat and don’t last long. You can look for a fairly used dell xps15 they are rugged and will deliver as planned.

QGIS or Arcgis requires memory and multi processors , so make sure you buy a laptop with 8gighz and above and a quad core laptop ( core i5 or i7). Also the laptop must have a graphic card preferably Nvidia graphic card for rendering images.
Your budget of 100k is fine but it will only give you a used laptop of that quality

If you have enough money, buy a system with intel processor at least a quad core and a dedicated nvidia graphic card. But if you are low on budget then buy a quad core AMD system. For the AMD system please note that the cpu usually gets hot but you can buy laptop cooling fan. Except you are buying the most recent AMD systems

For your information, AMD and Intel are the two giants in terms of cpu. AMD systems are not bad and in fact for software programming training, they will just do fine.
