My suggestion is he funds a library with internet access in his constituency. He might even charge a small amount to fund and operate it.

Your suggestion makes sense especially in the era that we are in now but free internet in the library should be with limited internet access to educational materials and not to every website before idle minds will attempt online fraud and pornography.
I will suggest investing in sports. That takes a lot of idle minds of the streets. The lawmaker can equally partner with vocational schools to get these people trained.

I will advise you to leave Nigeria. I am 40 and I regret leaving Nigeria when I did some more than 4 years ago. When my friends were leaving when I was 27, I said I would not leave that I will make it in Nigeria. Some years down the line, I looked inward and accepted my fate that I and my family's fortune would be better elsewhere. I made that move and I have never for once in my life regretted that decision.
I know Nigeria is bad but I am amazed that People in Nigeria tell me that the Nigeria I left then isn't that Nigeria anymore.

Luxuries I found challenging to lay my hands upon when I was in Nigeria is so easy for me right now. Life isn't yet what I want it to be but everyday I wake up, I see light ahead of the tunnel unlike when I was in Nigeria.

I hope you seize this opportunity and not regret it when you now want to make that move, the opportunity isn't there anymore.

Even American patrol police will not let you go. They will engage you in a high speed chase until they catch you. It is the detective arm of the police that tracks you and that is for offences like murder, fraud and other serious crimes and not traffic offences.
