Depends on the underlying conditions..if you do not have you can return the empty envelope.God sees the mind...

In some instances also the envelopes are already placed on your chairs so you still have to return them empty.

Recently, the Nigerian police sent to every citizens a toll number (like 911) to dail in case of an emergency. Ask yourself, would they have done that if they didn't care for us?
