The Nigerian government is not sophisticated and focused enough to track people's phone.

However , if the government has really spent N2.5billion on this project, I fear for our country. We have electricity to stabilize, roads to build, universities that need to be upgraded and so much more. The money used for this project could be used for other things that are beneficial to our country.

Wow. where did you find a law that says age of consensual sex is 13. please point out that substantive law and not a google page. There is absolutely no law like that in Nigeria. Yerima's issue was about section 29 of the constitution which is about d age at which a married person can renounce citizenship. Also it is under sharia that you can marry a girl of 13. Section 21 of the childs right act says a person cannot marry under the age of 18 and d punishment is 5yrs imprisonment. The child's right act is a federal enactment and it says a minor (unmarried) cannot have consensual sex because d minor is deemed incapable of giving consent. and you are still saying it confidently that legally he is doing nothing wrong. I laugh in spanish. I only wish the OP can let me know where his friend is, he will soon know whether what he is doing is wrong.

You are wrong. There is no marriage involved here. The Child's right act stipulates that having sexual intercourse with a child is an offence punishable with life imprisonment and it is a strict liability offence meaning that consent or intention is immaterial. this is a law duly passed by d national assembly and domesticated by most states. This is not just in theory, I have personally handled cases where people were charged under section 31 of d child's right law of diff states. What he is doing is a crime.
I don't why people are bringing marriage into this.

Very interesting write up. My answer to that is NO! This is simply because the natural man was born with the Adamic nature which is already corrupt before birth. You need to understand that man is a spirit, he has a soul and he lives in a body. The word of God says: that the heart of man is desperately wicked"; this simply means that anyman without a recreated human spirit, which gives him the nature of God, is a ticking time bomb. It is not about how good that person appears to be rather it is in his nature. I believe things from the biblical perspective which is the Truth of God's word. We can go on and on about this but no man can be good without God. Finally, it is not just a God thing but a Jesus Christ thing because until one accepts him as Lord and Savior, life is simply empty and very meaningless.
